PENNRIDGE TAXPAYER GROUP ORGANIZATION AND RELATED POLICY : The organizational structure and reporting responsibilities and authorities are noted: The organization structure will have a President, Vice President, Secretary and a Treasurer. In addition, there will be the following committees headed by a committee chairperson. Policy Board Committee Finance Committee Communications Committee Membership Committee Activity Committee Research Committee The committees with exception of the policy board will report to the President of the “PTG. The Policy Board will work with the President on the “PTG” action plans that are put in place and also act as a sounding board for the President in those matters of decision for that office. “PTG” general meetings will be held the first (1 st ) Thursday of each month, unless other special required meetings are called and scheduled by the President or appointee. VISION: The Pennridge Taxpayer Group is committed to achieving quantifiable excellence in education within the Pennridge School District through sound business practices and responsible fiscal management of taxpayer funds needed to achieve this measured excellence.

VISION:

The Pennridge Taxpayer Group is committed to achieving quantifiable excellence in education within the Pennridge School District through sound business practices and responsible fiscal management of taxpayer funds needed to achieve this measured excellence.

In all matters, the constitution of the State of Pennsylvania and the constitution of the United States of America must be supported and upheld.

The PSD Board of Directors, the parties responsible for the oversight of this activity, being duly elected, sworn of oath, is responsible to the taxpayers in the Pennridge School District.

PENNRIDGE TAXPAYER GROUPPRINCIPLES:

1. Non-partisan participation for taxpayers sharing these principles and objectives

2. “PTG” focus is on the business / education policy, processes and procedures of the Pennridge School District (PSD)

3. We represent that the school directors are at the will of the taxpayers in the execution of their oath of office to uphold all local, state and federal regulations related to educational systems.

4. We believe that School Directors are directly responsible to the taxpayers in execution of their defined responsibilities.

5. We believe it is incumbent on the taxpayers to be engaged in the detailed actions of the directors relative to the fiscal financial activity as well as the education system performance.

OBJECTIVES:

1. Create community awareness of the processes in the Pennridge School District.

2. We must communicate that it is the taxpayer’s responsibility to be involved and informed on School Board Director’s matters.

3. Assist in achievement of a cost effective fiscal management at PSD that supports improved education system performance

4. We seek to achieve growing membership in the PTG of taxpayers that share our vision and believe in the group’s principles and objectives.

5. We seek representative membership in the PTG from all communities / municipalities that are a part of the Pennridge School District.

6. We will utilize all forms of communications, including the electronic media.

OPERATING POLICY AND PROCEDURES:

MEMBERSHIP-

Proposed that, initially, membership will not incur a fee, however since it is anticipated that funds will be needed to achieve objectives and implementation of basic principles, a fee of some sort will need to be considered by January of 2011. This will be proposed to, and adopted by the membership at large.

FUNDING-

Methods/principles of funding for the activity will be defined by the finance committee, proposed and approved by the group at large.

SECURITY-

The security of information responsibility will rest with the research and communications committees and final approval by the President, in couinsel with the Policy Committee, as appropriate.

ATTENDANCE-

Attendance at any of the meetings is required to be documented at each meeting (I.E. everyone must sign in with name address and telephone/email address) PARTICIPATION-

Participation Is encouraged for all taxpayers of the Pennridge School District that accept the PTG principles and objectives. OPERATING PHILOSOPHY-

This is a “non-partisan” organization and the political agenda/issues will not be tolerated or practiced. The principles and objectives of this organization are not tolerant of anything other than “non-partisan” activity.
