PTC NEWS The Quarterly Newsletter from Petersfield Town Council Nov 2013 Edition Number 33 Christmas Message from the Town Mayor I think most people look forward to Christmas. For children it is a very special time with presents, a holiday from school and time to spend with family and friends. For the older generations too, it is a time to enjoy being with family and friends and to have a break from normal routine. Although we are not regular church goers, we always try to attend midnight mass in St Peter’s church to remind ourselves about the true spirit and meaning of Christmas. For us, it is a time to reflect on the good fortune we enjoy with our sons and grandsons and to remember that for some people Christmas can be a lonely time. I know that we should all try to reach out to those that are alone or separated from those they love. It never fails to surprise me that Petersfield is so well supported with clubs, societies and organisations for all interests, and indeed with the number of volunteers without whom most could not function or even survive. We all owe a debt of gratitude to those volunteers of all age groups that are largely unrecognised but give their time and energy freely in so many ways. The people of Petersfield have always been very generous in their support for local charities and I have noticed that this year has been no different. My own charity this year is the King’s Arms Youth Project and that has been well supported and we hope to make a real difference to those young people who benefit from their support. It is a time to look forward with hope and anticipation to the year ahead and my wife Janet and I would like to wish everyone peace, happiness and good health throughout Christmas and for 2014. You are also provided with a crash helmet, high viz vest, gloves, Highway Code book, loop lock and full training. There are 12 mopeds available. The scheme has proved invaluable to many young people, enabling them to take up jobs some distance from home, where the hours of working do not match in with any current public transport option. The mopeds can be hired for up to a year, but most of the recipients have hired for 6 months and in that time have saved enough to buy a moped of their own. Christmas Message fromthe Town Mayor

I think most people look forward toChristmas. For children it is a veryspecial time with presents, a holidayfrom school and time to spend withfamily and friends. For the oldergenerations too, it is a time to enjoybeing with family and friends and to havea break from normal routine.

New Councillor – James Deane

James was born in 1948 at Lovehill Farm, Trotton, Midhurst, WestSussex, the younger and only brother of two elder sisters. The familymoved to Petersfield in 1952. He is married to Annabel and they havefour married daughters and five grandchildren. He began his educationat Moreton House (formerly of the Spain) before moving on toWestbury House at West Meon and Lord Wandsworth College, LongSutton, near Alton. In 1966 he enlisted into the Regular Army andjoined The Corps of Royal Electrical & Mechanical Engineers. Hecompleted his service in 2002 while serving at The School of Electricaland Mechanical Engineering at Bordon.

His second career included work as an Estates Bursar at EastbourneCollege and then a two year contract as a Sub Project Leader for Site& Logistics on the Heathrow Airport Terminal 5 Construction Project.On successful completion of contract he returned to educationsupport as Estates Manager at St Catherine’s School in Bramley,Guildford until January 2010 when he retired from full timeemployment. Since then he has continued to carry out locum parttime bursar posts; most recently at the Ryde School, Isle of Wight andthe Hampshire Collegiate School at Embley Park Romsey.

He was recently elected for Rother Ward in June 2013 and had this tosay “To say that I was proud and considered myself privileged to beelected to the Rother Ward is probably bit of an understatement.Projected into local public service has allowed me to meet manyinteresting residents from varied backgrounds and who have provided

Petersfield Neighbourhood Plan

The summer has seen an enormous amount of work being donethroughout the community towards creating the NeighbourhoodPlan. There have been many workshop events arranged throughoutJuly and August which have been well attended by enthusiastic groupsof people who have fully engaged within the process. Encouraginglysimilar views have been expressed from a number of these eventswhich is helping the Project Team to begin formulating some draftpolicies for inclusion within the Plan.

An engagement event has also been held with developers who haveinterests in various plots of land around the town to ensure that thegroup can demonstrate a balanced approach has been taken and thata wide range of opinion has been sought.

Plans are well advanced for the Housing Options Development week-end being held on 26th and 27th October in the Rose Room, FestivalHall. As a result of this weekend it is hoped that a clear preferred

option will be apparent for where the community would like to seehousing development occur in the town over the next 15 years as wellas associated policies covering infrastructure, community facilities,business development, transport needs plus economic and tourismdevelopment.

The East Hampshire District Council and South Downs National ParkAuthority Joint Core Strategy Examination was re-opened at the endof October. The outcome of this Examination will determine theminimum level of housing that the Neighbourhood Plan has to providefor in the town.

The provision of a draft Neighbourhood Plan for consultation withthe community is still on schedule for the end of 2013. The Planwould then be examined by an Inspector prior to being subject to areferendum of the town’s residents – hopefully in May 2014.

Many residents will be aware of the importance of the work beingcarried out by an impressive group of efficient volunteers who havegiven considerable personal time, effort and expertise to achieve theaspirations of the people of Petersfield concerning the future of theTown in The Neighbourhood Plan. I applaud this work and thoseinvolved and very glad to be part of this Project. Seeing this team atwork with their professional approach gives me great encouragementand determination to fully focus on the task ahead as a TownCouncillor.”

They can fit key safes, put up shelves and curtain poles, repair leakingtaps and toilet cisterns, move furniture from one room to another,change broken plug sockets, put up smoke alarms, fit grab rails andhand rails – any many other jobs.The whole team is DBS (Disclosure and Barring Service) checked andfully trained so you can be confident inviting them into your home. The labour charge is £12 or £18 per hour (incl VAT) depending on yourcircumstances, all quotes are free and materials are charged at cost.

John Goodyer and Bishop Laney Trusts

The Trustees of the John Goodyer and Bishop Laney Trusts realise that in the current economic climate it can be very difficult for some people. Yearsago the John Goodyer/Bishop Laney Trusts were set up to help fund “scholars and apprentices” to further their education or by learning a trade. Thesedays the Trusts can provide small grants to assist with the purchase of items which are required by students at the local schools and colleges and whichare necessary for young people and adults to flourish in their education.

The Trustees are inviting applications from families and individuals, who live in Petersfield, Sheet or Buriton and would like to be considered for a smallfinancial grant to help meet their own, or their children’s educational equipment or uniform.
