Green dot organisations should offer a solution for collection of
small quantities of EPS
We can not offer an appropriate solution for small quantities of EPS.
We advice our clients to put the EPS in the mixed waste.

Background for Norwegian voluntary agreements
• The EU Directive on packaging and packaging waste was introduced in1994
• Owners and users of the packaging (trade and industry) wanted voluntary industry agreements rather than system based on (fiscal) packaging tax
• Agreements signed with Ministry of Environment in 1994 - 1996, renewed and revised in 2003
• Undertook extended producer responsibility for the packaging’s life cycle including prevention (no target for prevention) and recycling targets
• Norwegian national targets for all plastic packaging inkl. Agri (30% mechanical Recycling) are higher than EU targets
• EPS the only fraction with its own target. 50 %

Collection and recycling model for trade and industry
• Est. in 1995: Open model for collectors and recyclers
• Standard agreement with 120 collectors nationwide
• Collectors are obligated to receive sorted plastic packaging for free
• Collectors sell all fractions to positive prices on the free market
• GPN can regulate the remuneration if the salesprice of plastics goes up og down. (PP-bag/GreenFence/China in 2015)
• Of the 120 collectors, 60 have EPS as a fraction.
• GPN secure the right quality and quantity through audits

Collection and recycling model for municipalities.
• Est. in 2000:Open model for munisipalities
• 95 % of all households have household plastics collection, most of them curb-side.
• Municipalities collects and bale. GPN sends the plastics to sorting plants, and pay for the transport and gatefee.
• EPS is not wanted in the household fraction. We want the EPS to be delivered at the recycling stations.
• GPN secure the right quality and quantity through audits
EPS plastic packaging handling in Norway 1. Market
• Annual sales: about 7.000 tons of which 3.000 tons in the fisheries sector - the rest are technical (EPS packaging around refrigerators, freezers, furniture etc.)
• Good return from the fisheries sector, less from the technical sector (which ends up in the households)
2. The current arrangement for trade and industry
• Collection Agreements with the private sector, about 120 agreements (about 50 of them have EPS as fraction)
• GPN reported 3.600 tons in 2015, sent to mechanical recycling.
• Provision Agreements. Of the 50 above approximately 30 sell EPS themselves - the rest via recycler Lunde in Stavanger (approximately 1.500 tons per year)
• Remuneration from GPN: 272 euro pr. ton. This in addition to the achieved selling price on the marked(320 – 540 euro pr. ton)

EPS plastic packaging handling in Norway
3. The current arrangement for municipalities.
Facilitates collaboration with several regional entrepreneurs with compression systems, and municipalities with collection at manned recycling stations (about 400 prospective nationwide)
• Emphasis on delivering to recycling stations when it comes to EPS.
• GPN offers transportation and sorting of mixed plastic NOK.0 per ton, assuming contaminants less than 20%. Only IF they also have a EPS collection system.
• The solution involves more collected EPS (expecting 500 tons per year), more recycled plastic as well as larger rate of recycling figures for the municipalities
• Remuneration to the one who sends the EPS to mechanical recycling. Same as for the trade and industry. 272 euro pr. ton from GPN, in addition to the achieved selling price on the marked(320 – 540 euro pr. ton)
Why so high remuneration?
Low product weight
• 98 % air
• 1 m3 = 50 kg
• A 35m3 container with collected EPS fragments has a weight of 350 to 600 kg
Transport and labour in Norway.
• Labourcost for a industryworker is about 3 500 euro pr. month.
• Transportcompanies have to get payed about 20 euro pr. mile to break even.

How to get more EPS in the future!
Small, inexpensive EPS compression press and requires hardly no manual labour.
Now even small businessens with some EPS can:
• Reduce the storage volum
• Have enough weight of EPS, so it´s interesting for the collector to collect it.
Good business for the customer, the collector and for the environment.

PS Industry and Circular
Economy
• Industry needs to evolve versus full circular
economy – this must be its new vision and
commitment
• CreaSolv offers a process for the next 30 years as
more demolition waste containing HBCD comes
on stream
• Pilot program can be generalized to all relevant
FR’s when deemed necessary.
Incineration and Circular Economy
• Plastics industry has tested EPS with HBCD in a Municipal Solid Waste Incinerator in Würzburg showing under the conditions used that the limits for emissions’ requirements were fulfilled
• Beside supporting incineration, the industry focus on alternative processes for a fruitful implementation of a Circular Economy (CE).
• The proposal of the CE package at the 2nd of Dec: 60% recycling target in 2030 for packaging waste, and less than 5% going to landfill in 2030
The future is Circular Economy where the “ residues” need to go for waste-to-energy as an alternative technology required to fill the gap.

• Required to work out logistics of PS waste from
ETICS like e.g. mobile shredder and compacter, and the
legal framework (recyclers – EUMEPS)
• Mobilize the value chain in 2016
• Mapping and prepare input PS foam raw material for demo plant including optional storage HBCD containing compacted material
• Evaluating the demo plant into a European perspective into different member states for 2020 and onwards
Development and introduction of more sustainable products such as polyFR will support the continuous use of polystyrene insulation boards the next 100 years
