    Introduction

    Higher Institute for Plastics Fabrication is a premiere Institute in the field of Plastics Technology. It was started

    on 8th September 2007 as a non-profit institute in an agreement signed by the Ministry of Petroleum and

    Mineral Resources, along with Technical and vocational Training Corporation (TVTC), the Eastern

    Petrochemicals Company (SHARQ) and the Saudi Petrochemical Development Company (SPDC), Japanese

    partner of SHARQ.The establishment of HIPF aims to train Saudi Youth under Japanese Experts supervision to participate as

    skilled technicians in the booming plastics industry of theKingdom. HIPF isregistered under licenseno.51109dt.22.12.1430.

    Activities of HIPFThe HIPF is mainly engaged in following activities:

    i) Long Term Training

    HIPF is conducting 2 year diploma course which is divided into four semesters.

    The first year is dedicated to intensive English language, general subject courses, basic engineering and basic

    plastics.

    The second year is dedicated to intensive handsontraining on various plastics fabrication technologies.

    The trainees spend two months on-the-job training (OJT) in their respective parent/sponsoring company.

    ii) Advanced Technology Course

    HIPF is also conducting Advanced Technology Course in plastics fabrication. The objective of the course is to

    upgrade professionals knowledge and skills in high-performance plastics and advanced fabrication

    technologies. It is a six month course covering Engineering Plastics, Strategic Plastics including PC, PMMA, TPE,

    and PET as well as advanced fabrication technology including Multi-component Injection Molding, all-Electric

    Injection Molding, PET Preform and Stretch Blow Molding.

    iii) Short Term Training

    HIPF is also conducting short term courses in various plastic processing techniques for updating the knowledge

    of technical personnel working in various fields of plastic and allied industries. During these programs,personnel from plastics industries are introduced with the latest trends in technology and get solution to their

    technical problems through mutual interaction and exchange of ideas with HIPF professionals.

    iv) Technical Services

    It is an integral part of the activities of the HIPF. HIPF offers following technical services:

    a) Plastics Laboratory Testing:

    The plastics testing laboratory of HIPF are well equipped and offeringbest services to the plastic industries by undertaking assignments of

    plastics materials/products/composites testing as per the National

    and International Standards.

    b) Consultancy Services:

    As per the specific needs of the industries, HIPF undertakes consultancy assignments on long-term and short-

    term basis. The services are provided by sending technical personnel to the industry to study and solve the

    problems. The major areas of consultancy services are;

    Material selection for newer products substitution

    Trouble shooting in the process and product

    Material processing analysis

    Short Course for Sheet Extrusion &

    Thermoforming

    HIPF conducted a short course on Sheet Extrusion &

    Thermoforming from 19-21 February 2012. Total 11

    industry personnel from SABIC, PPC, ALJ, SIPCHEM, Al-Hoty

    Stanger Ltd. Co., and Techno Clading Co. participated in the

    program.

    Short Course for Pipe Extrusion

    HIPF conducted a short course on Pipe extrusionTechnology from 12-14 February 2012.Total 6 industry

    personnel from SABIC, TASNEE, SPPI, and Thermal Pipes

    Factory participated in the program.

    Short Course for Injection Molding

    (Not covered in last quarterly report)

    HIPF conducted a short course on Injection Molding

    Technology from Dec 18-20 2011. Total 17 personnel

    participated in the program from Al Marai, SIG Combibloc,

    and SABIC.

    Audit by CINOP Consultancy Firm:

    Drs G.N.Hofma , Hofma Training & Consultancy from CINOP presented the HIPF Assessment and Benchmarking

    Report along with HIPF action plan.

    Employer Survey for D groups:

    Mr. Sanjay Rawat, Education Coordinator and Mr. Ahmed Al-Gheth, Acting Public Relation Manager visited 12

    companies in Riyadh, Jeddah and Dammam where the D group trainees are working for more than 6 months

    to do the Employer survey for performance of Trainees. The main companies visited were SAPPCO, Al Zamil,

    NAPPCO , Al-Rowad, Al-Khalijiya, Saudi Plastics, Astra polymers, Neproplast, and Saudi Can.

    Testing Services

    The HIPF Testing laboratory conducted various test for SABIC Polymer Laboratories as under:

    for yield stress, yield strain, stress at break, strain at break and tensile modulus for the Injection

    Molded test samples

    for yield stress, yield strain, stress at break, strain at break and tensile strength for the various film

    samples. for yield stress, yield strain, stress at break, strain at break, tensile strength and tensile modulus for

    PVC injection molded samples.

    15 Trainees from group F sat in the official KET .The details of the score achieved is as under:

    Pass with Merit - 6- Pass

    6- A1 level (but 2 of them were 2 points away from passing)

    Failed - 7 out of 15 passed with 70 or higher.

    For this group only 63 hours of KET preparatory training was given.

    Machinery and EquipmentsHIPF has state of art molding and extrusion machines to provide training in various fields of Plastics

    technology including Blow molding, Blown film, Injection molding, Pipe extrusion, Sheet extrusion and

    thermoforming under one roof. The machines are placed in different workshops with proper space for

    effective training.

    HIPF Important Committeesa). Plastic Industrial Consulting Committee This committee is composed of the members of HIPF

    Management, Factory Managers from different industrial sectors (Al-Marai, Rowad, Al-Watania Plastics,

    Obeikan Group, Packaging Product Co., Saudi Plastic Factory, and Al-Sharq & Savola Plastic Co.). This

    committee will provide feedback about HIPF activities.

    b). Curriculum Steering Committee - This committee serves as the approval committee for all sub-committees

    (Practical Professional Subjects, General Subjects, English Subjects, and Theoretical Subjects). A regular

    meeting was held to monitor and update the development in every subject.

    c). Laboratory Accreditation Committee - This committee is responsible in the preparation of all the necessary

    documents, applications, feasibility, etc for the accreditation of HIPFs Plastic Testing Laboratory.

    d). HIPF KPI committee - In order to check the performance and Quality of HIPF, the HIPF organization

    perspective was studied and a strategic planning model has been designed based on what we can accomplish

    in future. In order to achieve this, HIPF KPI committee has been established based on the recommendation of

    the Board.This committee will have the following roles: To make the action plans for all the objectives.

    Set the target for the objectives.

    Arrange for collecting data for the KPIs.

    Arrange for the preparation of report.

    Updating action plans.

    Propose corrective action.

    e. KAIZEN Scheme CommitteeThis committee invites suggestion from the employees to upgrade the HIPF

    system. The best suggestions are rewarded by the committee.

    f. Suggestion scheme Implementation committee-This committee is responsible for the implementation ofthe suggestion which are awarded by Kaizen scheme Committee.

    Welfare and Trainee Activities Graduation Ceremony of HIPF Trainees

    HIPF commemorates its 2nd graduation ceremony on December 10, 2011. Trainees graduated are from GROUP

    D (4TH

    Batch): 127 Graduates, GROUP E (5TH

    Batch): 124 Graduates GROUP F (6TH

    Batch): 85 Graduates, a total

    of 336 graduates.

    Farewell party to staff who resigned

    Management gave farewell party to three employees

    Mr. Roslan Bin Hamid, Mr. Roberto Sistena and Mr.

    James Malagueo who resigned. HIPF extended thanks

    to them for their valuable contribution.

    Best Teacher Award

    The Best Teacher of HIPF was selected.

    Criteria for Best Teacher Selection were

    the teacher who got maximum total

    voting from Trainees, HOD and

    Japanese Experts was declared as Best

    Teacher. For the year 2011 the best

    teacher was Mr Edgar Lucero from

    Sheet and Thermoforming department.

    Umra Trip for Trainees

    HIPF organised UMRA Trip for the trainees

    on December 14-16 , 2011. 47 HIPF

    trainees with 2 supervisors participated in

    the holy visit.

    Technical Contest for Trainees

    Various workshops organised the Technical contest for the Trainees in order to create competition ethics

    among trainees. All the workshops conducted separately according to their idea and creativity .It was like learn

    by fun.

    Group Discussion Activity

    A group discussion activity was organized by Pipe

    department in which trainees prepared make

    material on charts and make presentation about

    various Technical topics in front of other trainees.

    This way is a kind of mutual learning.

    Advisory Meetings

    Recently we introduced a Advisory system in which each Instructor is advisor for 6-7 trainees and there is

    Advisory meeting with trainees on monthly basis. During this meeting the Advisor discuss the weak areas of

    performance to Trainees and guide him to take necessary corrective actions.

    Best Attendance Trainees awarded

    HIPF awarded the trainees who maintained 100% attendance in the four weeks period to motivate the

    Trainees

    ISO Internal Audit Training

    The HIPF Instructors were given training on the ISO 17025 Internal Audit Training which is as per

    recommendation from SASO. The training was conducted for 2 days from 21/02/2012 to 22/02/2012.

    Total 13 staff from HIPF participated. The Trainer was from Mr Murugan Jairaman from TUV, Dammam.

    Train the Trainers Workshop Presentation

    Train the Trainer program was organised by HIPF for all the Teachers and Instructors of HIPF .The program

    had two sessionsOne for the Education and Teaching skills another for technical sessions on Polymers.
