PUBLIC/NON-CONFIDENTIAL Silicon Metal NQ-2017-001 IMPORTERS' QUESTIONNAIRE INTRODUCTION The information requested in this questionnaire is for use by the Canadian International Trade Tribunal (the Tribunal) in connection with its inquiry respecting the dumping of silicon metal, originating in or exported from the Federative Republic of Brazil (Brazil), the Republic of Kazakhstan (Kazakhstan), the Lao People's Democratic Republic (Laos), Malaysia, the Kingdom of Norway (Norway), and the Kingdom of Thailand (Thailand), and the subsidizing of silicon metal, originating in or exported from Brazil, Kazakhstan, Malaysia, Norway and Thailand. The information is requested pursuant to subsection 17(2) of the Canadian International Trade Tribunal Act and is for use by the Tribunal in connection with the inquiry it initiated under section 42 of the Special Import Measures Act . The requested information is needed to supplement data available from other sources. PRODUCT DEFINITION The goods subject to this inquiry are defined as: Silicon metal containing at least 96.00% but less than 99.99% silicon by weight, and silicon metal containing between 89.00% and 96.00% silicon by weight that contains aluminum greater than 0.20% by weight, of all forms and sizes, originating in or exported from the Federative Republic of Brazil, the Republic of Kazakhstan, Lao People’s Democratic Republic, Malaysia, the Kingdom of Norway, and the Kingdom of Thailand. ADDITIONAL PRODUCT INFORMATION The subject goods include all forms and sizes of silicon metal, including off-specification material such as silicon metal with higher than normal percentages of other elements, such as aluminum, calcium, iron, etc. Silicon is a chemical element, metallic in appearance, solid in mass, and steel gray in color, that is commonly found in nature in combination with oxygen either as silica or in combination with both oxygen and a metal in silicate minerals. Although commonly referred to as metal, silicon exhibits characteristics of both metals and non-metals. Silicon metal is a polycrystalline material whose crystals have a diamond cubic structure at atmospheric pressure. It is usually sold in lump form typically ranging from 6" x 1⁄2" to 4" x 1⁄4" for the metallurgical industry, 1" by 1" and smaller for the chemical industries and also in crushed powder form. Silicon metal is principally used by primary and secondary aluminum producers as an alloying agent and by the chemical industry to produce a family of chemicals known as silicones. The goods in question are commonly classified under the Harmonized System classification number 2804.69.00.00. 1. This questionnaire is divided into two parts:

PART I - deals with information that is public or non-confidential in nature. Requests to treat any of this information as confidential must be fully justified in writing and accompanied by a redacted public or non-confidential version. PART I deals with general firm, industry data and product-specific information.

PART II - deals with information that is confidential in nature.

3. If the answer to any question is “none,” “not applicable” or “not available,” please indicate which of these situations applies ratherthan leave the space blank.

4. All information is requested on a calendar-year basis. Where adjustments are required to comply with the Tribunal’s request,please identify the adjustments and give a full explanation of how they were made.

Associated Firms: Firms that are related to each other in any manner other than an arm’s length (independent) customer/supplierrelationship. For example, firms are associated or related if an officer or director of one firm is an officer ordirector of the other, or if a firm directly or indirectly owns, holds or controls shares of the other firm, or if a firmis the exclusive distributor for the other.

Delivery Costs: The average delivery costs (freight, handling and insurance), from the point of direct shipment in Canada to yourcustomers, whether included in the selling value or incurred separately by your customers.

Net Delivered Purchase Value: The net delivered purchase value is the laid‑in cost, net of all cash, quantity or deferred discounts, allowances,taxes, rebates and incentives, including the cost of delivery (freight, handling and insurance) to your warehouse.

Net Delivered Selling Value: The net delivered selling value includes sales to a third party or an affiliate. It is net of all cash, quantity ordeferred discounts, allowances and taxes, whether or not shown on the invoice. These discounts, allowancesand taxes include, but are not limited to, discounts and cash discounts, rebates and incentives. It also includes alldelivery costs (freight, handling and insurance) paid by your firm and included in the selling price, from the pointof direct shipment in Canada, or an estimate of the delivery costs incurred by your customer.
