ODOT Region 1 is scoping potential locations to construct new stormwater treatment facilities to service OR 99-E (SE McLoughlin Blvd), Portland OR between SE Harold St. – SE Bybee Blvd. Stormwater management within this corridor is currently managed by discharge into an ODOT ditch directly connected to Crystal Springs Creek and a City of Portland sewer system. Site Descriptions1. The ODOT undeveloped parcel located adjacent to the southbound lanes between SE

Ellis St. and SE Reedway St. This location may be suitable for a surface swale. Stormwater would need to be redirected away from the current Portland sewer inlets into the swale. Water that does not infiltrate would be discharged back into the existing sewer.

2. Undeveloped ODOT ROW located at the NE quadrant of the SE Bybee Blvd and SE McLoughlin Blvd intersection. This area is currently serviced by sewer. This site may be suitable to bypass the existing inlets and treat using a Bioslope located immediately to the east. This site was targeted since it is the only location in the corridor lacking trees.

3. Existing City of Portland swale located at the NW quadrant of the SE Bybee and SE McLoughlin intersection. It is bounded by SE 23rd Ave and SE Glenwood St. Is there a possibility that this site could be used. If so, is it at capacity? If so could it be expanded. Currently the southbound lanes in this section are serviced by sewer. Is it possible to bypass and treat within the swale prior to discharge into the sewer?
