A team from crime branch consisting of SI Shiv Darshan, SI Sunil Kumar, ASI Harcharan Singh, HC Kanwarpal, HC Jai Singh, Ct. Suresh, Ct. Neeraj and Ct. Atul Suhag led by Inspr. Rajesh Sharma under the close supervision of Shri Harpal Singh, ACP/SIT/Crime, apprehended two persons namely Sonu Sehgal and Prem Kumar @ Manish, who were involved in the supply of pseudoephedrine tablets in Delhi and NCR region & 30 kgs of pseudoephedrine tablets have been recovered from them. The cost of recovered pseudoephedrine tablets is approx. Rs. 12 lacs in the open market. On 14.10.12 SI Sunil Kumar received a secret information that one Prem Kumar r/o Muzaffar Nagar, UP, involved in the supply of Loose Pseudoephedrine tablets without license/bill would come near Bus stand GTK Bus Depot, towards Azadpur, between 5 PM to 6 PM to supply loose Pseudoephedrine tablets in bulk quantity to one Sonu of Rohtak, Haryana. On this information, a trap was laid and at about 5 PM, two persons namely Prem Kumar @ Manish, aged 35 yrs s/o Sh. Ilam Chand r/o Village Kutesara, PS Charatwal, Distt. Muzaffar Nagar, U.P. and Sonu Sehgal, aged 30 yrs s/o Harish Sehgal r/o 642/18, Gali No. 5, Ghanipura, Arya Nagar, Rohtak were apprehended and 30 kgs of loose Pseudoephedrine tablets kept in bag, were recovered from their possession. A case vide FIR No. 245/12 under the appropriate sections of the NDPS Act was registered at PS Crime Branch and investigation was taken up. Accused Prem Kumar was subjected to intensive examination where he revealed that he studied upto 12 class and used to work for a Registered Medical Practitioner (RMP). Later on he opened a clinic of his own. Meanwhile, he also started supplying medicines. He used to get the loose medicines manufactured through one Dayanand, who worked as a machine man in a pharmaceutical company in Muzaffar Nagar, UP and supplies the same in UP, Delhi and Haryana. About 2/3 months back, he met Sonu Sehgal through one Vimal of Panipat. Sonu placed an order for loose Pseudoephedrine tablets. The recovered loose Pseudoephedrine tablets were also manufactured through Dayanand.

TWO PERSONS INVOLVED IN SUPPLY OF PSUEDOEPHEDRINE TABLETS ARRESTED.

A team from crime branch consisting of SI Shiv Darshan, SI Sunil Kumar, ASI Harcharan Singh, HC Kanwarpal, HC Jai Singh, Ct. Suresh, Ct. Neeraj and Ct. Atul Suhag led by Inspr. Rajesh Sharma under the close supervision of Shri Harpal Singh, ACP/SIT/Crime, apprehended two persons namely Sonu Sehgal and Prem Kumar @ Manish, who were involved in the supply of pseudoephedrine tablets in Delhi and NCR region & 30 kgs of pseudoephedrine tablets have been recovered from them. The cost of recovered pseudoephedrine tablets is approx. Rs. 12 lacs in the open market.

On 14.10.12 SI Sunil Kumar received a secret information that one Prem Kumar r/o Muzaffar Nagar, UP, involved in the supply of Loose Pseudoephedrine tablets without license/bill would come near Bus stand GTK Bus Depot, towards Azadpur, between 5 PM to 6 PM to supply loose Pseudoephedrine tablets in bulk quantity to one Sonu of Rohtak, Haryana. Accused Prem Kumar was subjected to intensive examination where he revealed that he studied upto 12 class and used to work for a Registered Medical Practitioner (RMP). Later on he opened a clinic of his own. Meanwhile, he also started supplying medicines. He used to get the loose medicines manufactured through one Dayanand, who worked as a machine man in a pharmaceutical company in Muzaffar Nagar, UP and supplies the same in UP, Delhi and Haryana. About 2/3 months back, he met Sonu Sehgal through one Vimal of Panipat. Sonu placed an order for loose Pseudoephedrine tablets. The recovered loose Pseudoephedrine tablets were also manufactured through Dayanand.

Accused Sonu Sehgal was also subjected to intensive examination where he revealed that he had supplied huge quantity of loose Pseudoephedrine tablets to one Amit. Thereafter, he met Prem Kumar through one Vimal of Panipat. Prem Kumar told him that he can get loose Pseudoephedrine tablets manufactured from UP. The recovered loose Pseudoephedrine tablets were brought by Prem Kumar.

Efforts are being made to trace out Dayanad, who manufactured the recovered loose Pseudoephedrine tablets and the other persons involved in the racket of manufacture and supply of loose Pseudoephedrine tablets.

Further investigation is in progress.

A gang of highway robbers has been busted by SIT/Crime Branch. Four accused persons have been arrested and one Tempo No. DL-1L-E-5236 used in the commission of crime has been recovered. The arrested persons are: 1. Raju Shiwna @ Shiva @ Shivam @ Pandit s/o Dasrath Mahatma r/o Jhuggi Pilli Kothi

On 13/10/2012 an information was received by HC. Rajeev that a gang of highway robbers originally from Bihar, U.P.,and Delhi, was active in Delhi, U.P. and Haryana and specialized in highway robbery. It was learnt that gang leader Raju Shiwna @ Shiva @ Shivam @ Pandit would be coming to the area near CNG pump, Alipur Service Road, Delhi in their Tempo.

A team led by Insp. Ashok Kumar of SIT/Crime Branch including SI Vineet Kumar ASI Surender Pal, HC. Rajiv, HC, Amrish, HC. Balwant,HC. Jagbir, Ct. Jogender, Ct. Vivek, Ct. Manoj, Ct. Ranjeet and Ct. Sushil in the close supervision of Sh. Harpal Singh ACP/SIT was constituted to further develop the information.

On 13/10/2012 the police team laid a trap near CNG pump, Alipur service road, Delhi and at about 02.15 pm Raju Shiwna @ Shiva @ Shivam @ Pandit, Salim @ Mama, Jamil and Kishor Shah were apprehended with their Tempo No. DL-1L-E-5236. They were subjected to intense interrogation where they disclosed there involvement in highway robbery cases across the Delhi, U.P., and Haryana. They all tried to escape after murderous attack on the police party when Raju Shiwna @ Shiva @ Shivam @ Pandit hit iron rod on the head of HC. Rajeev who received injuries on head and fracture in right hand.

Accused Salim @ Mama s/o Moh. Hanif r/o 536/373 mate Ganj Khatra, Lucknow, U.P. is wanted in case FIR No.430/12/ u/s 395 IPC PS-Jawa District Aligarh, U.P and a reward of Rs. 2500/ is also declared by the U.P. police in this regard.Modus Operandi

They operate on highway and often use tempo. The gang comprises of members, all from different states. They keep their positions on highway and borders and look for loaded truck and tempo.                         A team of officers of the Crime Branch led by Inspr. Rakesh Khari and consisting of ASI

Ashok Kumar, HC Harender, HC Ayaaj Khan, Const. Satyajeet, Const. Parmod and Const. Narender

under the supervision of SHO New Delhi and  ACP/Railway overall supervision of Addl. DCP Sh. Sanjay

Bhatia have apprehended four persons involved in murder of a young man.

 A blood stained dead body of a young man was found under Sheila Bridge New Delhi Railway Station on

14.10.12 by Police staff of PS NDRS. In this regard a case vide FIR No. 180/12, u/s 302/34 IPC was

registered at PS NDRS. Investigation was taken up & efforts were made to identify the dead body. There

was no clue available on the scene of crime. Sources were deployed to work out the murder case as well.

 

The continuous efforts of the team bore fruit. Information was received on 15.10.2012 that

four persons namely 1. Parmod @ Lambu s/o Suresh r/o Village Baroni Chotta, Post Khara Kuan, Distt.

Dattiya, MP 2. Dulal @ Vishal s/o Sanjay Kumar r/o Near Govt. School, Kasim Vihar, Noni,

Distt. Ghaziabad, UP 3. Ranjeet Kumar s/o Kumer Singh r/oVillage marka, PS Siwara, Distt. Narshingpur,

MP 4. Deepak Kumar s/o Kuseheswar Mukhiyar/o Village Higoli, PS Sadar, Distt. Dharbhanga, Bihar

allegedly involved in murder committed under Sheila Bridge New Delhi Railway Station would be coming

near Minto Bridge.  A trap was laid near Minto Bridge and all the above mentioned accused were

arrested. The weapon of offence i.e. knife used for the murder of the unknown person was recovered at

the instance of the accused persons. Blood stained clothes worn by the accused persons namely

Parmod and Ranjeet at the time of commission of crime have also been seized.

 

During interrogation all the accused persons disclosed that they had observed two young

men near Sheila Bridge with a bag in the intervening night of 13/14.10.12. They all tried to snatch the bag

from these young men at the point of the knife.  When the victim and his friend resisted, all the accused

persons with common intention attacked them with knife. The friend of the deceased ran away from the

spot while the deceased fell down near rail track. Parmod and his associates inflicted fatal injury on the

chest of the deceased and fled away from the spot. All the above mentioned accused have been

arrested. Further investigation of the case is in progress.

International narcotic drug syndicate busted. Six members of the drug syndicate including two Nigerian nationals arrested. 3.520 kgs fine quality heroin and 6.200 kgs Hashish recovered. The value of recovered heroin is more than Rs. 08 crores in the international market. 08 mobile phones and 09 SIM cards used in drug trafficking recovered.

An Special Cell team has apprehended six members of an International drug syndicate, including two Nigerian nationals and have recovered 3.520 kgs of fine quality heroin and 6.200 kgs hashish. The value of recovered drugs is more than Rs. 8 crores in the international market. 8 mobile phones and 9 SIM cards used in drug trafficking have also been recovered. Information had been received that an international drug syndicate was active in Delhi, Gurgaon, Ghaziabad and other adjoining NCR region. This information was further developed and on 12/10/2012, on specific information two members of said syndicate who came in Qualis Car at red light T-point, Delhi Cantt. near Dhaula Kuan to deliver consignment of heroin were held. They were identified as Anil Pratap Singh Chauhan, (aged 50 yrs) s/o Sh Mahipal Singh r/o H No. DD-9A, Avantika Vihar, Ghaziabad, UP and Arun Kumar (aged 46 yrs) s/o Shashi Kumar r/o 1586, Mian Bazar, Paharganj, Delhi. 1.5 kgs heroin was recovered. 03 mobile phones, alongwith 04 SIM cards were also recovered. Case under the appropriate section of law was registered at PS Special Cell, Lodhi Colony. The drug traffickers were subjected to intensive interrogation. It revealed that they were part of an International drug syndicate operating in UP, Haryana and Delhi led by Anil Pratap Singh (since arrested). Other members of gang consisted Arun Kumar (since arrested), Ms P.Mary Zelem (since arrested) , Raju Diwakar @ Pappu (since arrested) two Nigerian nationals, namely, Alex Emechebe & Alloy Frank Micheal (since both arrested) and two others (both absconding). Further interrogation led to the arrest of their third associate Ms P. Mary Zelem (aged 49 yrs) w/o Peter Zelem r/o E-151, Ridgewood Estate, Gurgaon, Haryana and recovery of 510 gms heroin from her above house. Said heroin was very cleverly and neatly concealed in secret cavities especially made in shoes by removing its cushions. 01 mobile phone with alongwith one SIM card was also recovered. Their forth associate, namely, Raju Diwakar @ Pappu aged 42 yrs, r/o 6/47, Dakshin Puri Extn, New Delhi was was arrested on 15/10/2012 from his house and 510 gms heroin was recovered from his possession. 01 mobile phone, alongwith one SIM card was also recovered. On 16/10/2012, two Nigerian nationals, namely, Alex Emechebe s/o Silivester Emechebe r/o H No. Village Ezjiago, Obhoii in Olumba South, LGA, Ahambara, Nigeria and Alloy Frank Micheal @ Zidan (aged-31 years) s/o Benerd Alloy Hillary r/o H No. 11, 2nd floor, Balogu, Lagos State Nigeria, both presently residing at H No C-50, Nishant Park, Dwarka Mor, New Delhi have been arrested and 01 kg heroin from Zidan and 6.2 kgs hashish have been recovered. Hashish was neatly concealed in side covers of 60 books and a parcel was ready which was to be sent to Canada as disclosed by Zidan and Alex. In the past they had sent many such parcels to various countries like England, France, Germany, Canada etc. 03 mobile phones with SIM cards have also been recovered from Nigerian nationals.

Investigation have revealed that P.Mary Zelem has a good network for supply/ disposal of heroin to foreigners especially nationals of Italy, Germany, France, England, Canada etc because she was married with Peter Zelem, a Canadian in the year 1989. Peter Zelem used to supply heroin to foreigners and he used to receive heroin from one Afgan national. Ms P.Mary Zelem used to work as maid in house of said Afgan national where Peter Zelem met her in 1986. In 1989, Peter Zelem, alongwith one German national was arrested for possessing cocaine in PS Defence Colony, Delhi. Peter Zelem (63 years old) has been presently suffering from 3rd stage of cancer of bladder and severe cardiac problem for last 2-3 years and he is bed ridden. His complete business of drug supplying is now being handled by his wife, P.Mary Zelem. She used to receive supply of heroin from Anil Pratap Singh and Raju Diwakar @ Pappu. She used to get heroin neatly packed/ concealed in secret cavities designed in various items like shoes, books, thermos, suitcase, bags etc from Anil Pratap Singh and used to supply the same to foreigners visiting India time to time.

Anil Pratap Singh Chauhan who has been indulging in drug supply for last 20 yrs is also a high level politician and he remained Distt Vice President of Bahujan Samajwadi Party for 05 years i.e. from 2007 to Jan 2012. In general elections of Lok Sabha in year 2004 he was strong contender for ticket for Shahjahan Pur Lok Sabha seat from Bahujan Samajwadi Party but denied due to rivalry with the other group in party. Anil Pratap Singh, who originally belongs to Distt Bareilly, UP where opium is legally cultivated. He has been supplying heroin for last 20 years. In the year 1998, he was arrested in a case of NDPS Act for possession heroin in PS Central Faridabad, Haryana.

Anil Pratap Singh used to get supply of crude heroin from one who is r/o Distt Kota, Rajasthan. Arun Kumar, who originally belongs to MP knows how to prepare pure heroin from crude one. He alongwith Anil Pratap Singh used to process the same in house of Anil Pratap Singh in posh colony of Awantika Vihar in Ghaziabad, UP. Both the arrested Nigerian nationals and P.Mary used to send heroin and hashish to other countries through courier companies by keeping drugs neatly concealed by keeping black carbon papers around contraband in various items like books, bags, shoes, briefcase etc to evade detection by x-ray machines at Airports. Raju Diwakar @ Pappu has been presently receiving heroin from on Abdullah (yet to be identified), an another Afgan national residing in some area of Bhogal, Delhi.

Anil Pratap Singh Chauhan, (aged 50 years) s/o Sh Mahipal Singh r/o H No. DD-9A, Avantika Vihar, Ghaziabad, UP. He is graduate and he resides in a very posh colony in Ghaziabad, UP. He originally belongs to a village in Bareilly, UP where there is legalized cultivation of opium. Since childhood, he had seen people preparing heroin from opium and he was also lured by the greed for money. He has been indulging in supplying of heroin in Delhi for last 20 years. He was arrested in a case of NDPS Act 1998 in vide case FIR No 1552/97 dated 08/12/1997 u/s 8 & 21 NDPS Act and 25 Arms Act, PS Central Faridabad, Haryana. He remained Distt Vice President of Bahujan Samajwadi Party for 05 years. He used to get supply of heroin from Hari Singh r/o Rajasthan

P.Mary Zelem (aged 49 yrs) P Mary Zelem w/o Peter Zelem r/o E-151, Rigdewood Estate, Gurgaon, Harayana. She originally belongs to a small viilage in Distt Trichy, Tamil Nadu. She got married to Peter Zelem, who was having good network of disposal of heroin to various foreigners. Both have been indulging in supplying of heroin for more than 20 years. P Mary Zelem alongwith her three daughters and husband Peter Zelem has been residing in most posh area of Gurgaon, Haryana. UP Mary Zelem has been managing all drug supplying activities alone for last the two years as Peter Zelem was diagnosed with bladder cancer and severe cardiac problem about two yeas ago and he is bed ridden. Raju Diwakar @ Pappu (aged 42 yrs) s/o Mishri Lal r/o 6/47, Dakshin Puri Extn, New Delhi. He has been indulging in drug supply for last 15 yrs. Earlier he used to work with notorious drugs don Sharafat Sheikh of Nijamuddin, Delhi who is in jail in cases of NDPS Act and MACOC Act. He also worked with notorious drug supplier namely Rahees Khan, an Afgan national for 12 years in Nijamuddin, Delhi. Rahees is presently in jail for last 1½ years and Raju Diwakar is independently running his own network after arrest of his boss. He has been supplying heroin to P Mary for last 7-8 yrs earlier at directions of Rahees and independently for last 1½ yrs after arrest of Rahees by NCB. Raju Diwakar @ Pappu has been presently receiving heroin from on Abdullah, an another Afgan national residing in some

With the arrest of an auto lifter namely Azad Ahmad (aged 21 yrs.) s/o Ikhlaq Ahmad r/o D-149 Shiv Vihar J J Colony Uttam Nagar, New Delhi, Police Station Inderpuri South West District has worked out three cases of MV theft, out of which two cases are of South West District, one is of West District. Four stolen motor cycles have been recovered.

INFORMATION AND OPERATION

In order to check the incidents of MV Theft, a dedicated team of PS Inderpuri comprising SI Jitender Dagar, HC Vijay Pal, HC Rajender , Ct. Rahul , Ct Karambir, and Ct. Hawa Singh was constituted under the supervision of Inspr. PS Rana, SHO Inderpuri, On 11.10.12 an information from a credible source was received by the above team that a desperate auto lifter will come to Rajender Nagar via Todapur picket to meet his friend. The team swung into action and laid a trap at Todapur Picket. The said team started checking all the vehicles and at about 7.00 PM a motorcycle having registration No. DL3SAG8282 came from Rajender Nagar side, which was signaled to stop but the motorcyclist tried to speed up instead of slowing down. Finding the behavior suspicious, the team swiftly chased and overpowered him. Upon being questioned about

his suspicious behavior, he tried to dodge the police and again tried to flee from the spot. The dedicated team nailed him down and upon interrogation his identity was revealed as Azad Ahmad s/o Ikhlaq Ahmad. On further enquiry, he could not produce the documents of the said vehicle and tried to mislead the police by giving false versions. On verification, the motorcycle was found stolen vide case FIR No. 109/12 U/S 379 IPC PS Inderpuri, South West District. New Delhi.

INTERROGATION AND MODUS OPERANDI

On sustained interrogation, the accused revealed that he and his associate had committed several MV Theft in Delhi. They used to commit MV Theft from residential areas. Accused further revealed startling facts that he was graduated to crime by Rohit Abhimanu who is an active autolifter-cum BC of PS Delhi Cantt.A massive manhunt has been launched to apprehend the absconding associate.

In pursuance of his confession, police succeeded in recovering four stolen motorcycles on his instance.

Deepu Verma S/O Rajender Singh R/O D-2/348, Nehru Vihar, Dayalpur, Delhi age 27 years (receiver of robbed gold chain) the police officials of police station Gokalpuri worked out a sensational robbery case within 24 hours and recovered all robbed items including Gold Chain, Mobile Phone, ATM Card, PAN Card, I-Card and three handle of hand pump used as weapon of offence and TSR No. DL-1RL-2990 used in crime.INCIDENT:

On 16/10/2012 in early morning at about 4.00 AM one Mr. Raj Kumar s/o Shiv Charan Singh R/O H.NO. 545, Tilak Ram Colony, Loni border, Ghaziabad, UP who is a Constable in Delhi Police and posted at IIIrd Bn. DAP Vikaspuri was going for his duty. He parked is motorcycle outside P.S. Gokal Puri and went towards bus stand C-Block Yamuna Vihar on foot to catch bus for his duty. At about 4.20AM when he reached near bus stop a TSR came from behind and stopped just ahead of him. Three young boys came out from that three wheeler and they were carrying hand pump handles in their hand. They surrounded the Constable Raj Kumar and one of them put hand pump handle on his neck, threatened him and asked him to handover everything which he was in his possession. All three robbed one Gold Chain, one Mobile Phone Nokia X-2 and his purse containing Rs. 2000/-, his Delhi Police I- Card, PAN Card, ATM Card and other documents. Subsequently Constable Raj Kumar informed PCR about this incident. On the statement of Ct. Raj Kumar a case FIR No. 395/12, Dt. 16/10/12 U/S 392/34 IPC has been registered at PS Gokalpuri and investigation of the case has been started.

TEAM: On receipt of the above information, different teams were constituted comprising Police Station Staff under Inspr. Tilak Chand , SHO/P.S. Gokalpuri and Special Staff under Inspector Ved Singh Malik , Inspr./Operation/NED and numerous raids were conducted on the basis of inputs from various sources and eventually all of the accused were apprehended. INVESTIGATION:

As per Information a police team rounded up a three wheeler no. DL 1RL 2990 near Shiv Vihar Tiraha at about 2.50 AM today and apprehended above said Amit @ Bhola, Ankit Jethwani who were sitting in the back of the seat of TSR and Gaurav who was sitting in driving seat of TSR. On search of three wheeler from the cavity under back side seat three hand pump handles such as used in the robbery have been recovered. After that these boys were thoroughly interrogated and they confessed about their involvement in this robbery. On search of Ankit Jethwani purse, cash Rs. 1900/- and Delhi Police I-Card of Ct. Raj Kumar has been recovered. All three accused Amit @ Bhola, Ankit Jethwani and Gaurav have been arrested in the above said case. On instance of Amit @ Bhola mobile phone, D/L and

PAN Card of complainant Raj Kumar was recovered from his house. On instance of Gaurav ATM Card of Ct. Raj Kumar was recovered from his house. On interrogation Amit @ Bhola disclosed that he sold the Gold Chain of Ct. Raj Kumar to one jeweler namely Deepu Verma R/O Dayal Pur who is known to him. On instance of Amit @ Bhola Jeweler Deepu Verma was arrested from his house today at about 6AM. From his possession robbed Gold Chain of complainant Ct. Raj Kumar has been recovered. The TSR No. DL-1RL -2990 and pump handle used in crime are also seized in the case. Rs. 7000/- which was given by jeweler Deepu Verma to them as advance for gold chain has also been jointly recovered from the possession of all three accused.

PERVIOUS INVOLVEMENT: 1. Case FIR No. 404/10 U/S 392/397/302/411/34 IPC, PS- Samay Pur Badli.

In this case Amit @ Bhola found involved and was arrested on 26/1/11 with his four other associates namely Pradeep Kumar, Kaushal Singh, Mehtab and Anil Kumar. Amit @ Bhola was declared juvenile in this case after the charge sheet of the case was filed in the court by the police of PS- Samay Pur Badli on 26/04/2011 and his case was separated from other accused and tried in juvenile court. Hence he was released in this case about in May’2011.

PROFILES : 1. Amit @ Bhola, age 20 years is a TSR driver and runs his TSR in interior of Karawal

Nagar. Previously his father Ved Prakash was running a dairy in Dayal Pur now he is running TSR. Amit @ Bhola never gone to school and since his childhood help his father in dairy work. He is unmarried and he has one elder brother namely Bunty Pandit is also a TSR driver. He is in habit of smoking Ganja and drinking liquor.

2. Ankit Jethwani, age 20 years studied up to fifth class in Prabhu Dayal Public School in Shalimar Bagh, his father had a watch repairing khoka in Lajpat Nagar market. His parents has taken divorce when he was in class fifth, his schooling were stopped from last six year he resides in Moonga Nagar, Karawal Nagar on rent at different places. Now by profession he is also a TSR driver. He is also addicted in Ganja and liquor. His mother and elder sister resides in Pitam Pura, Delhi.

3. Gaurav, age 19 years is also a TSR driver. He studied up to XIIIth Class, his father Vinod Kumar is also a TSR driver.

4. Deepu Verma, age 27 years, runs a jewellery shop in the name and style of Sai Kirpa jeweler at D-2 Block, Nehru Vihar, Delhi, from last one and half years. He knows Amit @ Bhola as he resides in his neighborhood.

All three Sr. No. 1,2 & 3 know each other as they are TSR drivers and met each other during night frequently while running TSR.

THREE CHILD LABOUR RESCUED BY CHANDNI MAHAL POLICE: EMPLOYER ARRESTED

With the arrest of Mohd. Mehfooz, aged about 31 years s/o Mohd. Taimul r/o Village Paik Vahen, P.S. Azam Nagar, District Katihar (Bihar), Central District Police has rescued the children who were employed as labourers and treated in inhuman manner at1796, Ground floor, Main Bazar, Turkman Gate, Chandni Mahal, Delhi.

On 16.10.12, at about 4:10 p.m., an information was received by local police that one person who is employing children as labourer in the area of P.S. Chandi Mahala, Central District, Delhi. On the basis of information, a team consisting of Inspr. Satender Mohan, SHO/Chandni Mahal, SI Ram Niwas, I/c P.P. Turkman Gate, ASI Surender and Const. Neeraj was constituted under the close supervision of Sh. Om Parkash, ACP/Darya Ganj, Central District, Delhi.

This information was further developed. On the basis of information, a raid was conducted at at1796, Ground floor, Main Bazar, Turkman Gate, Chandni Mahal, Delhi and it was found that three small children aged 13 to 15 years were engaged in making decorative handmade pens and diaries in which small glass pieces were being pasted by the children. The children were working in very poor and pathetic condition. On interviewing, they stated that they are working in this cottage factory for the last one and half months and owner of the cottage factory makes them work for at least 12 hours a day. They also disclosed that no permanent salary has been fixed by the owner and he does not allow them to go out of the factory. At their instance, owner of the cottage factory was arrested by the police staff for his criminal involvement in employing juveniles. A case vide FIR No. 161/12, u/s 23,26 JJ Act and 374 IPC has been registered at P.S. Chandni Mahal, Delhi in this regard.

Further investigation is in progress.

With the arrest of (1) Manoj Kumar, aged about 22 years s/o Parmod Kumar r/o Village Satur PS Nabta District Saharasa (Bihar) presently residing at H No. 412, Gali No. 3, Gautam Puri, Shastri Park Delhi and (2) Aasif Raja, aged about 28 years s/o Mohd Kasim r/o Village Alamnagar behind Jama Masjid, Ghonda Basti (U.P) presently residing at H No. 412, Gali No. 3, Gautam Puri, Shastri, Park Delhi, Central District police has busted a gang of thieves / cheats who used to lure innocent poor people from U.P./Bihar after making friends with them. Cash Rs. 900/-, one mobile handset and one bag containing clothes have been recovered from their possession.

INCIDENT

On 16.10.2012 at about 02.00 PM, one Guljari s/o Sh. Bharat Singh r/o Village Kuleshra, Police Station Suraj Pur District Gautambudh Nagar, Greater Noida (U.P) reported that he is residing at the above given address and sells clothes in market. On 16.10.2012 at about 02.00 PM, while he was going to New Delhi Railway Station for boarding the train for Bihar on the way, two persons met him. These two persons took him into confidence and told him that they are also going to Bihar and they would assist him to get the Railway ticket on priority since they know the booking staff. These two persons further told their names Manoj and Vikram while traveling in the Auto. The complainant believed them and went to New Delhi Railway Station with them. Upon reaching at New Delhi Railway Station, they told that they want to go to office for some work and they brought the complainant back to Turkman Gate by an Auto. The personal belongings of the complainant were kept in the custody of their accomplice namely one Manoj Kumar. Whereas Aasif Raja took the victim to a street near Turkaman Gate. After sometime, they asked complainant to hand over the personal belongings, cash and mobile handset as the said articles were not permitted in that office. The complainant handed over Rs. 900/- and one mobile handset to accused Vikram and the complainant was asked to wait for the ticket. The complainant had some doubt and he started chasing Vikram. After walking some distance, when Vikram looked behind and saw that complainant is following him, he started running. On this, Guljari (complainant) raised an alarm and the alert police personnel, who were on patrolling duty near the spot chased Vikram and Aasif. Aasif was apprehended by the police party however Vikram managed to escape. Manoj who was looking after the personal belongings of the complainant was also apprehended by the police party. On this, a case vide FIR No. 230 / 12 u/s 406/411/34 IPC was registered at P.S. Darya Ganj, Delhi in this regard.

INTERROGATION

During the sustained interrogation of Manoj and Aasif, they disclosed that they along with their accomplice namely Vikram used to commit such crimes. On 16-10-2012, they gathered at Shastri Park and planned to rob some person at an appropriate place. On 16.10.2012, they had met victim at Sector -37 Noida and accompanied with him up to New Delhi Railway Station. From New Delhi Railway Station, they brought him back to Turkman Gate and robbed his Rs. 900/-, mobile handset and one bag containing clothes.

After that he started working as computer embroidery. He came in contact with accused Vikram and started committing crimes.

INFORMATION/OPERATION Information was received by the team of Special Staff West District about a notorious auto lifter

namely Basant Kumar @ Vicky who is active in the area of West District, Delhi. After coming out from Jail, Vicky has organized a gang with his co-inmates of Jail namely Manish Kumar @ Nephu, Khanni and Vicky. The gang is committing auto thefts and road robberies. On this information sources were deployed and information was collected. On 16.10.2012, specific information was received in Special Staff/West Distt. that Vicky will come near Nangloi Railway Crossing, Camp No.2, Nangloi, Delhi in a stolen Car Wagon-R without number plate to collect his associates at about 7.30- 8.00 pm. On this information a raiding party   under the supervision of ACP/Operation Cell Sh. H.D. Dhayia and Insp. Satyvir Singh, consisting of SI Manoj Kumar, SI Charan Singh, ASI Mahender Singh, HC Hattu, HC Kirori Mal, HC Shashi Kant, HC Sunil Kumar, HC Suresh, HC Moti Ram, Ct Vinod , Ct. Anil and Ct. Amarjeet was constituted and a trap was laid near railway crossing, Nangloi, Delhi. At about 8.10 pm one person came in a Car Maruti Wagon- R without number plate which was identified by the informer as Vicky and thus, was intercepted and apprehended by the police party. The person disclosed his name as Basant Kumar @ Vicky S/o Sh. Praveen Kumar R/o E-6/145, Sultanpuri, Delhi. On enquiry he could not produce any document about the ownership of the car. On verification the Car was found to be stolen from the area of P.S. Mukherji Nagar, Delhi vide Case FIR No. 248/12 u/s 379 IPC P.S. Mukherji Nagar, Delhi. He was arrested u/s 41.1(d) Cr.P.C on 16/10/2012. On interrogation he made disclosure of many incidents of motor vehicles theft and road robberies and snatchings with his gang members. On his instance two more Cars one Maruti Van and one Maruti-800 were recovered. Maruti Van was found stolen from the area of P.S. Mianawali Nagar and Maruti Car-800 is yet to be linked. He also made disclosure of many incidents of road robberies and snatchings from the areas of Nangloi, Sultanpuri, Mianawali and Mangolpuri, Delhi.

MODUS OPERANDI AND INTERROGATION During interrogation Basant Kumar @ Vicky disclosed that he was residing in Sultanpuri since

birth in a rented house. His father was a rickshaw puller and a drunkard. He left studies and started working as labourer. He was not satisfied with his earnings and he came in contact with one notorious auto lifter and snatcher Kavinder of Sultanpuri who used to bring stolen motorcycles and commit snatching on these motorcycles. Basant @ Vicky accompanied him and started committing crime. He was first arrested in year 2002 in from P.S Shalimar Bagh, Delhi. Thereafter he did not look back and entered deeply into crime. He was arrested several times. His peculiar modus operandi is that he always tells a new address when arrested so that Police couldn’t monitor his movements when he comes out from Jail. He always associates new criminals to his gang so that he can dominate them. He got love married with a lady. After marriage due to increasing extra liabilities and fulfill family requirements, he took to auto lifting with other crimes. He was arrested in March, 2012 and came out from Jail in June, 2012. After release from Jail he came in contact with a notorious Bad Character of P.S. Mianawali Nagar namely Manish Kumar @ Nephu and organized a gang. The gang used to target vehicles fitted with CNG Kits as these are in a great demand and give a handsome return. They used to sell the stolen vehicles in scrap after dismantling them. Efforts are being made to nab the other gang members.

Staff involved in the good work is being rewarded suitably.

Arrest of fourth person in Pune Serial Blast

Recently, the Special Cell of Delhi Police had busted an Indian Mujahideen Module. Three members of the module Asad Khan (aged -23 years ) r/o Tawakkal Nagar, Naigaon, Distt. Aurangabad, Maharashtra, Imran Khan ( aged 31 years ) r/o Peer, Bhurahan Nagar near Masjid-e-Saalehind, Nanded, Maharashtra and Sayed Feroz @ Hamza ( aged 38 years ) r/o Shukarwarpath, Pune, Maharashtra had been arrested and explosives, detonators and other incriminating material had been recovered. With their arrest the serial blasts of 1 st

August, 2012 were worked out.

The interrogation of the arrested members of the module led to the identification of another member, Landge Irfan Mustafa r/o Ahmednagar, Maharashtra. Raids were conducted at his hideouts but he was found absconding. On 9.10.2012, specific information was received that Landge Irfan Mustafa would go to Jaipur, Rajasthan. A team was sent to Jaipur and Landge Irfan Mustafa (aged 30 years) s/o Landge Mustafa Usman r/o Raj Nagar Dargah, Darya Road, Mukund Nagar, Ahmednagar, Maharashtra, was apprehended on the early morning of 10.10.2012, near Sindhi Bus Stand, Jaipur.

Landge Irfan Mustafa was subjected to detailed interrogation. He revealed that he was involved in the serial blasts in Pune that had taken place on 1st Aug, 2012. In the month of July 2012, Riyaz Bhatkal instructed him to arrange a rented accommodation in Pune. Accordingly, he went to Pune where he along with Feroz searched for a rented accommodation. They managed to find a rented premises at Kasarwadi without submitting any document or ID. He asked Feroz to furnish the house.

He received two people, one of whom he had met in Nov’11 in Pune. He took them to the rented house at Kasarwadi. On the next day, the two persons provided them with a list of various electronics items for making IEDs, which they purchased from Pune. He was also involved in making of the IEDs.

Riyaz Bhatkal used to send him hawala money for the terrorist activity. He also bought two pistols on the instruction of Riyaz Bhatkal and gave them to Imran. These

He came in contact with Imran Khan, who was his neighbour at Dreamline Society, Darshan Nagar, Mukund Nagar, Ahmed Nagar. They shared the same jehadi ideology and thus remained in regular contact.

In July 2007, his younger sister Gohar got married to Asad Khan s/o Jamshed Ali Khan r/o Tawakkal Nagar, Naigaon, Aurangabad. Due to this relation, he made frequent visit to Aurangabad and after 2-3 months, he introduced Asad Khan to Imran Khan.

In mid 2010, Feroz came in contact with one Sameer r/o Ahmed Nagar who used to come to his shop for purchase of clothes As Feroz’s son Hamza was admitted at Zamia Mohamaddia Madrasa, Bara Babli Area, Ahmed Nabgar, he used to frequently go to Ahmed Nagar. During such meetings he came in contact with Sameer. Sameer in turn introduced him to Sheikh Irfan Langde.

He worked in TVS ICS Company as a Autocad Engineer from Jan. 2008 to May-June 2009. In the year 2011, I along with Asad Khan and Imran Khan started real estate business in the name of Expert Real Estate at Katkatgate, Aurangabad.

In Sept. 2007, Asad Khan went for ‘khidmat’ to Saudi Arabia and Imran Khan did the same in 2008. There they came in contact with Fayaz Qagzi, who provided his e-mail IDs to them to get in touch with him.In Jan. 2009, he too went to Macca for khidmat. They continued to visit Mecca in subsequent years. In 2010, Irfan went again to Mecca and established contact with Fayaz Kagzi. Fayaz Kagzi showed interest in them.

DRIVE LAUNCHED AGAINST PROPERTY OWNERS FOR NON-VERIFICATION OF TENANTS

South-East District Police launched massive crackdown on landlords and tenants for non verification of tenants residing in the jurisdiction of South-East District.43 cases registered and 50 property owners/tenants arrested in three days.

In order to strengthen the security for the forthcoming festive season and with the apprehension that anti-social elements may seek hideouts in the residential areas, tenant verification drive was launched

in South-East District. Prohibitory orders under section 144 Cr.P.C. were issued ordering therein that “no landlord/owner of any house/property shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of the said tenant to the police station concerned”. Similarly, person who intend to take accommodation on rent and property dealers who arrange accommodation for the tenants are also made liable to furnish the particulars of the tenant to police station concerned. Contravention of these orders is a punishable offence under section 188 IPC.

Regular awareness campaigns for tenant verification at Police station level and centralised campaigns through print and electronic media are being undertaken by Delhi Police. But, during door to door checking, some of the tenants were found residing without police verification. Neither they, nor their property owners bothered to furnish details of tenants to the police. As such action u/s 188 IPC was taken against the property owner/tenant concerned. In last three day i.e 14th , 15th and 16th October, 2012, 43 cases have been registered against the errant property owners/tenants and 50 persons have been arrested.

This massive crackdown will definitely act as a deterrent for the other property owner/tenants and will boost strict compliance of tenancy regulation/ tenant verification.

BRIEF FACTS:-

                 With the arrest of (1) mother of victim r/o Jahangirpuri Delhi, (2) father of victic r/o Jahangir Puri Delhi (3) Ravinder Singh @ Master s/o Neterpal Singh r/o H. No. 668, Gali No.2, Srinagar colony, Rani Bagh Delhi (4) Shanno w/o Mohd. Ahmaed r/o Nai Sarak Moradabad, U.P. and (5) Sachin Rastogi S/o Rajender Rastogi r/o Maohalla Hallu Sarai, Distt. Sambhal, U.P, and recovery of minor girl by North Rohini Police, Outer District Delhi. The parents of girl forced her into prostitution.

 

INCIDENT:-

                On 25.09.2012 Mother of Victim came to Police Station North Rohini and lodged a report regarding missing of her minor daughter Kavita (name changed).  Initially it appeared to be a case of kidnapping/missing of a minor girl. A case vide FIR No. 319/12, U/s 363 IPC,  was registered at Police Station North Rohini. The efforts to search the girl was initiated. The facts which started revealing are conscience shaking. Looking into the serious facts emerging upon investigations a special team was formed to recover the girl and arrest the culprits. The team comprised of SHO North Rohini Inspr. Vinay Malik, Sub Inspr. Ashok and H.C Kishan Pal started the investigation. The team worked under a close supervision of ACP Prashant Vihar Sh. Santosh Kumar Meena IPS.

INVESTIGATION:-

                 Father of Kavita is  a vegetables supplier. Kavita is his eldest daughter. Since last 2/3 years business of father of victim was not going well. He went under debts. For clearing all the debts and earning quick  money the inhuman deprave ideas cropped up in the mind of the parents of the girl Kavita.  Father of victim went to his native Village and brought the girl to Delhi telling that she would be offered better education facilities at Delhi. The girl first time came to Delhi and was very happy and enthusiastic about her future life. After some days of bringing the girl to Delhi the father and mother took the girl to prostitution pimp Ravinder @ Master. Girl was told to do prostitution. Girl realizing the scenario cried and tried to run but was badly beaten by father of victim and made to submit to the will of father. When father of girl from whom girl expected that protection from all adversities of life turned into monster, the girl became helpless and left no place to seek help. A simple village girl who has first time came to Delhi submitted to desires of her parents. The victim girl has told that she also wept and asked her mother for help but the mother also gave her beatings for not obeying to the commands of father.

Whatever are the earnings of prostitution of girl were shared by Pimps and parents of girl. The money started flowing in and the greed of parents increased. In order to generate more money the girl was further handed over to a pimp Ravinder Singh @ Master s/o Neterpal Singh R/o H. No. 668, Gali No. 2 Srinagar Colony, Rani Bagh for a particular duration of time on a good consideration of money. Ravinder @ Master took the girl at Moradabad and further handed over the girl to another Pimp Shanno w/o Mohd. Ahmed r/o Nai Sarak Moradabad, U.P. Then Shanno further handed over the girl to another Pimp Sachin Rastogi s/o Rajender Rastogi r/o Mohalla Hallu Sarai, Distt. Sambhal UP. The earnings of prostitution were reaching to the parents of girl through the above channel of pimps. On one day the girl found an opportunity and ran away from clutches of Pimp from Sambhal. Resulting the earnings of parents and pimps stopped. All of them started searching the girl but could not locate the girl by themselves. Finally they planned to take help of Police mechanism to trace out the girl. They planned that after tracing the girl Police will simply handover the girl back to parents and they will again sent the girl for prostitution. But they had never realized that Police will tunnel out the truth and despite being complainant of case parents of girl will become accused and would get arrested in the case. The victim girl has been recovered from a place where she has taken shelter as a destitute girl in order to save herself from her parents and pimps.  The further investigation of the case is are in progress. The victim girl will be produced before Child Welfare Committee and shall be taken care of for    counseling  rehabilitation       and   welfare.

PREVIOUS INVOLVEMENTS OF ACCUSED PERSON:-

GANG OF NOTORIOUS BURGLARS ARRESTED

INCIDENT & TEAM

In the intervening night of 10/11.10.12, an incident of burglary at godown of Denso Company Sales Distributor at 2714, 1st Floor, Lothian Road, Kashmere Gate, Delhi took place. Motor spare parts of different make, worth more than Rs. 20 lacs were found stolen. A case vide FIR No. 210/12 dated 11.10.12 u/s 457/380 IPC P.S. Kashmere Gate was registered on the statement of Sh. Kanwal Jeet Singh s/o Sardar K. Inderveer Singh r/o 75, West Avenue, Punjabi Bagh, Delhi and investigation taken up. Instantly, two teams led by SI Pawan Kumar and SI Ajay Singh Negi with other staff were formed in close supervision of Inspr. Madhukar Rakesh, SHO/Kashmere Gate and overall supervision of Sh. S. S. Kalsi, ACP/ Kotwali.INVESTIGATION

During the course of investigation, video footage of nearby shops was checked. It was observed that several persons had come and taken away the goods in TSRs. Accordingly, sources were deployed in search of the TSRs and the accused persons involved in crime. On a specific information, one Naeem s/o Mohd. Salim r/o L-18, near Loha Market, Seelampur, Delhi was apprehended with TSR No. DL-1RL-6780 and stolen goods were recovered.

Naeem disclosed that he had two TSRs and would rent it out for his livelihood and often used to drive the same himself. He was in need of more money and joined a gang of burglars. He, along with his associates, planned to commit burglary in the area of Kashmere Gate. He came to the spot with his associates in TSR and committed burglary in a shop at first floor on Lothian Road. He took away the stolen goods in TSR. On 12.10.12, he came to the auto market of Kashmeri Gate with the stolen spare parts in his TSR to dispose them off. He was caught red handed. During sustained interrogation, he disclosed the names of his associates, all residents of Shastri Park, Seelampur, Loni . He was taken on police remand. Later on, assistance of Special Staff/ North East was also taken to identify and locate his associates. Sikander Ansari s/o Anwar Ansari r/o A-48, Buland Masjid, Shastri Park, Delhi and Tayyab s/o Mansoor Alam r/o Jhuggi, Pili Mitti, Gandhi Nagar, Delhi were further arrested on 15.10.12 and most of the stolen articles were recovered on their instance. Efforts are on to arrest absconding co-accused persons.

3. Tayyab s/o Mansoor Alam r/o Jhuggi Pili Mitti, Rly. Pump House, Gandhi Nagar, Delhi, aged 26 yrs. He is married and has studied upto 3rd Class.

RECOVERY

Auto spare parts worth Rs. 10 Lacs approximately.
