We view prevention as a critical part of our civic responsibility. For the past several years, Eurovia has worked closely with occupational medicine specialists, France’s institute for research and security (INRS), France’s national institute for health and medical research (INSERM), the World Health Organization (WHO), and medical insurance boards in efforts to enhance our prevention and risk-management activities on an ongoing basis.

In addition to its compliance with the regulatory structure that frames discussion and ensures transparency with respect to prevention, particularly via committees for occupational health and safety and working conditions (CHSCT), Eurovia implements procedures and partnerships that reflect its assertive and proactive approach to risk-management.

Focus on: The key role played by CHSCTThe first committees for occupational health and safety and working conditions (CHSCT) were established in the early 1980s. On January 1, 2011, there were 189 such committees in France. They regularly convene once every three months but are obligated to meet immediately following any accident that results or could have resulted in serious consequences or when requested to do so for an appropriate reason by two members representing employees. Operating managers, delegations representing employees, occupational health physicians, labour inspectors, and representatives from CRAM (regional medical insurance boards) are invited to all CHSCT meetings.

CHSCT deal with issues such as the deployment of risk-evaluation techniques for occupational health and safety. In 2005, bitumen-related risk was examined in the light of previous and current studies (IARC and others).

At all Company entities, a comprehensive document containing risk analyses and defining prevention measures is made available to CHSCT members, persons exposed to risk, occupational health physicians, and, upon request, labour inspectors.

Major milestones in prevention and occupational health and safety

PREVENTION ENSHRINED AS A CORPORATE POLICY IN THE 1990SThe 1990s saw the emergence of systematic approaches to prevention in the workplace and the creation of teams dedicated to fostering prevention. As a result, concurrent with the growth of CHSCT, the number of people at Company divisions working directly on prevention increased; in addition, representatives responsible for prevention in the workplace were appointed to the CHSCT.

Prevention-related training programs became more widespread and employees were increasingly enlisted in initiatives to promote prevention in the workplace.

Concurrently, the Company adopted a new and bold approach in the field, directly involving employees. The “Security Challenge” was designed to mobilize all personnel by demonstrating that the “zero accident” objective was achievable and to ban the notion of the inevitability of workplace accidents from the general mindset. The Challenge fostered positive results, namely, a reduction in workplace accidents. One of its key features was that it was a permanent fixture. If an accident occurred, the Challenge was reasserted the following day to prevent workers from losing their motivation. Divisions were required to make determined efforts to achieve zero accidents without work stoppage for a set period for all employees calculated using a curve based on total number of employees (between 300 and 850 days). The objective and the number of days remaining toward achieving the Challenge were known to all: it was displayed on a safety panel at the entrance of each division and on the intranet. Each employee at each division that reached its objective received a Louis d’or (a gold coin).

Focus on: The rise of the network of experts on prevention and occupational health and safetyIn 1994, the Company decided to strengthen prevention-related approaches in the field by creating a network of dedicated experts. As a result, at each local entity, a person was appointed to coordinate efforts with respect to prevention and safety. This approach marked the beginning of a policy to enhance management responsibility in this area and increase the number of worksite safety inspection tours. Enhanced management responsibility took various forms in the field, including the development of a “safety briefcase” for the worksite manager – a tool for implementing the Company’s prevention policy directly among employees. Later, new communication tools were added, such as video and training programs.

Today, there are no fewer than 150 experts dedicated to promoting prevention and occupational health and safety at Eurovia, in France and across the world, including 16 other European countries and locations in the Americas where the Company operates. Eurovia’s prevention experts foster Company policy and practices on prevention and safety a daily basis. Worksite managers are also fully involved alongside prevention experts in disseminating information to employees in efforts to achieve their zero accident objective.

STRIVING TO ADAPT PREVENTION MEASURES TO EACH EMPLOYEE SINCE 2000Prevention processes targeting personnel in high-risk positionsIn addition to the regulatory framework that guides discussion and ensures transparency with respect to prevention, Eurovia has implemented breakthrough procedures and partnerships, thereby demonstrating its willingness to manage and minimize risk at the earliest opportunity. Accordingly, two particularly significant actions were undertaken in efforts to target risk at the source by applying additional safeguards to two high-risk employee categories, namely, new recruits and temporary staff.

New employees face greater risk with regard to workplace accidents. This finding is based on statistical observations made in 2003: workplace accident risk is 6 times greater in an employee’s first year at work than 3 years later; and new recruits experience more workplace accidents than more seasoned employees on average (4 times as many). As a result of systemizing the “First Day” safety training program covering general workplace hazards, strengthening safety orientation at worksites for site-specific hazards, and testing safety knowledge acquisition and retention through an exam, the workplace accident frequency rate fell in the first year from 120 to 30. In 2007, this approach was also applied to the hiring of temporary employees and to other sectors of activity, including quarries, demolition, and laboratories. A safety orientation program (training and knowledge testing) was even implemented at temporary work agencies. Safety orientation, covering site-specific risk, was also provided to new temporary staff at all worksites.

Since the safety program’s inception in 2003, our personnel, including new hires, temporary staff, and permanent employees, have taken 88,983 tests; of these, 73,578 were successful, leading to the right to carry out certain specific activities (for example, heavy vehicle operation).

This approach is also employed in Germany, North America, the Czech Republic, Slovakia, and the United Kingdom.

Focus on: Raising awareness and optimizing selection with respect to temporary staffTo be granted access to a Eurovia worksite, employees must have the required level of prevention-related knowledge. This rule applies equally to new recruits and temporary staff.

Candidate selection and awareness-raising processA 20-minute film titled The First Day, which describes general workplace hazards, is screened for all candidates. Following the screening, candidates’ knowledge of workplace risk with respect to one or multiple Company activities is evaluated using specific safety tests (Vigiroute® test, first-day-onsite test, quarry, laboratory, etc.). Successful candidates receive the appropriate Eurovia safety booklet(s) and, if required, the Vigiroute® Driver’s Guide.

Knowledge evaluationCandidates who score at least 25 out of 30 on their safety test receive a certificate of success. Candidates who fail to achieve this score can take a second test. If they fail once again to achieve the passing grade, they cannot be considered for interim employment at Eurovia until they complete a qualifying training program. Only candidates who have received their certificate of success with respect to workplace safety, which is valid for 18 months in their specific area of activity, can be considered as a candidate for employment for interim missions.

WORKPLACE ACCIDENTS: A THREE-FOLD REDUCTION IN THE FREQUENCY RATE IN 10 YEARS As the European leader in transportation infrastructure develop-ment, Eurovia is committed to remaining on the leading edge of occupational safety and has deployed a systematic approach to achieve its zero-accident objective. All initiatives designed to encourage employees to consider and minimize risk have allowed the Company to reduce its accident frequency rate by a factor of 2 since 2003, and by a factor of 3 since 2000.

Prevention and occupational health and safety results

HEALTH: FOCUS ON BITUMENStudies on occupational health in the road industry are conducted on an ongoing basis. When new products emerge (for example, warm asphalt mixes) or specific conditions apply (such as working in tunnels or underground car parks), new assessments and studies are carried out. These studies represent a permanent effort to detect potential risk.

THE STUDIES Over the course of past 100 years, nearly 600 wide-ranging studies have been conducted on bitumen. The most far-reaching and recent studies (which have been carried out since 1992) have all established that there is no link between bitumen and any form of cancer. These studies belong to three major categories: epidemiological studies; exposure studies; and laboratory studies.

Epidemiological studies

They compare the health status of workers exposed to bitumen with that of people who have never been exposed to the substance. The most important study of its kind was led by the International Agency for Cancer on Research (IARC).

According to in-depth epidemiological studies, including the most recent study conducted under the auspices of the World Health Organization over a 15-year period involving 80,000 subjects in 8 countries, including 35,000 who were exposed to bitumen fumes for 20 to 25 years, no link has been established between exposure to bitumen and cancer.

Studies have analyzed data from thousands of subjects to determine if exposure to bitumen is associated with an above-average incidence of cancer. No evidence of increased mortality or increased incidence of cancer was found. The Netherlands recently removed bitumen from its list of potentially carcinogenic products.

Exposure studies

In the early 2000s, the road-building industry, occupational medicine authorities, France’s medical insurance board, and the French institute for research and security (INRS) established a sampling and measurement protocol for bitumen fumes. The objective was to measure tracers and organic matter contained in bitumen fumes inhaled by workers. Eurovia took part in 7 exposure studies with retirement and occupational health insurance boards (CARSAT, formerly CRAM) and led 3 in-house exposure studies in conjunction with external laboratories and in collaboration with occupational medicine authorities. All exposure studies have yielded the same results, namely, that exposure rates are well below regulatory or recommended thresholds in France or in Europe. In 2005, Eurovia developed its own Prevention Guide with respect to bitumen exposure; the Guide was distributed to Divisional Managers.

Laboratory studies

Multiple laboratory studies have been carried out over the past 50 years, some in conditions that were neither scientifically controlled nor representative.

One of the more recent and creditable laboratory studies was conducted in 2007 in Germany by the Fraunhofer Institute; the study subjects were rats. For 6 hours a day and 5 days a week during a period of 2 years (equivalent in humans to lifetime exposure at work), rat cohorts were exposed to higher levels of bitumen fumes than are commonly found at worksites. Comparison with a control group of rats that were not exposed to bitumen fumes found no significant increase in the number of tumours, thereby establishing the finding that bitumen fumes do not cause cancer in rats.

Focus on: IARC 1 and IARC 2 epidemiological studiesIARC 1: an epidemiological study of 80,000 workers in Europe (1996): An epidemiological study was carried out by the International Agency for Research on Cancer (IARC). The study received public and private funding (including from European associations of bitumen producers, Eurobitume and CONCAWE) as well as funding from the roadwork industry (EAPA, the European Asphalt Pavement Association).

A total of 80,000 subjects were studied, including 35,000 workers who were exposed to bitumen fumes for 20 to 25 years. The study sought to determine the impact of bitumen fumes on cause of death.

In 2001, the study showed that the state of health of workers exposed to bitumen fumes was comparable to that of the general population. These workers did not exhibit higher cancer rates. However, a slightly higher incidence of lung cancer was detected among this sample as compared with construction workers who were not exposed to bitumen fumes, but no causal explanation was found. The higher incidence may be due to other factors such as smoking and lifestyle choices.

In conclusion, this initial study recommended that a complementary study be held, namely, a case-referent study designed to identify the causes of the higher cancer rates observed in the epidemiological study. This led to IARC 2.

IARC 2: a case-referent study that complements IARC 1 and clarifies its findings (2010): As part of this case-referent study, launched in 2004 and published in October 2009, researchers analyzed 433 cases of lung cancer and 1,253 subjects in the control group. Most subjects were road-building industry workers from six European countries, including France, as well as Israel.

According to Isabelle Stücker, who led the study for France’s national institute for health and medical research (INSERM), “Based on current scientific knowledge, no link was found between lung cancer and exposure to bitumen fumes.” Results showed that the increased incidence of lung cancer observed in the initial study was due to smoking or previous exposure to coal tar. In addition, the study noted a progressive reduction in exposure to bitumen fumes over the past few decades.

Of the 7 countries taking part in IARC 2, France contributed the largest number of study subjects.

THE STUDIESThe roadwork industry called on the scientific community to conduct studies to determine the carcinogenic potential of bitumen fumes. As a result, independent and impartial studies were carried out by leading health organizations, including the World Health Organization (an agency of the United Nations).

Prevention: a daily and ongoing endeavour Prevention is present throughout the Company at every level on daily and permanent basis. On a daily basis in the field, for each task and each position, we identify hazards for the purpose of effective risk-management. A network of 150 dedicated prevention experts is assigned to this mission in conjunction with the Prevention Directorate. At each Company establishment, all

positions featuring specific risks are identified upon notification by the occupational health physician and committees on occupational health and safety and working conditions (CHSCT); in addition,

special training is provided for these positions. The list of such positions must be made available at all times to the labour inspector.

Mobilization in favour of prevention takes the form of voluntary action and consistent efforts across the Company as a whole to address problems and

enhance working conditions.

Focus on: 100% prevention initiativesVigiroute®, a road prevention campaign launched on March 23, 2002 (a day dedicated to road safety), is one of the Company’s initiatives designed to raise awareness, train, and promote corrective action through the systematic analysis of accidents and their causes. Vigiroute is still in use today; from 2004 to 2010, it resulted in a 20% reduction in the road-accident frequency rate.

Men at work: taking to the stage to promote prevention

In 2006, mobilization on the issue of prevention took the form of a risk-awareness campaign that made use of a stage play titled Attention, travaux and discussion periods among employees. The play was staged 70 times as it toured France and was seen by 20,000 spectators, all Eurovia employees. The play was followed by a discussion period involving employees, divisional managers, and the Company’s quality-prevention-environment delegates.

International Prevention Day

In 2009, Eurovia mobilized all of its personnel for its International Prevention Day, an initiative designed to raise awareness of workplace accidents and their consequences. At Eurovia sites around the world, employees took a break from their activities to watch a film, The Day After, screened in their language. Following the screening, discussions were held, allowing participants to share their experience of the subject. Later, two practical workshops were held on crushing hazards and an analysis of causal factors that lead to accidents. Our International Safety Day led to local action plans designed to enhance workplace safety. Our next International Prevention Day will be held on May 26, 2011.

Prevention: a daily and ongoing endeavour The importance of stopping work at all sites around the world to discuss and share views about prevention – that is what Eurovia has been doing for the past 8 years with such initiatives as such as its Vigiroute campaign, International Prevention Day, and safety briefings.

Focus on: The use of individual protective equipment: a long-term managerial approachThe use of individual protective equipment (IPE) is a prime example of our daily efforts at Eurovia to promote occupational health and safety for all. As recently as 20 years ago, wearing hard and heavy shoes, very thick trousers, and yellow jackets was not a matter of course. Today, this apparel is associated with safety and is not viewed as a constraint. We are making daily progress on the issue of protective gear. New materials are market-launched every year, which are lighter, more resistant, and offer greater protection while allowing wearers to breathe more easily. We test protective gear on pilot teams prior to distributing it to all employees.

Focus on: Prevention fosters occupational healthMultiple local initiatives are undertaken to inform and train our employees to prevent musculoskeletal problems, deafness, and exposure to chemical products. Numerous training programs are available, for example, one on “gestures and postures” that teaches employees how to handle heavy loads properly and safely and what posture they should use when engaged in repetitive tasks. Kinesitherapy services provided to work teams have also helped to raise awareness of musculoskeletal problems. The use of IPE – custom earplugs, helmets – and changes to the pace and rhythm of work through the alternation of pauses and exposure are part of basic efforts to counter the effects of noise. Some training programs and safety briefings are specifically dedicated to the attentive reading of product labels that specify required protective gear and appropriate mode of use. Finally, on the subject of cleaning activities (materials and hands), products and soaps used at Eurovia are organic and 100% plant-based.

Prevention: a daily and ongoing endeavour To raise awareness of both obvious and more subtle workplace hazards and ensure safety regulations are understood and observed – that is the endeavour that Eurovia’s field managers, worksite managers, foremen, and divisional managers are engaged in on a daily and ongoing basis. The resources they use to achieve these ends include a monthly safety brief (offered at all Eurovia sites around the world); worksite inspection tours (4,000 annually); and occupational health and safety training (approximately 212,000 hours in 2009).

Focus on: Mechanizing certain tasks Eurovia develops, on its own or in partnership, much of the heavy equipment used at its worksites. The Company is involved in a process of continuous progress designed to eliminate flaws and potential occupational risk. As a result, many tasks that were formerly carried out in reverse motion with reduced visibility are now conducted using forward motion and an operator in a safety-enhanced cabin that is enclosed rather than open. In addition, the standardization of cabins over the past 25 years, including air-conditioning, has not only led to greater driver comfort but also to a closed, evenly pressurized, and air-filtered work space that also protects drivers from noise. For the past 20 years, trucks and tractors with vertical exhausts have been systematically ordered, rather than exhausts facing the ground, in order to prevent personnel on the ground from being exposed to exhaust fumes. Another example: over the past 15 years, Eurovia has standardized the use of mechanical kerb-layers, which prevent heavy lifting. The growing use of mini-excavators and small loaders has increasingly mechanized manual tasks such as handling, loading, carrying, and digging. In 2010, Eurovia decided to generalize the use of cameras and monitors on certain types of heavy equipment, thereby providing drivers and operators with a much greater scope of vision.

Prevention: a daily and ongoing endeavour Mechanize the most onerous and hazardous tasks by modifying heavy-weight vehicles and equipment and their use in efforts to enhance comfort and safety. Eurovia is committed to mechanizing tasks in order to reduce the need for manual labour in activities such as handling, transportation, and excavation.

Prevention and occupational health and safety priorities for 2011-2013STRENGTHEN OUR PREVENTION AND OCCUPATIONAL HEALTH AND SAFETY PRIORITIES THROUGH ANALYSIS OF NEAR-ACCIDENTS For the past several years, Eurovia has focused on analysis of near-accidents as a priority in the area of prevention. In efforts to further improve prevention and occupational health and safety, the Company has decided to act further upstream by considering, detecting, analyzing, and processing near-accidents (accident events with potential if not actual severe consequences).

Actions undertaken in 2011 will lead to the development of directives designed to enable divisions to integrate the notion of near-accidents in their prevention policy and procedures.

Focus on: Our fourth day dedicated 100% to preventionThe central theme of this day entirely dedicated to prevention will be to learn to take into consideration and detect near-accident situations. A film on the subject of near-accidents, discussion of the topic at all divisions and sites, and role-play situations will be used to achieve this objective. Employees will learn about life-saving emergency response and the right IPE for the right situation.

Prevention and occupational health and safety priorities for 2011-2013

DEVELOP COLLABORATIVE EFFORTS WITH EXTERNAL PARTNERS TO PROMOTE PREVENTION AND OCCUPATIONAL HEALTH AND SAFETYSince 2007, Eurovia has been working closely with temporary employment agencies in France to reduce the incidence of workplace accidents involving temporary staff. A critical initiative in this respect are efforts to raise awareness of prevention and safety issues as of temporary employees’ first day on the job. These efforts include a dedicated extranet site, tests to evaluate knowledge of workplace safety issues and hazards, prevention and safety booklets, and regular safety briefings.

OUR ACTIONS IN 2011We have extended our prevention and safety programs to additional categories of employees and sites around the world, including subcontractors and “vehicle-hire suppliers.” We:

ˇ Specify our requirements with respect to prevention and occupational health and safety in business contracts

ˇ Contribute to the safety of subcontractors at our worksites as part of the 4,000 safety tours conducted by our 150 prevention experts

ˇ Include our subcontractors’ employees in all prevention initiatives rolled out at our worksites

ˇ Continue efforts to reduce the incidence of musculoskeletal problems ˉ Target individual behaviour: a survey of best practices will be carried out at our subsidiaries around the world to foster proper “gestures and postures,” warm-up exercises to reduce muscle stiffness, healthy eating, and safe driving practices (speed limits, driver seat adjustments, etc.).

ˉ Emphasize preventive action to limit the impact of vibration, by adopting proper practices at workstations and operator/driver cabins, using ergonomic seats, high-performance tires, adapted vibrating tools (jackhammer, vibrating plate, etc.), and replacing vibrating tools with alternative solutions (planers and small excavation equipment).

ˇ Improve current prevention measures for tasks performed in high-temperature conditions or out of doors ˉ Target individual behaviour by insisting on compliance with best individual practices (appropriate food and water intake in the case of exposure to the sun).

ˉ Anti-UV IPE: continue to partner with manufacturers of individual protective equipment designed to protect workers from the effects of the sun’s ultraviolet rays (to date. no anti-UV IPE has been referenced in Europe for our industry)

ˇ Strengthen our partnerships will occupational health resources, including occupational physicians, kinesitherapists, and dermatologists.
