The Press Operations team has made significant progress in planning for the Rio 2016 Olympic and Paralympic Games since its last report to the IOC Press Commission in July 2014, despite challenging circumstances.
The launch of key programmes for the press such as accreditation, accommodation allocation and rate card represent major steps on the road to the Games. The level of service has also been agreed with the various functional areas and venue designs finalised, with all press and photo areas included in the updated drawings.
Given the severe budget limitations, the revision of plans has required considerable effort and in some areas the level of service has had to be adjusted to match the resources available.
The significant reduction in the planned headcount of the core Press Operations team, and the press accommodation allocation process have represented the biggest hurdles for Press Operations’ management. The main challenges in the year ahead will be the hiring of Games-time staff, the further development of the Olympic News Service and the successful delivery of effective accommodation allocation and rate card programmes.
This report will provide an overview of Rio 2016 Press Operations’ planning, including details of venue changes, an update on central staffing and Games-time staffing plans, as well as information regarding new initiatives the team will introduce for the Games.

1Competition at the Rio 2016 Olympic Games will be hosted in 38 venues located in four areas of the city: Barra, Deodoro, Maracanã and Copacabana.
A new venue has been added to the list since last year’s Press Operations report. In January 2015, Pontal was named as the 15th Olympic venue to be situated in Barra, and will provide the setting for the cycling time trial events, athletics race walk and para-cycling.
Road cycling will be held at Fort Copacabana, which is already the venue for triathlon, swimming marathon, para-triathlon and para-marathon. The changes mean Flamengo Park will no longer be an Olympic venue.

FOOtball CitiesFIFA recently confirmed the list of six cities that will host the Olympic football tournament, with Manaus a new addition since last year’s report. Seven stadia will be used for the competition (see list below), with the Maracanã and the Olympic Stadiums sharing the events in Rio de Janeiro.
The final decision on the football venues was not announced until the end of March 2015, leading to unavoidable delays in the planning of press services and facilities. Operational planning for these venues effectively only started in April 2015, but Press Operations intends to speed up the process by replicating the press areas and services offered to the media at the 2014 FIFA.

As with the rest of the Rio 2016 Organising Committee, the Press Operations team has suffered severe reductions in planned headcount, leading to significant challenges in terms of overall workload. Budget limitations have also impacted on the team’s ability to recruit professionals with experience of working at previous Olympic Games.
A major positive has been the recruitment of Ivo Gonzalez as Photo Services Manager. Officially starting with Press Operations on 1 July 2015, Ivo brings with him vast experience in sports photography, having worked for more than 25 years as a staff photographer for Brazilian media group O Globo.
Ivo, who has covered five Olympic Games as the leading photographer for O Globo during a distinguished career, will work with Bob Martin at the Test Events and will be the photo chief for the Rio 2016 Olympic and Paralympic Games.
Due to the reduction in previously planned staffing levels, changes have been made to the Press Operations structure and some new positions have been created. One example is the Press Operations Project Manager, a post which has been filled by Roberto Falcao.
Roberto brings invaluable experience to the role, having worked at several sporting events in the past 10 years and been involved in press related activities all his working life. During his career, Roberto has worked as a journalist for national newspapers, he oversaw the media and communications programme at the 2007 Pan American Games in Rio de Janeiro, and he has also taught journalism at Faculdades Integradas Hélio Alonso University (Facha).
In his role with Press Operations, Roberto will be responsible for a variety of areas, including the management of the Press Operations’ volunteers training programme.
In order to progress the planning of press services and facilities in football cities, Press Operations will appoint a member of staff with relevant experience gained at the 2014 FIFA World Cup.

3 World Press Briefing
Rio de Janeiro hosted the second World Press Briefing in August 2014, a three-day event attended by 160 members of the media from 28 countries. The briefing included a Games venues tour, with those in attendance shown around the Olympic Stadium, the Deodoro complex, the Maracanã Stadium and the Olympic Park.
A National Press Briefing was held in the same week to offer a custom-made event for the Brazilian media, and with a combined participation of 312, the two briefings provided a full update on the services and facilities the accredited media will experience at the Rio 2016 Olympic and Paralympic Games.

With key programmes now launched (accommodation, rate card, accreditation), this year’s World Press Briefing will adopt a different format, aimed at providing a Games-time picture for the accredited press. The Press Operations Briefing on 5-8 October 2015 will be a simplified event focusing on venue tours and specific meetings, offering clients the opportunity to raise any issues with Press Operations and other functional areas in one-on-one sessions. Meetings are also planned with the Media Advisory Group and Photo Advisory Group.
IOC Media Operations will host sessions for NOC press attachés and ENRs during the Press Operations Briefing. Meetings are also planned with the Media and Photo Advisory Groups.

With approximately one year to go before Press Operations takes control of the Main Press Centre, construction works on the facility are progressing well. The skeleton of the building has been erected and the focus has now turned to the internal areas and infrastructure. Construction plans are on schedule and the handover of the building to Rio 2016 is expected in three phases:
• 22 December 2015: first five floors (second underground to mezzanine)
• 29 February 2016: external area for conference centre• 30 March 2016: tower floors (private office space)
Press Operations constantly monitors construction progress and is working closely with Venue Design and Venue Management throughout the process.
From an operational stand point, the MPC team has been developing the Venue Operating Plan (v.2), which will be completed in August 2015. This second version provides more detailed information, gathered from all functional areas involved in the management of the MPC. Weekly venue team meetings started in February 2015.

24H OPeRatiONFollowing consultation with IOC Media Operations and the major media organisations, a decision has been reached to reduce the period of 24-hour opening of the MPC. This means round-the-clock access to the MPC will be available four days later than previously planned, now one week before the Opening Ceremony of the Games. This delay will not impact on the operations of press clients and will ensure a reduction in costs and a more efficient use of resources. The revised hours of operations are detailed in the next page:

OFFiCe sPaCe aND sHaReD seRViCesAs the process of allocating private office space within the MPC has a direct impact on the construction of the building’s tower, the Intent-to-Rent Programme began earlier than usual, from 9 February — 30 April. In this process, 61 requests were made for a total of 5,976m² of space within 5 floors of the tower.
The IOC-recognised press agencies have already been allocated spaces in the first two floors of the MPC tower and the general shape of their areas has been discussed and finalised.
Planning of the shared services has also been progressing well, with only the general store and laundry as yet without confirmed providers. The MPC team has been working with the relevant functional areas and several presentations have been made to Rio’s Chamber of Commerce to attract potential suppliers. It is hoped the providers will be identified soon and the planning of their services will progress quickly.
An agreement has been reached that the Rio de Janeiro Municipal Tourism Company (RIOTUR) will provide the City Information Desk at the main help desk, with the aim of offering relevant tourist information and answering any queries.
Providers have been secured for seven of the shared services and they have been involved in developing the designs of their areas, as well as holding discussions about the scope of their services. They are as follows:

PHOtO seRViCesCanon and Nikon have been confirmed as the main providers for the Photo Service Centre, but it is proving difficult to find a suitable supplier for the Photo Equipment Store. Given the success of the initiative at the london 2012 Olympic Games, Press Operations is extremely keen to include the photo store in the services offered at Rio 2016. In london the photo store was extremely well received and generated enough revenue to satisfy the provider, due to prices being aligned to the worldwide market.
The reality in Brazil, however, is that photo shops are not of comparable quality to those in other parts of the world and due to high import taxes, their prices are not competitive. As a result it has not yet been possible to persuade a supplier to take on the costs involved in setting up a store in the MPC, without the guarantee of a sufficient financial return. Alternative solutions have been assessed in order to provide this service, including an on-demand system, with a final decision to be made in the coming months.

FOOD aND beVeRaGeThe provision of Food and Beverage Services for the MPC/IBC complex has recently become a major challenge due to a complete lack of market interest in the tendering processes launched.

Venue Press and Photo Operations planning has progressed significantly in the past year and as part of the venue design phase, detailed drawings have been produced which include all press areas and photo positions.
Changes in the overall venue master-plan, including the addition of Pontal as an Olympic venue and the recent confirmation of the football cities, have impacted on the progress of planning. Budget restrictions have also led to changes to the original plans for non-competition venues, and there will no longer be workroom facilities and dedicated staff for press clients in the Olympic training venues. Press representatives will still be able to access training venues, take photographs and interview athletes in dedicated areas.

COMbiNeD sPaCesIn line with the overall aim of ensuring a more efficient approach to the venue services provided, the hybrid layout incorporating a combined space for the Venue Media Centre and Press Conference Room has been proposed in more venues than initially suggested.
The implementation of this format has been challenging, with some International Federations skeptical about the use of the combined space solution. Discussions with Sport and IFs are ongoing and as of 30 April, the hybrid solution is confirmed for the following venues and sports:

PRess aND PHOtO seatiNG bOWlsThe Accredited Seating Working Group held meetings in October 2014 and January 2015, with details of the capacities for press and photo areas in the seating bowls now clearer and reflected in drawings within the Overlay Book and those of Ticketing. In March 2015 the group held its first meetings on flexible seating for the low demand sessions of different sports, and they will continue throughout 2015.
PHOtO OPeRatiONs PlaNNiNGFollowing confirmation of the road event courses by the relevant International Federations, photo positions have now been identified along the marathon, road cycling and triathlon courses. Construction developments on the golf course are being closely monitored to ensure the best photo positions are reserved in due time and reflected in the plans.
Progress has also been made in the planning of photo activities in roofs and catwalks, as well as on the use of underwater cameras for all aquatics events, the development of technical specifications of photo items such as plates for remote cameras at athletics, photo hides for archery and weights, and trunking required for underwater cameras at aquatics.

Photo Operations, and in particular photo expert Bob Martin, has also worked closely with look, specifically on the layouts of the different fields of play, to ensure photo requirements are given adequate consideration. With the OBS production plans becoming more detailed, there are a number of issues to be dealt with in terms of the confirmation of some photo positions, particularly for weightlifting and volleyball.
In March 2015 the Brazilian press organisations involved in negotiations regarding the formation of a National Olympic Photo Pool (NOPP) confirmed they had reached agreement. Six news organisations will form the NOPP with 11 dedicated photographers assigned to shoot for the pool, ensuring much wider coverage of Brazilian athletes in the national media.
Throughout the second half of 2015 and the first half of 2016, intensive work will be carried out for the testing of photo positions and overall photo operations during the Test Events.

iNteRNet aCCessOne of the most challenging issues faced in the area of Press Technology was reaching a final decision on the internet rate offered to the media.
The initial proposal from the Rio 2016 Technology and Rate Card functional areas was to offer two products: The Standard Internet Account of 15Mbps internet access costing US$ 388, and the Basic Internet Account of 1Mbps internet access costing US$ 160. Neither product included the myInfo+ package, which was to be priced at US$ 98. A combination of myInfo+ and the Standard Internet Account was proposed at US$ 447. The Press Operations team did not agree with this general approach or pricing structure.
After extensive discussions with Technology and Rate Card, Press Operations’ viewpoint was taken on board and the plans were eventually adapted accordingly.
The first hurdle overcome was the agreement that myInfo+ would be a free service to all accredited media. Pricing of internet access remained a problematic issue but agreement was reached in January 2015, two weeks before the launch of the rate card portal, to offer just one product, the Standard Internet Account, at a cost of US$ 175.
As a result, Rio 2016 will provide internet access by connecting devices such as laptops to wired access points (RJ45 sockets), while wireless devices can be connected using free (best effort) wi-fi.

• Wired connection: access to internet services via RJ45 cable at any of the workstations in venues such as MPC, VMCs, tribunes and photo filing areas in competition venues.

The aforementioned services provide internet access from 24 July 2015 to 22 August 2015, but media can purchase seven-day extension periods, each costing US$ 41.

The accredited media will be able to purchase a dedicated internet access service, with a choice of four connection speeds of 5, 20, 50 or 100 Mbps, to help those organisations wishing to set up their own local Area Network (lAN) in their workspace. Service is delivered via a dedicated port at the location indicated on the order.

The Press Operations team is working with Rio 2016 Technology to finalise the login process for both myInfo+ and the free wi-fi. The team had hoped that one unique login per-person could be used for both services but, due to a technology issue, this is not possible. Alternative solutions will be presented to Press Operations for evaluation.

ViRtUal lOCal aRea NetWORK (VlaN)Following extensive negotiations, agreement has almost been reached over the provision of the VlAN network for press agencies, with nine organisations participating in the project in two groups. VlAN 1 is made up of AP, AFP, Thomson Reuters, Getty Images, EPA and VlAN 2 is made up of USA Today, Xinhua Agency, Kyodo News and Sports Illustrated.
The technical specifications and final location of the VlAN cabinets was discussed in December 2014, and in March 2015 the contracts were sent to the various agencies. The deadline for these contracts to be signed is June 2015. Finding a suitable compromise between the Brazilian legal requirements and the format of agreements the agencies have traditionally signed with OCOGs has been a major challenge for the Press Operations team.

7 Test Events
The Rio 2016 Olympic and Paralympic Test Events programme consists of 44 events to be held between 14 July 2015 and 21 May 2016.
The concept behind the calendar of Test Events, published in March 2015, is to split testing into three waves: Wave One focuses mainly on outdoor venues (Jul - Oct 2015), Wave Two on indoor venues (Nov 2015 - Feb 2016) and Wave Three focuses principally on operational readiness testing (March - May 2016).
Press Operations will fully participate in seven Test Events (see list below) and the priority will be to test specific operations such as mixed zone flows and design, Olympic News Service reporting and the myInfo+ systems. Temporary staff will be recruited to be tested in key roles such as Venue Media Manager, Venue Photo Manager, Mixed zone Manager and Sports Writer.
Weekly venue team meetings have been held in preparation for the first two Test Events in which Press Operations is fully involved, Rowing and Equestrian. The contracting of temporary staff has, however, proved to be extremely challenging, and the official recruitment process has yet to start, posing issues in identifying and signing-off of the relevant professionals.

PRess aCCOMMODatiONThe Press Accommodation Allocation Programme was launched in October 2014 with the publication of the Press Accommodation Guide. Since then the programme has faced a number of challenges, most relating to the updated star ratings of some press hotels.
Several hotels in the press allocation were given approval by the Brazil Hotel Industry Association (ABIH) to upgrade their ratings after the publication of the accommodation guide. The most common change was from 3-star to 4-star, meaning the press lost a significant number of their preferred economic (3-star) rooms.
The changes in star ratings and consequently room rates necessitated the issuing of a second version of the accommodation guide, containing a revised list of hotels.
Press Services has been receiving accommodation requests since December 2014 and started confirming allocations at the end of March 2015. The confirmation of the allocation to media organisations will be concluded by the end of June 2015.
The IOC-recognised agencies and IOC-directly accredited media have already received their allocation (confirm before releasing) as well as their links to the accommodation booking system to reserve their rooms.
A new initiative in the process of accepting the accommodation allocation agreement has been introduced for Rio 2016, meaning clients simply tick a box on the accommodation booking system to agree to the terms and conditions. This should streamline the system of booking accommodation and represents a significant improvement from previous Games.

There are three Media Villages in the Barra cluster with over 1,500 rooms allocated to press. Two and three bedroom options will be available as well as twin beds in 300 rooms, enabling more configuration possibilities, as well as cost-saving for the clients.
Barra Media Villages 2 and 3 will have the following options:
• Two bedroom apartments with two bathrooms, US$ 254 per room per night, a total of US$ 508 per apartment.
• Three bedroom apartments with two bathrooms. The prices are US$ 254 per night for the main bedroom with dedicated bathroom, and US$ 170 each for the other two bedrooms that share one bathroom. The total price is US$ 594 per night.
There is one media village for the press in Deodoro, which has three bedroom apartments. Press Operations has requested twin bed options to be available here also, and the final number available will be allocated on a request/needs basis.

MeDia tRaNsPORtDue to the loss of the Port Media Village, where a media transport hub was planned, a complete redesign of the media transport system (TM) was required. However, thanks to a joint effort between Transport and Press Operations a new way forward has been found.
The TM system will be based around the Media Transport Mall (MTM) in the Barra zone (MPC/IBC complex) and three smaller support hubs in Copacabana (leme), Deodoro (media village) and Maracanã (Downtown Hub, location TBC). The smaller hubs will provide direct services to the MTM, from where there is transport to all competition venues, the media villages and Tom Jobim International Airport (GIG).
For press clients not staying in accommodation within walking distance of the support hubs, shuttles will be provided to take them there and back, and to make life as easy as possible for the media, the three smaller hubs will also provide direct services to some key venues to avoid the need to travel to the MPC.
aRRiVals aND DePaRtUResA 24-hour arrival and departure service to and from Tom Jobim International Airport (GIG) will be provided for press clients from 22 July 2016 to 24 August 2016, with frequency according to the Arrivals & Departures System (ADS).
Shuttle services will take clients from the airport to the MTM, the media villages and the Downtown Transport Hub in Maracanã zone. For those staying in Copacabana, the TM fleet service or taxi vouchers can be used for groups of less than 19, and for groups of 20 and upwards a bus service can be booked on the ADS system.

PRess Rate CaRDThe Press Rate Card Programme was launched in January 2015 with the distribution of the final version of the Press Rate Card Catalogue. The order portal was opened in February 2015.
A number of challenging issues have surrounded this programme from the outset. The definition and subsequent IOC approval of prices was extremely time-consuming and despite best efforts, the Press Rate Card Catalogue had to be published containing a warning note of “Pending IOC Approval”. Car prices are not included in the catalogue and Vehicle Accreditation Parking Permits (VAPPs) information will only be available in the second half of 2015.
Press Operations also spent a great deal of time on the rate card portal, which was only presented by the functional area in January 2015 and was significantly flawed. Several meetings involving Press Operations, Rate Card, Technology, NOCs Services and International Federations Relations were held to fix the problems. As client representatives were unhappy with the portal, its official launch was delayed by one week and on 9 February the rate card portal was finally presented to clients.
Some improvements to the portal are still necessary and the Rate Card team have agreed to make these by June 2015. The addition of new tools and functions will allow clients to be more specific in their requests, ensuring the delivery of products and services during Games time will be faster and more accurate.

PUbliCatiONsPress Operations has published a number of documents in the past 12 months, including the Press Accommodation Guide, the Press Services and Facilities Guide, the Custom and Freight Shipping Guide and the Press Rate Card Catalogue.
All publications were produced in electronic format only and distributed via the Press Operations extranet. The Press Accommodation Guide and Press Rate Card Catalogue were published in English and French. The Press Services and Facilities Guide and Custom and Freight Shipping Guide were published in English. The Press Accreditation by Number Guide was produced in four languages; English, French, Portuguese and Spanish, as will the Press Accreditation by Name Guide.
In March 2015 the first Press Operations newsletter was issued and posted on the Rio Exchange extranet, with subsequent issues to be published quarterly.
The Paralympic Press Accommodation Guide will be published in July 2015, with the second edition of the Press Services and Facilities Guide following in October and the final edition of the Custom and Freight Shipping Guide scheduled for December.

9 Security
Overall budget limitations have had a wide-ranging impact on the whole planning process and another example is a change regarding the operational scope of Games-time security.
In an attempt to cut costs, the internal security staff and operations that were under the control of Rio 2016 will now be handled by the Federal Government, through the Secretaria Extraordinária de Segurança para Grandes Eventos (SESGE).
The SESGE is a public security department which handles major events, and it will be in charge of the internal and external security of Games facilities.

Rio 2016 remains responsible for planning all security activities during the Games and have established the Venue Integrated Security Operation, which begins on 12 March 2015 and is due to be finalised by July 2015, ahead of a handover of the Games security plan to the public agencies.
As the government is still in the process of planning the project, it has yet to confirm whether security staff in the Media Villages, MPC and venues will be military or from a private company. However, it is likely to be a mixture of both. In addition to the staff, security equipment such as X-Ray machines and fences will also be provided by the government.
Some aspects of the operation have, however, already been confirmed. Security in the MPC will increase in accordance with the operational hours and dates, starting from the official handover to Rio 2016.
Security controls at the media villages will be at the receptions, with check-in similar to the procedure in hotels – based on the accommodation booking and presentation of a valid passport. Thereafter, each person will have a pass that they present upon entering. There are no Mag & Bag provided, therefore no luggage or personal belongings will be checked.
Guests of media village residents are welcome, they will also have to check-in and will receive a pass. The resident will be responsible for their guests and a terms and conditions document must be signed. The pass can be requested and provided on the guest's arrival at the reception desk, 24-hours per day. Guests must show their pass to security staff when requested.
In terms of car parking at the villages, only vehicles displaying VAAPs are permitted entry.

The Rio 2016 Olympic News Service (ONS) welcomed its second dedicated member of staff in April 2015, with the appointment of Roddie McVake as Editor-in-Chief.
Roddie left BBC Scotland to join the Press Operations team and brings with him extensive experience from previous ONS projects, having been part of the central editorial teams at the Beijing 2008 Olympic Games, Vancouver 2010 and at the Youth Olympics Games in Singapore, Innsbruck and Nanjing.
Rio-based journalist and writer luke Norman has been appointed ONS Editor and will join the team in July 2015. luke worked with ONS at the Sochi 2014 Olympic Winter Games and with the Youth Olympic Games News Service in Nanjing in 2014.
Significant developments have been made elsewhere in the ONS project over the last few months. The management have reviewed the Info+ and Info Content Management Systems (ICMS) and are in regular discussions with Atos regarding updates to both, which will make the systems more user-friendly. In April, ONS was granted access to the ICMS and also allowed to test the second version of Info+.
This latest version of Info+ includes a redesign, created by Atos according to the guidelines of the Rio 2016 Organising Committee’s branding team.

PRiNt DistRibUtiONFollowing the third and final cycle of ORIS meetings at the end of 2014, discussions were held with all major stakeholders to help set the standards of the Info+ service levels. ONS then engaged in an exercise aimed at ensuring a consistent approach to print distribution across all Olympic disciplines. The result is a reduction in printing at the Rio 2016 Olympic Games of more than 43% in comparison with the london 2012 Games.
Another major change in this area is in accordance with recommendations made in the ONS Press Commission Working Group report published in June 2014, with the print distribution task now within the remit of the Venue Press Operation Team and not the ONS. As ONS is now no longer responsible for filling pigeonholes, the number of volunteers needed is greatly reduced and Sports Writers can focus on reporting and supervising Flash Quote reporters – another key recommendation made by the ONS Working Group.
baCKGROUND RePORts aND DataAs dates for the Rio 2016 Test Events and Homologation Tests are almost all now confirmed, ONS management have established a timetable for the collection and draft of the sports background reports. The plan is to validate all texts with the International Federations during those meetings and have them finalised well in advance of the Games.
Infostrada Sports, the official data provider of the IOC for the Rio 2016 Olympic Games, has delivered the first set of biographies, records and historical results for testing purposes. The delivery schedule of the rest of the data has also been agreed, with special measures in place for the Test Events in which Press Operations is fully involved (Equestrian, Rowing, Golf, Diving, Gymnastics, Athletics and Paralympic Swimming.
NeW iNitiatiVesONS management are working hard on plans to upload audio and video files to Info+ during the Games, evaluating the technology needed for the project and regularly liaising with Atos on this matter. In order to instill complete confidence among clients over the accuracy of news items, ONS will offer audio streaming of the Olympic News Channel mixed zone interviews and of the post-competition press conferences in selected venues during the Games. Video streaming of IOC/Rio 2016 daily media briefings held at the MPC will also be offered on the Info+ system.

A Twitter feed will be part of the Info+ system to support the fast and wide distribution of flash quotes, news and alerts, and plans for this are already well advanced.
tHe FUtUReIn the coming months the focus of ONS will be on extensive system testing, the collection and production of background reports, data importing and the selection of an experienced team of journalists for the central editorial team and the on-site reporting team for the Games.
With Test Events starting in August, ONS will have the ideal opportunity to check the updates made to the Info+ and ICMS systems, as well as the chance to assess potential Games-time staff, to ensure the project is in the best possible shape to provide a first-rate service in August 2016.
