With the aim to make public meetings more accessible for everybody, the council members and I have made some changes.

Online broadcast of public meetings

Firstly, we are in the Web era, so why not use it? Since the regular meeting of January 14, all public meetings are fi lmed

and broadcasted on the Web. Indeed, we have hired the services of Community Radio 101.9 FM Châteauguay CHAI for

the capture and broadcast of public meetings. These are normally available on the same week as the holding of the public

meeting, the second Tuesday of each month, via the website of CHAI 101.9. Note that a link is available on our website

at www.ville.mercier.qc.ca.

Visual support during council meetings

In addition, to illustrate and simplify some concepts that can be sometimes harder to understand, there will be on-screen

projections of documents during the meetings. These projections will facilitate the understanding of the decisions taken

by the council.

Feedback on the Fire Safety Services management agreement between Mercier and Léry

I am pleased about the signed agreement with the City of Léry specifying that our Fire Department will provide fi ve staff

offi cers for a 2 days per week equivalent, for the management of the Léry fi re department.

Such an agreement allows us to share our expertise and strengths with similar municipalities, while allowing us to main-

tain high quality service at an affordable cost for our citizens. Indeed, the agreement will bring $ 60,000 into Mercier’s

coffers.

The agreement with the City of Léry is only the beginning. Mercier is ready to offer other services to nearby cities. I have

always believed that Mercier can be a leader in the region. When there’s a will, there’s a way!

The municipality is providing its citizens with a branch pick-up service on May

20th. Branches must be placed in a stack on the side of the road and piled in a

way to facilitate pick-up. Therefoe we ask that you place all the branches in the

same direction. Trunks must be cut and face the street and only branches with

diameter inferior to 6 inches will be picked up. Soil, rocks, metal or construc-

tion material will be not collected.

the COUNCIL has :• Provided grants to :

- Operation Red Nose for its 30th anniversary;

- Sabrina Benoît, Elite Sport - Gymnastics;

- Carolanne Soucisse, Elite Sport – Figure skating;

- Gym-Fly organization, Elite Sport - Gymnastics;

- Hailey Geary, Elite Sport - Softball;

- Association de hockey mineur Mercier;

- Paroisse Sainte-Philomène;

- Offi ce municipal d’habitation (OMH) Saint-Joseph;

- Mercier 2972 Cadet Corps;

- Chœur Arc-en-ciel.

• Nominated the councillors responsible of municipal affairs for the 2013-2017 term.

• Filled the Council members’ fi nancial interests annual declarations.

• Adopted an inter-municipal agreement for the management of the fi re department with the City of Léry.

• Adopted the 2014 budget and a three -year program of capital expenditures for 2014-2015-2016.

• Adopted the following regulations:

- Regulation 2014-909 amending the rules on wages for elected municipal representatives;

- Regulation 2014-913 adopting a new code of ethics and professional conduct for elected representatives;

- Regulation 2014-914 repealing Regulation 2013-905 asking the government to exclude the City of Mercier

from the CITHSL.

• Asked the Department of Municipal Affairs, Regions and Land Occupancy to review the method of calculating

severance grants for elected representatives after their term of offi ce.

• Awarded the following contracts:

- Provision of council meetings video recording services to 101.9 FM CHAI at a cost of $ 225 per meeting;

- Professional services (telephone consultations services) from Caza, Marceau + Soucy, Boudreau Avocats at

a cost of 400 $ per year.

• Authorized the implementation of the Interlibrary Loan Policy (ILL) and the signature of an agreement to obtain

a license for digital loans at the municipal library.

REMINDER ABOUT THE MUNICIPAL BY-LAWS FOR POOLS

Before installing a pool,

you must obtain a $ 50

permit from City Hall.

This permit will ensure

that your installation

complies with safety and

installation by-laws. You

must bring a copy of your

certifi cate of location

along with the layout plan

provided by the manufac-

turer.

If you already have pool you should make sure its installation

complies with current norms.

Here is a summary of these norms:

Every swimming pool must be surrounded by an enclosure to

prevent dangerous situations. The enclosure must:

• Be at least 1,22 m in height*;

• Be located at least 1 m away from the side of the pool, hot

tub, or whirlpool;

• Be able to prevent the passage of a spherial object 10 cm in

diameter;

• Have no fi xture, projection, or open parts enabling it to be

climbed.

A wall can be part of an enclosure, but it must not have any ope-

nings enabling the entrance to the enclosure. The residence must

not be directly connected to the pool.

The gates of the enclosure must be equipped with a passive se-

curity device installed on the enclosure, in the upper part of the

gate and must be able to self-close and self-latch.

* Aboveground hard-sided pool

The pool must be equipped with a four-sided fence.

However, if the hard sides of the aboveground pool are

at least 1,22 m in height, the owner can choose not to

install a fence since the sides will themselves act as a

barrier.

The fi ltration system must not facilitate the access to the

pool. Therefore, it must be at least 2 m away from the

side or installed under a structure that is at least 1,22 m.

If a platform allows the access to the pool, it must be

equipped with ramps respecting the same parameters as

the enclosure.

Finally, the access to a pool via a ladder is allowed.

However, the ladder must be equipped with a self-clo-

sing and self-latching safety gate to prevent it from

being used by a child.
