OBECTIVE OF THE LCBI

The sector goal of the project is related to the Millennium Development Goal (MDG) N° 6

of the fight against malaria, HIV/AIDS and other diseases. This MDG N° 6 specifies in the

HIV/AIDS part ‘’stop by 2015, and start reducing the spread of HIV/AIDS’’.

The specific goal is to reduce the vulnerability and risks related to HIV/AIDS in people

living in the Lake Chad Basin as part of the movement of populations

This objective will be met through activities carried out in the following domains:

1. Capacity building of health care system for the management of STIs/ HIV/AIDS ;

2. Reduction of risky sexual behavior in migrant people and those who are connected

with them in the 5 countries of the Lake Chad Basin;

3. Capacity building of communities concerned ahead of their participation in pre-

vention and management activities of STIs/HIV/AIDS.

The project activities started since 2007 and will end in December 2013. The activities

are structured in 4 components:

Component I : Capacity building of health care system for the management of STIs/HIV/

AIDS

Component II : Capacity building of communities, leadership and partnership

Component III: Monitoring and evaluation

Component IV : Management of the project

STRATEGIES / ACTIVITIES OF THE PROJECT

Specific activities of the project revolve around:

Treatment of STIs;

Public Information and Education;

Communication for the change of behavior;

Prevention of transmission from mother-to-child;

Counseling, voluntary screening of the HIV;

Prevention of opportunistic infections.

OBECTIF DU PAIBLT

L’objectif sectoriel du projet est en adéquation avec l’objectif du Millénaire pour le déve-

loppement (OMD) N° 6 relatif à la lutte contre le paludisme, VIH/SIDA et d’autres mala-

dies. Cet OMD N° 6 précise en son volet VIH/SIDA « stopper pour 2015, et commencer à

réduire, la propagation du VIH/SIDA ».

L’objectif spécifique du projet est de réduire la vulnérabilité et les risques liés aux IST/

VIH/SIDA des populations vivant autour du Bassin du Lac Tchad dans le cadre de la

mobilité des populations. Cet objectif sera atteint à travers des actions dans les domaines

suivantes :

1. Le renforcement des capacités des systèmes de soins pour la prise en charge des

IST/VIH/SIDA ;

2. La réduction des comportements sexuels à risques vis-à-vis des IST/VIH/SIDA

chez les personnes migrantes et les populations en interaction avec elles, dans 5

pays du Bassin du Lac Tchad.

3. Le renforcement des capacités des communautés concernées en vue de la partici-

pation aux activités de prévention et de prise en charge des IST/VIH/SIDA.

Le projet dont l’exécution a démarrée en 2007 prendra fin en Décembre 2013.

Les activités sont structurées en quatre (4) composantes suivantes:

Composante I : Renforcement des capacités des systèmes de soin pour la prise en charge

des IST/VIH/SIDA,

Composante II : Renforcement des capacités des communautés, du leadership et du parte-

nariat,

Composante III : Suivi et Evaluation

Composante IV : Gestion du projet

Réalisations physiques du PAIBLT

De 2007 à nos jours le Projet a fait les réalisations suivantes:

Mise en place et équipement des Coordinations nationales des

Etats Membres de l’initiative (EMI) en matériels informatiques,

mobiliers de bureau, groupes électrogènes, pirogues motorisées

etc...

Acquisition et dotation des Coordinations nationales de 5 véhicu-

les laboratoires équipés pour le dépistage du VIH (1 par pays);

Acquisitions et distribution de 8 véhicules de supervision dont 5

pour les Coordinations nationales des EMI et 3 pour la Coordina-

tion régionale du projet;

Equipement de 50 Centres de Santé pour le Centre de Dépistage

Volontaire -PTME (10 par pays) et de 5 laboratoires régionaux

pour la CDV et la surveillance des IST (1 par pays);

Acquisition et distribution des médicaments et réactifs dans les

formations sanitaires des zones du projet de chaque EMI;

Formation de 1500 agents de santé (300 par pays);

Formation de 100 agents de laboratoires (20 par pays) Formation de 1250 membres d’ONG/OBC en IEC/CCC; Formation de 500 pairs et distributeurs communautaires des pré-

servatifs; Appui a l’organisation des campagnes de sensibilisation couplée

au dépistage du VIH dans les EMI (Niger, Nigeria, Tchad, RCA,

Cameroun);

Formation de 12 comptables du PAIBLT en TOMPRO logiciel

utilisé pour la gestion comptable du projet;

Construction de 4 Bureaux des Coordinations nationales (Tchad,

Niger, RCA et Cameroun), de 40 incinérateurs et de 5 cases de

santé sur les Iles du Lac Tchad coté Niger;

Formation de 30 cadres issus de EMI en suivi et management des

projets.

Physical achievements of LCBI

Since 2007 the project has made the following achievements:

Establishment and Equipment of National Coordination of Member States of the Initiative (MSI) with computer equipment and office furni-ture, generators, motorized canoes etc...;

Acquisition and allocation of national Coordination of 5 vehicles equipped laboratories for HIV screening (1 per country) ;

Acquisition and distribution of 8 supervision vehicles including 5 Natio-nal Coordinations of MSI and 3 for the Regional Project Coordination;

Supplying of 50 Health Centers for Voluntary Test-Prevention of Trans-mission from Mother to Child (10 per country) and five regional laborato-ries for CVT and STI surveillance (1 per country)

Procurement and distribution of drugs and reagents in health of project areas in each of MSI;

Training of 1500 health workers in Members States of the Initiative (300 per country);

Training of 100 of laboratory scientists (20 per country);

Training of 1250 Members of NGOs and BCOs on IEC/CCC;

Training of 500 pairs and community distributors of condoms;

Support the organization of awareness campaigns coupled with HIV in SMI (Niger, Nigeria, Chad, CAR, Cameroon);

Training 12 Accountants of the LCBI in TOMPRO software used for project accounting;

Construction of 4 Offices National Coordinating Bodies (Chad, Niger, Cameroon and CAR), 40 incinerators and 5 health huts on the Island of Lake Chad bordering Niger;

Training of 30 Officers from MSI in monitoring and management of projects and programmes;
