PENDAHULUAN
PUSAT DAYA PENGELUARAN NEGARAPusat Daya Pengeluaran Negara telah ditubuhkan dalam tahun 1962
sebagai satu projek bersama olih Kumpulan Wang Khas Bangsa-Bangsa Bersatu danKerajaan Persekutuan dengan Pertubuhan Buruh Antarabangsa sebagaiPentadbirnya.
Dalam tahun 1966, Akta (Memperbadankan) Majlis Daya Pengeluaran NegaraNombor 19, telah diluluskan oleh Parlimen dan Majlis menjadi sebuah badan yangberkuasa sendiri, mulai daripada 1Kb Mac, 1966. Ahli-ahli Majlis adalah dilantikolih Menteri Perdagangan & Perindustrian.
Pusat ini dibiayai oleh Kerajaan.
TUGAS-TUGAS:Diantara lain tugas-tugas Pusat Daya Pengeluaran Negara adalah seperti
berikut:—— Meninggikan mutu pengurusan termasuk penyeliaan pad a segala
peringkat dalam perdagangan dan perusahaan di Malaysia;— Memperbaiki kecekapan pengeluaran perusahaan, jualan-jualan dan
pemasaran dengan member! perhatian khusus kepada kaedah-kaedahmenambah daya pengeluaran, memperbaiki mutu keluaran,mengurangkan belanja dan member! latihan dan nasihat mengenaiperhubungan antara buruh dengan pengurusan;
— Mengadakan latihan dan rancangan-rancangan lain yang bolehsebaik-sebaiknya mengisi kehendak-kehendak tertentu dan kehendak-kehendak tempatan dan negara pada seluruhnya.
CARA PENYAMPAIANSoalan, jawapan dan perbincangan diutamakan. Cara penyampaian
'informal' dalam bentuk syarahan, perbincangan kumpulan dan kajian kesdapat melahirkan suasana yang sesuai bagi latihan orang dewasa. Pegawai Pusat inijuga menjalankan lawatan susulan untuk memberikan pertolongan dan panduanlanjut, terutama mengenai projek praktikal yang dijalankan di kilang, olih perserta-peserta kursus. Kajian kes dan latihan-latihan dititik-beratkan dalam menjalankankursus-kursus. Filem-filem pengurusan yang berkaitan dengan kursus juga diguna-kan.
PERMOHONAN MENGIKUTI KURSUSPermohonan bagi mengikuti kursus-kursus hendaklah dibuat dengan
memenohi borang "Pre-course questionnaire" yang dilampirkan. Pemohonhendaklah mempunyai pengalaman yang berkaitan dengan kursus yang di pilih.Pilihan akan dibuat berdasarkan maklumat yang terdapat di borang "precoursequestionnaire" yang tersebut. Waktu kursus adalah dari 9 pagi hingga 4 petang.

Borang-borong dan pembayaran hendaklah dikembalikan dalam masa 2minggu sebelum kursus dijalankan. Untuk menentukan penyertaan, pemohon-pemohon di nasihatkan supaya membuat permohonan awal.
Cek-cek berpalang hendaklah dibuat atas nama Pengarah PDPN.
SIJIL-SIJILPusat ini mengeluarkan sijil kehadiran kepada semula peserta yang
mengikuti kursus dengan sepenohnya. Sijil-sijil peserta bagi tahun ini akandiberikan pada tahun depan.

PDPN juga menjalankan kursus-kursus pengurusan selain daripada yangdijadualkan mengjkut keperluan-keperluan organisasi berkenaan. Ceramah-ceramahfilem mengenai berbagai aspek pengurusan boleh juga di sediakan dengan bayarannominal.
INTRODUCTION
THE NATIONAL PRODUCTIVITY CENTRE OF MALAYSIAThe National Productivity Centre was established in 1962 as a joint project
by the United Nations Special Fund and the Federal Government with theInternational Labour Organisation as the executive agency.
In 1966 the National Productivity Council (incorporation) Act. No 19 waspassed by Parliament and the Council became an autonomous body effective asfrom 1st March, 1966. The members of the Council are appointed by theMinister of Trade and Industry.
The centre is subsidized by the Government until such time as it becomesself-supporting.
OBJECTIVESAmong others, the objectives of the National Productivity Centre are:
- raising standards of management including supervision at all levels;- improving efficiency of industrial operations with particular reference
to methods of increasing productivity, of improving quality andoutput, of reducing costs and developing constructive labour/manage-ment relations;
- initiating training and other programmes that would best servespecific and local requirements of the country.
METHOD OF INSTRUCTIONQuestion/answers and discussions are emphasised. Informal instruction in
the form of lectures, syndicate discussions and case studies creates anatmosphere conducive to adult training. The Centre's staff also carry out follow-up visits to give further guidance and assistance, particulary in the case of in-plant practical projects being carried out by the course participants. Case studiesand exercises play a central part in discussions throughout the courses. Thecourses are supplemented with relevant management films and study visits.Course hours are from 9 — 4pm.
ADMISSION FOR COURSESApplication for admission should be made on the Pre-course Questionnaire
form attached at the end of this brochure. Applicants should have someexperience in the particular subject relevant to the course. Selection is based onthe information contained in the Pre-course Questionnaire forms, which are tobe returned two weeks before the course commences together with the relevantfees. Applicants are advised to apply early to avoid disappointment.
Cheques should be made payable to the Director. National ProductivityCentre and crossed 'A/C Payee Only.

CERTIFICATESThe Centre issues a certificate of attendance to every participant who
attends all the sessions of each training course. Participants of this year's courseswill receive their certificates next year,

(a) Kepada Bakal Usahawan:Adalah untuk mendoiong mereka memulakan satu perniagaan yang kecil danviable'; untuk membantu supaya mereka dapat memulakan perniagaan itudengan teratur dan betul supaya boleh berkembang.
(b) Kepada Usahawan:Adalah untuk menguatkan dorongan kejayaan dan memberi teknik-teknikpengurusan yang moden supaya mereka dapat menjalankan pengurusan per-niagaan dengan baik, teratur dan rapi. Kursus ini dapat membantu merekamelihat perniagaan dengan lebih objektif lagi dan boleh merancang perkem-bangan perniagaannya.

4. Ahli-ahli angkatan bersenjata yang telah/akan tamat perkhidmatannya dan inginmenjalankan perniagaan.
5. Mereka yang mempunyai keinginan dan keazaman untuk menubuhkanperniagaannya.
TEMPUH KURSUS
Kursus ini dijatankan selama dua minggu. Merupakan satu kursus yangintensif. lanya dijalankan pada sebelah pagi, tengahari, petang dan ada kalanya se-belah malam.
KURSUS MELAHIR DAN MEMBENA USAHAWAN (EDP)PERINGKATII
(A) PENGURUSAN KEDAI RUNCITTUJUAN KU3RSUS:
— Mendorong dan menyediakan usahawan da!am pengendalian kedairuncit.
- Menolong serta membantu dalam mengenal masalah-masalah pentadbi-ran dan pengurusan kedai runcit.
— Menunjukkan cara pamiran/stok display dalam sesebuah kedai runcit.
- Mengadakan satu simpan kira-kira khas bagj pengurusan kedai runcit.KANDUNGAN KURSUS:
Dibahagikan kepada empat tajuk penting:(i) Belian(ii) Kawalan stok(iii) Galakan jualan(iv) Harga
(i) BELIAN— Jenis-jenis barangan— Yang dirancang dan anggaran-anggaran— Kawalan belian— Peruntukan kewangan untuk belian.
(ii) KAWALAN STOK— Stok asas— Stok sampingan— Pusingan stok

EDPI dan sudah memulakan perniagaan.

(B) PENGURUSAN KEDAI MAKANTUJUAN KURSUS:
Untuk memperkenalkan kepada peserta-peserta teknik-teknik modendalam pengurusan kedai makan/restoran yang mana akan membolehkan pe-serta-peserta mempunyai penglibatan yang aktif, sistematik dan berkesan dilapangan ini.
KANDUNGAN KURSUS:Topik-topik yang akan dibincangkan ialah:
— Pengurusan dan pentadbiran dapur— Rekod penerimaan dan pengeluaran— Merancang menu— Membuat catuan— Pengawasan— Pengawasan kos pekerja-pekerja— Penentuan kos makanan dan minuman— Cara-cara menambah keuntungan— Atur cetak alat-alat dan kawasan kerja— Lawatan/kes perbincangan— Danlain-lain.
PESERTA:1. Kursus ini sangat sesuai untuk Usahawan Bumiputra yang melibatkan diri se-
cara langsung di lapangan perniagaan kedai makan, dan juga tuan punyaperniagaan kedai makan/restoran.
2. Keutamaan diberi kepada bekas-bekas peserta kursus Melahir dan MembenaUsahawan Peringkat I.
BAYARAN KURSUS:$80.00 termasuk minuman dan makan tengahari.
(C) KURSUS-KURSUS UNTUK KONTREKTOR
(i) KAEDAH PENENTUAN KOS PEMBINAANTUJUAN KURSUS:
— Melatih peserta mencatit rekod-rekod perniagaan yang mustahakmengenai hasil, kos, belanja, hutang.
— Mengira kos yang sebenar bagi projek yang telah siap dan sedangberjalan.
— Menyediakan penyata kewangan berdasarkan kaedah yang dipela-jari.
KANDUNGAN KURSUS:
— Penerangan tentang Penentuan Kos Kontrek.— Pengkelasan akaun dan kod akaun.— Mengendali dokumen asal dan punca maklumat-maklumat kos.— Penggunaan Buku-Buku Catitan Asal.— Ringkasan kos-kos bahan, upah, alat perkakas, pengangkutan dan kerja-
kerja sub-kontrek.— Penyelarasan untuk bayar dulu dan bayaran terakru (atau bayaran
tertanggung).— Membuat Timbang Duga.— Menyediakan Akaun-Akaun Akhir: Penyata Untung Rugi, Kunci Kira-
Kira.— LATIHAN: Membuat penentuan kos beberapa projek berdasarkan
kaedah yang dipelajari.
PESERTA:
Kursus ini sesuai untuk pengurus/pemilik perniagaan pembinaan, serta kaki-tangan yang menguruskan hal-hal akaun dan kos.
BAYARAN KURSUS:$30.00 seorang termasuk minuman pagi dan petang.
(ii) PENGURUSAN KEWANGAN PEMBINAANTUJUAN KURSUS:
— Untuk membolehkan peserta-peserta memahami kedudukan ke-wangan yang sewajarnya.
— Mengukur daya keuntungan syarikat dan menyedari keperluanrancangan kewangan untuk kelancaran projek.

(iii) PENGURUSANPROJEKASASTUJUAN KURSUS:- Membolehkan peserta (peniaga pembinaan) mendapat fahaman
yang mendalam tentang teknik dan prinsip pengurusan moden.- Mengamalkan prinsip-prinsip pengurusan projek untuk mempasti-
kan pencapaian maklumat projek pembinaan.

Kursus ini ialah cantuman kedua-dua kursus (iaitu PengurusanKewangan dan Pengurusan Projek Asas) dijalankan selama 4 hari. (KursusKhas untuk Kontrektor JKR — Anjuran JKR).

Kursus Ini ialah cantuman ketiga-tiga kursus (Pengurusan KewanganPembinaan, Kaedah Penentuan Kos Pembinaan, dan Pengurusan Projek Asas)dijalankan selama 9 hari. (Biasanya dianjurkan oleh badan-badan tertentu).

(D) STRATEGIPENGURUSAN KEWANGAN UNTUK PENIAGA KECILTUJUAN KURSUS:
Untuk membincangkan beberapa kaedah pengurusan kewangan yangboleh menambahkan keuntungan dan mempercepatkan perkembangan enter-prais/pemiagaan.
KANDUNGAN KURSUS:
— Rekod sebagai alat pengurusan— Memahami dan menganalisa penyata-penyata kewangan perniagaan— Merancang keuntungan perniagaan (break-even analysis)— Pengurusan modal pusingan (working capital management)— Pengenalan belanjawan modal.
PESERTA:
1. Bekas peserta kursm EDPI yang telah menjalankan perniagaan.
2. Kakitangan bahagian kewangan syarikat perniagaan swasta.
BAYARAN KURSUS:
$80.00 minuman dan makan tengahari.
(E) STRATEGIPENGURUSAN PEMASARAN UNTUK PENIAGA KECILTUJUANKURSUS:
Membincangkan beberapa kaedah dan pendekatan pemasaran yangsesuai dan berkesan untuk usahawan-usahawan kecil.
KANDUNGAN KURSUS:
— Pengenalan konsep pemasaran— Pemasaran untuk peniaga-peniaga kecil— Perancangan pemasaran dan penyelidikan pemasaran— Maklumat-maklumat pemasaran— Penentuan kos pemasaran.
PESERTA:
Usahawan-usahawan yang telah mengikuti kursus EDP I ataukakitangan syarikat-syarikat perniagaan yang terlibat denganaktiviti-aktiviti pemasaran dan galakan jualan.
BAYARAN KURSUS:
$80.00 tennasuk minuman dan makan tengahari.

(i) KURSUS WANG BUAT WANGTUJUANKURSUS:
— Member! fahaman kepada usahawan-usahawan tentang konsep wangdan modal di dalam perniagaan.
— Menerangkan penggunaan modal dengan cara yang berkesan.— Member! latihan mengenai daya pengeluaran wang dengan mengguna-
kan sistem pengurusan yang baik.— Memperkenalkan sistem menyimpan rekod lembaran kerja.

- Peranan Wang Dalam Perniagaan- Penggunaan Modal — Kelengkapan
- Stok — Belian — Jualan- Rekod — rekod yang asas dan mudah
— mengetahui pemiagaan yang sihat dan sakit- Sistem menyimpan rekod lembaran kerja- Rekod sebagai alat merancang dan membuat keputusan.
PESERTA:
(1) Bagi mereka yang sudah menjalankan pemiagaan seperti kain baju,kasut, buah-buahan, buku dan alatulis, tayar dan lain-lain.
(2) Usahawan-usahawan yang menjalankan pemiagaan perkhidmatanseperti bengkel motor, kedai jahit, rest or en, kedai dobi, radio, TV danalat-alat letrik dan lain-lain.
(3) Pemiagaan runcit.
BAYARAN KURSUS:
$20.00 termasuk minuman dan makan tengahari.
(u) KURSUS SIMPAN KIRA-K1RATUJUAN KURSUS:
- Melatih peserta-peserta mengadakan satu sistem perakaunan yangmudah dan lengkap.
- Menyediakan penyata kewangan berdasarkan sistem perakaunan yangdipelajari.
KANDUNGAN KURSUS:
- Pentingnya akaun dan pengkelasan akaun.- Rekod jualan dan penerimaan wang tunai mengikut kaedah catitan se-
aliran (single-entry system).- Menyediakan penyata kewangan - Penyata Untung Rugi dan Kunci
Kira-Kira.- Rekod belian dan pembayaran wang tunai mengikut kaedah catitan se-
aUran.

Kursus ini ialah kursus-kursus EDP I dan EDP II yang dijalankankhas untuk pegawai-pegawai atau kakitangan ajensi kerajaan bagi meleng-kapkan mereka dengan kemahiran-kemahiran asas yang praktikal bagi mem-bolehkan mereka memberi khidmat nasihat yang berkesan kepada peniaga-peniaga kecil yang menerima sekim bantuan tertentu dari mereka.

IR 9 DOMESTIC ENQUIRY PRO-CEDURES
In maintaining discipline,employers may have to implementdisciplinary actions for habitual infrac-tion of work rules. The EmploymentOrdinance requires that in suchdisciplinary actions as Dismissal, Demo-tion & Suspension, the employer has tohold a "due enquiry".
But what constitutes a "due en-quiry"? Nothing has been laid downunder the law. However certainguidelines have been laid down by theIndustrial Court for such enquiries.

LIGHT INDUSTRY SERVICE SECTION-SYNOPSIS OF COURSES
US 1 JOB SIMPLIFICATION
The course presents some techni-ques of Method Study by which jobs canbe studied, simplified and improved. Itgives particular training in certaintechniques and principles of jobSimplification which can be used byparticipants in their work place.
The course would benefit WorkStudy Officers, supervisors andmanagerial staff of all levels involved inproduction functions, members of jointconsultative committees and tradeunion executives.
LIS 2 INDUSTRIAL SAFETY I
The occurence of personal-injuryaccidents and also those accidents thatcause damage only to property, clearlyindicates a fault somewhere along theline of planning, design, construction,installation or operations. The effect ofsuch accidents is to increase cost,decrease production and interrupt con-tinuity of operation.
The course emphasises the axiom:"Accidents do not happen — they arecaused!"
The course will introduce the 3basic principles of accident preventionnamely:
(1) the creation and maintenance of in-terest;
(2) fact finding; and(3) action based on the facts.
It would benefit all personnel in-volved with industrial safety work andthe welfare of employees.
LIS 3 INDUSTRIAL SAFETY 2
This is a supplementary course tothe first course. Important aspects ofsafety such as fire prevention, occupa-tional health, electrical hazards, legalaspects of safety, human factor, safetyorganisations etc. are discussed in depth.Participants are made aware of thevaried aspects of industrial safety andnot merely on housekeeping and rulesand regulations.
Emphasis is given to the preventionof hazards. Case studies and specialsafety films are used in the programme.
Like its forerunner, this coursewould benefit Safety Officers and allothers who are directly involved in theplant.
LIS 4 MAINTENANCE MANAGE-MENT
A lot of thought and effort is putinto the process of acquiring newmachines, equipment and facilities. Buthardly much thought is given to the on-going maintenance of these valuableassets. Very often a maintenance crew isfully occupied with breakdown repairswith hardly any time left for preventivemaintenance. Considerations as to sizeof maintenance crew, maintenance costcontrol, lubrication procedures etc areneglected.

The main objective of this course isto introduce some of the modern ideasand techniques used in improving deci-sion making in the maintenance of in-dustrial facilities.

LIS 5 STOCK AND STORESMANAGEMENT
The objective of this 5-day pro-gramme is to enable participants to ob-tain a greater insight into the intricaciesand procedures of receiving anddistributing raw materials, work-in-process goods and finished products.Modern methods of storehouse andstockyard management, selection andissues from stores, physical control ofitems etc. will be discussed. LOW-COST AUTOMATION SECTIONSYNOPSIS OF COURSES
A.LCA 1 — Introduction to Low-Cost Automation
The first part of this module willconcentrate on the understanding ofcompressed air and its uses. Themajor part will be on the techniquesfor constructing basic pneumaticcontrol circuits. This module will alsofamiliarise participants with the use ofstandard symbols, development andlayout of simple circuits and the use ofthe LCA laboratory and trainingpanels.
B.LCA 2 - Applied Low CostAutomation (Pure Pneumatic)
The module will be about thefundamentals and terms in controlengineering motion and controldiagrams, type of control, methods ofdesigning circuit diagrams forpneumatic controls. Participants willalso be trained to trace and identifyfaults in circuit construction and torectify them. Laboratory exercises willbe the major portion of the module.
C.LCA 3 - Applied Low CostAutomation (Elec-Pneumatic)
Part of the module will concentrate onbasic electricity and the constructionof solenoid valves, relays and switches.Participants will then learn themethods to design control circuits
with electricity operated switches andvalves. Laboratory exercises willconcentrate on the building ofelectricity switching circut.
