Objective
- To maximize the possibility of winning project contracts by easing the financial burden arising from the development of overseas projects of domestic environmental companies by providing financial assistance for the feasibility studies of promising environmental projects and promoting the participation of domestic companies in the early stages of project development

Operation of GCF Project Pipeline Development Program
Support System : KEITI provides financial and administrative support for GCF project exploration, project proposal
completion, and project approval
- Establish cooperation system between GCF Secretariat, NDA, AEs and stakeholders in developing countries
Application : Operator submits an application form. If an applied business is selected, the operator modifies
details of the project in a way KEITI-Ministry of Environment supports it.
Sanctions against Operator : In case some problems occur in business, project concerned will be excluded from
support for certain period of time.

Project Exploration
- Designate a business that has a good prospect and is likely to be approved by the
GCF Board of Directors as a GCF project.
Supported Activities
- Creation of project proposals, consultation with Accredited Entity, contacting with
institutions or countries concerned, e.g. NDA with developing countries* ME can provide a certain amount of labor and travel expenses for projects funded by the government** In the case of a private investment project, the operator must support the manpower and provide the
travel expenses.
Project Selection - Adopt a project based on business valuation standard
- Valuation Criteria (tentative): Operator credibility, NDA contact with developing
countries, Contact with local governments, Contact with the Ministry of Finance,
Completion of the FS, Association with the Accredited Entity, Intention to co-invest
with the Accredited Entity, Profit-generating structure, Coordination with GCF projects,

pipelines for developing countries to easily access to GCF
Budget : 1 billion KRW (about 1M USD)

○ Consists of 34 islands, 24 of which about 60,000 people live in
