1. Kindly furnish the Corporation with a proposal for services shown on the attached forms.

2. The conditions contained in the General Conditions of Contract (GCC), and the attached

bid forms, as well as any other conditions accompanying this request, are applicable. 3. No late, incomplete unsigned, submitted in pencil, faxed or emailed bids will be

considered. Bids received after the closing date and time are late and will as a rule not be acceptable for consideration.

4. A non-refundable fee of R200.00 is payable for this document.

5. The North West Housing Corporation reserve the right to award any proposal in whole

or in part to one or more service providers and does not bind itself to award the lowest bidder.

6. All the documents accompanying this request for proposal must be completed in detail

where applicable and sealed in an envelope clearly marked NWHC 09/2018-Dev-2018 and placed in the bid box at NWHC Office by no later than 12H00 on the 29 January 2019.

T1.1 TENDER NOTICE / REQUEST FOR PROPOSALS

The North West Housing Corporation (NWHC) invites Proposals for a Housing Mixed Development in

Mabopane as further fully described in C3 Scope of Services hereof.

Only companies with proven track record in property development, who demonstrate the capacity to implement the project and source for funding are eligible to submit proposals.

T1.2 TENDER DATA

T1.2.1 Background

The NWHC is governed by the PFMA and other applicable legislative frameworks. The organization is accountable to Parliament through the Department of Local Government and Human Settlements.

The mandate of the NWHC is to provide suitable accommodation through property development in community residential units, mixed residential units and other interventions.

The NWHC has representation in in the North West Province but seeks to expand its footprint to other provinces as well the Sub-Saharan Africa. The NWHC has the authority to go out on tender for goods and services and appoint any suitably qualified and competent service provider. T1.2.2 Tender Details Tender Data (including special conditions of Tender)

The Standard Services Contract (latest) contained in the CIDB shall apply to this bid. The conditions of tender are the Standard Conditions of Tender as contained in Annex F of the CIDB Standard for Uniformity in Construction Procurement (January 2009) as published in Government Gazette No 31823, Board Notice 12 of 2009 of 30 January 2009.

T1.2.3 Evaluation Procedure

Tender evaluation will be done as per the stages below:

Stage 1: Eligibility of Bidders.

Stage one (1) entails the process of ensuring compliance of the Bidders. Bidders shall submit all

mandatory returnable documents to qualify for stage two (2) of the evaluation processes. Failure to

submit any of the compulsory returnable documents will lead to automatic disqualification.

Table one (1) lists the compulsory returnable documents that shall be submitted by all Bidders to be

considered eligible for this tender. Certified copies of documents shall be submitted in original and not

older than 3 months from the closing date.

Stage 2: Evaluation on Functionality/Technical Requirements

Stage two (2) entails the process of evaluation of functionality/technical requirements. Only

bidders who meet the minimum threshold of 70 points and above of the total functionality will be

eligible to be in the panel.

A. OWN FUNDING FOR FEASIBILITY STUDIES AND BANKABLE BUSINESS CASE (10 points)

Turnover exceeded R50m p.a in last three years

It is a requirement by Treasury and the Department of Local Government and Human Settlements North

West Province, to which the NWHC is accountable, that we submit a bankable business case for them

to approve the project. Since the NWHC does not have funding to conduct the feasibility studies it is

therefore looking for a partner with the requisite skills and funding to conduct these studies and produce

the business case. The appointed partner will do this on risk.

N.B. SHOULD THE BUSINESS CASE BE APPROVED A PARTNERSHIP WITH THE COMPANY WILL BE

ENTERED INTO FOR THE SOLE PURPOSE OF THE PROJECT THROUGH A SPECIAL PURPOSE VEHICLE.

Ten (10) Points will be allocated for showing capacity to fund the project. It will be required to submit

three year audited financial statements and to sign a letter of commitment to avail the funding to

conduct the necessary feasibility studies and producing the business case. The letter will clearly

exonerate the NWHC for any liability or claims for fees for the feasibility studies should the project be

rejected.

B BIDDER’S EXPERIENCE ON SIMILAR PROJECTS (20 points)

B1 - Relevant Experience on Similar Projects (15 points):

* Proven deep understanding of turnkey development and experience in mixed use housing precincts * Social Housing Development experience of over 1000 units in one precinct. * Track record of developing BNG housing projects of minimum 500 units * Willingness to build show village of different topologies at own cost.

Points are allocated for relevant experience on similar projects completed in the past 10 years. The

similarity refers to project of similar kind, complexity and value in terms of the CIDB categorization. In

support, Bidders are to submit letters of appointments, complete the “Project Experience” returnable

schedule and attach thereto scored and signed reference forms hereto attached from the client

confirming completion of such a project.

Points are allocated for professional qualifications, professional registration and experience of allocated

key personnel for the company under consideration. For each key personnel allocated to the project,

T.19 EVALUATION SCHEDULE: ABILITY TO SOURCE FUNDING AND BRING EQUITY

The Bidder shall attach three year audited financial statements which shows that the bidder has the capacity to source funding based on their book value as well as any support letters from previous funders on similar projects previously implemented. The Development Partner must also indicate its ability to bring equity funding to the project since the NWHC will do the same by providing land for implementation of the project. Failure to submit any documentation will lead to the conclusion that the firm does not have the capacity to source funding and as such the bid will be disqualified.

C1.2 Contract Data

This services contract is based upon the PROCSA Standard Professional Services Contract and or CIDB general conditions of contract and or JBCC (latest edition) and service providers are advised to read it in order to understand the implications. Any amendments to the standard agreement will be issued when required for the project.

Part C3: SCOPE OF SERVICES

C3.1 Employer’s objectives

The objective of this tender is to invite and appoint a suitable and capable Professional Service Provider an

Property Development Partner to speedily and successfully implement the conducting of feasibility studies,

produce a business case and develop detailed design drawings, carry out the construction administration

and closeout of Morula Housing Development.

The development partner must be able to come up with equity funding in addition to assisting with the

sourcing of funding for the project. NWHC will come up with the land which will form part of its equity

contribution to the project after it has been valuated.

The Service Provider shall provide “NORMAL” professional services as detailed in the Government Gazette

of each discipline, where applicable and any other services related to the scope of work in the built

environment which may reasonably be required for the successful completion of property development

project.

The Service Provider shall provide suitably qualified, registered and experienced personnel to undertake

assignments relating to the delivery of the project during the Period of Performance.

Consultants will be appointed for stages 1 – 6, and will be expected to perform all activities and submit all

deliverables as described in the Government Gazette for each discipline, unless otherwise instructed in

writing by the employer to exclude some.

C3.2 General Requirements

C3.2.1 Services

The Services required shall generally be all “Normal Services” as defined in the Government Gazette/s,

unless otherwise reduced in writing.

Part C5: NOTES TO BIDDERS

This section outlines basic requirements that must be met. Failure to comply with these requirements or part thereof will result in your proposal being excluded from the evaluation process.

a) This Request for Proposals (RFP) does not constitute an offer or recommendation to enter into such transaction.

b) The NWHC reserves the right to amend, modify or withdraw this RFP if deemed necessary. c) Neither the NWHC nor any of their respective directors, officers, employees, agents, representatives

or advisors will assume any obligation for any costs or expenses incurred by any party in or associated with preparing or submitting a bid in response to the expression of interest.

d) The NWHC and its advisors may rely on a Bid as being accurate and comprehensive in relation to the information and proposals provided therein by the Bidders.

e) All Bids submitted to the NWHC will become the property of the NWHC and will as such not be returned to the Bidder unless if received after the closing date and time. The NHWC will make all reasonable efforts to maintain bids in confidence. Proprietary information should be identified as such in each bid.

f) Evaluation of tenders will be carried out by a Tender Evaluation Committee (TEC). The Evaluator(s) will, if necessary, contact Bidders to seek clarification of any aspect of the tender.

g) The validity period of this tender is ninety (90) days from the closing date. h) Bidders should identify any work they are currently carrying out or competing for which could cause

a conflict of interest, and indicate how such a conflict would be avoided. i) This document is confidential and should not be distributed to any non-bidding party without the

proper authorization of the NWHC. j) This document is released for the sole purpose of responding to this RFP and must be considered

confidential. In addition, the use, reproduction or disclosure of the requirements, specifications or other material in this RFP is strictly prohibited.

k) All bids must be formulated and submitted in accordance with the requirements of this RFP. l) Consortiums/Joint ventures are encouraged; however, the transfer of skills and partnerships should

be demonstrated in the proposals. m) The Bidder should demonstrate how it intends assisting in building the capacity of the local

community and how it will transfer skills to such persons. n) Please note that Tender Offer is synonymous to Request for Proposals in this document o) Service providers who are blacklisted by any statutory body will, under no circumstances, be

considered for this project/s
