The history of the Central portal

• Origin of Central portal came from year 2003 – www.obcan.sk

• Life situation Lexicon

• First eGovernment services available since 2006 – portal.gov.sk

• 400k filing a per year, 24k users

• Today is 18 eGovernment services – www.slovensko.sk

• General filing

• Services for Entrepreneurs register

• Services for Business register

• Reports from Cadastre register

Central portal of Public Administration

What the Central portal will offer:

• Main entrance for citizens, entrepreneurs into „world“ of Public

administration (PA) to access electronic services of PA

• The Place - where citizens will find all update information about PA, its

agendas and life situations at their fingertips

• Run central payment module to allow on-line payment for administrative

charges

• Run data mailbox as a tool for trustworthy electronic communication

between citizens/entrepreneurs and PA

• Provide common infrastructure for communication among institutions of

the PA, agenda’s systems, commercial sector and e-government services

The principles of development

• Architecture is based on modules and components

• 50 technological blocks (at the end of the project)

• The gradual releasing of functionality

• Parallel eGovernment projects required integration

• Managing identification and authentication (IAM) – integrated with eID

• Electronic mailboxes (eDesk)

• Electronic forms (eForm)

• Notification module (eNotify)

• Web GUI and content management (PK)

• Central electronic Office of filing (CEP)

• Electronic payment module(MEP)

• Module for long-term electronic records storing (MDUERZ)

• Module for electronic delivery and publishing decisions (MED)

• Contact center (KC)

• Module for integration and communication of agenda’s systems, reference registers

of PA (G2G)

• On of the most important view of Central portal will be

life situations

• State works via agendas

• People live in reality – particular situation, problems solve within this

situation

• Life situation and its solution is in many cases cross agendas

• New Central portal has updated content

• We are creating broader Editorial Board to maintain content

• Creation of electronic mailboxes in the date of the force of

law

• 5.200.000 electronic mailboxes

• 4.600.000 for citizens above 18

• 300.000 for legal entities

• 5.500 for public institutions

• Mandatory activation in the date of the force of law

• 5.500 electronic mailboxes for public authorities and institutions

• Mandatory activation within 2 years in the date of the force

of law

• 200.000 electronic mailboxes companies, civic associations,

foundations, political parties

• Optional activation for citizens and tradesmen

• Register of legal entities (other then public administration)

• Electronic Identification card

• ES for national vehicle registration,

• ES of cadaster, ES of public procurement, ES of General prosecution
