CRPF, BSF get new chiefs NEW DELHI, Feb 29: The country’s two largest paramilitary forces CRPF and BSF today got new chiefs. Former SPG chief K Durga Prasad took over as the Director General of CRPF, while senior IPS officer K K Sharma took the reins of BSF at their respective headquarters here. Prasad, a 1981-batch Telangana cadre IPS officer, took charge from his predecessor Prakash Mishra who superannuated as the chief of the about 3-lakh personnel strong force today. He said his priorities will be to further sharpen and enhance the operational capabilities and better training of the men and women of Central Reserve Police Force (CRPF). “In the last one year, things have gone in the right direction and I will like to maintain the tempo and speed up the technical upgra- dation of the force. “I have told my troops that we need to work with all the zeal and enthusiasm in a professional manner to deliver the results expected from us,” Prasad said. The officer is best remembered for raising CRPF’s elite jungle warfare unit CoBRA taking on Naxals during his stint as an Inspector General in 2008. (PTI) NEW DELHI, Feb 29: Petrol price was today cut by Rs 3.02 per litre, but diesel rates were hiked by Rs 1.47 a litre - the second increase this month in line with global trends. Petrol in Delhi will cost Rs 56.61 per litre from midnight tonight as against Rs 59.63. A litre of diesel, however, will cost Rs 46.43 a litre as compared to Rs 44.96 per litre, according to Indian Oil Corp (IOC), the nation’s largest fuel retailer. This is the 7th straight reduc- tion in price of petrol. Petrol price was last cut on February 18 by 32 paisa a litre. On diesel, this is the second increase in rate this month. The price were hiked by 28 paisa a litre last time. Prior to that revision, fuel rates were revised on February 1 when petrol price was cut by a marginal 4 paise a litre and diesel by 3 paise a litre after the Government raised excise duty to take away most of the benefit arising from fall in international oil prices. The Government had raised excise duty on petrol by Re 1 a litre and that on diesel by Rs 1.50 to mop up additional Rs 3,200 crore during the remain- der of the current fiscal. This was the fifth hike in excise duty since November that cumulatively gave the Government Rs 17,000 crore in additional revenue. The five levy hikes total to Rs 4.02 per litre on petrol and Rs 6.97 on diesel. “The current level of interna- tional product prices of petrol and diesel and Rupee-US Dollar exchange rate warrant decrease in price of petrol and increase in price of diesel, the impact of which is being passed on to the consumers with this price revi- sion,” IOC said in a statement. State-owned fuel retailers IOC, Bharat Petroleum Corp (BPCL) and Hindustan Petroleum Corp Ltd (HPCL) revise rates of the fuel on 1st and 16th of every month based on average oil price and foreign exchange rate in the preceding fort- night. Commenting on the Budget 2016-17, he said special atten- tion has been paid to agriculture, village infrastructure, health- care, employment generation and Dalit entrepreneurship. "This Budget is pro-village, pro-poor, pro-farmer. The main focus is to bringing about quali- tative change in the country," Modi said, adding "there will be a big change in the lives of com- mon people." He said the Budget has laid a roadmap to alleviate poverty in a time-bound manner. "Several steps have been taken for the farmers. The most important is Pradhan Mantri Krishi Yojana," he said. Noting that electricity and roads are crucial for villages, the Prime Minister said by 2019, all villages of the country will be connected by roads, while all of them will be electrified by 2018. For MNREGA, there has been the biggest allocation, he said. Talking about housing, Modi said every poor man dreams of owning a house and efforts will be made to strengthen this sector to ensure that the poor people realise their dreams. At the same time, exemp- tions have been given to those living in rented accommoda- tions, he noted. This budget has provisions for realising the dreams of the common man, the Prime Minister said. Referring to the problems faced by the poor, he said "there has been a lot of politics over the poor" and added it was time now for making efforts concen- trating on uplifting them. Pointing to the use of 'chulha' or earthen stoves and firewood for cooking by the poor, he said it adversely affected the health of the women as "cooking (on 'chul- ha') for a day amounts to smoking 400 cigarettes per day. "Crores of such people will benefit through the scheme for free LPG connections. It will not only be beneficial for their health but also save the environment." Modi said the budget also lays thrust on the national security by having provisions for boosting defence manufacturing and pro- viding the armed forces with modern and potent equipment. With regard to the privision of Rs 2 lakh crore for infrastruc- ture development, the Prime Minister said it will benefit the border areas of the country. He then spoke about creation of employment opportunities, including Dalit entrepreneurship, by providing appropriate eco-sys- tem. "I want the youth to be not job seekers, but job creators." Referring to the proposals made for the healthcare sector, Modi said the Government has taken several initiatives in the field. "We want to stand shoul- der to shoulder with the people, particularly the poor, in times of illness," he said. Duty on components of dial- ysis machines has been reduced in the budget which will help availability of more such equip- ment, thus reducing travel cost for people who have to go to far- off places for the exercise. The Government was also giving priority to primary edu- cation. "A qualitative transfor- mation of the education sector is what we are giving priority to," he said. (PTI)

Prime Minister NarendraModi today said the Budget ispro-village, poor and farmers withfocus on bringing about qualita-tive change in the country andalleviate poverty through a slewof time-bound programmes.
