Maryland had over 70 attendees at this year’s conference and many of us served in various capacities. We currently have 10 members that serve on National Committees; are members of the national faculty and teach leadership training courses; and a few that were workshop speakers. It was a privilege of mine to represent Maryland at the President’s Breakfast where we received a commendation banner for our record membership in 2017. One of the highlights of this year’s conference was seeing Ron Belinko being inducted into the NIAAA Hall of Fame. Ron and his wife recently moved to Delaware, but he served many years in the Baltimore County Public Schools. Ron is still very active locally and nationally educating athletic directors. We will always consider Ron a Marylander, even though he lives in Delaware. As your spring season begins, we are also quickly approaching our State Conference in Ocean City, April 26-29. The registration form is on the website and included in this newsletter, and you should reserve your room(s) soon. If you are looking to serve at this year’s conference, then contact you district representative about serving as a moderator at a workshop or leadership training course or in another area. We are also very excited to have a conference app for the first time in our organization’s history. You will be able to download the app as you sign into the conference, but access may be available before you arrive. Students at North County High School are developing the app and Lisa Magness has spearheaded that effort. The app will allow you to have access to the conference schedule, see speakers’ biographies, view a list of exhibitors, and a listing of all attendees. Ron Belinko, CMAA Millville, Delaware

Ron Belinko, CMAA, retired in 2011 after a remarkable 46-year career as a teacher, coach and athletic administrator in the Baltimore County Public Schools (BCPS), including the final 19 years as coordinator of athletics. After retirement, he served the BCPS as an interscholastic athletics consultant for several years.

After graduating from the University of Baltimore in 1966, Belinko coached football, wrestling and lacrosse and was a physical education teacher at the junior high and high school levels for 12 years before moving into athletic administration. He later earned his master’s degree from Morgan State University.

Belinko spent three years as a coach at Eastern Technical High School and 11 years at Overlea High School, including five as athletic director, and then moved into the BCPS central office in 1983 as supervisor of physical education and athletics in the Division of Instruction. In 1991, he was appointed coordinator of physical education and athletics and assumed the newly created position of coordinator of athletics in 1993.

As coordinator of athletics for the BCPS, Belinko was responsible for 24 high schools, 26 middle schools and more than 1,600 coaches. He introduced Allied Sports in 1994, a program to provide students with disabilities the same opportunity as those without disabilities. He also increased participation rates in the district, implemented a wrestling weight certification requirement before it was mandated nationally and started a program to have athletic trainers in all high schools.

(MPSSAA). He has been the NIAAA Leadership Training coordinator for the MSADA for 18 years and has been an instructor for 11 Leadership Training Courses. He taught Leadership Training Courses during professional development days at schools throughout the Baltimore area. He has made presentations and taught classes at 30 MSADA conferences.

Since 1983, Belinko has served on the MPSSAA Board of Control and Classification Committee, and he has been on the MPSSAA Executive Council since 1991. He also was MPSSAA president (1994-96), director of the MPSSAA Lacrosse Committee for 28 years and director of the state wrestling tournament for 17 years. During his year as president, the open tournament format for state playoffs was implemented.

Nationally, Belinko is chair of NIAAA Leadership Training Course 707 and 633 and has been a national presenter for LTC 502 and 707. He also served as vice-chair of the NIAAA Certification Committee. Belinko has given numerous workshop presentations at the National Athletic Directors Conference and initiated the NIAAA Outreach Grant for the city of Baltimore’s athletic directors. He also served seven years on the NFHS Boys Lacrosse Rules Committee, including four years as chair (2003-07), and he has written several articles for Interscholastic Athletic Administration magazine and High School Today.

Since retiring to Delaware, Belinko has been an active member of the Delaware Association of Athletic Directors (DAAD) and is an LTI instructor for the NIAAA’s legal courses.

Among his numerous awards, Belinko has been inducted into the Maryland State Wrestling Hall of Fame (1987), the Eastern Technical High School Athletic Hall of Fame (2000) and the National Wrestling Hall of Fame (2004). He received the NFHS Citation in 2004, the NIAAA State Award of Merit in 2007 and the Frank Kovaleski Professional Development Award in 2011. In 2013, Belinko was inducted into the MSADA Hall of Fame.

The course also touches upon eligibility, critical incident planning, financial responsibilities, legal, law, liability, equipment and facilities. Required for: RAA, RMSAA, CAA and CMAA Certification [Revised 2016] LTC 506 – Legal Issues II (Title IX, Sexual Harassment) $_____ This course provides in-depth coverage of the legal standards regarding Title IX compliance and gender equity assurance for interscholastic athletics programs, including the methodology for a school to perform a Title IX self-audit in order to proactively identify problem areas and necessary corrective actions to satisfy all applicable Title IX legal mandates, along with extensive coverage of the legal standards governing sexual harassment and sexual violence in school sports programs and strategies for developing, implementing, and documenting an effective anti-sexual harassment policy. Required for: CAA and CMAA Certification [Revised 2016] LTC 619 – The Power of Curb Appeal $_____ The “Power of Curb Appeal” is highlighted in this course. Visitors to a school often form an opinion of the school and community based on first impressions. Impressions built upon not only the visual appearances of the facility but the safety, security and overall feel of the experience. This course discusses the power of curb appeal and how communication can enhance curb appeal. Strategies and methods are provided for maintaining structures and facilities as well as a comprehensive and through study of “Best Operational Management Practices”. [Revised 2016] Saturday, April 28th 8:00am - 12:30pm LTC 726 - Student Leadership Development $_____ Student Leadership Development is an essential component to any successful education-based athletic program. In this course will be covered numerous ways to actively develop leaders in your local school and at the state level. Topics that will be covered include: captains council, student leadership workshops, service learning, and local and statewide student summits. The society in which we live is ever-changing and so are our student-athletes resulting in a necessity to evolve in finding new ways to teach and challenge students to be the next generation of leaders. As collegiate athletics participation continues to expand, Division III institutions are permitted to use a standard, NCAA provided, non-binding celebratory signing form. A prospective student-athlete is permitted to sign the celebratory signing form at any point, including high school signing events, after the prospective student-athlete has been accepted to the institution.

NIAAA Welcome Packet for New Athletic Directors - Check it out!The NIAAA has a welcome packet for all new athletic directors that is informative for, well, for all athletic administrators, coordinators, activity-athletic directors, and assistant principal-athletic administrators. NFHS/NIAAA National Athletic Directors Conference, Phoenix, AZThe state of Maryland was well represented at the National Conference with over 70 athletic administrators attending. Not only did they attend workshops and leadership training courses, but many were speakers, instructors, moderators and facilitators. Thank you for giving your time.

Some Maryland members came home with a nice prize or even a little richer. Lisa Magness was the winner of the Rhode Island door prize. Her prize consisted of an Under Armour pullover and a $200 gift card to the Rhode Island Store. Derek Maki was the winner of $225 from the 50/50 Raffle and $150 from the state of Wyoming.

The Maryland door prize, which consists of various food and gift products from around our great state, was won by Mark White from Presque Isle, ME.

NIAAA National Service InitiativeDear Athletic Administrator,Our state is supporting the National Interscholastic Athletic Administrators Association (NIAAA) “National Service Initiative.” We are asking you to participate in an American Red Cross Blood Drive Challenge. The Red Cross relies heavily on schools to sponsor blood drives, but it’s usually done by your student counsel or student leadership team. We are asking you get your athletes and coaches involved by hosting additional drives in your school. There is no limit as to how many blood drives a school can host. In fact, you can get credit for any of your school’s blood drives as long as the link below is used. In addition, you can get credit for blood drives outside the school setting if the link below is used. The Red Cross has made this very simple and our goals can be accomplished with very little effort on your part. Please click on the link provided and sign up to host a drive. The first page will ask you to prove you are not a robot and for your zip code. On the form page when filling in the “organization” field please make sure you enter “NIAAA” and someone from the American Red Cross will contact you. It’s that simple.

Master’s Degree Programs

The National Interscholastic Athletic Administrators Association has developed relationships with a number of universities to provide Master’s Degree programs for high school and middle school athletic administrators. In each program, the university is using selected NIAAA LTP courses as a part of the degree curriculum. The structure and cost of each of these programs varies with the university. Some programs are face to face instruction and some programs are on-line instruction. Costs of these programs vary from $5,000 up to $22,000.

District 2B At the end of January, Ed Ross retired from Poolesville High School. Regina Grubb is the acting athletic director for the remainder of the year.

District 3Central High School and Oxon Hill High School have new athletic directors. Bryan Trueblood at Central and Cecille Greenfield at Oxon Hill.

Potomac High School is getting a new turf field and Oxon Hill will be adding lights to their stadium,

All the high schools will soon have full-time athletic trainers. They will be provided by Pivot and MedStar.

Gwynn Park High School and Potomac High School had two former student athletes in this year’s Super Bowl. Both Tre Sullivan and Ronald Darby play for the Philadelphia Eagles.

District 6Athletic director, Dave Scrivener has retired. Jim Book is the interim athletic director.

District 8Cambridge-South Dorchester High School held its 4th Annual Athletic Hall of Fame Banquet this past fall. Inductee’s included Mr. Tori Willis; Mr. Roger Eareckson; Ms. Hannah Roetter; Mr. Dietrich Johnson; Mr. Colvin Camper and Mr. Don Washington. Also inducted were the Pioneer Award winners - the 1967 Maces Lane Track and Field Team; Mr. Richard Drescher (Cambridge High School) and Mr. John Simmons (South Dorchester High School).

District 9The Friendship Academy of Engineering and Technology and the Knowledge and Success Academy in Baltimore City are scheduled to close at the end of the school year.

District 10Congratulations to Roland Park Country School’s athletic director Carol Hatton. Carol was inducted into the Greater Baltimore Chapter of the United States Lacrosse Hall of Fame in January.

District 11Tim Holly, Gilman School’s athletic director, will be stepping down to take sabbatical leave.

Archbishop Curley High School installed a new track and scoreboard - a 1.9 million dollar project.

St. Mary’s High School put in a new grass practice field.

RetiredCongratulations to Mike Williams, athletic director at Gettysburg Area High School. At the National Conference in Phoenix, the school and the athletic program was the recipient of the NIAAA Quality Program Award. Mike is a former Howard County Public School System athletic administrator and as coordinator of athletics for Howard County, he supervised the county’s12 high schools in their implementation and administration for an outstanding high school athletic program. In 2012, the 12 Howard
