PREFATORY STATEMENT

The Provincial Government of Misamis Occidental stood firm on its Pro-Life policies. It strove to come up with programs and projects that promote life, thus, the Misamis Occidental Drug Treatment and Rehabilitation Center became a reality; a living monument of hope for drug dependents who decide and struggle to break free from the clutches of drugs and other drug-related substances. Believing that God desires man to be good and live a happy productive life, it is the responsibility of the government to provide a healthy place where drug dependents could regain their dignity.

PREFATORY STATEMENT cont.

The Center has been operating for a decade now. It has discharged its functions faithfully being responsible for the correction, treatment and rehabilitation of patients referred thereto. However, in order to sustain its quality service considering the multiple round of price increases of prime commodities, coupled with the limited resources of the Provincial Government to subsidize its operation, the August Body finds merit to favorably consider its proposal of the Economic Management Board for an increase in the treatment fee, hence,

BE IT ORDAINED by the Sangguniang Panlalawigan of Misamis Occidental in Sessions that:

SECTION 1. TITLE This Ordinance shall be known as An Ordinance Amending Further Section 9 of the Ordinance No. 05-03, An Ordinance Establishing the Misamis Occidental Drug Treatment and Rehabilitation Center, Fixing Its Fees for Admission, Treatment and Rehabilitation Thereat and Appropriating Funds Thereof ;

SECTION 2. AMENDMENTS Section 9 of Ordinance No. 05-03 dated July 18, 2003 which was amended by Ordinance No. 11-05 dated October 21, 2005 increasing the Monthly/Treatment Fee from Php2,500.00 to 3,500.00 for clients who are residents of Misamis Occidental and Php3,000.00 to 5,000.00 for clients who are not residents of Misamis Occidental.

Consequently, in consideration of the Resolution No. 004-1106 s. 2013 dated November 6, 2013 of the Economic Management Board, A Resolution Requesting the Sangguniang Panlalawigan to Approved the Proposed Increase of the Treatment Fee at the Misamis Occidental Drug Treatment and Rehabilitation Center (MODTRC), Section 9 of Ordinance No. 05-03 is amended further to read as follows:

To increase the Treatment Fee from Php3,500.00 to 4,000.00 from Misamis Occidental residents and from Php5,000.00 to 8,000.00 for non-Misamis Occidental residents.

SECTION 3. AUTHORITY That this Ordinance is pursuant to R.A. 7160, The Local Government Code of 1991;

SECTION 4. EFFECTIVITY That this Ordinance shall take effect immediately upon its approval.
