1 EXECUTIVE SUMMARY Red Ochre and China Clay mining project of Smt Jarina Begam is located at Village- Sand, Tehsil- Bhadesar, District-Chittorgarh and State- Rajasthan over an area of 4.7254 ha. The proposed capacity of the project is Red Ochre-1,25,117 Tonnes/Annum and China Clay-82,039.5 Tonnes/Annum. Out of total land of 4.7254 ha, 3.6172 ha is a private land and remaining 1.1082 ha is a govt. land. Open cast Semi Mechanized mining method is adopted for this project. Brief description of the project is described below.

2.2 Brief Description of Nature of Project: The applied lease area is a part of the previous held and sanctioned area (M.L. 25/1980). The lease area was held in favour of Ajajudeen Shaik. In the applied lease area, the mineral Red Ochre and China Clay is exposed in the tube well, old well and old trenches. The tube well cutting shows mineral avaibability in the lease area. Red Ochre and China Clay mining project near village- Sand Tehsil- Bhadesar, District- Chittorgarh, State- Rajasthan over an area of 4.7254 ha. The proposed capacity of the project is 1,25,117 Tonnes/Annum of Red Ochre and 82,039.5 Tonnes/Annum of China Clay.

The state govt. has issued Letter of Intent (LOI) vide letter no. Ni kha Bhu/Nimbha/CC-5/P1 (1) 161/13/4207 Dated- 09/06/2014. (Copy enclosed as Annex- 4).

Mine Plan has been approved by Indian Bureau of Mines, Udaipur vide letter number 682(23)(820)/2014-MCCM(N)UDAI dated 05/09/2014

The project China Clay & Red Ochre mine shall be developed by Semi Mechanized opencast Mining. The overburden and mineral are soft and easily mineable. So, no drilling or blasting is required. The overburden shall be removed by Excavator/ JCB. As per the approved Mine Plan, no secondary

blasting is needed. There shall be no use of explosives and hence no storage of explosive is required. The main operation shall be digging, shorting and the transportation by trucks. The Mineral trucks are to be loaded by excavator. The mined mineral china clay shall be collected in the mineral stack yard and then sorted over there manually before its final dispatch to various industries through trucks. The sub- grade mineral generated shall be collected in sub- grade stack yard and then shall be mixed with high-grade mineral for use in various industries. The waste generated shall be carried through trucks to the dump yard in the southeast part of the lease area. The Bench height shall be 3 m and bench width shall be more than 3 m.

Red Ochre Mineral is one of the major ore of Iron. Red Ochre is obtained from iron or ferruginous in contaminated form. In addition to being the most important ore of iron, Red Ochre is a constituent of a number of abrasives and pigments. The principle industrial use of Red Ochre is in Tiles & Ceramic Industry, Plastic & Rubber Industry, Paints and Dyes industry, Ceramics, Fertilizer, Brake Lining and Cement Industry.

The principal use of China Clay is in Cement Industry. Other important uses are as flux in metallurgical processes; in Glass, Ceramic, Paper, paper industry; and as soil conditioning agent in agriculture; crushed china clay stone is used for ballast and filler in concrete and asphalt. The China Clay stone is used as rectangular slab in lithography.

Consumption of both of these minerals is very high in the industry. Thus requirement of these valuable minerals also is increasing day by day.

2.3.2 Demand and Supply Gap

Cement industry alone consumed about 97% of total production of the ochre. The remaining consumption was together shared by ceramic, foundry, glass, paint and paper industries. A sizeable quantity is believed to have been consumed by small-scale units as well as cottage industries.

Consumption of China Clay increased to 1,489 thousand tonnes in 2011-12, from 1,488 thousand tonnes in 2010-11. Cement Industry accounted for 45% consumption followed by ceramic (42%), the major consumer of raw China Clay. Pesticide, paint, refractory, paper, cosmetic, rubber, abrasive, asbestos products, chemical, dry cell batteries, textile, electrical, electrode and glass industries together accounted for the remaining 13%.

Rajasthan continued to be the leading producing State of ochre, contributing 93% of the total production in 2011-12 followed by Andhra Pradesh 4%, Madhya Pradesh 3% and remaining minor production was contributed by Gujarat & Karnataka.

Gujarat was the leading producing state of china clay accounting for 48% of the total production in 2011-12 followed by Kerala (23%), Rajasthan (17%), Jharkhand (5%) and West Bengal (3%). The remaining 4% was shared by Andhra Pradesh, Karnataka and Madhya Pradesh.

Based on the above, it is cleared that demand is always high as compare to the supply.

2.3.3 Imports V/s indigenous production

Development needs will be met only through indigenous production of Red Ochre and China Clay material against the high cost of imported material.

2.3.4 Export possibility

There is no proposal to export the Granite. However, mineral produced from the mine will fulfil the needs of the region and surplus if any, will be considered for export.

2.3.5 Domestic/Exports Markets

Red Ochre and China Clay produced in this mine is being marketed to cement plant and other industries. The proposed mining activity is for indigenous consumption only for industries. There is no proposal to export the mineral.

There are 65 has employed form nearest villages. The workers are coming from semi-skilled and unskilled both sectors.

3.1 Type of Project including interlinked and interdependent projects, if any

As per Gazette notification of Ministry of Environment and Forest (MoEF), New Delhi all projects less than 50 hectare falls in category “B”. As in this case, the lease area is 4.7254 hectare, so this project also falls in “B” category. No interlinked projects are involved.

3.2 Location (map showing general location, specific location, and project boundary & project site layout) with coordinates.

This is a China Clay and Red Ochre Mining project and located near Village Sand of Tehsil Bhadesar in the District of Chittorgarh over an area of 4.7254 Ha. Out of total land of 4.7254 ha, 3.6172 ha is a private land and remaining 1.1082 ha is a Govt. land. The mine lease area is not covered by any watercourses in the form of river, nallah etc. Location map and Study area map is attached as Annex-1 and Annex-3 respectively. The details of the project co-ordinate are described in below

3.3 Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted.

It is naturally occurring rocks which is site specific due to its geological origin. No alternative sites are proposed.

3.4 Size and Magnitude of Operation Opencast semi mechanized method of mining has been proposed. Proposed five year production details are shown in the following table.

3.5 Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given)

The proposed China Clay & Red Ochre mine shall be developed by semi mechanized opencast Mining. The main operation shall be digging, shorting and the transportation by trucks. The Mineral trucks are to be loaded by excavator. The mined mineral China Clay shall be collected in the mineral stack yard and then sorted over there manually before its final dispatch to various industries through trucks. The sub grade mineral generated shall be collected in the sub grade stack yard and, thereafter shall be mixed with high-grade mineral for use in various industries. The waste generated shall be transported through trucks to the dump yard in the southeast part of the lease. The Bench height shall 3m and the bench width shall be more than the bench height.

1st year: The Total mineable reserve is 6,05,628.4 MT. During the first year of mining the applicant will excavate one bench of O/B (R.L. 459 - above) and then shal advance to the southeast direction. Four benches of mineral Red Ochre shall be prepared (RL 459-457, 457-454, 454-451, 451-449). About 62,701 MT of Mineral shall be excavated. This will include 50,161 MT of recoverable mineral, 6,270 MT of Sub Grade minerals & 6,270 MT mineral wastes. Three benches of mineral China Clay shall be prepared (RL 449-446,446-443, 443-440). About 17,568 MT of the Mineral shall be excavated. This will include 14,054.4 MT of recoverable mineral, 1,756.8 MT Sub Grade minerals, 1,756.8 MT mineral wastes and 11,428 MT of overburden of intermix of soil. The balance mineable reserve shall be 5,41,413 MT.

2nd Year - The balance mineable reserve at the beginning of the second year will be 5,41,413 MT. During the second year of mining, the applicant will excavate further from the surface. One Bench of O/B (R.L. 459 - above) and thereafter shall be advance in the northwest direction. Four benches of

mineral Red Ochre shall be prepared (RL 459-457, 457-454, 454-451, 451-449). About 75,842 MT of Mineral shall be excavated. This will include 60,673.6 MT of recoverable mineral, 7,584.2 MT of Sub Grade minerals and 7,584.2 MT of mineral wastes. Three benches of mineral China Clay shall be prepared (RL 449-446,446-443, 443-440). About 40,179 MT of Mineral shall be excavated. This will include 32,143.2 MT of recoverable mineral, 4,017.9 MT of Sub Grade minerals and 4,017.9 MTof mineral wastes. The Over burden with intermix soil of 1,1421 MT shall be generated. The balance mineable reserve shall be 4,48,596.2 MT.

3rd Year - The balance mineable reserve at the beginning of the third year will be 4,48,596.2 MT. During the third year of the Mining, the applicant will excavate further from the surface. One bench of Over Burden (R.L. 459 - above) and thereafter shall be advance in the northwest direction. Four benches of mineral Red Ochre shall be prepared (RL 459-457, 457-454, 454-451, 451-449). About 88,361 MT of Mineral shall be excavated. This will include 70,688.8 MT of recoverable mineral, 8,836.1 MT of Sub Grade minerals and 8,836.1 MT of mineral wastes. Three benches of mineral China Clay shall be prepared (RL 449-446,446-443, 443-440). About 52,502 MT of Mineral shall be excavated. This will include 42,002 MT of recoverable mineral, 5,250 MT of Sub Grade minerals and 5,250 MT mineral wastes. The overburden with intermix soil of 12,868 MT shall be generated. The balance mineable reserve shall be 3,35,905.4 MT.

4th Year- The balance mineable reserve at the beginning of the fourth year will be 3,35,905.4 MT. During the fourth year of the Mining the applicant will excavate further from the surface. One bench of Over Burden (R.L. 459 - above). Four benches of mineral Red Ochre shall be prepared (RL 459-457, 457-454, 454-451, 451-449). About 1,02,258 MT of Mineral shall be excavated. This will include 81,806.4 MT of recoverable mineral, 10,225.8 MT of Sub Grade minerals and 10,225.8 MT of mineral wastes. Three benches of mineral China Clay shall be prepared (RL 449-446,446-443, 443-440). About 64,501 MT of Mineral shall be excavated. This will include 51,601MT of recoverable mineral, 6,450 MT of Sub Grade minerals and 6,450 MT of mineral wastes. The Over Burden with intermix soil of 14,602 MT shall be generated. The balance mineable reserve shall be 2,02,498 MT.

5th Year- The balance mineable reserve at the beginning of the fifth year will be 2,02,498 MT. During the fifth year of the Mining the applicant will excavate further from the surface. One bench of Over Burden (R.L. 459 - above). Four benches of mineral Red Ochre shall be prepared (RL 459-457, 457-454, 454-451, 451-449). About 1,25,117 MT of Mineral shall be excavated. This will include 1,00,093 MT of recoverable mineral, 12,512 MT of Sub Grade minerals and 12,512 MT of mineral wastes. Three benches of mineral China Clay shall be prepared (RL 449-446,446-443, 443-440). About 82,039.5 MT of Mineral shall be excavated. This will include 65,632 MT of recoverable mineral, 8,203.75 MT of Sub Grade minerals and 8,203.75 MT of mineral wastes. The overburden with intermix of soil 17,627 MT shall be generated. The balance mineable reserve shall be 36,773 MT.

3.6 Raw materials required along with estimated quantity, likely source, marketing area of final products/s, Mode of transport of raw Material and Finished Product.

No raw material will be required for production of Red Ochre and China Clay

Marketing area: The mineral Red Ochre is used in Cement, Paints, rubber glasses, plastic Industries, foundries, lacquers colours. The mined out China Clay from the applied area shall be used in cement industry.

The mineral will be transported to the destination industries by trucks.

3.7 Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined.

Water will be accumulated in the excavated mined out pit area during rains and pits shall serve as natural ground water recharging structure. As a result of extraction of mineral, the rate of charging of ground water is likely to be increased considerably. Water collected in the sump will be used in various purposes at the mine viz. plantation, dust suppression etc.

3.8 Availability of water its source, Energy/power requirement and source should be given

Total water requirement in the mine will be about 8 KLD for drinking & domestic use, dust suppression and plantation. Drinking water and water for dust suppression and plantation will be collected from nearby villages. Besides above, rainy water will be collected in the working pit which will be used for dust suppression and plantation purpose.

Diesel shall be used as motive source of primary energy for mine machinery. Diesel will be outsourced from nearby diesel pumps.

3.9 Quantity of Wastes generated (liquid and solid) and scheme for their management/disposal

3.9.1.1 Nature and Quantity of waste:

The waste rocks found in the area is overburden lying over the mineral bed and line rejects of sortings of intergrowth of soil with clay. The thickness of waste shall be in varying thickness of 1.5 m. The Rock fragments of small size shall also be resulting after mining.

3.9.2.1 Selection of waste Rock Dump Site:

It is in the non-mineralized zone. The topography is favorable for dumping. The area is sufficient for long-term use. To prove the barren status of proposed site, proposal of PPP has been given in exploration

program.

3.9.2.2 Stacking of Overburden:

Top Soil (1.5-2.0 m) shall be lying over the red Ochre & china Clay. During Red ochre & China Clay mining, intermix soil shall also be generated. It is proposed to stack the rejects produced from this mine temporarily at the sites.

3.9.2.3 Stacking of Top Soil:

It is also proposed to stack the topsoil (between Grids line 150N-250N & 150W-250W) near the area where development of a “Green Belt" has been proposed.

3.9.2.4 Stacking of Sub-grades:

It is also proposed to stack the Sub-grade minerals separately. The Sub-grade minerals shall be used in mixing with high-grade minerals to make marketable/Avg. grade.

3.10 Schematic representations of the feasibility drawing which give information of EIA purpose

As per the Environment Impact Assessment (EIA) notification dated 14th Sept. 2006 and amendment done so far, the proposal falls under category B. EIA/EMP report shall be required to get the environmental Clearance for this project from the MoEF. The baseline studies will be undertaken as per schematic diagram given as Fig 3.2

4 SITE ANALYSIS

4.1 Connectivity The lease area is about 1.00 Km West of Village Sand, Tehsil Bhadesar, District.-Chittorgarh. And the area is connected to village Sand by kaccha rasta. The lease area is 11 km connected by tar road to Tehsil Bhadesar District.- Chittorgarh.The nearest Railway Station is situated at village Shambhupura at about 10.0 Km ENE direction from the project site .

4.2 Land Form, Land use and land Ownership The mine lease area is 4.7254 Ha comprising of government Land and Private Land. The Government Land is a barren land not used for agriculture or the other purpose. The total lease area is non-forest land. The details of the land are given in below Table 4.1

4.3 Topography Topographically the applied area comprises of low hilly to flat land. The altitude of the area is 460-462 m above the MSL. There is no forestland in the lease area. Following geological sequence has been observed.

The mine lease area is awfully lacking in power supply. The nearby villages have the facility. So power will be supplied to the mine lease area with the help of the nearby villages.

The climate in the lease area is dry with extreme temperature variations. The Temperature varies 41° to 46° C in summer and 2°to 3.5° C in winter. The avg. Rainfall is 217.95 mm (According to IMD Data) and most of the rain falls during the period of July to September.

Nearest Dispensary is at village Sand.

The Police Station is at Bhadesar.

Rainfall: The annual average total rainfall recorded in the region was found to be 217.95 mm

Temperature: The maximum temperature was recorded in the month of May at 45.9°C and the minimum temperature was 2.1°C in January.

4.8 Social Infrastructure Available

4.8.1 Power & water supply

Power Supply

The mine lease area is awfully lacking in power supply. The nearby villages have the facility. So power will be supplied to the mine lease area with the help of the nearby villages.

Water is being supplied from a well near the mine. A small water tank is also proposed in the proposed mine office premises. This can be used for supply of water to mining work, spraying, watering the plants and drinking purposes.

4.8.2 Mine office

Permanent mine office is proposed in the NE part of the applied lease area. Rest Shelter Permanent rest shelter is proposed. Latrines and Urinals At the mine site, urinal and latrines shall be provided.

4.8.3 First Aid

Primary First Aid facility is proposed at the proposed mine office.

5 PLANNING BRIEF

5.1 Planning concept (type of industries, facilities, transportation etc) Town and country Planning/Development authority Classification

Red Ochre and China Clay mining project of Smt. Jarina Begam is located at Village- Sand, Tehsil- Bhadesar, District-Chittorgarh and State- Rajasthan over an area of 4.7254 ha. The proposed production capacity of the project is Red Ochre-1,25,117 Tonnes/Annum and China Clay-82,039.5 Tonnes/Annum

The proposed China Clay & Red Ochre mine shall be developed by semi mechanized opencast Mining. The main operation shall be digging, shorting and the transportation by trucks. The Mineral trucks are to be loaded by excavator. The mined mineral China Clay shall be collected in the China Clay mineral stack yard and then sorted over there manually before its final dispatch to various industries through trucks. The sub grade generated shall be collected in the sub- grade stack yard and thereafter shall be mixed with the high-grade mineral for use in various industries. The waste generated shall be carried through trucks to the dump yard in the southeast part of the lease. The Bench height shall 3m and the bench width shall be more than the bench height.

5.2 Population Projections The project will employ most of the workers from nearby villages. Only supervisory staff will be hired from outside. There will not be any increase in population due to the project. However, few people from other areas may migrate in this area for business opportunities.

5.4 Assessment of Infrastructure Demand (Physical & Social) The road facility is already available which shall strengthened used and properly maintained. Preference will be given to local labour from nearby villages. Other requisite infrastructures as transport of mine labours is available by way of jeep and two-wheeler. Medical facility will be available for First Aid at the project site.

5.5 Amenities/Facilities One small mine office and rest shelter for the staffs and the workers will be constructed. Drinking water requirements for the project area are fulfilled by tube-wells from nearby villages. First Aid Box with all necessary materials will be kept ready all time in the office building for use as and when required.

6 PROPOSED INFRASTRUCTURE

6.1 Industrial Area (Processing Area) The lease area shall be the processing area for the mining works. No other industrial area has been proposed in the applied area.

6.2 Residential Area (Non Processing Area) No residential area is proposed.

6.3 Afforestation: Top soil will be used for plantation purpose. 33% of total area will be used for plantation purpose at the rate of 1500 trees/ha. Maximum plantation will be done in the barrier zone and remaining will be done on both sides of the kachha road. Mango, neem, palm and other fruit bearing trees will be used for the plantation purpose.

6.4 Social Infrastructure This Project is providing employment to local people directly and indirectly. Indirect employers are shopkeepers, mechanic, drivers, transporters etc. The lessee will responsible for providing better social infrastructure benefits such as drinking water, health care measures, educational facilities, promotion of culture and religious activities in surroundings.

6.5 Connectivity (Traffic and transportation Road/Rail/Metro/Water ways etc)

The lease area is about 1.00 Km West of Village Sand, Tehsil Bhadesar, District.-Chittorgarh and the area is connected to village Sand by kaccha rasta. The lease area is 11 km connected by tar road to Tehsil Bhadesar District. - Chittorgarh. The nearest Railway Station is situated at village Shambhupura at about 10.0 Km ENE direction from the project site.

6.6 Drinking Water Management (Source & supply of water) Water required for drinking and domestic purpose will be about 2.925 KLD by providing tube wells and dug wells will be met from the nearby villages.

6.7 Sewerage System A sewerage system of Septic Tanks followed by soak Pits shall be provided for the project area.

6.8 Industrial Waste Management 6.8.1 Solid waste Management

The waste rocks are considered as overburden over the mineral bed. The average thickness of waste is 1.5 m. During Red Ochre and China Clay mining, intermix soil shall also be generated.

Total top soil and waste generation during the plan period is 10,453 tonnes and 67,946 Tonnes respectively. Total mineral waste generation during the plan period is 1,39,052.55 tonnes. Top soil and dump will be stored separately. Retaining wall will be constructed to protect the wash out of the top soil and over burden dump. Garland land will also be constructed.

6.8.2 Power Requirement

The mine lease area is awfully lacking in power supply. The nearby villages have the facility. So power will be supplied to the mine lease area with the help of the nearby villages.

7 REHABILITATION AND RESETTLEMENT(R&R PLAN)

7.1 Policy to adopted (Central State) in respect of the project affected person including home outsees, land outsees and landless labour

The mine area does not cover any habitation. Hence the mining activity does not involve any displacement of human settlement. No public buildings, places, monuments etc exist within the lease area or in the vicinity of the mine lease area. The mining operation will not disturb/ relocate any village or need resettlement. Thus no adverse impact is anticipated.

9 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION) CONCLUSION

The project is of utmost importance to the area/ region for interest of mineral development and shall greatly contribute to improve the socio-economic conditions of the local habitants. The operation of the proposed project will bestow various social and economic benefits to the local communities of the area in addition to providing better employment opportunities. The mining project shall improve social infrastructure of the area, apart from increased financial benefits accruing to state and central agencies by ways of taxes, royalties, cesses etc.
