Overview of PRCs PRCs are an important element of effective corrections management
Community‐based ‘correctional facilities’ operated by non‐profit Montana corporations under contract with DOC
Services to adult male and female offenders released from prison, committed to DOC, or violators
PRC provides supervision, programs, assists with job search, life skills, and other services
Overview of PRCs, cont’d There are seven PRC’s:
Alpha House (male) Passages (female) Gallatin County Reentry (male) Butte (co‐ed) Great Falls (co‐ed) Helena (male) Missoula (co‐ed)
Per contract, at least 50% of each PRC male population must be from an Institutional setting
Eligibility / Requirements Detainers resolvedPhysically & mentally capable of work, education, or vocational trainingFinancial assistance from DOCSpecial Needs monies – 1st come, 1stserved basis
Eligibility / Requirements Offenders w/ medical/mental health needs assessed to determine if needs can be met in community
If denied, cannot reapply for 4 mos., unless new data BOPP cases:
Within 13 mos of parole eligibility or discharge Four months clear conduct Board endorsement
Application / Screening Process After offender meets above criteria, they complete their portion of the Application Evaluation (‘universal’)
Screening packet contains:
The referral source sends their packet to the PRC for review by a local screening committee comprised of PRC staff, PRC Board member, P&P Officer, LE, and a local citizen
Application / Screening con’t If approved, placed on waiting list Inmate workers:Can be accepted 6 mos prior to residency status
All medical/MH needs paid by DOCPerform kitchen or maintenance and cannot go into community unescorted
Function Ensure community safety while holding the offender accountable, offer rehabilitation, and provide guidance to return the offender to a normal life
Establish and maintain a continuum of programming through formal and informal links to community services

Offenders committed to DOC with recommendation and/or assessment for alcohol or drug treatment .
Offenders recommended by the BOPP who need alcohol or drug treatment before being approved for parole.
All male parolees, conditional release and prerelease offenders who have received an intervention, on‐site or disciplinary hearing through probation and parole may be placed in the sanction treatment beds at CCP in Warm Springs.

Eligibility (cont.) Must complete PRC If judgment is specific for CPODD 2nd or subsequent possession of Methamphetamine and the offender successfully completes the “residential methamphetamine treatment program” in the first 3 years of the term, the remainder must be suspended (45‐9‐102 (5)(a)(ii))
“Residential program” is defined as time spent in the treatment facility and PRC (45‐9‐102 (b)).
