I want to thank you for having confidence in electing me Chapter president. When approached by the nominating committee, I noted that as a “snow bird” I would need the help of the board members to carry-on during my absence —— they agreed and many thanks to them. So here goes! My first order of business is to thank Frank Mazur for his leadership these past two years. He lead this Chapter to gain its first 5-Star award and recognition by national MOAA as one of the finest of the 400 Chapter’s in the nation. The award recognizes that with the help of the Board, he committed himself to ensure the staff was well organized and attentive to detail. Frank’s personal involvement in the MyCharlotteFLVet organization is testimony to his "Never Stop Serving”. In his last message, Frank gave a thorough overview of our Chapter’s standing, both administratively and financially. We are in good shape. And we are because of the many volunteers who make our Chapter’s involvement in our community a success. I ask that when approached to help with a project that you too say “how can I help”. We will be stronger because of your actions. A few years ago as a then national MOAA Board member, I asked a regional conference of Chapters why members joined —— without a pause the response was camaraderie. MOAA has sinse enhanced that notion to Camaraderie with a Purpose. Our Chapters unite active duty, former, and retired officers from every branch of the service, including National Guard and Reserve, as well as surviving spouses. These centers of camaraderie not only give you a chance to connect with other members with similar backgrounds and interest, but also develop close and lasting f riendships. If you know of anyone that should be a Chapter member, please let us know We have a fine list of guest speakers for our next Flag Mess, so we hope to see you this new year. Membership Update
Happy New Year to all Charlotte Harbor Chapter members. As of December 20, 2019 out of 139 members, 56 of you have paid your 2020 dues. Thank you for your prompt payment; it helps with keeping membership and treasury responsibilities current. I look forward to receiving the remaining members’ dues as quickly as possible. National MOAA tracks our membership status monthly and our current dues status is one area they look at as we prepare to apply for the five-star excellence award again later this year. Through the efforts of several members and from a monthly national roster sent to me on the first of each month, we have already added 8 new members for 2020! Please help me continue to recruit new members when possible. I meet potential new members in my travels throughout the month (fitness center, church, the local farmer’s market, just as an example), and I appreciate everyone’s effort in helping the chapter enlist new members. I will be attending the Florida Council of Chapters of MOAA conference in Orlando on January 10/11. I hope to receive relevant membership information, both locally and nationally during the membership breakout. I look forward to seeing you at the January Flag Mess.

• CHC MOAA Fund Help us raise funds at Bingo Trail (1700 Tamiami Trail, Port Charlotte – on US 41 between Cochran and Murdock). Our chapter has earned a significant amount of money for our Scholarship Pro-gram. We need volunteers to count cash for game winners 3 times per month. Volunteers can get free nonalcoholic drinks, purchase food for half price during their shift, and return to play Bingo for half price. We need help as shown below and in the following months since this a year round project. If you have not done a turn already, please consider volunteering. Thanks to all the volunteers. January Speaker The January speaker will be Patti Allen who is the general manager of Fishermen’s Village. She was recruited by Fishermen’s Village in 2004,and faced Hurricane Charley’s impact on the Village and considers that to be her biggest career challenge. Fishermen’s Village is located at the site of the former Maude Street City Dock that was built in 1928. That location was the home of the fishing industry in the area. Over time the dock and remaining buildings fell into disrepair, and in 1977 the city council moved to permit reuse of that area as a shopping and dining attraction. Today, Fishermen’s Village is the economic engine of Punta Gorda and is the 2nd most visited tourists’ site in SW Florida. The Village features waterfront boutiques, restaurants, resort, marina, fishing charters, boating excursions, boat rentals, villa vacation rentals, entertainment and year round signature events. Patti Allen will speak about what the strategic plan is for Fishermen’s Village
including Impac and other properties affiliated with the Village in that area.

will you think as you approach the end of your life? Did you always make the best decisions? (If you did, you’re a very rare breed.) Did you let your wife and family know how much you loved them? (I love the hearing aid commercial when the father finally hears his son say, “I love you dad.”) We are facing 2020, a new year. It’s never too late to make good, quality resolutions. However, this requires us to review history, and old resolutions that didn’t quite make it. Allow me to quote a very successful person, and his thoughts as he faced certain demise, Steve Jobs: "I reached the pinnacle of success in the business world. In some others' eyes, my life is the epitome of success. However, aside from work, I have little joy. In the end, my wealth is only a fact of life that I am accustomed to. At this moment, lying on my bed and recalling my life, I realize that all the recognition and wealth that I took so much pride in have paled and become meaningless in the face of my death. You can employ someone to drive the car for you, make money for you but you cannot have someone bear your sickness for you. Material things lost can be found or replaced. But there is one thing that can never be found when it's lost - Life. Whichever stage in life you are in right now, with time, you will face the day when the curtain comes down. Treasure love for your family, love for your spouse, love for your friends. Treat yourself well and cherish others. As we grow older, and hopefully wiser, we realize that a $300 or a $30 watch both tell the same time. You will realize that your true inner happiness does not come from the material things of this world. Whether you fly first class or economy, if the plane goes down - you go down with it. Therefore, I hope you realize, when you have mates, buddies and old friends, brothers and sisters, who you chat with, laugh with, talk with, have sing songs with, talk about north-south-east-west or heaven and earth, that is true happiness! Don't educate your children to be rich. Educate them to be happy. So, when they grow up, they will know the value of things and not the price. Eat your food as your medicine, otherwise you have to eat medicine as your food. The six best doctors in the world are sunlight, rest, exercise, diet, self-confidence and friends. Maintain them in all stages and enjoy a healthy life." How do we all measure up? Somewhere along the way my wife of ten years has decided she’s going to tell me she loves me, every day. God bless our wives. They say and do things we men find difficult. For this coming year I resolve to work harder in this area — and not just with my wife.

Here's How Much More You'll Pay in Medicare Part B Premiums in 2020 By: Kevin Lilley The standard Medicare Part B premium will rise about $9 a month beginning Jan. 1, 2020, but beneficiaries in higher income brackets will see a larger increase. Beneficiaries in five higher income brackets pay an extra charge, known as an Income Related Monthly Adjustment Amount (IRMAA), which also goes up at the start of the new year: If your individual tax income was above $87,000 to $109,000, or your joint income
was above $174,000 up to $218,000, you’ll pay $202.40 per month. From $109,000 to $136,000 individual or $218,000 to $272,000 joint, you’ll
pay $289.20 From $136,000 to $163,000 individual or $272,000 to $326,000 joint, you’ll
pay $376 From $163,000 to $500,000 individual or $326,000 to $750,000 joint, you’ll
pay $462.70 Above $500,000 individual or above $750,000 joint, you’ll pay $491.60 per month
These premiums are deducted automatically from Social Security, Office of Personnel Management (OPM), and/or Railroad Retirement Board benefits. Those who don’t receive benefits from these agencies will receive a bill; regardless of how you file your returns, you and your spouse will have separate Part B premium payments. The income figures used to determine your Part B premium payment may not reflect your current financial situation, especially in the event of a retirement, a divorce, or other life-changing events. If you’ve undergone one Amount – Life Changing Event, or visit your local Social Security office toof these events, you can file Form SSA-44, Medicare Income-Related Monthly Adjustment request an ad-justment.
MOAA, Others Ask VA to Expand List of Diseases Linked to Agent Orange ExposureBy: Amanda Dolasinksi MOAA is among 20 veteran and military service organizations asking the VA to add four diseases to the Agent Orange presumption list in an effort to help thousands of affected veterans receive benefits. There are 14 diseases on the VA’s current Agent Orange presumptive exposure list. The designation offers veterans an easier
path to qualify for disability benefits. In a Nov. 15 letter to VA Secretary Robert Wilkie, leaders of the groups requested the immediate addition of hypertension, bladder cancer, hypothyroidism, and Parkinson’s-like symptoms to the list. Each of the diseases has been linked to exposure to Agent Orange. An estimated 900,000 veterans have been exposed to Agent Orange, an herbicide sprayed from the air to destroy the vegetation enemy fighters used as cover during the Vietnam War. During congressional hearings earlier this year, top VA leaders said they were considering adding four diseases, with a decision to be released by summer. No decision was announced. 1. With the year end there is much activity to report. I have picked items from MOAA’s web pages to try to convey as much news that may be relevant to our Chapter members. Here goes. After months of deliberations between House and Senate lawmakers, Congress unveiled its conference report of the FY 2020 defense authorization bill Dec. 10. The $738 billion defense bill authorizes everything from pay and benefits for service members and families to the size of the force. MOAA secured many important provisions for service members and their families in this year’s conference report, which passed the House of Representatives on Dec. 11 by a vote of 377-48. Here’s a look at some of the measures included in the National Defense Authorization Act (NDAA). Pay raise Congress approved a 3.1% military pay raise, effective Jan. 1, 2020. The raise matches the administration’s request and is the largest pay increase for troops in 10 years. A 3.1% increase equates to an annual raise of $1,200 for an O-3 with 10 years of service. Survivor Benefits After more than 40 years, Congress finally approved elimination of a financial penalty more than 65,000 military survivors face, known as the “ widows tax.” Eliminating the widows tax has been a top legislative priority for MOAA for decades. Earlier this year, more than 150 mem-bers from around the country came to Washington, D.C. to participate in MOAA’s annual Storming the Hill event. One of the main topics MOAA members raised with their elected officials was eliminating the widows tax. According to the conference report, the offset will be phased out over a three-year period. 1. The logistics. The phased-in approach to repeal is really a three-year rollout with a delayed start. No changes will be made to the benefit in calendar year 2020, but the offset will be reduced partially over 2021 and 2022, with full elimination starting on Jan. 1, 2023. 2. The limitations. The benefit will not be extended retroactively. The bill states specifically that “no benefits may be paid to any person for any period before the effective date provided … by reasons made of the amendments made” by the NDAA. 3. The “pay-for.” We confirmed with staff leadership on the House Armed Services Committee that no benefits have been or will be reduced to pay for this repeal. TRICARE Congress approved no new fees or pharmacy increases in 2020. Previously agreed upon increases for medical and pharmacy copays will take effect in January 2020. Medical Billets MOAA’s extensive efforts on the medical billet reduction issue paid off with a provision that addresses concerns regarding both medical readiness and beneficiary access to high quality care. The provision prohibits DoD and the services from reducing medical end strength authorizations until they complete a series of steps:
A review of medical manpower requirements of each military department under all national defense strategy scenarios
An analysis of affected billets together with mitigation plans to address potential gaps in health care services
The creation of metrics to determine TRICARE network adequacy; The establishment of outreach plans for affected beneficiaries, including
transition plans for continuity of health care services. Guard and Reserve Members of the National Guard and Reserves have reasons to cele-brate the bill’s release, as well. Servicemembers serving on 12304B orders will now have this time count toward their active duty time to lower the age when they receive their retirement pay. Steps in the right direction were taken to standardize a service record for members of the reserve component, unfortunately the legislation does not specify the DoD to use the DD214. In the wake of the suicide crisis, the National Guard received the authorization for a suicide prevention pilot program to expand the existing efforts.
