Andhra Pradesh Government constituted the existing A.P. Pollution Control Board under section 4 of Water (Prevention & Control of Pollution) Act,1974 and under section 5 Air (Prevention & Control of Pollution) Act, 1981 vide G.O.Ms.No. 1, Dt. 02.01.2018 through EFS&T Department.
The Board consists of a Chairman, 5 officials, a Member Secretary, 5 members from local authorities, 3 non-official members, 2 members from Corporations.

CONSENT MANAGEMENT
Pollution Control Board issues two types of consents:
a) Consent for Establishment: All the industries need consent to establish before actual commencement of work for establishing the industry U/S 21 of Air Act and U/S 25 of Water Act.
b) Consent for Operation: The industry shall obtain CFO before commencement of actual production U/S 22 of Air Act and U/S 26 of Water Act.

INSPECTION OF UNITS / INDUSTRIES
Monitoring high risk industries by randomized inspection
using a software tool. 2 industries / month / inspectors are
randomly allotted to 25 inspection teams and reports
uploaded in system within 48 hours for downloading by
industry.
Other industries monitored by ZOs & ROs.
Orange Category units are monitored by third party i.e.,
Universities / Institutions.
The Board is imposing Bank Guarantees to ensure
compliance in certain cases, issuing time targeted
directions to upgrade or rectify the pollution control
systems and in extreme cases closure order is issued.
The Board imposed Rs. 312 lakhs BG from April, 17 to
Mar, 18; from April, 2018 to March, 2019 – Rs. 135.0
lakhs; from April, 2019 to June, 2019 – Rs. 10 lakhs.

RESTRUCTURING AND STRENGTHENING
• The APPCB earlier had 5 Zonal Offices and 19 Regional Offices.
• After bifurcation, the APPCB has 3 Zonal Offices and 9 Regional Offices. Subsequently, Government accorded permission vide G.O.Ms.No.6, dated 21.01.2019, to establish four Regional Offices at Srikakulam, Prakasam, Kadapa and Anantapur. Accordingly, four new Regional Offices are established.
• For effective usage of the existing meager staff, a restructure of the existing system is necessary.
• To catch up with the present Government’s industrial policies, the APPCB has to be strengthened.
• ASCI was entrusted with the study on the restructuring of APPCB. ASCI submitted final report. Necessary proposals are being sent to Government.

EASE OF DOING BUSINESS
• In 2015, APPCB Scored 85.19% on Environmental
parameters helping the AP State to get second
place.
• In 2016, out of 350 parameters, 49 belonging to
APPCB, implemented all the environmental
parameters, secured - 100%. Andhra Pradesh got
1st place.
• In 2017, out of 372 parameters, 44 reforms belong
to APPCB, implemented all the reforms. Andhra
Pradesh got 1st place.

ISSUES • Government Permission to fill up the existing 90 vacancies of
Technical and Scientific posts as there is very less manpower.
• To consider high priority from the MA&UD dept for
establishing Scientific Landfill sites for Municipal Solid Waste
& Construction of Sewage Treatment Plants by the
Municipalities to prevent water pollution.
• Monitoring air quality in the major cities especially non
attainment cities like Visakhapatnam, Vijayawada, Guntur,
Kurnool & Nellore by pursuing with departments like MA&UD,
Transport, Police, Civil Supplies, Agriculture etc.

RIVER REJUVENATION

Central Pollution Control Board (CPCB), Delhi has identified 351 river stretches as
polluted river stretches in the Country for not meeting the prescribed water quality
standards. Five river stretches among them in Andhra Pradesh have been identified as
polluted river stretches for exceeding the prescribed standard limit of Bio-chemical
Oxygen Demand (BOD), 3.0 mg/lit during the period of two years, 2016 & 2017. Details of

RIVER REJUVENATION

The Hon’ble National Green Tribunal, New Delhi by taking Suo-Motu cognizance of a
report in “The Hindu” news paper, dated 17.09.2018 under the title “more river stretches
are now critically polluted: CPCB” has issued certain directions in its Order dated
20.09.2018 in O.A. No. 673 of 2018.
The Environment, Forest, Science & Technology Department, Govt. of Andhra Pradesh
has issued the Government Order Rt. No.177, dated 05.12.2018 constituting the "River
Rejuvenation Committee (RRC) with the following Members for performing the functions
as ordered by the Hon’ble National Green Tribunal and to formulate & for finalization of
Action Plans for restoration of the water quality of the five identified polluted river
stretches in Andhra Pradesh.

waste into fuel, Using in Cement Kilns
Encouraging usage of cloth / jute bags instead of plastic carry

About 647 TPD (10% of Solid Waste) of plastic waste is
generated and 215 TPD (1/3rd) is collected by Municipalities and
remaining 2/3rd (i.e.432 TPD)is directly sent to recyclers for left
as uncollected in MSW.

BIO-MEDICAL WASTE MANAGEMENT
• Bio Medical Waste Management Rules, 2016 were issued to
deal with Bio Medical Waste generated in HCFs during the
diagnosis, treatment or immunisation of human beings or in
research activities.
• There are 7693 Health Care Facilities (HCFs) with bed
strength of 1,30,419.
• The Bio Medical waste is transported to Common Bio Medical
Waste Treatment Facility (CBMWTF) for incineration. There
are 12 common facilities operation in 13 districts of the state.
• CBMWTFs are in operation in all the districts individually
except in Vizianagaram & Kadapa districts due to less
number of HCFs / Beds.
• About 10.7 TPD of Bio Medical Waste is being treated in
common facilities. 31

CO-PROCESSING OF HAZARDOUS WASTE
• Earlier, organic residues generated from Bulk Drugs & Pharmaceuticals units were incinerated wasting the heat value of the Hazardous waste.
• By opting Cleaner Production technologies the high calorific value of HW is co-processed in cement kilns and the fossil fuels being burnt are saved.
• APPCB is encouraging co- processing in cement plants where the waste is used as alternate fuel / energy source in cement plant.
• Quantity Of Hazardous Waste co-processed in 8 No. of. Cement Plants.

e-WASTE MANAGEMENT

• The MoEF, GoI issued notification dated 23rd March 2016 on e-Waste (Management) Rules, 2016 and these Rules came into effect from 1st October, 2016.
• These rules were issued under the provisions of E(P) Act, 1986.
• CPCB issued Guidelines for implementation of the e-Waste Rules, 2016.
• These Rules shall apply to every Producer, Consumer or Bulk Consumer, collection center, dismantler & recycler involved in the manufacture, sale, purchase and processing of Electrical and Electronic Equipments (EEEs).
• The generation of e-waste is about 550 TPA and is being collected by e-waste collection centre operated by private agency (i.e Green Waves) in Visakhapatnam which is sent to recycling facility at Bangalore.

• A review meeting was convened by the Collector & District Magistrate on 16.02.2017
and the minutes of the meeting & the GO pertaining to Geo-tagging price was
communicated to the monitoring departments and industries.
• A review meeting was conducted on 30.06.2017 by the Collector & District Magistrate
and the industries were requested to complete their target by March, 2018.
Industries not completed their target by March, 2018 have to deposit the amount fixed
by the monitoring departments for carrying out the balance plantation.
• During the visit of Hon'ble Parliamentary Committee on 16.01.2019, a review meeting
was conducted and the committee reviewed the status of plantation carried out under
Green Visakha and instructed the monitoring departments viz., (1) VMRDA (VUDA), (2)
GVMC, and (3) Social Forestry Department to ensure steps to take up the Geotagging
to the completed plantation of the respective industries and report compliance for its
confirmation.
• So far, 38.21 Lakhs saplings were completed as on 31.03.2019 balance 1.79 Lakhs to
be completed.
• As per the Green Visakha website, 8,49,919 of saplings were geo tagged out of which
8,24,009 saplings were survived (96.95%) (www.greenvisakha.co.in).
