Public Art Master Plan update process begins

Public Art Master Plan | Background

▪ Adopted in 2004 as a sub-element of the Comprehensive Plan,

supportive to Public Spaces Master Plan.

▪ Outlines strategy for how public art will improve the quality of public

spaces and the built environment.

▪ Directs that public art should be sited in “prominent locations” and

integrated at the earliest design stage.

▪ Recommends developer contributions be pooled in different areas of

the County and used to leverage County and grant funds.

Current Plan is 14 years old. Update will reflect changes since 2004:

▪ Cultural Affairs/Public Art program move to AED

▪ Growth of Public Art Collection

▪ Establishment of three Business Improvement Districts

▪ BRAC & recruitment of new industries to Arlington

▪ Establishment of Arlington Initiative to Rethink Energy

▪ Creation of Center for Urban Design + Research

▪ Interest in temporary public art / creative placemaking / civic engagement

Key Recommendations | Public Art Program

• Consider public art opportunities at the earliest planning stages of

County facility and infrastructure projects.

• Develop guidelines for PFRC consideration of public art.

• Consider public art for APS facilities on a case-by-case basis.

• Provide guidelines for CPHD and Neighborhood Conservation for

determining public art-appropriate projects.

Key Recommendations | Private Development

• Reassert that the primary purpose of public art negotiated through the site

plan process is to enhance the public realm.

• Involve the Program more closely in review of PDSPs to ensure alignment

with public art strategies.

• Continue the Program staff’s close involvement with developers in the

scoping, artist selection and artist concept review phases of developer

projects.

• Consider flexibility in meeting milestones in the standard condition

language, when warranted by extraordinary circumstances.

Key Recommendations | Private Development

• Explore ways in which private developers can support ongoing education

and programming for commissioned artworks.

• Collaborate with UD+R and Current Planning in identifying areas where site

plan projects are expected and developing public art strategies.

• Encourage developer contributions in-lieu of public art on site, if doing so

can advance public art related to urban design strategies in adopted plans.

• Serve as a resource to future County efforts to streamline the process of

permitting temporary spaces and activities.
