1.Develop an understanding of the struggles, positions and perspec-tives behind what can be called “The Berlin Housing Question” and “The Global Housing Question”, across Global South and North and with the examples of Berlin and sub-Saharan African cities. Reflect on debates regarding the provision of housing, access to, and management of housing as well as housing as a human right. We’ll start with positions on housing, e.g. going back to Friedrich Engels and his 1872 book ‘The Housing Question’ and include current research on municipalist housing policies and related sectors in African and European cities, including Johannesburg and Berlin.

2. Develop an understanding of the current, dynamic housing situations in selected cities, incl. Berlin and Johannesburg, as well as the recent history of housing in these regions. Since the summer school takes place in Berlin, we aim to learn about and exchange and co-produce ide-as and information regarding a variety of Berlin housing production and development strategies. These include cooperative, non-profit, self-or-ganized, municipal, community-oriented, sustainable, mixed-use, partic-ipatory and integrative housing for refugees and others. Compare ap-proaches and experiences among different Berlin actors and initiatives, but also with other cities and urban stakeholders and actors through our jointly developed SDG exercise that co-produces knowledge about how and in what ways the ‘Housing Question’ is interrelated and interacts with the SDGs. Local experts will join this exercise and present their ex-periences and there will be visits to a number of housing projects as well as discussions on current policies, concepts, and texts.

Goals + Objectives3. Through documenting, studying, visualizing, analysing, comparing, and evaluating, the participants – Witwatersrand Urban Management, Architecture, and Urban Planning students as well as TU Berlin Urban Management students – will develop their own conclusions, ideas, and definitions in close collaboration with the local practice partners, local lecturers and experts, and TU Berlin and Witwatersrand staff with re-spect to a variety of approaches to developing and managing housing. We will be reviewing and documenting approaches and projects with respect to topics such as: government policies and regulations, own-ership and management alternatives, financing strategies affordability and social interests, exclusion and inclusion processes, participation, self-organisation and processes in housing production, community and neighbourhood orientation, ecological building methods, energy efficien-cy, integration and inclusion, and housing for refugees and other forced migrants.

4. A number of exemplary case studies will be reviewed, and through these significant approaches to developing and managing housing in Berlin will be compared, also in a further comparison from experiences and lessons learnt from sub-Saharan African cities. These local case studies and practice partners for the co-production on knowledge on sustainable housing include:

• Spreefeld: Mixed-Use Housing Cooperative (TUB students)• Alltag am Vollgut: Experimental, Temporary, Assisted and Affordable Housing Modules (WITS & TUB students)• Refugio Sharehouse: Integrative Refugee Housing and Culture (WITS &TUB students)• Stadt von Unten: local tenement and commercial development move ment and initiative (WITS students)• Haus der Statistik: Urban (Re)Development including a cooperative, local government and a city housing company (WITS & TUB students)
