7.2 PUBLIC CONSULTATION
An application for conduct of public hearing was made to Haryana State Pollution Control Board
(HSPCB), Panchkula with submission of following documents:
Draft EIA/EMP & RA/DMP Report;
Executive summary in English and in local language (Hindi);
In addition to above soft copies containing EIA report and Executive summaries were also
submitted to HSPCB.
7.2.1 Notice of Public Hearing
After processing the application for public consultation, HSPCB in accordance with district
administration fixed the date and venue for public hearing.
Public hearing was conducted on 28th August, 2015 at 11:00 hours at project site, Village Landha,
Tehsil Saha, Ambala. An advertisement covering the requirements laid out in EIA notification
Appendix IV Procedure for conduct of public hearing) Section 3 (Notice of Public Hearing) was issued
by HSPCB in widely circulated national daily ‘The Tribune’ and regional vernacular daily ‘Aaj Samaj’ in
Hindi (local language) on 22nd July, 2015. Advertisements are attached as Annexure 22.
Draft Environmental Impact Assessment report and the Executive Summary in both English and local
language (Hindi) were sent to the following authorities to display the same for inspection by public till
the public hearing gets over that is the period from 22nd July, 2015 (the date of publication of
advertisement in print media) to 28th August, 2015 (the date of Public hearing) by HSPCB:

Regional Office Haryana State Pollution Control Board, Panchkula
O/o Zila Parishad, Ambala
O/o Municipal Council, Ambala
Joint Director, District Industries Centre, Ambala
Copy of the letter issued by HSPCB to above concerned authorities is attached as Annexure 23.
7.2.2 Publicity of Public Hearing
To ensure maximum participation from the affected people wide publicity of the public hearing was
done, executive summary of the project in local language (Hindi) was distributed to the Sarpanch of
villages falling within study area as shown in Annexure 24.

Consultant: There will be emission of two gases i.e. Chlorine & Hydrogen. Wet scrubber of NaCl will be
provided for the treatment/Control of Gaseous emission to neutralize the gas under prescribed limits by CPCB. The calculation of the stack height is 15 meter but unit will provide 30 meter stack height and unit will install captive power plant with the stack height of 80 meter.
There would be no harmful effect to the nearby residents from the unit.

Consultant: It will be zero liquid discharge unit. Whatever waste water generated from the unit will be
organic in nature and there will not be any effect on soil, PH will be neutralized in the ETP and all the waste water
will be reused in the process.

Because of flood prone area, if there will be heavy rain then the rain water will get mixed with waste water generated from the unit, then the water will go the field
and will give harmful effect.

Consultant: Unit will be constructed above the ground level and all the surface area of the unit will be made of concrete, separate drainage system will be provided for
collection of storm water. Also unit will provide collection tank for storage of excess
rain water and tank will be designed taking into consideration the rain data of last 50 years so that there
will be no chance of mixing of waste water with rain water.

Whether this chlorine gas is equivalent to gas released in Bhopal. What will be the effect and what will be the provisions for the control of chlorine gas in the plant?

Consultant: Waste water generated will be inorganic in nature which will cause no pollution to ground water. Unit will provide online automatic monitoring system & hypo system as the safety feature for the chlorine plant
in cases of any leakage of gases. Leakage of more than 1 ppm of chlorine gas will be
sucked and got collected through hypo system. The collection tank of hypo system will not be of
stainless steel because it will get corroded. The collection tank will be made of special material for
prevention of corrosion/leakage. One chlorine bullet will be kept empty every time for
transfer of chlorine quantity in case of any leakage and further convert into hypo to manufacture hypo chloride.

from Rs. 250/- per day to Rs. 500/- per day.
Haryana govt/central govt is emphasizing on industrialization
therefore we don’t want to lose the opportunity and we are happy and agreed for the installation of said proposed project in our village.

Doubts about the unit representative who had visited different villages 2 to 3
months back and said that they will provide 2 No. of Bore well for rain water harvesting in nearby (pond/johar) and
the project proponent will help for making community place (Dharamshala).
What is the purpose of Bore well?

Project Proponent: As water will be extracted from the ground for the unit, therefore in order to recharge ground water table, the rain water will be recharged
through these bore wells in the villages to maintain the ground water table.
Consultant: The rain water which is collected within the premises of the unit will not be used for recharge of
ground water table. Although the rain water within the village will be collected and village ponds will be
excavated and widened to increase their capacity.

The water is flowing from north to south direction and water from nearby 20
villages is passing through Landha village at the same site being natural flow when
the unit will be constructed then what will be the passage for water flow?

care of.

Reply by Sh. Bagh Singh: If we cannot grow crops on this land, then what is the use of the land? We have
to work day and night for disposal of water from the fields, therefore people are selling their land. Also water
is not flowing from the proposed site but from the nearby land. Moreover earlier the godowns has been
constructed on the downstream of the unit then why not questions were raised on this issue at that time

Due to upcoming industries in nearby area, the land value has increased and the land owner is getting benefit and can purchase more land at some other place. If the industry came here, it will be

Chlorine gas stack will be connected to hypo scrubber to ensure no release of gas into environment.
Chlorine sensors will be installed to detect any leakage of chlorine.
One tank of chlorine will be kept empty to meet any emergency situation of leakages in tanks.
Will be taken care of during design and operation phase.
