A golf tournament is always a great way to raise money for a cause and the Inaugural Mayor’s Cup proved that last year. Now it’s time to prepare for the tourney’s second edition. This year’s Mayor’s Cup will be held on Friday, September 6 at Tanglewood Golf Course with a tee time set for 12:30 p.m. Entry fees are $380 per foursome and includes lunch. There will also be opportunities to win prizes through competitions such as closest to the pin, longest drive, and a multiple pin hole which a golfer can play the closest hole for a donation. All proceeds from the Mayor’s Cup will benefit the New Fulton Animal Shelter Initiative. Last year’s event raised $5,153 for the new animal shelter. The registration deadline is Friday, August 23 and is limited to the first 32 teams. For more information, contact the Parks and Recreation Department at 573-592-3190. Improvements to the City’s plant include new headworks, a new aeration system (which provides oxygen to microorganisms as well as mixing the microorganisms with the organic matter), new and renovated clarifiers (which remove sediment and floating material from raw wastewater and makes it clear), and an ultraviolet light disinfection system. DNR is requiring the disinfection of effluent (treated water that is sent into Stinson Creek), a reduction in ammonia levels of the discharged wastewater, and the elimination of water discharge from the stormwater overflow pond into the creek. The current wastewater plant went into operation in 1986 and underwent minor renovations 17 years ago. Construction is expected to begin next year and completed by August of 2016. - There are 23 new parking spaces available on the Market Street lot, located between 5th and 6th streets in the Brick District. Also, one handicap space is currently for rent on the same lot. The cost is $20 per month or $220 for the entire year, which includes one month free. There are also spaces available on the Jefferson Street and Sky Go lots. - Recycling carts remain available for any resident wishing to participate in the pilot program. Carts are available in three sizes—45, 65, and 96 gallons. Contact the City of Fulton Solid Waste Department at 573-592-3176 or [email protected] to sign up or for more information. An additional $1 will be applied to your monthly utility bill for the service. - The last day Oestreich Swimming Pool will be open is Sunday, August 12. Until then, the pool is open Monday through Friday from noon until 7 p.m. and weekends from noon until 6 p.m. Admission is $5 for adults, students and seniors are $4, and children ages five and under are $2. - Beginning in October, the Wastewater Department will be install-ing new sewer lines along Route Z, between Forest and Highland Avenues. Other sewer projects will also be taking place on 10th Street, in front of Fulton Country Club as well as the west side of Randall Lane, between Dixie Avenue and Julien Lane. Residents in these area might experience brief inconveniences.

Dear Citizens of Fulton, The Fulton City Council needs to be commended for volunteering their time by attending the council’s retreat held on Friday, July 12. The retreat started at 8 a.m. Friday morning and did not end until after 6 p.m. that evening. All of the council members attended and participated in the discussions. The day started with an interesting update from FADC President Bruce Hackmann on economic development activities, and was followed by the city’s department heads giving their updates on what is happening in their departments and a quick over view of what to expect in the future. It became very clear to us on the council that the needs for the future operations of the city are very expensive, and will require us to establish priorities, as the revenues of the city are not anticipated to expand as fast as the needs. The Superintendent of Utilities gave us some good news concerning our sewer plant project. It appears the Environmental Protection Agency and the Missouri Department of Natural Resources have compromised with our consultants on the discharge requirements for our planned sewer plant and we are now ready to proceed with the design and building of the plant. Paying for these requirements will require the citizens to approve financing for the plant improvements. The proposed financing is to be presented to the citizens for their approval during the April 2014 elections. More detailed information on this subject will be announced in the next several months.

Another topic of interest to the council was the old State Hospital Rock Barn. The council inspected the rock barn before it’s July 9 meeting and was surpised by the amount of finances it will take to make the rock barn a usable facility by the public. Many concerns were noted. The original purpose for purchasing the barn was to allow those in our community that are interested in preserving the structure time to develop a plan and a timeline for preservation of the structure. The council informally agreed to delay any action on the building for twelve months from the time of purchase, which was April 2013. I have asked the Historical Preservation Commission to notify those persons and groups interested in the building’s preservation that a time line has been established, and to also screen any plans that have been proposed. The Animal Shelter Committee is preparing for the Mayor’s Cup Golf Challenge which is scheduled for September 6, and will benefit the fund raising efforts for the new animal shelter. Golfers looking for a change of pace will want to be a part of the 4th Annual Moonlight Madness Golf Tournament at Tanglewood Golf Course. The event will tee off at approximately 4:30 p.m. on Friday, September 27. Participants will play the first nine holes during daylight and into twilight. After a break, the final nine holes will be played under the moonlit sky. Awards will be given to the top three two-man teams.

The cost is $90 for each two-person team and includes appetizers and drinks following the first nine holes. Also included are two glow-in-the-dark golf balls. More glowing balls can be purchased if needed. The registration deadline is Friday, September 13. Contact the Parks and Recreation Department at 573-592-3190 with questions or for more information.

Mapping System To Speed Up Work

Tee It Up Under The Moonlight

Play It Safe When Dealing With Natural Gas Utilities Natural gas is a clean and efficient form of energy and plays a vital role in heating many people’s homes, water, and food. But it can also be very dangerous if a leak occurs, so it is important to know what to do when issues involving natural gas arise. Because natural gas is odorless, a small amount of an ordorant is added to give a noticeable smell that some say is comparable to rotten eggs. If a person thinks they smell a gas leak, do not strike a match, use telephones, turn on or off appliances or anything else that could produce a spark and create and explosion. Immediately contact the City of Fulton Gas Department at 573-592-3170 during normal business hours Monday through Friday. If a possible leak occurs during off hours, holidays, or weekends, call 573-592-3180 or 911. A worker will be dis-patched to investigate. There is no charge for this service. Also, it’s important for residents to remember that if they plan on digging in their yard, they must call the Missouri One Call System three days before digging at 1-800-DIG-RITE (1-800-344-7483). Making the call is required by state law and is free of charge. Not calling the Missouri One Call System could result in severe injury, costly utility repairs and fines for the excavator.

Unlike the roads we drive on everyday, finding the exact location of underground utilities can be a challenging and time consuming task. But a new mapping system being created by the City will allow workers to locate utilities in a matter of minutes, instead of hours. The Engineering Department is creating a Geographic Information System (GIS) to plot the location of electric, gas, sewer, and water lines using Global Positioning System (GPS) software. Each layer can then used as an overlay on an aerial map showing it’s exact location as well as the numeric geographic location (longitude and latitude). Included in the GIS data will be vital details such as pipe sizes, types of valves, and service records. Eventually, it will include not only the City-maintained main lines, but residential service lines as well. Currently, the City has approximately 5,000 hard copy maps and service records on file related to utilities.

Foam, Food, Fun At Fulton City Hall On Monday, August 12, the fountains in front of City Hall will be flowing with foam. But it won’t be due to a prank or a malfunctioning water system. Instead, it’s all planned as part of the 5th annual Big Bubble Blowout. Between 11 a.m. and 1 p.m., kids of all ages can splash around in the fountains near the 4th Street entrance to City Hall. Children will also have an opportunity to get a balloon animal, while supplies last. And there will hot dogs, popcorn, and drinks for everyone to enjoy. The Big Bubble Blowout was the idea of Director of Administration Bill Johnson and proved to be a hit with kids from the start in 2009. The idea is to have one final celebration before children return to school. Last year, approximately 220 people participated.

Brick District Group Making Progress Revitalizing downtown Fulton will not occur overnight, but the Brick District Association continues to make strides in creating a more appealing place to visit. In the past ten months, eight new businesses have either moved their current business downtown or opened up a brand new business in the Brick District. Also, the Association is negotiating with owners of vacant storefronts on Court Street to turn one into an co-op art gallery. The goal is to have paintings on display and available for purchase, as well as space for art classes and a photography studio. The Farmers Market continues to call the Brick District home on Saturday mornings from 9 a.m. until noon. Besides a chance to buy locally-grown produce, there are crafts to purchase, as well as live music, outdoor dining and sidewalk sales from the downtown businesses. According to Brick District Association member Danielle Warren, Farmers Market merchants have said the attendance has been larger downtown than at any other location. Meanwhile, Brick District members have been working on beautification projects too. In July, they spent part of a day pulling weeds and excess vegetation in a downtown parking lot. And they are currently sponsoring hanging flower baskets. Eventu-ally, the Association hopes to charge a membership fee to mem-bers in order to help support some of the downtown projects. The Brick District Association meets once a month at the Kingdom of Callaway Chamber of Commerce on Court Street. Anyone
