The Initial cross-country analysis has pointed out a picture of

great variety of professional profiles, types of job places

requirements, and of learning gaps.

The data collected through the entry questionnaires filled up in

February 2011 by the 837 learners interested in participating to

the pilot testing of the 12 eLearning modules proposed by the

« VET 4 e-I » project confirm such a diversified situation.

The group is primarily composed of women, the mean age if of

38,4 years, while their educational level is high, with more than

two thirds of people who have a university title in their hands.

The trends in the four diverse MS involved in (Bulgaria, France,

Italy and Spain) is of higher educational levels in Bulgaria, France

and Spain, whereas in Italy there is a relevant proportion of

people whose last title has been the one of the upper secondary

school. As to the fields of specialization, the four main areas are:

1. Educational; 2. informatics; 3. Social; 4. Letters/Arts. The

educational prevail in Bulgaria and in France, while the degree

in informatics is far higher in Spain, and the social studies are

strongly represented in France and in Italy.

The professional profiles declared encompass those highlighted by

the initial cross-country survey, plus some new ones.

And if, as already outlined, the “eInclusion” facilitator is practically

concentrated in Spain, one of the European countries that most

have invested in PIC (public internet centres), other profiles like

the “ICT animator” are equally emerging in Spain and in France, in

a country where also the “trainer” is widely diffused.

In Bulgaria dominates the “librarian”, while in Italy the “social

operator” is neatly prevailing, together with the Third sector

manager/expert, and the administrative staff (please see the figures

at the next two pages).

The learners are workers in the 85% of cases, what it is a good

evidence, if we consider the actual moment of economic and social crisis

(please see the figures at the next two pages).

However, there are great and evident disparities among the different

partners’ areas: in Italy the situation is much more precarious with higher

rates of volunteers, a smaller group of full-time occupied and a great

percentage of people who are active outside a telecentre, whereas, at the

opposite side, the Spanish context if more steady. Also the Bulgarian

context is not so florid. In between, the French situation. This reflects

also on the past experience and on the opinion about whether the

interviewed will work or not in the future at the actual telecentre.

The analysis of the scores of the average entry self-evaluations of

the learners of their own working skills, depicts a scenario of

professionals skilled in team working, handling and dealing with users,

problem solving, management of groups and public relations.

Nevertheless, if we watch the trends per country, apart from noticing that

the Bulgarian professionals self-evaluate themselves better than

anybody’s else, and the French worst (a cultural attitude? A much more

focused role of the French, internal to the centres), it is clear that:

1. In Bulgaria they feel skilled especially at handling the users, in team

work, problem solving and local mediation; 2. In France, team work and

management of groups; 3. in Italy and Spain, ideation and management

of projects, problem solving and cultural mediation.

The analysis of the scores of the average entry self-evaluations of the

learners of their own competences, highlights a picture whereby the

learners –efacilitators-and-or-similar think that they are good at

facilitating the users’ learning of basic software, their social and work

inclusion via Internet, the access to key public and private online

services.

The comparison per MS of belonging puts in evidence that:

1. In Bulgaria they feel skilled especially at facilitating social/work

inclusion of the users and access to key-services; 2. In France, at

facilitating users with different needs and their learning of basic software;

3. in Italy, at facilitating access to key-services and users with different

needs; last, in Spain, a bit all.

The profiles of the telecentres and/or other organisation (NGOs,

vocational centre, public library, etc.) where the learners are active are

wide. The location is primarily in rural contexts in Spain (followed at the

distance by France). Therefore, if the libraries dominate the Bulgarian

landscape, third sector centres/associations, public centres and libraries

populate Italy, nonprofit and learning centres, information and

employment entities regard France, and the Spanish context hosts the

highest rates of public centres and municipalities, at the side of the

libraries.

As to the activities, in Spain many activities are delivered at the same

time, whereas in France the peaks concern “face-to-face training

activities (on ICT and other topics” as well as “assistance to access

Internet” (also in Bulgaria and in Italy). (please see the following figures )
