INTRODUCTION

Within the framework in implementing Millennium development goals based Comprehensive

national development strategy of Mongolia and promoting good governance, it can be considered

that basis of master and strategic plans at provincial, district and soum level have all been

developed.Citizens and communities are engaged in developing those documents through public discussion

and poll, however, some reports by administrative institutions reveal inadequate public

involvement in the implementation process.

Therefore, it is vital to make transparent the budget investments and Local development fund

(LDF) spending allocated to implement Soum master plan (SMP), analyze and assess citizens

involvement in the decision-making process of distributing those budgets, and further provide

public participation in the budget distribution to implement soum development policies.

Research purpose

The purpose of this research was writing two documents

1. Case study handbook, based on NDI teamwork for case methodologies and research

works related to case study, also experience based on four soum case study

2. Four cases, that is based on analysis of planning and implementation process of soum

master plan and its relatedness with state budget investments, local development fund

and soum development fund, the efficiency of support for public participation, furthermore

defining best practices, and lessons learned.

Research questions

1) Are the works planned and investments of the state budget and local development fund

coherent with soum development plans (SMP and other development programs)?

2) Are the planning and implementation process of soum development plan, state budget

investment, Local development fund and other activities inclusive of public participation?

How do they support public participation? How efficient are the supporting methods?

3) How can soum use state budget spending more effectively to implement local (soum)

development plan? Is it being implemented effectively?

Research objectives

-  To research methods, works and problems relevant to case study methodology, local

development planning and implementation, and drafting a case study design

-  To clarify how services implemented by the investments of state budget, state budget

resources are connected with soum development plans (SMP and other programs), and

examine the works, methods and practices used for supporting inclusion and coherency

between works

-  To examine how public participation is created and promoted in the planning and

implementation process of soum development investments by state budget and define

dedicated activities, experiences and lessons learnt

-  To develop cases for good practice and lessons to be learned

Research scope

This research covered local government agencies, Civil society organizations, private sector and

citizens representations of Tsenkhermandal and Binder soums, Khentii province, and Delgertsogt

and Saintsagaan soums, Dundgobi provinces where APPEAL project by Mercy Corps were takingplace.

Research outcome hypotheses

1) Official cases about decentralization and good governance can be a useful tool for

relevant civil servants, future government authorities, research institutions and civil society

organizations.

2) Can be a research material of practical cases of good governance and challenges

intended for current and future authorities to serve as a handbook.

3) Can be demonstrated as an example and lesson for budget fund spending in actual works

ONE. CASE STUDY HANDBOOK DEVELOPING PROCESS

Case study and case writing related books and other materials were collected and distributed to

research team members for reading. More than 20 references including books, handbooks,

guidance’s, articles related with case study, case writing, qualitative research methods, andqualitative study data collection were used as sources in writing the case study handbook.

Case study handbook is built on a comprehensive literature review and is written for researchers

and audiences who already have knowledge, skills and experience in research work. Book

structure and content is therefore designed to serve as a guide to conduct case studies for

research purposes. “Case study research. Design and methods” by Robert K.Yin (2003) was used

as a key resource for writing this handbook.

The case study handbook written by NDI team consists of following six chapters.

1) Case studies as a learning from life stories: The chapter talks about the importance of

case study, its origins and practical significance.

2) Designing case studies: This chapter covers the process of designing case which is an

important part of the case study, issues to be considered when designing case, and

common mistakes researchers often do.

3) Preparing for case studies: The chapter explains by using examples about foreseeing the

imminent issues, preventing the possible biases, preparing for the potential changes

during the research.

4) Collecting the evidence for case studies: The chapter includes the reliable sources of

information to be used in the study, their characteristics and appropriateness for the study,

and principles to follow during the research.

5) Analyzing case study evidence: The chapter covers systematic use of collected evidence

and issues regarding evidence analysis.

6) Writing and developing case study report: In this chapter, common mistakes and general

methods for writing the report are explained.

The team held 6 more meetings to discuss writing style, term and content of the draft. The draft

has been edited by Dr.Prof.Enkhbaigali.B and Altaibaatar.J for two weeks. Editors have been

performed technical edition and content edition. Also rewritten some parts, in order to have

coherence with other chapters and book concept.

Case study handbook writing

In distributing the work of writing case study handbook, we have taken into consideration the prior

published works of the researchers, their research experience and current workload. As for the

distribution of the book chapters, the research team collaborated and decided to choose the topics

according to team members’ knowledge and experience.

The chapters of the case study handbook were distributed among the researchers as follows:

- B.Suvdantsetseg: Chapter 2. Designing case studies

- J.Altaibaatar: Chapter 3. Preparing for case studies

- Kh.Purevtogtokh: Chapter 5 and 6. Analyzing case study evidence, Writing and

developing case study report

While writing and developing case study methodology handbook, the research team faced

difficulties in translating new terminologies into Mongolian which resulted in creating a “common

understanding board” intended for unified understanding of the terminologies among the researchteam. A workshop was held among the team with the purpose to reconcile the chapters and

integrate them into a case study handbook, and to emphasize the main ideas for the audiences.

During the workshop the team held a discussion on the topics chosen by each team member and

shared with others the experiences, challenges and crucial ideas while writing on the topic.

The consolidation of the chapters into a specific format was done by J.Altaibaatar, the team

member, and the review and editing work was done by B.Enkhbaigali, the team leader. The works

include improvements in the harmony of the chapters, emphasizing the meaning of paragraphs

and sentences appropriately, wording and editing.

TWO. SOUM CASE DEVELOPMENT PROCESS

Literature review and content analysis

For the purpose to clarify the connection between soum master plan, investments and local

development fund planning and how public participation is ensured in the discussion process of

those plans, content analysis were done for over 90 documents including rules, procedures and

resolutions of Saintsagaan and Delgertsogt soums of Dundgobi province, and Binder and

Tsenkhermandal soums of Khentii province (Please refer to Appendix 1 for the documents list

used in the analysis).

Developing research design and protocol

This research study is a single case study with four units of analyses to be conducted within a

given topic. Design of the study therefore has following aspects:

- Types of documents, resources and evidences were selected accurately to provide

consistency for further analysis

- Research study was conducted according to common protocol covering same level

respondents and groups

- Although common protocol was used, same level respondents and groups were involved

and same type of document analyses were done, dissimilarity of local context and

confronting challenges for the soums did result in the decision to develop single cases foreach soum.

Following five types of challenges for ensuring citizens’ involvement in soum development

planning were defined as a result of content analysis on gathered documents and three- time

discussions held during the research study.

1) How to tie conventional planning manners with new ones inclusive of citizens’

involvement?

2) How to deliver information about local development plan to citizens? How to update

information regularly and include it in other planning’s with the support of citizens?

3) How to involve inactive citizens in the local development planning and implementation

process? How to improve citizens’ understanding and knowledge on the development

issues? How to improve their participation and initiatives?

4) How to make a local development planning more appropriate and time conscious? How

to tie state economic and social development policy with its planning’s?

5) How to monitor the performance of planned investments? How to make improvements in

a timely manner?

Each soum case includes its own experiences and lessons to overcome two to three challenges

encountered. Cases were divided and written under the following contrasting topics:

1. Binder soum, Khentii province: “Collaboration is a key to development” 

2. Tsenkhermandal soum, Khentii province: “Distributing the budget appropriately, defining

a development gateway accurately” 

3. Delgertsogt soum, Dundgobi province: “Meeting needs of local herders with those of the

soum center citizens” 

4. Saintsagaan soum, Dundgobi province: “The Soum as a province scale- At the crossroads

of obstacles and solutions”

The initial stage pilot case study was conducted in Binder and Tsenkhermandal soums, Khentiiprovince during the period of 4-9 May, 2014, and in Saintsagaan and Delgertsogt soums,

Dundgobi province on 19-23th May, 2014.

Information on the case study significance, outcomes and potential risks were introduced to

respondents followed by their approval to participate in the study. In protecting of human subjects

(civil servants, authorities and citizens) from potential risks to their reputation, work and private

life, positions of some respondents were not disclosed, names were shortened or changed.

Team meetings and workshops proved to have vital importance in the case study “Practices and

lessons learned from effective use of citizens’ involvement in implementation of soum

development plan”.

Throughout the research period starting from preparation for the study to designing and

developing plans and protocols, overall nineteen team meetings and discussions and two

workshops in collaboration with Mercy Corps were organized team meetings continued for 4 or 5

hours long, in order to have mutual and clear understanding about method, goal, terms, writing

style, plan and research guidance.

Sharing knowledge among team members were crucial process in having better results as

possible. Reports of the meetings and their solved issues were prepared in accordance with

templates provided to Mercy Corps.

In addition to these workshops, the meeting of Local council of Binder soum was held at the

National development institute. Participants included Mr. N.Altangerel, the Binder soum governor,

Mr. B.Turbold, the vice-governor and Ms. E.Narangarav, the representative to the State fund and

the research team. At the meeting, discussions revolved around soum development perspectives,

budgets, investments, engineering infrastructure construction and citizens’ involvement. 

In conducting soum case study the project proposal and terms of reference, methodology

resources and publications, prior research reports and exemplary materials were reviewed to

define data collecting methods. Content analysis, focus group and standardized interviews, and

observation methods were selected as most appropriate qualitative methods for the study context.

Data collection was conducted in two ways: main and supplementary data collecting. In main data

collecting part, content analysis, standardized and focus group interviews, and observationmethods were used in order to gather general information for the case study. Meanwhile,

individual in-depth interviews and expertise interviews were conducted in order for explaining

causes and gathering more detailed information as a supplementary data collecting.

Such supplementary data collecting activity based on the main data analysis and key research

questions produced, and challenges defined for each of the soums took place between 5-7th July.

Writing and developing soum cases

Writing and developing soum cases were grounded on analyses results of content analysis,

standardized and focus group interviews, expert interviews and observations.

The team aimed to define the challenges and obstacles facing each soum, and thus, bringing

forward the solutions in terms of local citizens’ expectations and other alternatives.

 As developing soum cases was a new experience for most of the team members, it turned out to

be quite challenging for the team.

However, the team put great effort into unifying the understandings among team members,

formulating the main idea of case and delivering the audiences soum practices and lessons. In

order for that following activities were performed:

1. Challenges, obstacles, expectations and solutions for each soum were defined and

assessed, followed by case drafting. 

2. In order to draft soum cases, each case was named according to soum experience to

overcome the challenges

3. Individual in-depth interviews for each soum were analyzed, challenges, solutions,

expectations and obstacles seen by the citizens were distinguished into separate tables

to highlight the distinction of the case

4. For each soum, its characteristics, problems, experiences, and lessons wereaccommodated into above criteria, and later reviewed by fellow members

5. After reviewing first drafts of cases, cases were renamed accordingly.

6. Cases were rewritten or re-edited to be in harmony with their new names. At this stage,

additional/supplementary data were required for some cases, collected and the case were

rewritten accordingly.

7. Team members read written cases, had discussions and shared ideas. Final cases

reflective of the comments and ideas were edited by some team members.

Research team has been met over 150 respondents and prepared protocol of 101 respondents’ 

research results and process in order to have expert interview, interview and focus group meeting.In these stages,

1. Administrators, public servants who are responsible for planning and implementing

soum development plan, local council members, chair and members of citizen’s

council, soum and bag governor (7 to 8 people from each soum)

2. Representatives of civil organizations (5 to 7 people from each soum),

3. Representatives of private sector, citizens’, herders, farmers and small and medium

enterprises (7 to 13 people from each soum) have been involved.

45 people have been involved in focus group meeting.

The team had additional research phase in order to have more detailed information and clarify

research materials and information necessary for writing the cases, met some respondents twice

and had interviews again.

The team has discussed the logic and plan of writing for each cases and possible main concepts

and names. After having the writing plan, written process needed day to day consultation. Draft

of cases have been revised 4 times. The case book has been edited by Dr.Prof.Enkhbaigali.B

and Altaibaatar.J for 10 workdays.
