Preparing for the Design-Build Process
One “team” is hired to design and construct the entire project. The team includes engineers,
designers and construction contractors.
NCDOT looks for creative methods of design, materials and construction from the D-B Team.

Why Design-Build? • Expedites project completion. • Typically results in costs savings*. • Encourages innovative designs. • Minimizes impacts to drivers. • Simplified Transportation Management Plan (TMP).
* Example: The D-B team may begin construction on one portion of the project while they finish the design and right of way acquisition on another.
Design-Build Proposal Includes • Preliminary Transportation Management Plan –
maintenance of traffic. • Phasing Schedule – specifies “when” and “how”.
• Ex: Identifies which bridges will be constructed first, second, etc., and re-opened to traffic.
• Mobilization Plan – identifies how/where equipment will be set up.
• Date/length of closure. • Preliminary Roadway plans. • Aesthetics. • Bridge layouts.
Two Phases of the Business 40 Project
Phase 1- PCP and Local Improvements
1. Widen MLK, Jr. Boulevard between Marshall & Trade. 2. Construct temporary improvements at select intersections. 3. Reconstruct Peters Creek Parkway bridge over Business 40. 4. Improve intersection of Peters Creek Parkway & Academy.

• Repave entire 1.2 miles of Business 40 • Replace bridges, one and/or two at a time, depending on
phasing schedule
• Close Business 40 for up to two years

Reminders:
• Construction DOES NOT mean closure. • Peters Creek Parkway interchange and local
road work will be completed BEFORE Business 40 is closed!
• Liberty/Main and Cherry/Marshall one-way pairs CANNOT be closed at the same time.
During the closure, there will be access into
downtown!
