Chelsea Village is located within Hershey's Mill. Hershey’s Mill is an active adult community made up of multiple villages strategically placed in and around an 18 hole golf course and other recreational areas. Chandler Drive is the main roadway, linking these multiple communities and is used primarily by the residents traveling within and out of this complex. Chelsea Village is located just off of Chandler Drive and contains approximately 76 housing units.
Chelsea Village of Hershey’s Mill is showing signs of distress. The total square yards measured for both the streets, parking areas and driveways throughout all of Chelsea Village is approximately 13,243 square yards. Over 30% of this area was noted as either broken or cracked during our inspection. Most of the existing profile of the streets and driveways looks good and indicates a fairly solid sub base.
Standard concrete curb is located along the entrance to each section of the village. Some sections are damaged to a point that they should be replaced prior to an overlay. Chips were also noted along with a few cracks and gaps.
A total of 19 inlets adjacent to existing asphalt surfaces were visually inspected from the surface. Approximately 26% will need some type of repairs. These repairs mostly involve parging the joints. Two inlets will need the top removed to be repaired.
Both the valve box and manhole lids & castings are in good condition.

Asphalt wearing = 1” to 1½”inches This information is based on historical construction data similar to other villages within Hershey’s Mill and indicates an existing asphalt pavement profile of 1” to1½” inches of asphalt wearing course and 1½” to 2” inches of asphalt base course placed over approximately 6” inches of stone sub base. The following deficiencies were observed on approximately 2,521 square yards. Upon inspection of the site I found a fair amount of cracked asphalt. Approximately 30% of the existing paved surfaces were damaged to a point where repairs are required. Photos 56 and 34 illustrate alligator cracking that can be found throughout Chelsea Village.

Many cracks originate from existing joints from previous patches as shown in photos 11 and 18. Open joints, over time, can allow moisture to penetrate to the materials below the surface. Once below the paved surface this moisture continues to seep through the stone base and into the sub base causing soft conditions.
Some areas have settled to a point where water is ponding as shown in photo-12.
Photo-36 shows the failure over an existing patch where the pavements have settled in some areas and heaved in others creating a hump in the road.

Unlike straight roads and driveways the paved areas in intersections are more prone to failure due to the additional forces exerted onto the pavements from turning vehicles. Photos 57 and 58 highlight portions of the intersections in Chelsea Village. The trench (photo-58) that was previously patched has failed along with the adjacent pavements at this intersection located in section C.
Photos 43 and 55 are another example of joints from patches that have failed. Proper joint construction is critical to preventing collateral damage from migrating to adjacent pavements.

Eventually, even the best paved surfaces will slowly start to deteriorate due to the sun, weather conditions and the stresses created by the vehicles using them. The sun naturally breaks down petroleum products over time, creating a dry and brittle pavement that becomes porous. This allows water to seep down into the supporting base materials, causing the base and sub base materials to become soft and unstable. Then the weight of the vehicles using these pavements crack the surface causing more water to penetrate into the materials below it. These cracks spread from its epicenter like a disease causing more and more damage. Extreme weather conditions add to this weakening with rain, snow and freezing temperatures. Severe freezing and thawing cycles can really accelerate the damage to asphalt pavements because the moisture triggers the expansion of the base materials below the surface as they freeze and contraction as they thaw. So, whenever possible, as cracks develop they should be sealed to prevent water infiltration. Recommendations: When considering the size of the streets and parking areas to Chelsea Village (8,306 sqyds), 70% of the asphalt areas are doing fairly well. The remaining 30% (2,521 square yards) are showing signs of distress. Asphalt Consultants typically recommends that an overlay is needed when more than 15% to 18% of existing asphalt surfaces are in need of repair. At this point the existing asphalt is typically older and brittle allowing moisture to permeate through the surface and into the base materials below. Prior to an asphalt overlay all of these broken and cracked areas will need to be removed and replaced with 3” of Super Pave Volumetric Mixture Design - 25mm PG 64-22 .3 to 3 esals. All base materials should be paved flush to the existing asphalt surface. The approximate cost to complete the base repairs as noted on the “Base Repair Plans’ is close to $60,000. Any remaining cracks that persist after the base repairs are completed should be sealed with AC-20 and covered with “Crafco Geotac” (not petrotac) prior to any overlay.

The following deficiencies were observed on approximately 2,521 square yards
Driveway Base Repairs: Prior to any type of overlay the existing asphalt pavements butting up to the garage will need to be removed to allow for the additional thickness of the new pavements. Without removal of this asphalt the elevation of the new pavement will be higher than the concrete garage floor and will prevent and water from draining away. Blocking this water will trap all moisture at the joint between the new pavement and the garage floor. Through time this water will slowly seep through this joint causing problems to the base materials below. Once this moisture gets through it is trapped and very difficult to dry out because the sun can’t reach it. Evaporation will take time and additional rain contributes to the problem. As the materials below soften, settlement of the pavement occurs as vehicles drive across and displace the materials beneath. Photos 50, 14 and 13 illustrate this type of sinking.

Water can penetrate this joint even when the pavement is flush and drains properly. Asphalt is a semi flexible surface and it can move sometimes creating a gap between the pavement and the garage as shown in photo-7. As these gaps develop seal the joint as shown in photo-16
Driveway Rehab: In addition to the pavements needing to be removed near each garage there are other areas in some driveways where the asphalt is deteriorated to a point that replacement would be needed. Removal of the damaged asphalt and replacement would suffice. Some of the driveways will need to be rebuilt due to the condition of the pavements. This
rebuilding would require the removal of both asphalt and stone base. Inspection of the sub grade and additional excavation may be required to stabilize the sub base before proceeding. Unit 1454 (photo-25) has some heavily damaged asphalt. Sinking at the garage was previously repaired. Photo-39 illustrates heavy failure.

Driveways with heavy damage and requiring addition excavation and inspection are – 1453, 1454, 1457, 1465, 1475, 1477 and 1496. Drains and Trench Drains: A few of the driveways do not drain directly to the streets. Units 1471 and 1502 have swales directing the water to the yard. These yards may require additional grading to contour a swale that will remove this water from the driveway. Some of the driveways have very small drains placed to catch this draining water (photo-17
and 52). The drain at unit 1498 is too small (photo-52) and should be replaced with a trench drain spanning the width of the driveway.
There are a few driveways with existing trench drains spanning their width as shown in photos 45, 51, 33, 46 and 53.

One drain that is too small for its application is the drain at unit 1428 (photo-2). This drain should be removed and replaced with a larger drain with an opening of approximately 4’ x 4’.
Sections of the driveway at unit 1428 are settled to a point where the water is not capable of reaching its intended destination.
Driveway Widening: Many of the driveways are so narrow or they do not line up with the garage causing the residents to drive through the yard. Many step directly onto the lawn as they exit their vehicle. Some of the driveways lack a curved radius out near the street resulting in either dead or dying grass as shown in photo 47. This problem is typical to many. Some of the driveways that are in need of widening are: 1431, 1433, 1435, 1437, 1439, 1442, 1444, 1445, 1451, 1455, 1457, 1460, 1469, 1475, 1476, 1478, 1479, 1480, 1481, 1483, 1491, 1492, 1495, 1499, 1500 and 1501. The mail box would need to be moved to accommodate this widening at units – 1457, 1469 and 1483. The Belgium block at unit 1481 would need to be removed so that the widening can occur. A small portion of the concrete walkway (2’ x 4’) to unit 1451 should be saw cut, removed and replaced with asphalt. A 15 square yard section of the parking area in front of unit 1433 would need to be removed and replaced with topsoil, seeded and mulch to provide the widening needed. Drain Pipe Installation: Photo-3 shows the rain spout draining directly onto the sidewalk. Photo-41 shows the rain spout draining onto the driveway directly in front of the walkway.

Neither scenario is good. Water landing on top of the sidewalk will freeze during the winter months causing hazardous conditions for any pedestrian. Water landing at the garage door and in front of the sidewalk causes both hazardous conditions
and potential pavement failure at the garage joint. Separation and pavement settlement may occur requiring a premature patch at this joint as illustrated in photo-24 If residents can safely navigate their way across this dangerous area they will most likely encounter another hazard as they get closer to their trash enclosures. Approximately 45 units out of the 76 have issues with the drainage by their house. Prior to any overlay the residents at Chelsea Village should
seriously consider the placement of drain pipes beneath the pavement in front of the garage to connect the spouting from one side of their driveway to the other side. To
resolve the issue near the trash enclosures the rain spouting should be redirected as shown in photo-A. Over 70% of the units (53 out of 76 units) could benefit from this making their properties safer for themselves and their guests. Note: The rerouting of this spouting was not part of any projected costs as listed above.

Drains and Trench Drains: It is very important to provide proper drainage which can extend the life span of asphalt pavements. Asphalt consultants recommends that drains and trench drains be replaced and/or installed as listed on the base repair plans. The approximate cost to complete the drain work as noted on the “Driveway Repair Plans’ is close to $8,900. Driveway Widening: Excavation of the adjacent lawn areas should be completed in the designated areas as noted on the driveway repair plan. It will be important to stabilize the sub grade, place 6” 2A modified stone and pave with 3” of Super Pave Volumetric Mixture Design - 25mm PG 64-22 .3 to 3 esals and capped off with 1½” of Super Pave Volumetric Mixture Design – 9.5mm PG 64-22 .3 to 3 esals. The approximate cost to complete the driveway widening as noted on the “Driveway Repair Plans’ is close to $17,300. Drain Pipe Installation: Prior to an asphalt overlay and for safety reasons, Asphalt consultants recommends that 3” schedule 40 pipe be buried beneath the driveways and capped at both ends as listed on the base repair plans until connection to the spouting can be completed. The approximate cost to complete the drain work as noted on the “Driveway Repair Plans’ is close to $35,000. ***The rerouting of the rain spouts near the trash enclosure is not included within the above projected cost assumptions. This could happen at any time. Even after the overlay is completed.

The following deficiencies were observed: Standard 18” concrete curb is adjacent to the outside perimeter of the pavement along the main entrance leading to Chandler Drive. From what was observed many areas have chips and/or gouges (photo-63) caused by snow plows or other types of vehicles.
Large gaps were noted at many curb joints as shown in photos 64 and 70. Some portions of curb have large gaps where the sidewalk meets the roadway and could become a tripping hazard as shown in photo 69.

Photos 66 and 67 illustrates undamaged curb however; they curb is offset and will become damage if hit. These areas should be ground down with a grinder (Diamond Bit) until smooth. The following all show sections of curb that should be replaced in photos 61, 62, 65, 68 and 71 The basis for replacement is based on the following criteria:

Recommendations: Asphalt Consultants recommends replacing approximately 125’ linear feet prior to the placement of new paving. This is about 19% of the total amount of curb within Chelsea Village. Large gaps, gouges and chips in the remaining curb should be repaired with the products listed below or a product of equal strength and durability.

Approximately 74% are in good shape as illustrated in photo-27. The other 26% of the inlets will require some repairs. Most of these repairs will require parging. Parging is the process of applying mortar to the inside of the inlet to seal any gaps that may be present.

Inlet #I-E2 has a large area that is undermined just below the inlet top. This top will need to be removed and reset on concrete inlet risers to prevent further undermining. Has additional material washes into the inlet settlement of the surrounding pavements will occur. Inlet I-D1 will require the same type of repair.
Inlet I-E3 has a sinkhole developing in the yard adjacent to the inlet. Further inspection would be required to find the cause. Pipe failure is a possible cause. A broken pipe will allow materials alongside to enter the pipe and wash away during storms creating voids. These sinkholes can appear as surrounding materials fill these voids.
Photo 28 highlights an area that has sunk directly beside the inlet.

The following deficiencies were observed: Prior to the overlay low areas will need to be leveled to promote positive drainage. Photo-4 shows one of these low areas and highlights the ponding that can occur.
One area at unit 1433 has something buried below the surface (photo-8) that should be examined prior to the overlay to insure that a utility does not get buried.

Photo-21 shows an inlet that does not have anything to help direct the storm water into the inlet. Photos 54 and 60 have river rock behind the inlet to help prevent washouts but cannot direct the water to the inlet. All inlets, where possible, should have an asphalt curb placed behind the inlet to help guide the water.
Many of the Belgium block are already sunk flush to the existing asphalt (photo-38). To preserve this block it will need to be adjusted before the overlay.

Vehicles, or snow plows, have pushed these timbers back into the mulch bed. An asphalt curb placed here would eliminate this and would also provide a barrier to contain and direct storm water (photo-48).
Any sidewalks with a crooked edge should be saw cut straight.
Residents with oil and gas leaks should have their vehicles repaired before parking on any new pavements. Oil & gas leaks are unsightly (photo-59) and destructive to new pavements.
Recommendations: After all base repairs have been completed and the remaining cracks that persist after the base repairs are sealed with AC-20 and then covered with “Crafco Geotac” (not petrotac) the asphalt surface will need to be prepped for the overlay. All grass and foreign materials will need to be trimmed back from the edges and removed. Milled joints are required at all places where new asphalt materials meet existing asphalt or concrete

surfaces. Do not saw cut joints! All asphalt materials in front of each inlet will need to be milled down 1 ½”. Almost all units will require the removal of a portion of asphalt pavement from the front of each garage and then patched with 3” of Super Pave Volumetric Mixture Design - 25mm PG 64-22 .3 to 3 esals. This is essential to insure that the proper flow of water away from every garage is established. Apply tack coat to ensure proper bonding to the existing asphalt and resurface entire area with 1½” of Super Pave Volumetric Mixture Design – 9.5mm PG 64-22 .3 to 3 esals. Seal all joints.

Walkway Observations and recommendations: The combined total length of existing sidewalks is approximately 1,544’ linear feet. The average width of the sidewalks are 4’ feet with a total surface area equal to 686 square yards. Only 5% (33 square yards) of these sidewalks would need replaced with only minor repairs required to the rest. These minor repairs would include sealing the large gaps between the concrete slabs and grinding the elevated slabs they may cause a tripping hazard. Large gaps between the concrete slabs were noted at a few locations similar to the sidewalks in photos 5 and 15. These large gaps can become a tripping hazard when the pointed heel of certain types of shoe jams directly into this gap. The shoe is then wedged tightly into this gap
preventing the person from taking their next step. Photo-9 shows a gap that was previously sealed however; this sealer has sunk into the gap and should be sealed again.

Sealer that is not attached as seen in photo 32, should be pulled from the gap and resealed.
Photo-1 shows a properly sealed gap. The material needs to bond well with the concrete and be flexible enough to endure drastic temperature changes as the seasons change.
Photo 20 shows an example of a potential tripping hazard. As concrete pads shift they often settle at a different elevation which can create a tripping hazard. This lip should be ground down with a process called diamond grinding.

Photos 10 and 23 both show areas where the concrete was ground down to eliminate a tripping hazard. Both these areas could use additional grinding.
Another type of tripping hazard (photo-19) was noted at the end of some of the walkways as the adjacent asphalt was higher than the concrete walk. Many of these areas will be resolved with the asphalt overlay.

Photo 29 shows a portion of sidewalk that shows signs of spalling. Spalling is when the concrete becomes flaked, pitted and/or chipped. Environmental factors and installation are the prime contributors. Spalling is mostly cosmetic in nature but in severe cases the spalling can cause structural damage to the sidewalk. The spalling shown in photo 29 is cosmetic. Spalling can be covered with products designed to resurface sidewalks. This was attempted on the sidewalks as illustrated in photos 30 and 31. This coating is also starting to chip off.

The sidewalk/ramp/steps (photo-40) at unit 1485 is very steep. The ramp should be
removed and replaced with a step unless this ramp is for a wheelchair etc. A few areas of sidewalk will need to be replaced. The sidewalk at unit 1476 (photo-41) is way too high to match to any new paving. This pad should get removed and Re-poured.
The sidewalks to unit 1482 (photo-42) and unit 1503 (photo-49) both direct the water towards the house and do not drain properly. Both these sidewalks should be replaced.
