SUMMARY

The technology matching forum ―Facing AEC Head On, A Technology Matching Forum

between ITDI and Industry‖ was held on February 26, 2015 at the Mindanao Ballroom,

SOFITEL Philippine Plaza Manila, 8:00 A.M. – 4:30 P.M. It was proposal-driven and

organized by the Technological Services Division (TSD), led by its Information and

Documentation Section (IDS), with funding from the Technology Application and

Promotion Institute (TAPI).

ITDI‘s R&D priority areas, technical services and expertise were presented by the

respective division heads, namely: Chemicals and Energy, Environment and

Biotechnology, Food Processing, Materials Science, Packaging Technology, National

Metrology, Standards and Testing, and Technological Services.

Three industry leaders were also invited as speakers who talked on: Planning for

Technology Innovation to Meet Market Demands of AEC, Achieving Sustainable

Competitive Advantage by Coupling R&D Spending with Business Planning, and Reality

Score: Impact of AEC on MSMEs.

A total of 52 participants coming from various industry sectors attended the forum.

Among the sectors represented were chemicals, energy, food and beverage, materials, mining, packaging, pharmaceutical, testing/calibration; and industry organizations such as the Bulacan Chamber of Commerce, Makati Chamber of Commerce and Industry,

PhilExport, PCCI-NCR, and Laguna Techno-Park. An open forum followed after the presentations while breakout sessions between ITDI

and industry participants were conducted in the afternoon paving the way for the exchange of ideas and insights on various issues and concerns as well as possible solutions or recommendations.

1. INTRODUCTION

Free flow of goods, services, investment, capital, and skilled labor among ASEAN

member nations will be the name of the game by end of 2015 as the 10 member

nations will be coming out as a single regional market known as the ASEAN Economic

Community or AEC. With the unfolding of this regional integration comes a seamless

market that brings with it both opportunities and tougher competition among the

member nations such as the Philippines.

To survive in this increasingly competitive environment, the key ingredient is innovation.

More than just product or market innovation, operational innovation is very critical. We

need to create new methods of business activity or processes to bring costs down,

outperform competitors or provide the "wow" factor for customers. Local business

processes need to be highly cost-effective, responsive, and flexible.

As a research and development institute on industrial technology, the ITDI (Industrial

Technology Development Institute), DOST (Department of Science and Technology) is

working alongside these external events to bring about needed change and help prepare

local industries cope with the challenges AEC brings.

As an initial move, the ITDI has already conducted a preliminary consultative meeting

amongst its research and technical services groups to identify the R&D scenario facing

them. With this completed, it has proceeded to the next phase, the technology matching

forum, which is concerned with the actual development of the technology matching

plan. In this phase, participants will identify the industry and the products for which the

plan is to be developed.

On February 26, 2015, the technology matching forum with the industry was conducted

at the Sofitel Philippine Plaza, Manila, where government and industry representatives

consisting of top management executives and officers were gathered and exchanged

ideas and shared insights on technology developments and trends, and identified needs

and/or gaps being faced in the different industry sectors. How do the country‘s S&T and

industry community level up, and how to meet demands and fill these gaps were among

the major concerns that were discussed during the forum.

The forum hopes to result to an integrated product-technology plan that meets both

market and business requirements with product features and technology choices that

are prioritized on a basis of investment area/ industry needs and desires.

2. WORKSHOP OBJECTIVES AND PROCESS

a. Objectives

1. Identify and describe specific investment area/ industry requirement-driven

technology clusters;

2. Identify specific technology cluster discontinuities in each investment area/

industry; and

3. Identify critical requirements of the investment area/ industry related to

technology decisions.

b. Agenda/Program

The technology matching forum was a one-day activity divided into two sessions; a

plenary session in the morning and a breakout session in the afternoon.

ITDI‘s research and technical service capabilities were presented during the

plenary session by the respective division heads. A short Q & A followed after

which, the invited speakers talked on their assigned topics.

After lunch, another invited speaker, Mr. Gil Gonzales talked on his topic Reality

Score: Impact of AEC on MSMEs. After some Q&A, the breakout session ensued

where participants were grouped along the seven technical areas of ITDI to enable

them to interact, discuss and share valuable insights and/or concerns along their

areas of interest. All deliberations/results of discussions were then synthesized,

summed up, and presented by Deputy Director Magbanua, Jr. (Please see program

in Annex 1)

c. Participants

A total of 52 participants attended the forum.

Among the sectors represented were chemicals (1), energy (4), food and beverage

(9), materials (14), mining (1), packaging (3), pharmaceutical (1),

testing/calibration (2), shipping and forwarding (1); and industry organizations

(16) such as the Bulacan Chamber of Commerce, Makati Chamber of Commerce

and Industry, PhilExport, PCCI-NCR, Laguna Techno-Park, and DTI .

3. OPENING SESSION

expect from the forum.

The plenary session started with exploring ITDI‘s research and technical service capabilities

5. BREAKOUT SESSION

In the afternoon, the forum was devoted to the breakout sessions where participants were

grouped according to their area of interest following ITDI‘s seven R&D/technical priority

areas. Meanwhile, assigned TSD staff sat with each group and also tried to get/elicit some

insights during the discussions, concerning the investment areas assigned to them (IT,

electronics, renewable energy, shipbuilding) as aligned with the initial objectives of the

proposed techno-matching forum. (Please see Annex 4)

6.2. Evaluation summary

Overall, the participants rated the techno-matching forum very satisfactory or VS in

terms of the following criteria: achievement of forum objective, clarity of

presentation/ effectiveness of resource speakers, completeness of materials, time

management, food, and venue.

A total of 30 participants found the forum interesting and gave some encouraging

comments. When asked what they intend to do after their attendance to the forum,

given three options; following were the responses: 46.15% chose collaborative

projects, 38.46% to avail of technical services, and 15.38% buy-in such as

technology adoption. (Please see Annex 5)

1) Light Metrology: ITDI is not equipped with laser scanners to conduct physical technical probes.

3) No standards set for surface requirements of product lines. It varies from one customer to another.

Advantek's carrier tape can incorporate containment features found in more expensive shipping media. This provides fragile devices—such as QFP's, chip scale packages and bare die—protection from physical abuse.

Included in their line of carrier tape is Advantek SFT™, Sharp Form Tape for precision applications, which can be processed in a clean-room environment. Near-vertical sidewall draft angles help prevent part migration as well as abrasion caused by contact with device edges.
