& Introduction

These #lectrical %afety /ules are intended for the use of such employees of !DO and itscontractors who may be concerned with the operation of( or wor' on( !DO A<9A *O5T9#and associated 5O@ *O5T9# electrical systems. The /ules are additional to the generally

applicable safety requirements of the 4ompany( specifically the !ermit-to-@or' %ystem >!/-1? as operated by the 4ompany( together with the !DO A%# $anual.

The application of these /ules is mandatory.

The authority for revision of these /ules rests with the 4orporate )unctional Discipline Aead#lectrical.

ll copies of these /ules shall be issued in accordance with !/-+0=( #%O! .

The /ules shall not apply to three C single phase 5O@ *O5T9# !!/TU% insidewor'shops( laboratories( commercial( domestic and similar buildings or to portable electrictools( all of which are not considered to be part of !DO"s electrical systems which come withinthe scope of these /ules.

The /ules shall not be applied to batteries for all purposes( instrument or telecommunicationcircuits operating at up to , volts D4 and 4( nor to radio frequency( or low energy highvoltages as found in cathode ray tubes( radar( air-conditioning systems3plants and cathodicprotection systems.

Aowever the principles of the safe wor'ing methods contained in subsection ;.0 of these /ulesshall be followed( where practicable( when wor'ing on any 5O@ *O5T9# circuits within the!DO concessions.

#5#4T/<45 %)#T O!#/T<ON5 !/O4#DU/#% >#%O!? !/H+0= >previously titled as%!-,=? are issued by the 4orporate )unctional Discipline Aead #lectrical to supplementthese /ules and to define policies that assist in their implementation.

2 4 Electrical Person

person >!DO or non-!DO? who has been appointed by the 4)DA-# to any of theelectrical authorisation levels defined below in /ules ..0.37303;32. #5#4T/<45!#/%ON% shall be sub8ect to the licensing requirements of the !ermit-to-@or' system asoperated by !DO.

n UTAO/<%#D #5#4T/<45 !#/%ON who has been appointed in writing by the 4)DA-# to carry out A* and 5* %@<T4A<N9( the issue and cancellation of #5#4T/<45!#/$<T%-TO-@O/( %N4T<ON%-)O/-T#%T and 5<$<TT<ON%-O)-44#%%.

The 4#/T<)<4T# O) !!O<NT$#NT shall state the section of the electrical system towhich it applies.

<t may also include carrying out the duties of a 4ONT/O5 !#/%ON for a specified sectionof the electrical system

2 4 6 Control Person 5PDO Staff6%CP

%#N<O/ UTAO/<%#D #5#4T/<45 !#/%ON who has been appointed in writing bythe 4)DA-# to manage a section of the electrical system within defined electricalboundaries.

The position of 4ONT/O5 !#/%ON can be either of the following:

a6 The person operating from a control room specially equipped with system controlfacilities >particularly applicable to the operation of powerstations?

or

6 The most senior #5#4T/<45 !#/%ON in a !DO rea >particularly applicable to rea Operations #lectrical %upervisor positions?

or

c6 Aeads of Utility

The 4#/T<)<4T# O) !!O<NT$#NT shall state the section of the electricalsystem for which the appointment applies.

2 4 7 1on%PDO Staff Electrical Persons

<t shall be possible for contract staff to be authorised for any of the authorisation levels asdefined in /ules ..0.37303;32.

The contractor shall nominate such staff in writing to !DO as having sufficient technical

<t is the duty of all persons( including contractors and sub-contractors employed by !DO( whowor' on the electrical systems within !DO areas( to ma'e themselves thoroughly conversantwith and to conduct their wor' in accordance with all /ules governing the operation or wor'they have to underta'e on such systems.

)urthermore( it is the duty of these persons to use any means or appliance provided by !DOfor securing safety and also not willfully to do anything li'ely to endanger themselves or others.

4ontravention of these /ules shall constitute misconduct. ny person >!hether PDO or non%PDO staff ? who contravenes these /ules shall be liable to dismissal or be otherwise dealt within accordance with !ersonnel Disciplinary procedures.

B. O+EC"IO1S

ny person ob8ecting on operational or safety grounds to any instructions given to himregarding the operation of A* or 5* !!/TU% or wor' on electrical equipment shall ma'ethese ob8ections clearly 'nown to the person issuing them.

This person shall then have the matter investigated and if necessary referred to a higher authority for a decision before proceeding.

B.B ISSUE O- ELEC"RIC,L S,-E"? RULES

copy of these /ules shall be issued to !DO employees and to employees of !DO contractorsand sub-contractors( involved in the operation of or wor' on !DO electrical systems. #achemployee shall sign a receipt for their copy which shall be 'ept in good condition. The methodof issue shall be in accordance with #%O!-.

B.( D,13EROUS OCCURRE1CES ,1D ,CCIDE1"S

ll dangerous occurrences and electrical accidents shall be reported immediately to a 4! whoshall report in accordance with an !!/O*#D procedure.

B. -,ILURE O- SUPPL?

failure of supply( from whatever cause( to or from any part of the A* systems shall bereported immediately to the 4! for the section affected.

The 4! shall report any serious interruption involving a large part of the facilities or animportant single consumer in accordance with procedure !/ H 7;7 > )ollow- up procedure for

The method of training( assessing and subsequent appointing of such !#/%ON% is detailed in#%O! 7.

The 4of shall state the main activities these persons may carry out on !DO electrical

systems( and the !DO rea to which it applies.(.B. nother 4of shall be given to %#!"s who are to underta'e the role of 4! for a section of

the electrical system within defined electrical boundaries in a specific !DO rea.

No person eIcept an #! or aperson acting under his direct supervion shall have access to any such enclosure or cubicle inwhich a 5<*# conductor is eIposed.

ll spout or busbar shutters shall be loc'ed shut. <n case of possible bac'feed also the feeder shutters shall be loc'ed shut. <f the design of switch gear does not have this loc'ing facility(other precautions to prevent DN9#/ shall be ta'en >e.g. padloc'ing of cubicle doors?.

.&. ,ccess to Underground Chamers or Cellars

<n accordance with !DO policy a @O/ !#/$<T is always required for @O/ <N 4ON)<N#D %!4#. No person shall therefore enter any underground chamber or cellar untilthe requirements of the !ermit-to-@or' %ystem for entry into a 4ON)<N#D %!4# have beenimplemented.

9ates and devices to prevent climbing of towers and gantries supporting A* conductors shallalways be 'ept loc'ed eIcept when opened by an #! under an #5#4T/<45 !#/$<T-TO-@O/( %N4T<ON-)O/-T#%T or 5<$<TT<ON-O)-44#%%.

.&.( Climing on 4ood Poles

&efore any pole is climbed( it shall be sounded. No pole badly impaired by decay or damageshall be climbed until the person in charge is satisfied that it has been made safe.

No person shall wor' upon any pole or tower without ma'ing proper use of his !!/O*#Dsafety harness( which he shall eIamine to see that it is in good order( on each occasion beforeuse.

No person shall climb any pole supporting 5<*# A* conductors eIcept in accordance with /ule1..0.

. S4I"C0I13 PROCEDURES

..& 3eneral

..&.& No A* %@<T4A<N9 shall be carried out without the agreement of the 4! responsible for thatsection of the electrical system.

..&. <n normal circumstances all A* %@<T4A<N9 shall be carried out only after a written !!/O*#D %@<T4A<N9 !/O9/$$# has been agreed.

%@<T4A<N9 !/O9/$$#% need not normally be prepared for %@<T4A<N9 on A* motor circuits unless required by the 4!.

..&.B @hen the 4! gives agreement for A* %@<T4A<N9 to be carried out he shall( if practicable(communicate directly with the person who is to carry out the %@<T4A<N9.

%@<T4A<N9 to the 4!"s instructions( or with his consent( shall be carried out without unduedelay.

ll A* %@<T4A<N9 shall be reported to the 4! as soon as possible after each operation or at an agreed stage of a %@<T4A<N9 !/O9/$$#.

..&.( The remote opening and closing of A* circuit brea'ers may be carried out byunaccompanied suitably authorised operators.

ll other A* %@<T4A<N9 shall be carried out by an #! who shall be accompanied duringthe %@<T4A<N9 operations. >%ee also /ule ;.;.. when applying 4</4U<T $<N#/TA%?.

..&. @hen operating pole mounted switchgear by mechanical means from ground level( theoperator shall wear rubber gloves of an !!/O*#D type and an !!/O*#D safety helmet.

..&. $a'ing 5<*# or D#D by signal or prearranged understanding after an agreed time intervalis forbidden.

..&.) @hen switchgear or any other A* !!/TU% shows any sign of distress( its condition shallbe reported immediately to the 4! and it shall be eIamined before a decision is made aboutfurther operation.

.. S!itching ,cross Electrical +oundaries

&efore %@<T4A<N9 is carried out on any system which may affect other electrical systems(the 4! agreeing the %@<T4A<N9( shall communicate with the 4! of the other system>s?

concerned and the %@<T4A<N9 shall be recorded by all parties.

@hen telephone or radio messages are being used between 4!"s to co-ordinate%@<T4A<N9 !/O9/$$#% between different specified sections of electrical systems(each message shall be repeated in full and written down before %@<T4A<N9 is performedand each actual operation shall be reported to the 4! at the other end before the neItoperation can be eIecuted.

..B S!itching Under Emergency Conditions

<n all cases when emergency %@<T4A<N9 has been carried out to avoid DN9#/ topersons or !!/TU%( the 4! for the electrical system concerned shall be informed assoon as possible of any action ta'en. The 4! shall report in accordance with an !!/O*#D

procedure.

1O"E$ If the APPARATUS at the point of ISOLATIO is not provided !ith suita"le means of loc#in$ or if SA%ET& PADLOC'S cannot "e applied( and the circuit cannot "eISOLATED ") the !ithdra!al of fuses or lin#s( then other suita"le precautions shall "e ta#en to avoid DA*ER to person !hilst !or#in$ on the circuit+

.(. n #5#4T/<45 !#/$<T-TO-@O/ shall be issued to the 4#! in charge of the wor' on 5* !!/TU% and conductors when it has been necessary to apply a 4</4U<T $<N #/TA tothe <%O5T#D A* windings of the transformer feeding the 5* windings and connections>including incoming switchboard units? or when an 5* #/TA is applied to the 5* switchboardbusbars.

@hen such an #5#4T/<45 !#/$<T-TO-@O/ is issued to a 4#!( he shall be accompaniedby another 4#! during the progress of the wor'.

.(.B Notwithstanding the requirements of /ule ;.0.( essential testing or ad8ustments may be madewith 5* !!/TU% 5<*#( provided that safe methods are used and !!/O*#D equipmentor instruments required for testing are properly insulated for the rated voltage of the circuit.

<f it is necessary for safety reasons( the 4#! carrying out testing or ad8ustments shall wear !!/O*#D electrical rubber gloves.

<f the testing or ad8ustments of 5* !!/TU% requires covers to be removed so that 5<*#terminals( windings or connections are eIposed( then suitable precautions shall be ta'en toprevent persons coming into accidental contact or interfering with that !!/TU%.

The 4#! in charge of the testing or ad8ustments shall be accompanied during the progress of the testing or ad8ustments.

<f this method of using portable #/TA<N9 leads is to be used( the followingsequence of procedures shall be carried.out:-

>ii? #nsure that each phase of the circuit is D#D >only an A* testing devicesuitable for the rated voltage of the circuit shall be used?.

>iii? #Iamine the portable #/TA<N9 leads prior to use to ensure that they arein good condition.

>iv? 4onnect the portable #/TA<N9 leads to the #/TA system beforesecuring them to the phase conductors. 4are must be ta'en to ensure thatgood contact is made.

n #5#4T/<45 <%O5T<ON3D#-<%O5T<ON 4#/T<)<4T# >allowing restoration of motivepower? shall be ta'en by a third party to a suitably authorised #5#4T/<45 !#/%ONrequesting the <%O5T<ON of the !!/TU% prior to the non-electrical wor' and subsequenton-load chec's commencing on such !!/TU%. Ae may( without reference tothe 4!( remove and replace #/TA% as necessary and carry out tests including ma'ing 5<*#the !!/TU% concerned from a testing supply. This does not mean that the recipient of the%N4T<ON-)O/-T#%T has to carry out the tests personally( but that they shall be carried outunder his direct supervision.

No person shall climb above the anti-climbing guards of such towers or structures supportingthe 5<*# conductors of two circuits( unless he is first issued with a 5<$<TT<ON-O)-44#%%(stating the precautions he and his @O/<N9 !/T shall ta'e to avoid DN9#/.

n #! shall personally ensure that DN9#/ NOT<4#% or !!/O*#D red flags are attachedto all sides of the tower or structure above which( persons climbing shall be instructed not topass. &efore any pole is climbed it shall be sounded. No pole badly impaired by decay or damageshall be climbed until the 4ontractor"s %upervisor is satisfied that he has made it safe for
