1. EXECUTIVE SUMMARY

M/s Century Cement is a division of Century Textiles and Industries Ltd, a flagship

company of BK Birla Group. The company is well diversified having interest in Cement,

Textiles, Rayon, Chemicals, Pulp and Paper.

Century Cement operates an integrated cement plant having two clinker production

Lines producing 5060 TPD clinker (2530TPD clinker from each Line) at Baikunth

(Tilda), Dist. Raipur in the State of Chhattisgarh and 2.40 MTPA cement mainly

producing Portland cement i.e. Ordinary Portland Cement, Portland Pozzolana Cement

and Portland Slag Cement. Century Cement plant at 8 Km from Tilda. Subsequently,

the place where the present plant and the colony came into existence was christened as

“Baikunth”. Baikunth is about 34 Km east of Raipur on Mumbai – Nagpur – Howrah

South East Central railway main line. By road connectivity &it is around 25 from Simga

towards Raipur – Bilaspur by NH-130 and 26 KM from Kharora towards Raipur –

Balodabazar.

Century Cement is proposing to upgrade the existing Pyro Processing Lines to enhance

clinker productivity along with improved fuel and power efficiency to reduce variable

cost of clinker production and also to capitalize on the projected improved cement

demand.

It is proposed to increase the cement and clinker production capacity from 2.4 Million

Tons Per Annum (MTPA) to 3.0 MTPA and 1.67 MTPA to 2.0 MTPA respectively by

upgrading Kiln No.1 & Kiln No.2, optimization of existing cement mills and bottlenecks

will be removed to reach maximum potential. The percentage increase in clinker

production is estimated as 20% and in cement production, it is 25%.

The proposed modifications will be carried out within the existing plant. No additional

land or site is required for the proposed project. Further existing infrastructure will be

utilized for the proposed modifications.

The principal raw materials required for the production of Clinker are Limestone and

Laterite. Limestone is being met from Captive limestone mines of Century Cement

which are located adjacent to the plant. Coal and Pet Coke has been used as Fuels.

Present total power requirement for simultaneous running of our complete plant is

about 33.4 MW which is being met from CSEB, and captive Thermal Power Plants.

There are two Thermal Power Plant with a capacity of 16 MW & 11.0 MW &solar power

unit of 6X100 KWp & 1X102 KWp SPVPP. Total own power generation capacity is 27.7

MW and remaining power is fulfilled by CSEB. After enhancement of production

capacity, incremental power will be met by through CSEB.

Present water consumption is approximately 3793m3/day for Cement Plant, TPP, Mines and colony& others. The present requirement of water for the Cement Plant, Thermal Power Plant and colony is sourced through reservoir developed in the captive mines and near to the plant also. The capacity of mine water reservoir is about 530 million gallon. The water body developed near to the plant over area of 10.67 ha having volume of 200 million gallon.

Water from reservoir is drawn and it is purified, chlorinated through filtration plant then

pumped to 4.5 lac liter capacity over head water tank in the colony and two 2.5 lacs

capacity overhead tanks inside the plant. Water from Overhead water tank is distributed

to colony as well as Plant through subsidiary water distribution lines. Requirements of

consuming centers are fulfilled from here.

Wastewater generated from captive Thermal Power Plant is being treated and re-used

in the Cement Plant. Present domestic wastewater generation from the Cement Plant,

TPP &colony is 350 KLD.

Fly Ash generated from the captive TPP is being consumed in the cement plant. Dust

collected from air pollution control equipment is 100% recycled in process and there

are no solid wastes.

There is no wild life sanctuary, national park, eco-sensitive area within the 10 km

radius of the project site.

Infrastructure facilities have been developed which includes railway siding, well

developed roads, storm water drains, and adequate storage space for raw

material/finish products and parking area. All other infrastructure facilities such as

education, health and other social facilities are available as well as developed at

nearest populated area.

Total area of plant, colony & Mines is about 587 hectare and out of that 270 ha area has

already been already afforested with 5,27,753 no of trees. No physical changes are

envisaged on land use pattern due to the proposed activity.

Century Cement has well-defined CSR policy to carryout social development and

welfare measures in the surrounding villages. Century Cement continuously executing

community development projects, in the fields of health, education and environmental

preservation under CSR activity, .

2. PROJECT OVERVIEW/ INTRODUCTION OF THE PROJECT

(I) Identification of Project and Project Proponent

Cement production in India, began in the year 1914 and the first cement plant in

Chhattisgarh region was commissioned in 1965. It was around 1969, that the

management of M/s Century Textiles & Industries Ltd. thought of diversifying their

activities towards other areas and decided to establish a cement plant at 8 Km away

from Tilda. Subsequently, the place where the present plant and the colony came into

existence was christened as “Baikunth”. Baikunth is about 34 Km east of Raipur on

Mumbai – Nagpur – Howrah South East Central railway main line.

The 1st Kiln of the plant was lighted up in December 1974 and 2nd Kiln in May 1975. The

first bag of Ordinary Portland Cement rolled out of the plant and dispatched on 3rd

March 1975. The licensed capacity of the plant originally was 6.0 Lac MT per annum

that was enhanced to 8.0 Lac MT per annum in 1984. The plant capacity has been

further enhanced to 12.00 Lakh MT per annum by installing N-MFC precalcinatorin

both the kilns. The plant capacity has further enhanced to 24.00 Lakh MT per annum

by upgradation / modification in Kiln (Pre-heater cyclone modification, Calciner string

modification, Clinker Cooler Modification, Multi-Channel Burner), Modifications in Raw

Mills by installation of dynamic separators, & Cement Mills upgradation by installation

VRPM, Close circuiting, MTS, construction of flyash silo. The present capacity of the

plant is 24.00 lakh MT per annum. This plant has obtained certification of ISO : 9001-

2015 for quality management system followed by ISO: 14001-2015 for Environment

Management system, which indicates plant’s commitment towards environment

conservation.

Limestone requirement is mostly met from the captive mine situated 1.5 KM away from

the plant. Originally, reserves proved were to the tune of 220 Lakh tones. But, with

judicious use of available good limestone and blending it with more of subgrade

limestone M/s Century Cement has not only conserve the proved reserves but also

almost doubled the mine’s life.

Looking into present demand of cement, the management of Century Cement has

decided to go for an expansion to increase its production capacity from present level of

24 Lac MT to 30 Lac MT per annum in cement which is estimated as 25% increase

from present production capacity and will be achieved through up-grdadation &

modernization.

The management of Century Cement has taken several innovative steps to control

pollution in their existing cement plant. All units have been provided with state of art

pollution control equipments, technologies and safety measures available so as to cause

minimum damage to their surrounding environment.

Apart from this, the company has two more cement plants and one grinding unit,

namely Century Maihar Cement, PO Sarla Nagar, Dist Satna (MP), Manikgarh Cement

PO Hadchandur, Dist Chandrapur (MS), Sonar Bangla Cement, Village Dhalo, PO

Raghunath Ganj, Dist Mursidabad (WB).

More emphasis is given for production of blended cement which constitutes about 95%

of the total cement produced by the company. All Cement plants are equipped with

captive power plants, which not only ensures an uninterrupted power supply, but also

helps company substantially on power cost as the own generated power is quite

economical as compared to grid power.

The Century Cement sells its product cement under its premium brand name - BIRLA

GOLD. Century Cement is pioneer in producing Blended Cement i.e. Portland

Pozzolana Cement. The motivation for the production of Blended cement has been

primarily with the aim of preserving limestone reserves and environment.

(II) Brief Description& Nature of the Project

Century Cement is proposing to upgrade the existing Pyro Processing Lines to enhance

clinker productivity along with improved fuel and power efficiency to reduce variable

cost of clinker production and also to capitalize on the projected improved cement

demand.

It is proposed to increase the cement and clinker production capacity from 2.4 Million

Tons Per Annum (MTPA) to 3.0 MTPA and 1.67 MTPA to 2.0 MTPA respectively by

upgrading Kiln No.1 & Kiln No.2, optimization of existing cement mills and bottlenecks

will be removed to reach maximum potential.

Basis of up-gradation

The high specific power consumption of 88.69 kWh/t of cement and the heat

consumption of 820 kcal/kg clinker contribute to the increased variable costs. The aim

of the upgradation project is to enhance capacity, improve the energy efficiency,

maintain stable operation and quality of the clinker at a capital expense which can be

justified vis- a vis the benefits

(III) Need for the Project and its Importance to the Country /Region

India’s total cement production capacity is nearly 425 Million tonnes, as of

September 2017. The growth of cement industry is expected to be 6-7 per cent in

2018 because of the government’s focus on infrastructural development. The

industry is currently producing 280 Million Tonnes for meetings its domestic

demand and 5 MT for exports requirement. The country's per capita consumption

stands at around 225 kg. Housing forms the major portion of cement demand at

around 67 per cent.

The Indian cement industry is dominated by a few companies. The top 20 cement

companies account for almost 70 per cent of the total cement production of the

country. A total of 210 large cement plants account for a cumulative installed

capacity of over 350 million tonnes, with 350 small plants accounting for the rest of

these 210 large cement plants, 77 are located in the states of Andhra Pradesh,

Rajasthan and Tamil Nadu.

The Indian cement Industry is poised for a period of significant growth. Cement

demand is likely to boost up from Q4 FY 18, this demand is positively impacted

bythe housing segment. Cement consumption is expected to grow by 5.0-5.5 per

cent in FY18 on the back of increased spends on roads and railways, push towards

affordable housing by central government and materialization of pent-up demand.

Cement companies were operating at levels below capacity in the past but with the

demand and supply reaching equilibrium, almost all plants are working at above 80%

capacity. The rate of growth in cement demand is growing at a faster pace as compared

to the capacity expansion. This will improve the realizations of the industry in the

coming year. Considering this, Century Cement proposes to increase Clinker

production capacity

(IV) Demand –Supply Gap

i. Market Demand and Projections

(V) Imports vs. Indigenous Production

India is self sufficient to meet the demands of the market with the GDP projected at 6-

7 % in the coming years and in view of the infrastructure. Domestic demand will

increase and expansion is necessary to this demand.

(VI) Export Possibility

No export possibility is considered.

(VI) Domestic / Export Markets

Entire clinker/cement will be consumed in domestic markets.

(VII) Employment Generation (Direct and Indirect) due to the Project

Total direct employment generation for the existing plant is estimated as 1500 number

whereas indirect employment is around over the more than 20,000. With the proposal

of expansion, 10-15 numbers of employees will be increased.

3. PROJECT DESCRIPTION

(I) Types of Project including interlinked and Interdependent Project, if any

Century Cement is proposing to upgrade the existing Pyro Processing Lines to enhance

clinker productivity along with improved fuel and power efficiency to reduce variable

cost of clinker production and also to capitalize on the projected improved cement

demand.

Tons Per Annum (MTPA) to 3.0 MTPA and 1.67 MTPA to 2.0 MTPA respectively by

Chhatisgarh. Century Cement Plant lies at Longitude: 21°29'18.09"Nto

21°30'11.70"Nand Latitude: 81°46'43.33"E to 81°47'49.45"Eand is covered under

Toposheet No.64G/15

Elevation of the site is reported as 285 m above MSL. The surrounding land covers is

mostly flat with slightly undulated terrain with occurrence of patches of rocky strata.

The tributaries of the river Jaminua drains the area. There is no major river within

vicinity of the plant site. Only few seasonal nallas flow to meet this tributaries.

Century Cement Plant is a working unit and expansion of clinker capacity is proposed

within the existing cement plant complex. The entire land is in possession of Group

and no additional land is required for the project.

(III) Details of alternate sites considered and the basis of selecting the proposed site,

particularly the environmental considerations gone into should be highlighted.

The proposed upgradation will require replacement of few existing equipment & shifting

of equipment from +81.0 Meter to ground floor. Hence no alternate side considered.

Calcination and Clinkerisation

Cement Grinding

(A) Process Description

Limestone raised from the Mines is crushed and stored in a gantry and later

transported to the raw material hoppers in raw mill grinding section. Raw

materials are extracted from the respective hoppers with the help of speed controlled

weigh feeders to maintain the required composition of the raw meal. The weigh feeders

discharge on a common belt which feeds to the classifier where the coarser particles are

sent back to the mill and the fines are conveyed to the raw meal silo as the product.

Fineness of the raw meal is maintained by regulating the speed of separator. The raw

meal produced is stored in the blending silo where the same gets blended as a result of

feeding and extraction operation. The raw meal is extracted from silo and fed to a surge

bin, located on the top of the PH building. From the surge bin, kiln feed is extracted in a

controlled manner and fed to both the strings. Material is preheated and calcined to

around 72-77% before it enters the Kiln. Calcined Raw meal melts and reaction takes

places in the kiln and clinker forms at a temperature of 1400 - 1450 Deg C inside the

kiln. Hot clinker is then cooled in the clinker cooler and stored in clinker gantry.

Required thermal energy is provided by firing pulverized coal, which is obtained from

the coal mills.

Carbon dioxide is released during the production of clinker, a component of cement, in

which calcium carbonate (CaCO3) is heated in a rotary kiln to induce a series of complex

chemical reactions (IPCC Guidelines). Specifically, CO2 is released as a by-product

during calcination, which occurs in the upper, cooler end of the kiln, or a precalciner,

at temperatures of 600- 900°C, and results in the conversion of carbonates to oxides.

The simplified stoichiometric relationship is as follows:

CaCO3 + heat ->CaO + CO2↑

At higher temperatures in the lower end of the kiln, the lime (CaO) reacts with silica,

aluminum and iron containing materials to produce minerals in the clinker, an

intermediate product of cement manufacture. The clinker is then removed from the

kiln to cool, ground to a fine powder, and mixed with a small fraction (about five

percent) of gypsum to create the most common form of cement known as Portland

cement.

(B) Process to be Adopted For Up-Gradation

I. For the up-gradation in Kiln System, the following sections are considered:

Mining of Limestone: Limestone is sourced from existing mines.

Crushing: There are two Nos of crusher installed at the output rate of 500 TPH and

300 TPH . At present the crushing output of both the crusher is 631 TPH @ of 12 Hrs

running. However the crushed limestone for additional quantity of clinker i.e. 1000

TPD(for both lines) is achieved by optimizing the crushing running hours.

Stacker & Reclaimer: There is no stacker and reclaimer facility. The final product

received from crusher is of 80% passing on 6mm and directly fed to the Raw mill

system.

Raw Mill: The combined operating capacity of the existing raw mill is 340 TPH @ 27%

residue on 90 µ. The raw mill Modifications in the existing mill system are required to

achieve the shortfall of raw meal for proposed increase in capacity. Conversion of

existing 4 Nos Raw mill into mono chamber along with cyclone modification &

installation of higher rating circulating fan. Replacement of existing polymers bags with

homo polymer bags of dust collectors. Optimization of grinding media load pattern also

done. Bucket Elevator capacity also enhancement

Continuous Blending Silo: The Design capacity of the existing raw meal silo is 13500

MT where as the required capacity for one day operation for an output of 3030 tpd is

5000 MT for one kiln. Hence the existing storage silo is sufficient.

Pre Heater, Kiln, Cooler: The pyro processing system in both lines consists of with 5

stage pre-heater with N-MFC Precalciner. The existing equipment is adequate to produce

3030 TPD (one kiln) except cooler which under capacity. However with increased output

riser duct velocity, down comer duct velocity and cyclone loading to be optimized. One

kiln cooler modification and another line cooler modification planned.

Deep Pan Conveyor: The capacity existing clinker transport system is not sufficient for

operation at increased capacity. Hence it is recommended to install a DPC of sufficient

capacity to meet the requirement.

Burner: The existing kiln burner is not sufficient for increased capacity. It has proposed

that existing Burner will be replaced with Pilllard Burner.

Based on available space, the modifications are proposed in the existing for achieving

the maximum production capacity:

of 3030tpd(one Kiln) on sustained basis coal firing system need to be improved. The Low

Nox duct also to be installed to reduce the Nox level further.

Tertiary Air Duct (TAD) :-

TAD is proposed to be replaced with duct of outer diameter of 2.010 m from existing

1.81 m to bring down the velocity and pressure drop.

Kiln Feed Bucket Elevator:

The design capacity of the existing kiln feed elevator is 350tph; the required capacity for

3030 TPD is 209 TPH for one kiln. No margin is available in kiln feed elevator capacity.

Hence, a new bucket elevator of 300 TPH needs to be installed for each line to fulfill the

requirement.

The existing kiln feed bin is proposed to be dismantled from the top of the preheater

tower and installed at a new location under raw meal silo bottom. For feeding the kiln

feed separate bucket elevator of higher capacity installed.

Preheater Fan:

PH fan inlet draught, Gas flow and the Pressure has been worked out at the

operating clinker production level of 2,530 TPD. For increased production it is

observed that Pre Heater fan inlet draught for the clinker production at 3030tpd is

estimated as 625mmWC against the design value of 610 mmWC for K-string and

650mm WC against 663 mmWC for C-string. This will be optimized with process

control.

Kiln:

The existing kiln has a potential to produce 3030 tpd clinker on sustained basis. The

kiln will be operated at higher RPM. The proposal is for capacity utilization through up-

gradation of pyro processing system at Kiln 1 and 2. The Pre-heater fans, Cyclones,

RABH & ESP are adequate to handle increased output rate. However, cooler is the

bottleneck so upgradation of cooler by replacement of existing coolers of both the kilns

with ( (Kiln No 1 with IKN cooler& Kiln No. 2 with FONS cooler). Clinker transport

capacity will also be up graded by installation of Deep Bucket Pan Conveyor. To mitigate

the increased feed rate Surge Hopper Shifting from +81ML to GF with installation of

separate higher rating elevator for each.

Replacement of existing polymers bags with homo polymer bags of RABH. To meet

the additional coal firing for the increased output Coal Feeding Pump will be

upgraded.

Cooler:

The existing grate cooler is having a grate area of 36m2. The specific loading of the

clinker cooler and specific cooling air for the present operating capacity are not as

the specified industry norms. To address the problem of higher cooler loading it is

recommended to increase the cooler grate area to 55m2(kiln -2 ) &62.0m2 ( for kiln-1

Cooler ESP &Fan:

Cooler ESP and ESP fan inlet draught, Gas flow and the Pressure has been worked

out at the operating clinker production level and for increased clinker production.

The estimated volumetric capacities & static pressure of the Cooler ESP and ESP

fan are within design range. Hence, existing cooler ESP and ESP fan are adequate to

meet the requirement of 3030tpd clinker production on sustained basis for both

lines. Even after this considering the increased clinker production. The existing ESP

fan also will be replaced with higher rating Fan.

Kiln BH & BH Fan

Kiln BH and BH fan inlet draught, Gas flow and the Pressure has been worked out

at the operating clinker production level and for increased clinker production. The

estimated volumetric capacities & static pressure of Kiln Bag house fan is adequate

for increased clinker production

Coal Mill:

Presently 2 coal mills each in both the lines are operating at 8-12 tph in both kiln.

The capacities of the existing coal mills are adequate for operation at 3030 tpd.

However it is recommended to install a suitable capacity booster fan in each line to

meet the requirement of extra hot gas of 25,000 Nm3 at an average mill inlet

temperature of 250-300 DegC for each line (based on the moisture content of 13%-

15% in raw coal feed during rainy season).

Cement Mill:

Presently 5 Ball mills and a VRPM are available for cement grinding of which Ball

mills 1& 2 are operating at the rate of 43 tph , Mill -3 operating at the rate of 44

tph and mills 4 & 5 are operating at 112 tph respectively. The VRPM is operating

at 155 tph. The capacities of the above mills are adequate for operation at 3030 TPD

clinker output per kiln. The cement mill -3 also converted into mono chamber to

meet the requirement. Replacement of existing polymers bags with homo polymer

bags of dust collectors. Optimization of grinding media load pattern also being done.

Bucket Elevator capacity also enhancement

Packing and Dispatch of cement:

Presently 5 packers are available for dispatch of cement. Packer 1 is of 180 tph

capacity. Packer 2 to 5 is of 120 tph capacity. The existing capacities are sufficient

to meet the demand of increases production level of cement grinding. Although it

has been proposed to convert one single discharge packer into double discharge.

Replacement of existing polymers bags with homo polymer bags of dust collectors

and installation of additional dust collector from proper venting. For continuous

feeding of the cement it has also been proposed to upgrade the existing elevator.

Environmental Consideration

The proposed up-gradation will not effect the particulate emission, it is worked out

that the existing RABHis sufficient to take care of Preheater gas volume. The existing

cooler ESP will be able to handle the slight increase in quantity of cooler vent gases.

Adequate dedusting filters will be provide at material transfer points to take care of

fugitive emissions if any. Raw mill additional dust collectors (4Nos -5000m3/hr each)

For efficient operation of all the dust collectors the diaphragm of solenoid has planned

to replace. Replacement of existing polymers bags with homo polymer bags of

RABH/dust collector/ESP (Internals).

Captive Power Plant: Existing capacity to be used.

I. Specific consideration for up-gradation in Pyro Process system

Crusher:

The following actions should be taken in order to achieve the required quantity of

raw material at 3030 TPD.

Crusher feed size for both old and new crusher should be maintained maximum

800 mm with boulders less than 15 %.

Regular feed should be ensured to feed hoppers of both crushers.

Maximum utilization of the running hours should be ensured.

The old crusher can be operated at nearly 500 tph however the secondary crusher is

getting jammed frequently at this feed rate. Replacing the blow bars frequently

could minimize the jamming tendency.

The new primary crusher has designed capacity of 400 tph, whereas it is operating

on an average output of less than 300 tph, as the re-circulating elevator and

mechanical vibro feeder are getting overload at feed rate more than 300 tph. Hence

it is necessary to increase the capacity of the re-circulating elevator and vibro

feeder.

Raw Mill:

To improve the performance/efficiency of the system, LNVT proposed the

following changes in the circuit. The Proposed scheme shall be,

No modification in the mill is proposed. Only Mill grinding media pattern shall be

revised as per the product fineness requirement.

Bucket elevator height has to be checked according to the layout requirement.

The Existing LV classifier is vented through two numbers of new cyclones of Ø2.3M

with increased height.

New Circulating fan is considered forcyclones to maintain the air flow required

through dynamic classifier.

Requirement of circulating fan volume for LV classifier is 2,00,000 m3/hr.

2 nos. bucket elevator for feeding the raw mill product to blending & storage silo.

Benefits

The Performance improvements expected with the above modification for raw mill

grinding circuit is, Mill Capacity: 120 TPH. Product Fineness: 26.6 % R on 90 µ &

9.2 % R on 212 µ

Kiln:

K i ln has a d imens ion o f 4 .1 m d iame te r by 64 m l eng th . The

estimated kiln operating load has an adequate margin for operation upto 3030 tpd

clinker production with optimization of kiln rpm. The Existing Kiln speed of 3.0 rpm

is sufficient and needs process optimization to maintain the kiln filling, volumetric

loading and retention time within acceptable range.

The Fuel firing ratio is suggested at 50% in kiln in lieu of existing 50% fuel firing in

kiln. This is to make sure that the specific thermal loading is within acceptable

range. The coal feeding system of calciner to be upgraded to meet the coal

requirement.

Preheater / Calciner:

New kiln feed bucket elevator.

Upgradation of existing kiln feed bucket elevator.

Installation of additional bin of 70 t capacity each, 6 no’s bucket elevator conveyor

of varying length along with accessories.

Installation of new TAD duct.

Installation of Imported refractories in kiln .

Installation of new booster fan 2 No’s for coal mills.

Cooler:

In order to upgrade from 2530 TPD to 3030 TPD it would be necessary to modify and

increase the cooler grate area.

Cooler grate area to be increased from 36 m2 to 55m2(kiln-2)& 62m2 for (kiln-1)

The cooler specific cooling air should be increased to 2.2 from 1.8 Nm3/kg clinker.

Cooler vent volume can be handled by existing ESP and ESP Fan.

(V) Raw material required along with estimated quantity, likely source, marketing

area of final products, mode of transport of raw material and finished product.

The requirement of major raw material i.e. limestone is sourced through from existing

mines and will continue for proposed expansion. .

The present requirement of cement grade limestone for the plant is about 7400 metric

Tonnes per day. The upgraded requirement will be around 8850 metric Tonnes per

day. The requirement will be met from the captive mines. Total Limestone Production

capacity of captive mines are 30 Lac Ton/year as per Recommended by Moef and EC.

Part of the Clinker produced in the plant will be utilized for cement production and

balance Clinker is transported by the railway wagons from Baikunth to Sonar Bangla

Grinding Unit of Century Textiles and Industries Limited.

Pollution Control Measures

The equipment for the project has been designed in accordance with the environmental

protection standards. Keeping the future requirements in view, all pollution control

equipment is proposed to be designed for less than 25mg/Nm3 dust on dry basis,

though SPCB has given limits of 50 mg/Nm3.All covered sheds/Silos have been provided

(VII) Resources optimization/ recycling and reuse envisaged in the project, if any,

should be brief outlined.

Century Cement will produce clinker of 2.0 MTPA and cement of 3 MTPA after proposed

expansion. Entire quantity of fly ash generated from CPP is being utilized Portland

Pozzolana Cement production in the cement plants.

The fugitive dust emissions occurring during material handling and material transfer points

is being controlled by installing bag filters and water sprinkling. Closed conveyor belts are

used for material transport within the plant premises. The same practice shall be continue

in future also.

(VIII) Availability of water its sources, energy /power requirement and sources should be

given.

In conventional cement plant, water is used to meet the following basic consumptive

requirements:

1. Cooling water requirement.

2. Process requirements.

3. To meet miscellaneous requirements such as Fire fighting, General services like floor washing

and other services, Dust extraction and dust suppression in the RM yard, Potable use (for

Power Station and township), Horticulture and afforestation.

Water:

Present water consumption is approximately 3793m3/day for Cement Plant, TPP,

Mines and colony. The present requirement of water for the Cement Plant, Thermal

Power Plant and colony is met from reservoir developed in the captive mines, where

rainy season water are being collected for about 237 days water requirements of the

Cement Plant.

Mine water pits and reservoir is located at adjacent distance of the plant. Water from

reservoir is drawn and it is purified, chlorinated through filtration plant then pumped to

4.5 lac liter capacity overhead water tank in the colony and two 2.5 lacs capacity

overhead tanks inside the plant. Water from Overhead water tank is distributed to

colony as well as plant through subsidiary water distribution lines.

Power:

Present total power requirement for simultaneous running of our complete plant is about 33.4

MW which is met from CSEB, captive Thermal Power Plants& Solar Power. There are two

Thermal Power Plant with a capacity of 16 MW & 11.0 MW&solar plant of 6X100 KWp & 1X102

KWp SPVPP. Total own power generation capacity is 27.7 MW and remaining power is fulfilled by

CSEB. After enhancement, incremental power will be met by increasing the consumption of

CSEB.

HSD is used in oil firing at the initial light up of Kiln after long stoppage period.

Adequate storage and safety measures shall be provided. The consumption for Kiln

Up-gradation is existing cement plant is proposed which is operational since last more

than40 years . The capacity expansion is proposed through modernization and

optimization of plant parameters and certain modifications.

(4) SITE ANALYSIS

(I) Connectivity

Century Cement plant at 8 Km from Tilda. Subsequently, the place where the present

plant and the colony came into existence was christened as “Baikunth”. Baikunth is

about 34 Km east of Raipur on Mumbai – Nagpur – Howrah South East Central railway

main line. By road connectivity it is around 25 from Simga towards Raipur – Bilaspur by

NH130 and 26 KM from Kharora towards Raipur – Balodabazar

(II) Land form, land use and land ownership.

Century Cement Plant is a operational unit and expansion of capacity is proposed

within the existing cement plant complex. The entire land is in possession of Group

and no additional land is required for the project.

The highest elevation of the area above the mean sea level is 306m contour where is

lowest elevation of the area is 283m. The main basin of the area is Seonath. The area

is drained by the Kharun river, which is flows in north western direction of plant area.

Another Dhumma nala is flow in south direction which is a seasonal stream and gets

dry in summer. This river ultimately joins with Seonath River.

(V) Existing Infrastructure

M/s Century Cement is having cement plant, power plant (16 MW, 11 MW) within the

existing premises and all are operational. Required infrastructure like residential colony,

medical facility and other facilities have already been developed by the group.

(VII) Climatic Data From The Secondary Sources.

Raipur has a tropical wet and dry climate, temperatures remain moderate throughout

the year, except from March to June, which can be extremely hot. The temperature in

April–May sometimes rises above 48 °C. These summer months also have dry and hot

winds. In summers, the temperature can also go up to 50 °C. The city receives about

1,300 millimetres (51 in) of rain, mostly in the monsoon season from late June to early

October. Winters last from November to January and are mild, although lows can fall to

5 °C (41 °F) making it reasonably cold.

Wind Pattern: Generally light to moderate winds prevails throughout the year. Winds

were light and moderate particularly during the morning hours. While during the

afternoon hours the winds were stronger. A review of the wind rose diagram shows

that predominant winds are mostly from SSW, N, S, NE, SW, W & NNE directions

followed by SW direction.

Plant is operational since last 4 decades and all infrastructure facilities such as

Education, Health and other social facilities have been developed. M/s Century

cement has contributed at large scale to develop the entire area through various

programme.

5. PLANNING BRIEF

(I) Planning concept (types of industries, facilities, transportation etc) town and

country planning/development authority classification

The proposal is for up gradation in existing system and optimization of plant parameters

to achieve the targeted production capacity.

The total project implementation is estimated to take around 10 months considering

that lines 1 and 2 will be upgraded in succession (and not simultaneously). Only the

civil work should be carried out simultaneously in case of preheater tower and common

TAD support.

Each kiln line may be shut down for 35 days for up-gradation to 2.0MTPA in clinker

production and 3MTPA in cement production,. Considering the annual shut down of

20 days and other planned stoppages, the project can be scheduled such that the

impact of the up-gradation related shutdown is minimized.

(II) Population projection.

The project is small in magnitude and upgardation will be performed within the

existing facilities. No influx of population is expected as skilled / Un-Skilled workers

shall be deployed from the local villages

(IV) Social infrastructure.

The area has been developed since from inception of unit. The efforts and activities of

unit has helped in developing the good social infrastructure as larger scale. Some of

the activities are being as follows:

Initially this area was totally devoid of any dependable source of water and the

requirement for domestic consumption even could not be met; leave aside the large

requirement for major plant. Therefore, to meet the water requirements, the old mined

out pit measuring 10.67 hectare was converted into a water reservoir of 10 meters depth

having storage capacity of 74 million gallons. Now its capacity has been further

enhanced to about 200 million gallons by deepening, widening of the pit and increasing

the height of bunds. Green belt has been developed all around and the area has been

developed as a picnic spot by beautiful garden and swimming pool attracting picnickers

from as far as Raipur, Bilaspur and other distant places.

It is this reservoir now which has proved to be the life line for Cement Plant, Thermal

Power Plant and colony people through out the year. Mine water from present two

quarries is pumped as per requirement into this reservoir from where it is pumped to

water treatment plant and then used for domestic and industrial requirement.

Due to massive plantation and creation of huge water reservoir a lot of migratory fauna

are seen in this area providing additional attraction to the visitors.

JAN SEVA TRUST

Century Cement has always been at the forefront of social service and

humanitarian causes.”

In order to promote social upliftment of neighboring villages, a Jan Seva Trust was

registered under the M.P. Trust Act 1951, on 01st Dec 1990. The present range of

activities of the Trust broadly covers the following Institutions / Schemes:-

a) Vocational Training Centre (VTC)

(b) Rural Development

(c) Family Planning Scheme

(d) Health Care

(e) Education

(f) Social and Community Welfare Programmes

(g) Development of Sports and Cultural activities

The Trust acts as catalyst for Government sponsored Rural Development Programmes

and, by means of careful identification and strong advocacy, we ensure that maximum

Govt. assistance is received and utilised in our area of concern.

Vocational Training Centre

The VTC commenced functioning in Nov 1992. Vocational training

imparted at the VTC aims to provide vocational and technical skills to

rural young men hailing from families below poverty line with a view to

equipping them for employment/ self-employment. The Trust offers uniform and

stipend of Rs.2000/- to each student after completion of the course, payment being

regulated on attendance-cum-performance basis. Proficiency Certificates are

awarded to students who complete their training successfully after final

Computer Classes / Computer ki Pathsala

Under the Computer education programme for the Govt. Schools students who do

not having infrastructure for computer educations Computer classes for ladies and

girls of the colony, using infrastructure available in the Century Cement School,

started w.e.f. 06 Sept 2006.

More than 100 students are getting benefited through this programme. We have

well equipped AC computer lab and provide vehicle at free of cost to pick and drop

the students from the respective villages. Around 784 students have been benefited

so far.

Spoken English Classes

To remove hesitation and to develop interest towards language English among the

Students belonging from the villages , free English spoken classes are being

operated and around 2260 nos of students have been benefited so far.

The emphasis is on the economic upliftment of the villagers, particularly those below the

poverty line. Special attention is paid to the disabled, the destitute, and to women.

Our primary area of concern comprises ten nearby villages of Tilda Block, the first

priority being given to the three villages i.e. Bahesar, Kundru and Tandwa. Focus is

on advocacy work in identifying, motivating and sponsoring needy and deserving

candidates for benefits under all existing Govt.

Youth Promotion and Ethics Development

At a regular interval Sponsoring and facilitating necessary resources to the nearby

villages for the celebration of Festival (National / Social / Religious). Organising various

events (sports, folk dance, folk song sports etc…) under the youth development

programme, promoting female participations under ladies development programme .

Family planning schemes

Family Planning Schemes are an integral and important part of Seva Trust

activity. Under these schemes, camps are organised in our Hospital for Family

Planning operations for both men and women. Free transport facilities,

hospitalisation and meals are provided to the patients and their attendants.

Operations are carried out by the Doctors and paramedical staff of District Public

Health Deptt. As an incentive, we provide gifts to the patients. It is worth

mentioning that the locals prefer Camps to be held at our Hospital, for maximum

possible help is extended and care vis-a-vis the public venues.

Health Care

Under the Health care scheme, at a regular interval we provide various Free Heath

Services (Pulse Polio vaccinations, Dental treatment, Aaryuved & Homeopath services,

Health checkups & Aganbadi camp etc.) covering all the near by villages. Free medicine

are being provided to the nearby villagers. Provide ambulance during National

Vaccination Day & other emergency services.

Drinking Water - There is a chronic shortage of water in nearby areas of our Plant.

There is a chronic shortage of water in nearby areas of our plant. Sustained efforts were,

therefore , made to augment water supply and storage facilities by way of shrking bore

wells, deepening and widening village ponds, installing of Hand pumps and laying of

water pipeline.

Providing drinking water to the nearby villages through water tankers. Arranging (Piau)

drinking water at various public places. In a scheduled interval supply of 1 lac litre

drinking water through pipe line to the Village Bahesar. In a various occasions (social /

family gathering) supply of water.

Repairing and maintenance of Hand Pumps provided at nearby villages around 10 to 15

villages.Our water tankers supply water to the worst affected and approachable village

during summer months.

Mahila Mandals - Mahila Mandals have been formed in nearby villages, and

assistance given for construction of Mahila Mandal Bhawans and purchase of musical

instruments and religious books. This has been appreciated by the Govt bodies and

the ocals.

Provision of Artificial Limb ("Jaipur Foot") Camp Etc:

As a measure of desirable human relationship, apart from giving full and free

medical care, we provide adequate help to those who meet with accidents. Artificial

limb have been provided so far as under:-

Century Cement have been organising inter village sports competitions particularly

those of Football, Volley ball, Basketball and Kabaddi. Century Cement have developed

suitable play fields in the villages and provided sports gear. In order to promote

sports in the rural areas, Century Cement have been organising various sports & games

and also giving prizes and gifts to the competitors on the occasion of Republic Day

and Independence Day.

Century Cement have given due attention to the promotion of local culture and

customs. Towards this aspect we organise their Folk dances and other cultural

activities and present suitable gifts. Century Cement also help them in organising

fairs (Mela) such as Dushehra and other activities particularly recitation of Ramayan

and Geeta.

In order to promote goodwill and comradeship amongst the other Cement Plants in the

region, a number of sports and cultural events are being organised in rotation.

Century Cement plant at 8 Km from Tilda. Subsequently, the place where the present

plant and the colony came into existence was christened as “Baikunth”. Baikunth is

about 34 Km east of Raipur on Mumbai – Nagpur – Howrah South East Central railway

main line. By road connectivity it is around 25 from Simga towards Raipur – Bilaspur by

NH130 and 26 KM from Kharora towards Raipur – Balodabazar

(VI) Drinking water management (source and supply of water)

The river water/mine water reservoir has been used as source of water for drinking

water. Water treatment plant has already been provided to ensure the potable quality

of water. Water is being supplied to nearby villages also.

Based on the above table it is evident that 3,34,532 + 4719 = 3,39,251m3/year runoff is

being generated from the mine ,plant and colony complex which can be considered for

ground water recharge. The firm has constructed total eight (8) number rainwater

harvesting structures four structures at surrounding of School building and two

structures near to the Club house & colony of the plant complex located at the out flow

point of the storm water drains. Two numbers RWH structure constructed near mine

office. The location of the recharge structures constructed is shown in detail Layout

plan. The details of the Recharge -Structures that are constructed are shown below. The

envisaged recharge pits with recharge well would annually recharge around 3,39,251

m3. It is proposed that the overflow from these recharge structures and the runoff

generated from the additional catchments is being diverted towards the abandoned mine

pit reservoir.

(VII Sewerage system

Proper sewerage net work has been designed for the industrial and residential area.

The Sewage Treatment Plant (250 x 2 KLD) & 60 KLD to take care of the effluent

generated from industrial & domestic waste.

(VIII) Waste management

Waste water Treated in the STP and treated effluent water are being re-used in the

plant process and gardening purposes and solid waste are being used as manure.

(IX) Solid waste management

Proper Solid and hazardous waste management system with statutory permission is

already in operation. No other management is required.

(X) Power requirement & supply / source.

As submitted power is being met through captive TPP & Solar Plant and remaining is

being taken from CSEB. The same shall be continue in future also.

7 REHABILITATION AND RESETTLEMENT (R & R) PLAN.

(I) Policy to be adopted (central/ state) in respect of the project affected persons

including home oustees, land oustees and landless laborers (a brief outline to be

given).

No R&R plan is required as no displacement of people is proposed for the project. The

expansion of Clinker production for Kin No.1 & 2 and increase in cement production is

proposed within the existing operational Kilns, within the Cement Plant premises.

8 PROJECT SCHEDULE AND COST ESTIMATES

(I) Likely date of start of construction and likely date of completion (time schedule

for the project to be given)

Construction activity will involve installation of few new process equipment. The total

project implementation is estimated to take around 10 months considering that lines 1

and 2 will be upgraded in succession (and not simultaneously). Only the civil work

should be carried out simultaneously in case of pre-heater tower and common TAD

support.

(II) Estimated project cost along with analysis in terms of economic viability of the

project

Total capital Investment cost of proposed expansion is Rs 48.41 cores and Rs. 2.22

crores will be spent for Environmental Management Plan. The estimated investment

Cost for the project has been based on the requirement of fixed and non-fixed assets

for cement plant.

9 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

(I) Financial and social benefits with special emphasis on the benefit to the local

people including tribal population, if any in the area

The financing of the project shall be sourced from the internal accruals. In view of the

acceptable payback period, the project is financially feasible.

Based on the growing demand for Cement over the next 10 years, the proximity of the

project location to these markets is an advantage with respect to reduction in freight of

cement to these markets. The financial viability also shows a good payback period for

the project. Considering the above, Century Cement is planning to go ahead with the

project, once it gets all the statutory approvals for this enhancement project.
