1 PROGRESS DURING THE REPORTING PERIOD

This report covers the period between 1st Progress Report with the cut-off date on 17/10/2005 and this 2nd Progress Report with the cut-off date on 20/03/2006. In order to present the progress achieved brief outline of the implemented activities during the reporting period will be given below. Activity 1- Creation of media, education and NGOs platforms

Presentation of the project:

The project team created and established a new section related to EC CARDS Environmental Public Awareness Project within the existing web page of CESD (www.coor.ba ). The section represents online information resource of the projects activities which is being updated on a weekly basis. The Project Team will contribute and regularly update the content of the web portal.

The section has the following sub-sections:

Actual procedures of public participation: information and links to the relevant web pages containing BiH environmental issues and also links on most important international web sites in field of environment.

Public announcements: actualities such as information on EC CARDS projects activities which are implemented in BiH (including the information on EC Grant Scheme projects granted through the call for proposal Support to the Civil Society active in the Field of Environment); It also refers to the donor programs, training programs and actual call for project proposals.

Activities-Support to the projects target groups: Detailed description of each task-realized and planned activities

The Projects Time Schedule: Detailed table sheet containing projects time schedule together with all the acronyms mentioned in the table. The other part of this section is aimed on the future activities of the project.

Publications and published articles: articles related to projects activities published in daily newspapers and magazines, other environmentally related information etc.

Project reports: Through this part of the web section is possible to download all the reports approved by the EC Delegation in BiH which were prepared by the EC CARDS EPA Project

Aarhus Convention: Relevant publications and guidelines related to this Convention, its ratification and its ways of implementation in BiH.

The team has also submitted information about the project through means of NetNovinar web site and web site of Eko-Mrea Network.Assessment of current needs of each target group: The CARDS project team completed work on the assessment of the current needs of each target groups. For each target group the following has been defined, explored and reported:

Current interests, ambitions, scopes for the future

Ongoing activities, initiatives and donor interventions

Potential list of project interventions

The team pursued an iterative and participatory process with the target group key persons. The activities included:

Study of available reference documents

Interviews

Workshops

The team had prepared and submitted questionnaires to all target groups as basis for survey. For each target group the following areas have been covered by questionnaire:

Current interests, ambitions, scopes for the future

Ongoing activities, initiatives and donor interventions

Potential list of project interventions in relation to Aarhus convention

The team has also made analyses of reference documents containing activity plan, such as: National Environmental Action Plan, Poverty Reduction Strategy Paper, Local Environmental Action Plans (LEAPs), Education Strategy, etc. The team had looked for priority activities - projects already identified in those documents and added them to list of activities - projects identified within the scope of this activity.

In order to review present and ongoing activities and interest of the donors the team made visits to the donor community representatives in Bosnia and Herzegovina. The minutes from meetings with the donor community representatives are enclosed as Annex 1.1.

The findings have been summarized in the Report on Assessment of Status, Vision and Needs of CSOs, Education sector and Media. The report was presented and discussed with the target group representatives during two workshops. The objective of the workshops was to get a feedback from the stakeholders about the activities that are identified trough previous steps, to encourage the discussion on the subject matter and to finalize the list of activities. Discussion, conclusions and recommendations from the workshops are enclosed in the Report.

The following workshops have been organized:

WS for education sector representatives, 09.02.2006 - the subject of this meeting was The Environment in Curricula- next steps. The representatives of education sector were invited.

WS for ministries, media and CSOs, 13.02.2006 - the subject of this meeting was Implementation of Aarhus convention in BiH- next steps". The representatives of relevant Ministries, media and CSOs were invited.

See Annex 1.2 Draft Report on Assessment of Status, Vision and Needs of CSOs, Media and Education sector.

The draft report will be also discussed with the Advisory Body (Scheduled April 07th). The overall findings will be presented to donor community with aim to look for possibilities for further financing. The team will organize workshop in which representatives of the donor community will be invited (scheduled for May 10th).

Activity 2- Support to Media Platform and Environmental Raising Awareness among Media Target Group

The project team had continued to provide support to Media platform through preparation of information related to ongoing activities in environmental sector in BiH. The following dissemination of information activities was implemented:

Dissemination of information related to implementation of the projects awarded within the grant scheme: The EPA project team initiated starting of a Bulletin of the projects granted through the call for proposal Support to the Civil Society active in the Field of Environment. Purpose of the Bulletin is to introduce media and wider audience with activities of granted projects. It is scheduled four issues of the Bulletin.

Each Bulletin will content following information:

Review of realized activities and achieved results during reporting period

Planed activities in next period

No. 1 of the Bulletin contents summary of objectives, activities and expected results of project and No.4 will content short description of realized project activities and achieved results. There were certain delays in material delivering by projects so at the very end of reporting period EPA project team finally collected all necessary material for finalization of Bulletin. The Bulletin will be posted on environmentally related section named Environment within the existing web portal of Mediacentar NetNovinar (www.netnovinar.org ) and also will be delivered to members of project media platform. Description of all projects is posted on Environment section on web portal NetNovinar.

A copy of The Bulletin format and guidelines for its preparation is given in Annex 2.1. of this report.

Cooperation with these projects was also realized through the seminars for future journalists organized by CARDS EPA project. Three projects were invited to give press conference on seminars. LIR, Banja Luka, VESTA, Tuzla and CESD, Sarajevo prepared necessary materials and realized press conferences.

More information in reports on the training program for media enclosed as Annex 2.6 to this report.

Articles (1, 2 and 8) are result of Training for NGOs organized by CARDS EPA project. Articles (6-7) are regular column established in these magazines.

In order to raise environmental awareness of teachers a column is established in magazine for teachers Our school. An article Use, management and protection of soil has been prepared and will be published in next period.

Total of 55 out of 40 (indicator in log-frame of Inception report), articles, broadcasted programs and environmental information were posted in media from the beginning of the project (February 17, 2005).

Copies of the articles are given in Annex 2.4.

Based on initiative and assistance CARDS EPA project Radio Gacko has introduced environmental show once in a week. During reporting period the CARDS EPA team has prepared and regularly delivers background papers related to soil protection and waste management, energy saving and water protection.

Copies of the relevant documents related to dissemination of information to media platform are enclosed to this report as Annex 2.5.

The project team created and established a new environmentally related section named Environment within the existing web portal of Mediacentar NetNovinar (www.netnovinar.org ). The section represents online environmental information resource centre for journalists in the first place, and other stakeholders. The Project Team will contribute and regularly update the content of the web portal.

The section has the following sub-sections:

Legislation: Laws/regulations relevant for environment and water in BiH (on state, entity and cantonal level and Brko District), international agreements, conventions and protocols which BiH join in or ratified it,

Glossary: on-line dictionary of basic terms and part of Environmental Lexicon by CETEOR, Sarajevo,

Publications: published by most active institutions in field of environment such as Hydro-Engineering Institute-Sarajevo, CETEOR - Sarajevo, Regional Center for Environment for SEE (REC BiH), and ICVA - Sarajevo etc.

Training materials of CARDS EPA project and other

Directory of experts with list of most important individuals and institutions dealing with environmental issues in BiH aiming to help journalists in their work

Actualities such as information on EC CARDS projects activities which are implemented in BiH, articles related to environmental pollution in BiH, environmentally related international information etc. Links on most important BiH and international web sites in field of environment The CARDS EPA team has achieved to collect usefully information for media platform that has been disseminated to them as part the team supporting activities. The following has been achieved:

Contribution to the new environmental program named Eko eho on BH Radio 1. The EPA team provided the editor Ms. Sanela Habes with proposals of issues, names of contact persons from the project stakeholder lists and with related information and articles useful to prepare program for important environmental dates such as International Biodiversity Protection Day, International Water Day etc.

Contribution in public participation related to preparation of document National Action Plan (NAP) for B&H to address pollution from land-based activities. This document is prepared by MAP Office for B&H and conducted with the cooperation of UNEP/Mediterranean Action Plan (MAP), Athens, Greece. The main target of the activities on public participation and information during NAP preparation were to mobilize and ensure involvement of mayor actors relevant for the state of the environment of the Mediterranean and its protection as well as creating common approach to solving of environmental problems in Mediterranean region of B&H. The CARDS EPA team assisted on production of film on natural values and environment degradation and pollution of Mediterranean in B&H named Saved Mediterraneans beauties in B&H. Film was distributed to the schools, University and public companies in the Mediterranean part of B&H and was presented at the fourth National Stakeholder meeting in Mostar, October 5, 2006. The CARDS EPA team contributed on preparation of project web site and two issues of project leaflets with providing of relevant documents and information. The CARDS EPA team also has provided members of media platform with relevant information on the above project.

The training program:

During the reporting period the main activity has been the realization of 3 media training seminars at the universities of Banja Luka, Tuzla and Sarajevo (the last one also with participation of students from University of Mostar).

The 3 training session under the title Environmental Journalism took place in Banja Luka February 24, 2006, in Tuzla March 3, 2006 and in Sarajevo March 10, 2006.

A total of 78 students were trained during this first half round of seminars. In the inception report it was stated that a total of 40 students (8 training sessions performed, at least 5 participants each.).

The program for the 3 training sessions was basically built on the same concept, namely presentations by the CARDS EPA team members and a press conference.

Press conference at all 3 seminars was aimed at local environmental problems and it was made with 3 different CSOs. In Banja Luka it was LIR (EC CARDS Project Solving of medical waste problem in City of Banja Luka), in Tuzla VESTA/ Center for Ecology and Energy (EC CARDS Project Support to environmental policy development through public advocacy and active citizens participation) and in Sarajevo it was CESD (EC CARDS Project Sustainable Management of Vrelo Bosne Protected Area). The purposes of the press conference were several:

To train students in dealing with a press conference and to train them in asking critical questions,

To inform students about local environmental problems.

Besides, two side-benefits of the press conference training sessions:

To train the panelists to deal with the press.

To contribute to the CARDS EPA project cooperation with EU Grant Scheme projects

The participating students showed a higher degree of interests and were eager to discuss issues about the press and the environment in BIH. Evaluations from all 3 seminars showed in general high satisfaction with training program.

Reports on the training program for media and other background documents are enclosed as Annex 2.6 to this report.

Total of 4 trainings out of 8 was performed from the beginning of the project.

Activity 3- Support to Education target group Environmental Rising Awareness among Education Target group

School network:

The project team has continued to support education platform by different activities. Based on information collected through the questionnaires submitted to the schools, the team was identifying schools that have best practices in environmental education. The information collected are disseminated on monthly bases to the schools trough magazine P-plus. During the reporting period total of 3 articles has been published: December 2005, Primary school Simin Han, Tuzla Ecologists from Simin Han

March 2006, Primary school Izet abi, Vogoa Welcome to school of future

The copy of the articles from magazine 5Plus is given in Annex 3.1.

The team also supported schools in preparing lessons in which environmental issues are integrated. As response to the presentation given to the teachers of mathematics in Sarajevo canton, during the training performed in August, 2005, the team has been invited by primary school Veleiki heroji in November 2005, to assist in preparation of lesson in eco- mathematics for 6th grade. After consultation with the teacher the team has prepared set of exercises that treats the following issues: waste, water and air pollution. The team has also prepared introductory presentation with aim to raise sensitiveness of pupils in environmental issues. The lesson was structured as follows: 10 minutes of introductory presentation, 10 minutes group work on excursuses, 5 minutes presentation of results by each group and 20 minutes discussion about results.

The copy of the exercises and introductory presentation is given in Annex 3.2. As response to the presentation given during the Conference on Sustainable development, Tuzla December 2005, the team has been invited to assist to Association of teacher in developing concept of the conference on Education for sustainable development. The team had several consultative meetings and phone discussions with the President of the Association, Mrs. Mevlida Altumbabi that resulted with the full proposal for the Conference, and agreement that CARDS EPA team will support the realization of the conference with its expertise. The conference is scheduled for April 2006.

The copy of the conference program is enclosed as Annex 3.3.

The CARDS EPA Team Leader Ms. Azra Jaganjac held a lecture for approximately 40 teachers of primary schools at Mostar. The event was organized by II Primary School in Mostar on 22nd of November. The presentation given was focused on preventive measures that each citizen can do to protect environment and it was called What everybody can do to save the Earth. The CARDS EPA has demonstrated how to influence the pupils conscience through everyday lessons all aiming to reach as many pupils and future generations in having strong environmental awareness. The presentation is enclosed to this report as Annex 3.4. EPA Team continued to follow up on education reform in BiH all aiming to introduce an interdisciplinary approach teaching environment into new curricula on all levels i.e. to involve environmental issues or environmental awareness issues in every day lessons in schools and faculties. EPA Team members, due the invitations, participated on numerous hearings and debates related to this thematic.

IUS-International University of Sarajevo-opening ceremony; Sarajevo 18.10.2005. CARDS EPA Team Leader Ms. Azra Jaganjac arranged with the Dean of IUS to take part in development of the environmental curriculum for senior students of the University.

Faculty of Political Sciences, University of Sarajevo, 28.10.2005: Master degree by Mr. Himzo Popovi on subject Policy of environmental protection in BiH. CARDS EPA Team Leader Ms. Azra Jaganjac was a co-mentor on subject development therefore participated as the member of Masters Degree committee board.

University of Sarajevo 10.11.2005, the representative of the EPA Team Ms. Sanda Midzic-Kurtagic attended the Workshop-Bologna Declaration-Reform of Higher Education Quality with a theme Norwegian approach on Bologna implementation: The quality reform which was organized by University of Sarajevo, NORAGRIC-Department of International Environment and Development Studies and UMB-Norwegian University of Life Sciences. During this workshop, this was attended by 144 representatives of University of Sarajevo Faculties, three representatives of the Faculties of University of Sarajevo and representatives of the Universities from Norway, who are in a process of implementation of the Bologna Declaration, held a brief presentation on overall goals and ongoing achievements. This event was of particular interest for the CARDS EPA project as the development of environmental curricula has been presented.

Workshop of the Tempus project on the subject of joining BiH universities to Bologna Declaration; Sarajevo 05.12.2005. The workshop was organized by WUS Austria-Sarajevo for all representatives of the entire BiH academic community. CARDS EPA Team Leader Ms. Azra Jaganjac took active role at this workshop and on academic debate organized in National University Library on 12th on December 2005.

Reform of higher education in BiH;- Hearing in the Parliament of BiH, Sarajevo 16.12.2005. This event was also followed up by CARDS EPA Team Leader Ms. Azra Jaganjac. Main topic was the higher education law that was thoroughly discussed.

Scientific events

World Congress of Humanists: Humanism, Peace and Globalization, Dubrovnik-October 23-26. 2005. Congress was organized by the International League of Humanists in Sarajevo. CARDS EPA Team Leader Ms. Azra Jaganjac, together with team members Ms. Sanda Midi-Kurtagi and Ms. Djana Mei participated in this program with presentation of scientific paper on: Attitude of mankind towards Nature has become a Foremost Issues of Human Existing.

10th European Ecological Congress, Kusadasi/Turkey, November 08-13.2005.

The congress was organized by European Ecological Federation, Turkish Ecological Siociety, Ege University Center for Environmental Studies. CARDS EPA Team Leader Ms. Azra Jaganjac took active part at Congress with the paper on Electric Power Generation from the Biogas of the City Landfill in Sarajevo which was created in cooperation with University of Sarajevo, Department of Science and Public Utility Services Rad Sarajevo. She was also nominated by organizing committee to conduct two other sessions at the Congress.Minutes and reports form the events related to education reform are enclosed to this Report as Annex 3.5.Education material:

During the reporting period the team has prepared first draft of a didactical training material to be utilized as the textbook for senior students at all universities of BiH, Departments of teachers training, and also to be available for all teachers in primary and secondary schools in BiH. The material is collected in a training binder with the following headings:

Activity sheets

It is the intention to keep the material short and precise. We like to provide the teachers with precise information and links to further information. This information will give the teachers a background for the subjects. This is presented in the format of resource sheets. These give 2-3 pages of background information for the subject as well as links to the internet for extended information search.

The activity sheets are description of tasks to be given to the pupils. The sheets include instruction, working methodology and solution/answers.

The training material as described above has been distributed to a number of training institutions for comments and based on these a final version will be prepared.

The draft version of the manual for teachers is enclosed to this Report as Annex 3.6.Teachers training:

Based on expression of interest of Heinrich Bll Foundation the CARDS EPA team contributed to the Teachers training for schools from six municipalities. The training had aim to improve teachers' knowledge on introduction of environmental curricula at the education system. The training has been implemented within a framework of cooperation with Kulturkontakt- Austria. The training was performed during November 11-13, 2005. Total of 26 participants were present at the training. This was a second out of eight training envisaged in the logical framework of the project.The presentation given, list of participants and Agenda of the training is enclosed as Annex 3.7.

Based on cooperation established with Pedagogical Institute of Canton Sarajevo, the CARDS EPA team participated in the trainings for teachers, Neum, 24-27 of January, 2006, organized by Pedagogic Institute and Cantonal Ministry of Education and Science,. The training has been organized for around 300 teachers of Biology of primary schools (64) and teachers of Technical Vocational Education Secondary Schools (222) of all Cantons from FBiH. The CARDS EPA team representative Ms. Jasminka Avdi participated at the trainings where the CARDS EPA project has been presented and gave a lecture on Education and Environmental Awareness.

The presentation given, seminar program, report and list of participants at the trainings are enclosed as Annex 3.8.

During the November and January, the EPA Team held a numerous meetings with representatives of educational sector, ministries and pedagogical institutes and universities from entire BiH area, all aiming to arrange the serial of seminars for senior students of teachers training departments. Therefore, the meetings were concentrated on getting an approval first from the ministries and then from the universities. The list of meetings follows:

14.03.2006- Mostar: University of East Mostar Demal Bijedi and University of West Mostar

During March 2006 teachers training was implemented in the following institutions:

03.03.2006-University of Tuzla (Faculties of Art and Science);

13.03.2006-Universities of Banja Luka (Faculties of Art and Science) and Bihac (Teachers

Training College);

15.03.2006-University of Sarajevo East/Pale (Faculty of Art);

18.03.2006- Universities of Sarajevo and Zenica (Faculties of Art, Science, Faculty of Sport and

Physical Education , Teachers training colleges-departments in Sarajevo and Zenica, Faculty of Fine Arts);

20.03.2006-Universities of East and West Mostar;

Each training seminar was attended by 39 to 97 students. The core part of the training consisted of a presentation of the training binder and the considerations on how to strengthen the environmental awareness among primary and secondary school students in BiH. The lectures presented different ways of including environmental issues in the existing curricula. For this purpose the training binder has been elaborated, and it was demonstrated how to be used through various activities which promote number of student skills, including relevant IT skills, through variety of ways working with the material. These activities will aim to promote participatory learning where the students input is valued and where there are opportunities for students to work co-operatively with other students and with a teacher. All activities will be cross-curricular and interdisciplinary. Teacher will be trained to select those, which are appropriate to their subject.Students and academic staff from the university show considerable interest for the subject as well as the options for utilizing the material as part of their own teaching.

In the autumn 2006 it was foreseen to hold one more round of training seminars at the universities mentioned above. In the mean time the training material as well as the training set-up will be revised and the final version will be ready for the seminars in the autumn 2006.

After the first round of the training program in March and upon the previous brainstorming during the workshop on education held in February, it was concluded not to make another round of training seminars at the universities, but to organize a workshop for professors of didactics at the universities in BiH, representatives in Pedagogical institutes, ministries of education and Teachers Union. At the workshop, final version of the manual will be presented all in order to be accepted as the textbook at the universities as well as for the actual teachers in schools round BiH. EPA Team will do their best to find the sponsor for printing this original material in sufficient number of copies. This intention will be raised to the EC Delegation level to be approved.

Total of 7 trainings out of 8 was performed from the beginning of the project.

The reports from the trainings for future teachers are enclosed as Annex 3.9.Eco-School.

In November, the project team selected the primary school "Alija Nametak" from Sarajevo as a pilot one for implementation of the Eco-School program. The choice was based on previous activities of the school in the filed of promoting environmental awareness among pupils and wider community, as well as its practical activities on environmental protection (improvement of school grounds and surroundings). In order to familiarize school teaching staff with the concept of the Eco-school program and the approaching activities the project team organized project presentation on January 6th 2006. The project team introduced the teachers with methods, work tasks and dynamic plane of the realization of the Eco-school program. The teachers accepted the project with an enthusiasm and approval.

The project team prepared an official agreement on cooperation on the implementation Eco-school program in the school "Alija Nametak". The agreement was signed by both sides on March 10th 2006.

After signing of the agreement the project team together with school principal and the teacher appointed by the school as program coordinator started activities on establishment of the Eco-Committee. The Eco-Committee members have been recognized and in the coming period the Committee will be officially established.

The project team has prepared the draft checklists to help school to conduct an environmental review. The team prepared two kinds of checklist, one for full formal environmental review to be conducted by the project team and Eco-Committee members, and the other one, which is informal and simple to be conducted by the pupils themselves. The checklist cover all the main areas recognized as ones that school can have environmental impacts, such as litter, energy use and management, water use and management, waste management, healthy living, transport and school grounds. These checklists are designed in accordance with those recommended by Eco-school program in United Kingdom. In coming period the checklist will be discussed with Eco-Committee members, and eventually amended to complement the school main environmental issues.

Minutes from the meeting, including draft version of the check lists are enclosed as Annex 3.10. Activity 4- Support to NGO platform for public participation and access to information

Activity 4 is designed to build NGO capacities trough training and interactive learning process that will be exercised through public participation processes. The Activity 4 represents combination of training and assistance to the NGO community through Advisory centre.

Training of NGOs:

In the period 02-06 December, 2005, NGO training was held in the premises of the education Center avle at mountain Igman near Sarajevo. This training was organized in close cooperation of three EU projects:

CARDS Grant scheme project "Coordinated Actions of NGO'S in Following and Impact on Environmental Policies"

CARDS "Environmental Public Awareness Project"

CARDS "Support to EIA Directive "

Total of 26 participants has been present, including lecturers. Among 26 participants 15 of them presented NGO target group. The team has provided training to the NGO sector on public participation generally contained the following:

Public participation and access to information in BiH legal system, obligations and rights

Methodology of public participation How to provide qualify response during public hearing related to licensing and EIA.

How to communicate with media

It was three working days long inter-active training that combined theoretical and practical exercises. The first day of the training was devoted to strengthen the NGOs capacities in the public participation and access to information. After three presentations prepared by CARDS EPA and EIA experts the participants had the opportunity to exercise the lessons learnt. Second working day started with group working. Participants of the training have reviewed the application for license submitted to the ministry for Physical Planning and Environment in FBiH by the company "HP INVESTING" d.o.o. for construction of the asphalt base, location Raevac in South-eastern area of Mostar municipality. The application is analyzed based on the methodology presented in Analysis of the applications for EIA and integral license. After finalization of the working group session, a second part of the training devoted to communication with media had started.

The report on the training is given in Annex 4.1.

Advisory Centre:The first case study of the Advisory Centre was initiated during the training for NGOs on Igman. The project team has provided assistance to the NGO representatives to make formal and core analysis of the application for license for construction of the asphalt base. The participants have prepared written comments that have been sent officially to the Federal Ministry of Physical Planning and Environment. Mr. Stjepan Mati, representative of NGO Movara attended the public hearing procedure in Mostar during which he presented comments made by NGOs.

Copy of the Letter to the Ministry is enclosed to the report from the training given in Annex 4.2.The second case study was also initiated during the training for NGOs in Igman. After completion of the first day presentations the participants made analyses of the public participation processes that are currently in practice in both entities and District Brko, in accordance to criteria presented Criteria to evaluate success of the public participation:

Involvement of the public in the early phase of the process

Usage of different mechanisms for public participation

Techniques of public participations adjusted to situations

Feedback collected during public participation processes

Involvement of all interested parties/stakeholders

Transparency

Public contributes to a final decision

Mechanisms for solving misunderstandings and consensus achievement

Based on evaluation made the participants took the opportunity to prepare joint initiative letter addressed to both ministries of environment in FBiH and RS, as well as District Brcko asking for more transparency in the EIA and environmental permitting process suggesting how the current practice can be improved. Until end of February, no specific response to this initiative has been received from the ministries. CARDS EPA team used the opportunity of the final CARDS EIA project conference to give this letter directly to the representative of Federal Ministry of Physical Planning and Environment Ms. Almira Kapetanovic and representative of Ministry of Urbanism, Civil Engineering and Ecology in Republika Srpska Ms. Radojka Popovic, on which they promised to check with their colleagues from the ministries why they did not respond to the initiative. However, as response to the initiative during the March, 2006 the Ministry of Physical Planning and Environment improved their practice by redesigning their web page in which information required has been posted. The Advisory Centre will follow to monitor progress on this issue during coming period.

Copies of the letters are enclosed to the report from the training given in Annex 4.3.As part of the activities on coordination of the Grant scheme projects and cooperation with the CARDS projects and NGO community the project team has achieved cooperation and synergy of the activities with the following projects:

EC CARDS Grant scheme project "Coordinated Actions of NGO'S in Following and Impact on Environmental Policies" managed by ICVA. Mrs. Midzic-Kurtagic, LT1 NGO expert, has participated on the ICVAs coordination meetings with NGOs, on November 14th, February 10th, and March 15th. The activities of the environmental NGOs were focused on monitoring of the Strategy for Reduction of Poverty in BiH, chapter Environment, and comments made on proposal for preparation of Law on Waste Management of BiH. The CARDS EPA representative gave legal and technical advises to the participants during discussion. EC CARDS Grant Scheme-CESD Sustainable Management of protected area of Vrelo Bosne, Project; 07-09.12.2005. CARDS EPA Team Leader Ms. Azra Jaganjac and Ms. Birthe Tesdorph-Sorensen, CarlBro project manager attended the first day of the Workshop on EC CARDS Project Sustainable management of protected area of Vrelo Bosne, implemented by the Centre for Environmentally Sustainable Development-CESD from Sarajevo, as a part of the EPA Projects monitoring activities on EC CARDS grant scheme projects. During the workshop, experts paid a special attention on natural resources and values of the Vrelo Bosne area, its cultural and historic values and on public participation in management plan development. Having in mind the monitoring activities of the EC CARDS grant scheme projects, Ms. Jaganjac attended this workshop all in purpose to be fully acquainted with the projects activities and properly follow it up.

EC CARDS Grant Scheme Project We go further-Fondeko;Sarajevo-14.12.2005. At this meeting CARDS EPA and Fondeko team met their mutual interests and agreed on content of the educational materials as the outputs of both projects to be covered: kindergarten, primary and secondary school level by Fondeko and higher education by EPA Project. The Fondeko representative took active role during workshop for education sector representatives, 09.02.2006 - the subject of this meeting was The Environment in Curricula- next steps. EC CARDS Grant Scheme Project BIH Eco-Diary-Internews : The representatives of the Internews visited the CARDS EPA team in order to discuss possible cooperation and level of involvement of the CARDS EPA team in the grant scheme project The Internews is going to prepare 24 parts of 10 minutes long TV shows, through which different environmental problems of BiH will be addressed. It was agreed that the CARDS EPA will contribute to the following subjects:

The TL to the Environmental education and Sustainable development

The LT1 to the Environmental education and Impact of industrial pollution to environment

The ST to the Water management- drinking water

The CARDS EPA team made some suggestion for improvement of the basic concept and suggestion to make interviews with school and industrial representatives relevant for the subject matter.

EC CARDS Grant Scheme Project Strengthening the Role of Environmental NGOs in BiH, Young Researchers Form Banja Luka. The CARDS EPA team contributed to the organization of the training for NGOs held in Sarajevo-Ilida on March 18-19th, 2006. Mrs. Jasminka Bjelavac, LST prepared presentation in which procedure of public participation and results on survey of level of involvement of NGOs in public herrings were elaborated. Total of 16 participants coming from 11 NGOs attended the training. EC CARDS Grant Scheme Project Support to environmental policy development through public advocacy and active citizens participation, VESTA/ Center for Ecology and Energy. The CARDS EPA team agreed with the grant scheme project to utilize training material developed by the CARDS EPA team for the training on Public Participation and Access to Information. The training material was further disseminated to the participants of trainings organized by the grant scheme project Advocacy for development of environmental policies 21-22, 24-25, February 2006, Tuzla. Total of 30 NGO representatives were present.

EC CARDS Recycling Project-Sarajevo, 17.11.2005., The three CARDS project Recycling, EPA and EIA has discussed possibility to make joint action in addressing problem of using tyres as alternative fuel for cement factory in Kakanj. The meeting was held at Kakanj Cement Heidelberg Group in Kakanj on 14.12.2005. The meeting was organised to explore the possibilities for CARDS projects activities in connection with the environmental permitting procedure of the Kakanj Cementara. The PA project explain that within its TOR can support the local communities, NGOs, in their assessments of applications to ensure that all aspects from environmental and health points of view are considered. The CARDS EPA also explain to the cement factory that there is possibility to organize debate on the subject meter (scheduled for June) and that the cement factory can use potential of Netnovinar web site inform public about their initiatives to improve their environmental performances. The final agreement related to this issue is not achieved within the reporting period. EC CARDS Project Technical Assistance for Compliance with Environmental Impact Assessment Directive :On the 27th of February, 2006 Final Conference of EC CARDS Project Technical Assistance for Compliance with Environmental Impact Assessment Directive was held. Purpose of this Closing Conference was presentation of the projects results. EC CARDS EPA Project had closely cooperated with this project during its implementation what was mentioned several times during the Conference. These project teams had cooperated on 2 trainings:

Training for media in BiH Media, Environment and Poverty, September 2005

Training for NGOs Participation of non-governmental organizations in public debates and communication with media, December 2005

On second training Analysis on efficiency of the public participation procedure implementation was conducted. Formal addressing has the character of initiative for procedure improvement, and it represents part of the activities of the Advisory Centre.

Conference on Sustainable Development, December 2005. Based on the invitation from NGO network Referentna grupa from Tuzla, to participate on the conference Sustainable development, the CARDS EPA team, as part of their activities to support NGO platform, gave the contribution to the conference through:

Presentation on Education for Sustainable development, prepared by CARDS EPA LT1,

Participation at the conference working groups

Discussion on different items during the Conference.

Total of 50 participants was present at the conference, representing different stakeholders /CSOs, government, industry). Many participants expressed their opinion that the conference was very informative and educative for them.

Copies of the reports on coordination of the Grant scheme projects and cooperation with the CARDS projects and NGO community is enclosed as Annex 4.4.2 FUTURE PLANNING FOR THE NEXT PERIOD OF TIME This section will briefly outline the activities planned for the period between 17/10/2005 (cut-off date of this report) and 17/03/2006 (cut-off date of the next Progress report).

Activity 1- Creation of media, education and NGOs platforms

Assessment of current needs of each target group

The CARDS project team will organize workshop during which the Report on Assessment of Status, Visions and Needs of the CSOs, Education sector and media will be presented to the donor community. The workshop is scheduled for May 2006.

Activity 2- Support to Media Platform and Environmental Raising Awareness among

The Dissemination of information component is a continuous activity throughout the project.

It is planed to target both print and electronic media by the following specific activities:

Preparation of articles for school children magazines

Preparation of articles for regularly column in specialized magazines Contribute and regularly update the content of environmentally related section named Environment within the existing web portal of Mediacentar -NetNovinar. Preparation of environmental news and articles that will be regularly posted on the project web site

Contribution to preparation of radio or TV programs

Preparation of articles for daily newspapers and other magazines

Dissemination of information interesting for journalists of media platform

Dissemination of Bulletin of the projects granted through the call for proposal Support to the Civil Society active in the Field of Environment and other relevant information to the media platform and on environmentally related section named Environment within web portal of NetNovinar.

The training program:

The training program is aimed to build capacities of future and existing journalist to take active role in environmental reporting. The second series of seminars for future journalist- students will be organized in cooperation with Universities, Faculties of Journalism in Sarajevo, Banja Luka, Tuzla and Mostar. Trainings for media are scheduled for November 2006.

Activity 3- Support to Education target group Environmental Rising Awareness among Education Target group

School network:

The project team will continue to work with schools and assisting them in developing environmental curricula. The team will encourage schools to perform joint environmental activities. School representatives will be further contacted with aim to collect information about their best practices. The information collected will be published in "5plus" magazine for children. Teachers training

Eco-School.

During May and June the project team will conduct an environmental review (or audit) using prepared checklist to provide a baseline assessment of the schools current position in relation to environment. The environmental review will serve as basis for the school's Action Plan, assisting the school to decide where the changes are necessary. Heaving in mind that development of the action plan is planned for and of September and that the school your starts in the middle of September, this activity will eventually have to be prolonged for the end of October keeping the whole project within the scheduled timeframe.Activity 4- Support to NGO platform for public participation and access to information

Advisory Centre:

The Advisory Centre will continue its assistance to the CSOs community in access to information and active their participation in public hearing procedures. The CARDS EPA team will look for the further opportunities to correlate work of the Advisory Centre with the EC CARDS grant scheme projects. 3 PROJECT MANAGEMENT AND MONITORING OF THE GRANT SCHEMEThe first progress has been submitted to EC Delegation in BiH on October 20th 2005. The first visit of monitor was accomplished on December 27, 2005. The project is evaluated by the EC monitor as B - Very good the monitor gave some recommendations that have been taken into account and implemented during this reporting period. Monitor recommendations related to project promotion on Eko-mrea network web site are accepted. Additional information on project activities are posted as well as link on project web site. During the reporting period the International Short-Term expert (IST) Mr. Stefan Kati has been engaged on Activity 1 Creation of media, education and NGOs platforms (Assessment of current needs of each target group) and Activity 2 Support to the Media Platform and Environmental Raising Awareness among the Media Target Group (Dissemination of Information and Media training program). Mr. Katic completed his mission in period January 15 March 16, 2006

Mr. Kati, IST, mission report is enclosed to this report as Annex 5.1The International Short-Term expert (IST) Mr. Paul Ravn Jepsen has been engaged on Activity 1 Creation of media, education and NGOs platforms (Assessment of current needs of each target group) and Activity 3 Support to the Education Platform among the Education Target Group (Education material and Teachers training program). Mr. Ravn Jepsen completed first part of his mission in period January 10 March 21, 2006

The Second Meeting of the Advisory Working Group-AWG was held on November 16th. The meeting was attended by 19 participants, representatives of the three targeted groups and ST experts of the EPA project. First part of the meeting was devoted to the presentation of the EPA project progress for the period June-October 2005 and future activities in all three sectors. The presentation has been given by EPA Team Leader Ms. Azra Jaganjac. The presentation was followed by a discussion on the projects results by the AWG meeting participants. The following issues have been discussed:

effects of the project at different region of BiH

problems with media capacity building

problems related to communication with education stakeholder in RS.

The meeting was closed by a discussion on the future activities of the EPA project, grant scheme monitoring activities and public awareness component in other similar projects.

The report from the Second Meeting of the Advisory Working Group is enclosed as Annex 5.3.

The project team members had several consultative meetings with EC delegation. The minutes are enclosed as Annex 5.4.

There ware no substantial changes in the budget specified in the proposal. As far as incidental expenditures considered we proposed that some additional expenditures types (additional compared with the types outlined in the original ToR) are included in this budget line.

During the reporting period following requests for incidental costs budget line expenditures have been approved:

Request to use 2.231,31 Euro (4364,00 KM) from incidental expenditure related to organization and implementation of training for CSOs (December 2-5, 2005) is approved by European Commission Delegation in BiH on November 24, 2005.

Request to use 3.920,00 Euro from incidental expenditure related to organization and implementation of two workshops for CSOs, media and education sector (February 9 and 13, 2006) is approved by European Commission Delegation in BiH on February 7 and 8, 2006.

Request to use 2.250,00 Euro from incidental expenditure related to organization and implementation of media training program is approved by European Commission Delegation in BiH on February 20, 2006.
