Project title:
Empowering unorganized women workers and Adolescent girls as potential Income
Generators and Budding Contributor for Environment protection
Objectives:
To mobilize unorganized Women labours and adolescent girls as a workers group
To promote a technical system for Waste Management
To pilot a energy efficiency model
To empower the unorganized women works as a potential financial contributor
To create awareness on environment protection
To promote Environment Sustainability
Duration of the project:
1 Year (January’2016 – December’ 2016)
Beneficiaries:
Unorganised women workers and adolescent girls from 23 Panchayats of Mugaiyur block are the
beneficiaries of this project. These identified beneficiaries are between in the age group of 18 to 60
who age migrant labours, bonded labours, unorganised labours, Quarry workers, widows destitute
and enemployed adolescent girls.
Act Intervention, Need of the Project and Beneficiaries’ involvement in the idea planning:
Act has been working with in the Mugaiyur region since 1983 through range of programmes such as
Women empowerment, Child rights and protection, Promotion of Organing farming, Non formal
Education, Dalit rights, etc.,. Beneficiaries of this project were also part of the families in which
ACT’s previous Programmes focused. These beneficiaries were also undergone trainings in ACT on
the concepts of Self Help Group Movement and Account keeping. Thus, ACT has played the role of
training institution among these beneficiaries previously.

ACT had the concept solid waste management as one of the prime element in its future
programmes. During varies community meetings of ACT, the concept of earning income through the
wastages was expressed by the communities from Mugaiyur block. Thus this project idea of
“Enabling women and adolescent girls as income earner through solid waste management” was
evolved.
Several rounds of discussions were held with the beneficiaries in each of the panchayats of
mugaiyur block to evolve the project concept. Representatives of beneficiaries from each panchayat
was involved in the project idea Planning.

Context of the project:
The project is proposed in Mugaiyur block of Villupuram district, Tamilnadu state, India which is
identified as backward blocks in the parameters of poverty, education, health and industrial
establishment ( Ref: www.tn.gov.in/spc ).
11873 families are living below the poverty line in this block. Agriculture is the main occupation of
these families. Due to the monsoon failure even agriculture is not the source to earn the daily bread
of the people now a day. To manage the financial crisis, these people go for daily wages and some of
them migrate to nearby states or city in search of jobs. Among these workers women and adolescent
girls are the one who affected most.
The workers involved in unorganized labour work are involved in unprotected labouring. These
workers also migrate frequently in search of job. Because of the frequent migration in search of job
also affects the education of the children. Some of their children are forced to work in a unsafe
situation. Their capacity to think for another stable income source is very low or nil.
The low income they earn from unorganised labouring, they could not meet their family expenses
completely. They are unable to afford to provide nutritious food to all the family members. They
maximum live in a hut. Their health practices unhygienic. They drink and use the water which is
available at the working place which makes them to fall in sick frequently. They also do their
defecation near to their living place which is the main cause for the spread of diseases.
This project indents to address the main problems that the unorganised women workers face often.

Receipt of Fund and Its Realisation:
As per the project agreement the one year approved budget was splitup in two installments. i.e
Rs.936152 and Rs. 744201. The first installment 12916 euros was received in FCRA account of
ACT on 19th January 2016. The Second installment 9960 euros was received in FCRA account of
ACT on 16th September 2016. As per the Manos Unidas policy the exchange difference of the
amount Rs.167915 is kept unspent in ACT’s FC account.
Initial process to start the programme:
The base line survey was conducted in the targeted area to knoe the socio economic condition of the
families. The study was also desiged to calculate the quantum of wastages which can be collected in
each panchayats. Each panchayat is consisted of minimum 500 families to maximum 2500 families.
Eachfamily in the panchayat throw minimum of 1kg wait in a day. This is very common in the
proposed area of the project.
Following are the major findings of Base line study
The project is proposed in Mugaiyur block of Villupuram district, Tamilnadu state,

The population of the proposed blocks is 196414 among them99341 are male and
97073 are female. 11873 families are living below the poverty line in this block. Agriculture
is the main occupation of these families. Due to the monsoon failure even agriculture is not

This study was used to identify the beneficiaries and form the groups in the villages.
This study also helped to identify the locations where the garbage are disposed and the
quantum of garbage produced in each villages.
Mobilisation of local contribution in Kind and Cash:
For the construction of waste management pits, beneficiaries will contribute their labouring for the
earth work as well as construction of pits. This manpower contribution will be worth of Rs.5000 (as
mentioned in the quotation of construction of waste management pits).
In purchasing the tricycles, ACT will contribute Rs.1000 per tricycle from its local income (Income
from its agriculture Land).
Activities Carried out successfully in the project area ( January – December’2016)
Starting Process of village level Intervention:
Administrative level meetings were conducted and discussed about the implementation
of the project. Action plan for one year was developed in the meeting.
Meeting with the stakeholders such as panchayat president, Ward members, SHG
members, Bank officers and government officers were held and the opinions were collected

Appointment of Staff
Potential people were identified and appointed as a project staff by ACT after the
approval of the Board members. Programme coordinator, Cluster coordinator, cluster level waste

Details of Purchase of Vehicles
The quotation for the four wheeler vehicle and Trycycles were collected from different agencies
located in different places in Cuddalore and Villupuram. Then the quotation was finalised as per the
low quoted amount. The 23 tricycles were purchased in Ravi Industries, Villupuram and the four
wheeler was purchased in Sanhalaya Motors, Cuddalore. Over all the four wheeler vehicle cost
500639INR. Trycycles cost 3,68,000 INR(Including local Contribution).

Identification of Common place in the villages:
Common place was identified in all 23 villages to construct waste management pits and to segregate
the wastages as degradable and non degradable. In some places the place was given by the local
panchayat authority(Panchayat President). In some places the commonplace was given by one of
group member.

Permission for the Pit Construction from the panchayat
Waste Management bits in the size of 10“x 6“were constructed in 23 panchayats for processing the
waste into products. It is constructed with the contribution of project, Community and ACT. This pit
was constructed in each panchayat in a common place which was allotted by local panchayat and
government officials for the purpose of solid waste management by letter.
Construction of Waste Management Pits:
Waste Management Pits are constructed in 23 villages in a common identified place.the size of the
each pit is 10*6. The members of the workers group contributed Rs.5000 worth labouring during the
construction of the pit. The degradable waste are processed in this pits and produced as vermin
compost.
Distribution of Materials to the workers group:
In order to collect the wastages at panchayat level, the tricycles were distributed to the workers
group. Fr. Arumaiselvam, Director- PMSSS handed over the tricycles to the group members. The
tricycles were given to the group after making the legal agreement between ACT & Respective
workers group. The agreement says that at any situation the tricycles should not be used for
individual’s benefit.

Use of vehicle
Four Wheeler Vehicle
Four wheeler vehicles was purchased for the purposes of collecting wastages in all the panchayat
and bring to the block coordination centre to process for the recycling. The vehicle was purchased in
the name of ACT, and the whole responsibility of parking and maintaining is taken care by ACT.
The cluster level waste collector is a trained person in four wheeler riding. He will be using the
vehicle to collect the wastages. After usage the vehicle will be parked in block coordination centre
which is in the premise if ACT.

The tricycles were issued to the groups after making the agreement with the group saying that the
vehicles will not be used for the personal purposes at any cost. The person who is trained in handle
the tricycle is the responsible person to maintain the cycle in the villages.
Collection of waste and processing them for sales:
On weekly basis the group deputes 2 to 3members and collect the wastages in the villages by using
the tricycle. They gather all the wastages in a common place and segregate them as Degradable and
non degradable. The degradable wastages are dumbed in waste management pits for vermin
compost and the non degradable wastages are sent to ACT for recycling purpose. ACT collects all
the non- degradable wastages from all panchayats and sends to purchasing agencies. The income is
distributed to the groups as per the quantum of wastages they collected for recycling.

The workers group in each panchayat is consisted of 32 women and adolescent girls. All the
members of workers group in each panchayat is involved in waste management activities in their
respective panchayats. Each day 12 to members will involve in the waste management activities. In
a week time, one member is having at least 3 days of work in the waste management unit and is paid
for the work.

Sharing of Income earned by the activities:
Each member is provided with the card in which the wastages collected by the individual and the
time the individual worked will be recorded. After the sale the individual will be paid for both the
waste collected and the time worked in processing the wastages. Apart from the individual card each
group is the villages in also given a format in which the details of recyclable wastages they sent to
block coordination centre is recorded. After the sale the amount for the wastages is given to each
group and they will distribute among group members. Register is maintained in for collection, sales,
Income earned and the expenses made.

IEC Materials Preparation and Dissemination
IEC materials (Pamphlets and Posters) containing the information related to environment Protection

IEC material was prepared and finalized after several discussions by the Project team ( Programme
Coordinator, Cluster Coordinator and village volunteers).

Awareness Movie Screening:
Solid waste Awareness movie was screened in all 23 villages in a common place. The awareness
movie included the content of defects of wastages, health hazards due to wastages, solid waste
management and protection of environment. The movie was originally prepared by one of the
partnering NGO. With their permission we screened in our villages to educate the community on
environment protection and solid waste management.

PMSSS Director visited ACT and Project activities on 16th November 2016. He visited Kodungal
village in order to study the project impact . Following are the few events took place during his
monitoring visit to ACT .

Additional Activities:
Launch of the project:
Formal launch of the project took place on 8th
March 2016. Fr.Arumai Selvam, Director of PMSSS
– Pondicherry was the chief guest of the ceremony. Mr. Rock, Manager- PMSSS, Panchayat
President of Mugaiyur, Mrs. Synthiya president of ACT was the other chief guests who participated
and encouraged the beneficiaries. 260 beneficiaries from 23 villages participated in the ceremony.

International Women’s day awareness rally:
In order to make the women in workers group to aware of women empowerment and women rights,
Mega rally war organised in Mugaiyur. About 250 women from the workers group participated in
the rally. The rally started in Theppakulam, Mugaiyur and ended in ACT campus.

Volunteers from Denmark visited the project:
Amalie and Sif from the University of Copenhagen visited our project on 15th October 2016. They
interacted with our workers group and they also spent time with the members of workers group
while collecting the wastages in the villages. They were also very interested about the strategy
folloed in implementation of this solid waste mangement activities.

ACT staff visits the groups regularly and monitors the activities. Staffs also provide the guidance
where ever it is necessary.

Quarterly, Half early and Annual Evaluation:
Quarterly, Half early and Annual evaluation meeting was organised in ACT. Project staff and leaders
from each workers group participated in the evaluation. The progress, outcome and the impact of
the project was evaluated. Most of the group leaders have shared that the project has taken off well
and it has produced good result in the villages. Particularly the wastages of each house are not
thrown outside now a days. The project staff and the leaders of the workers groups were also
provided guidance for improving the activities at field level.

Achievements of the project( January2016 – December 2016)
23 workers group in 23 villages are formed. Each group is comprised of 32 members.
736 women and adolescent girls are trained in solid waste management process
1 load vehicle has been purchased and involved in collection of wastages at cluster level
23 tricycles have been purchased and given to 23 workers group. These tricycles are used to
collect wastages at panchayat level
23 waste management pits were constructed in 23 villages
The wastages are collected in a weekly basis in 23 villages. The recyclable wastages are
processed and sold for recycling. The degradable wastages are collected and processed for
vermin compost.
57139 Kg recyclable wastages are collected in 9 months and sold for recycling. 10232kg
degradable wastages are collected and processed into vermin compost. Rs.2156230 was the
total income mobilised through this activity and it was distributed among the members of
workers group in 23 villages.

Changes and Impact created
All the families in each village have stopped throwing the garbage into the streets.
Level of health conscious has increased in all age groups (Children, Mothers,
Elderly…)
Coordination in environment protection activities has started among the community.
Available govt and private services related to solid waste management are utilized at
the maximum by the community
People are motivated and started to avoid plastic usages.
Community started to discuss the health hazards prevailing at their community due to
the wastages and possible solutions for the problems identified.
The members of workers group receiving additional income which helps lot the family
addressing the economic difficulties such as Educational expenses of the children,
Medical expenses of the children and the family etc.,
Community consciousness has improved lot towards environment protection. Most of
the families are having two separate bags to segregate the wastages into degradable and
non -degradable. They follow the proper method of disposal.
As the farmers are purchasing the vermin compost from the workers group and using it
in their land, the fertility of the soil is developed and the use of chemical is also
reduced which cultivating the crops. This practice paves way to a improvement of
organic farming in the village.
Challenges faced:
The project area is comprises of people from different political parties, traditional leaders,
Leaders of tribal community and religious elites. Each activity which took place in the
villages included all these people. At this time there are interferences of these leaders in the
project activities and they try to influence the activities.
Different type of caste people are living in the same villages of our project area. People from
the dominant caste raise voice against the other caste peoples when they are involved in the
project activities.
People who are not covered by this project create some sort of problems in the
implementation of project activities.

There is a chance of providing false information of the project among the community is
sometimes being provided by the external people who will be negatively affected by the
project. (private vendors, other community based organizations…)
When the members collect the recyclable wastages and sell it through their workers group,
local level vendors are opposing their activities and sometimes they threaten the members
Since there is no provision in the project for safety kit, the members are facing difficulties to
collect wastages.
Since the project area is so large, the cluster coordinator suffers lot to cover all the area by
bus travel. A two wheeler provision may strengthen the activities in future.
The infrastructure facilities in the block coordination centre are little less to process huge
amount of wastages at one time.

Case Studies:
Case 1:
Name: Isapella
Village:Kodungal
There were lot of programmes implemented in our village by government and private
agencies. But no programme exept ACT organized the village people and involved them to
take care of their own needs.
ACT has been implementing several programmes from the past in our village. All the
programmes are implemented with mobilization of the community. In that line, this solid
waste management programme also involved community specially women and adolescent
girls to take care of our village environment and also provides the way for economic
improvement. Personally I learned lot about solid waste management through the training
organized by ACT in this project. Through the training our village women and adolescent
girls are motivated and we are doing our best to keep our village clean by making the solid
waste management in our village itself.
Thanks a lot for ACT to include our village in the programme. We will make our group in
kodungal village a best one in solid waste management process.

Case 2
Name: Subramani
Village: Veerasolapuram
Women in our village were just doing the domestic work in our village previously. Some of
the women in our village were gathered together and formed self help group and involved in
savings. When the ACT came to our veerasolapuram they organized the meeting for the
women and adolescent girls and gave lot of training in ACT campus.
Those women attended the training doing the wonderful work in our village. They are not
throwing the wastages now a day in the streets. They also ask the other members to keep the
wastages in home itself and collecting it together weekly once. They also sale the collected
wastages and get income through this. Really it is good change in our village. And men like
me also attracted by their work and helping them in their activities. I thank for ACT to bring
this change among women in our village.
