Additional agenda for 24th meeting of WR Constituents regarding

Connectivity & Long-term Access applications in Western Region

1. Revision in the LTA quantum of Chhattisgarh State Power Trading Company

Ltd. (CSPTrCL)

a. M/s CSPTrCL through petition No. 84/MP/2016 to CERC, has prayed for

relinquishment of transmission capacity to the extent of 4699MW and 4985MW

in the ISTS under the BPTA dated 24.02.2010 and TSA dated 07.12.2010

respectively.

The details of LTA quantum requested to be surrendered by CSPTrCL from the

respective IPPs are mentioned at Annexure-I.

b. In this regard, the Hon’ble commission in terms of the ROP of this petition dated

28.06.2016, has directed CTU to utilize the relinquished capacity for grant of

LTA to the pending applications so that capacity does not remain unutilized. The

exercise for the utilisation of same has been carried out in the 23rd meeting of

WR constituents regarding connectivity / open access applications dated.

01.06.2016.

Commission in the refered ROP has further directed that the liability for

relinquishment charges of the petitioner will be decided in terms of the order in

the petition, and if the petitioner is held liable to pay the relinquishment charges,

the quantum of relinquishment charges will be decided in the light of the decision

taken on the basis of the recommendations of the Committee constituted in

Petition No. 92/MP/2015 for assessment / determination of stranded

transmission capacity with regard to relinquishment of LTA right by a long term

customer and relinquishment charges in terms of the provisions of the

Connectivity Regulations.

c. The revised allocation of LTA to CSPTrCL after considering the relinquishment

of LTA as per the refered petition from various IPPs in Chhattisgarh is as below:

Accordingly, it is proposed that the revised LTA intimation for the quantum as

mentioned above shall be issued to CSPTrCL and CSPTrCL would have to sign

revised LTA agreement / BPTA.

d. Here, it is to mention that while granting LTA to TRN Energy Pvt. Ltd.

(associated with HCPTC – V) and M/s Karnataka Power Corporation Ltd.,

(associated with Champa – Kurukshetra HVDC Bi-pole Phase 2 corridor) LTA

quantum of 210MW (WR: 126MW & NR:84MW) and 515MW (WR: 309MW &

NR: 206MW) respectively to CSPTrCL was mentioned in the intimation.

However, CSPTrCL has neither submitted separate application for this quantum

nor has signed BPTA for this quantum. Also CSPTrCL has not mentioned about

this quantum in the above mentioned Petition. In view of the above, 725MW

(210+515) shall not be considered against LTA to CSPTrCL.

2. LTA application for 450MW from Jaypee Nigrie Super Thermal Power Plant

(JNSTPP) of Jaiprakash Power Ventures Ltd. (JPVL)

a. M/s Jaiprakash Power Ventures Ltd. has applied for Long-term Access of

450MW from their 2x660MW Jaypee Nigrie Super Thermal Power Plant

(JNSTPP) located in dist. Nigrie, Madhya Pradesh.

b. Earlier, M/s JPVL was granted LTA for 1240.8MW [MPPMCL: 465.3MW (firm),

WR-388.2MW (target) & NR-387.3MW (target)] from their 2x660MW JNSTPP

with the commissioning of HCPTC IV and part system of HCPTC I. The

Transmission system for LTA of JPVL (i.e. HCPTC IV and part system of

HCPTC I) is commissioned. Presently, LTA of 465.3MW is operational for

MPPMCL.

c. However M/s JPVL has approached CERC vide petition no. 293/MP/2015 for

relinquishment of 775.5 MW leaving balance of 465.3MW LTA to MPPMCL. This

LTA of 465.3MW is already operational.

d. M/s JPVL has submitted the new LTA application for 450MW from its JNSTPP to

NR (target) from 30.10.2016. Studies have been carried out and following

transmission system is required for transfer of 450MW from the generation

project to NR, which is under implementation as part of different transmission

schemes (study results enclosed at Annexure – II):

Inter-Regional System Strengthening Scheme in WR and NR Part-B

i) Jabalpur PS - Orai 765kV D/C line

ii) Orai - Aligarh 765kV D/C line

iii) Orai - Orai 400kV D/C (Quad) line

iv) LILO of one ckt of Satna - Gwalior 765kV 2xS/C line at Orai

v) LILO of Agra - Meerut 765kV S/C at Aligarh

vi) LILO of Kanpur - Jhatikara 765kV S/C at Aligarh

3.1 Connectivity Applications received in the vicinity of Bhuj :

Earlier, 7 nos. of connectivity applications were received at Bhuj P.S. for a quantum

of 2400MW [Connectivity Granted: 1 No. (for 300MW); connectivity Under Process

as per main agenda: 6 Nos. (for 2100MW)]. Now, 4 nos of new connectivity

applications (for 2550MW) have been received at Bhuj PS as given in table 3 above

(Sl. 1 to 4). Accordingly, total quantum of connectivity applications received till date

at Bhuj P.S. is 4950MW.

In the main agenda of the meeting circulated vide letter dated 30.09.2016, there was

only one applicant (connectivity quantum: 500MW) in Khavda, in the vicinity of Bhuj

PS. Accordingly, connectivity to the same was proposed at 220kV level at Bhuj PS.

However, now 2 more applications of quantum 1750MW in Khavda area have been

received. Therefore, it is prudent to optimise the connectivity system for all the three

applications together. Accordingly, the proposal at item 2.2 is partially amended for

M/s AGEL in Khavda area.

With 3 applications in Khavda area, the total power pooled shall be of the order of

2250MW. Therefore, it is now proposed to establish a common pooling station at

Khavda for providing connectivity to the applicants.

Considering the above as well as project capacity and proximity of the RE

generations to Bhuj PS, following transmission system is proposed for connectivity:

Note:

1. As per the Manual on Transmission Planning Criteria, the ‘N-1’ criteria may not be applied to

the immediate connectivity of wind / solar farms with the ISTS / Intra-STS grid i.e. the line

connecting the farm to the grid and the step-up transformers at the grid station. In case, wind

farm developer envisages expansion in generation capacity, the same may be informed so

that connectivity system my be appropriately modified.

2. Connectivity of all six applicants with the grid shall be established with the commissioning of

above mentioned dedicated line and Bhuj PS (765/400/220kV) – Banaskantha PS (765kV) –

Sankhari (400kV) Corridor or Bhuj PS (765/400/220kV) – Banaskantha PS (765kV) –

Chittorgarh PS (765kV) – Chittorgarh (RVPN) (400kV) corridor.

3.2 Connectivity Applications received in the vicinity of Solapur (Osmanabad) :

Earlier, 5 nos. of connectivity applications were received in the vicinity of Parli &

Solapur for a quantum of 1600MW which were proposed to be pooled at a new

pooling station near Latur area. Now, 4 nos of new connectivity applications (for

1200MW) have been received at Solapur (Osmanabad) as given in table 3 above

(Sl. 5 to 8). Accordingly, total 9 nos. connectivity applications for a total quantum of

2800MW in the Latur area has been received till date.

In the item 2.3 of the main agenda for 24th WR Connectivity/LTA meeting,

considering the large quantum of RE generation in the vicinity of Latur area, it has

as a pooling station for RE generations in that area. Accordingly, following

transmission system is proposed for connectivity:

my be appropriately modified.

Since connectivity required by the applicants mentioned above is from Mar’18 /

Jun’19, efforts may be made to implement Dedicated Connectivity System as well

as Common Transmission System for Connectivity of renewable generations

around Latur area at an early date.

3.3 Connectivity Applications received in the vicinity of Kolhapur :

The following new connectivity application has been received at Kolhapur (PG)

switching station as per details given in table 3 above (at Sl. No. 9). In view of project

capacity & proximity of generation, following transmission system is proposed for

connectivity:

4. LTA Applications from RE developers in Western Region

Earlier, 1 no of LTA application of M/s SESPL was received at Bhuj PS for a

quantum of 300MW {NR: 150MW (Target), WR: 90MW (Target), SR: 60MW

(Target)}. Now, four nos of new LTA applications have been received at Bhuj PS in

the month of Oct’16 to Dec’16 as tabulated below (which includes LTA application of

M/s AGEL which was discussed under item No. 4.1 of the main agenda for 24th WR

Connectivity/LTA meeting and whose system is to be reviewed considering collective

generation capacity from RE projects of M/s AGEL in Khavda area of Bhuj, Gujarat):

As can be seen from Table 7 above, the total LTA quantum of 2750MW [2550MW

Target to NR and 200MW Target to ER] will be injected at Bhuj P.S. The high

capacity Green Energy Corridor starting from Bhuj PS (WR) to Moga (NR) is already

under implementation by POWERGRID for evacuation and dispersal of power from

renewable generations coming up in Gujarat (especially Kutch complex) and

Rajasthan.

System studies considering the above transfer of power to NR & ER have been

carried out. Study results are attached at Annexure – III. From the studies, following

is observed:

Bhachau – Versana 400kV D/c line grossly violates N-1 criteria (about

1475MW under N-1 outage)

Mundra UMPP – Bhachau 2xD/c (triple) line gets critically loaded and loading

reaches upto about 1200MW under N-1 outage

In order to relieve loading on the above lines, following is proposed:

LILO of EPGL – Bhachau 400kV D/c (triple) line at Halvad S/s (or Shapar S/s)

as proposed in the item no. 11 (Alternative utilization of Essar Power Gujarat

Ltd (EPGL) - Bhachau 400kV D/c (Triple) line of POWERGRID) of the 41st

WR SCM agenda.

Establishment of 2x500MVA, 400/220kV S/s at Bhachunda and Bhuj P.S. –

Bhachunda – Varsana 400kV D/c line under implementation by GETCO may

be expedited

Study results indicate that with the above measures, loading on Bhachau –

Varsana 400kV D/c line gets relieved significantly. Further, loading of Mundra

UMPP – Bhachau 2xD/c (triple) line also gets relieved to some extent and loading

reaches upto about 1000MW under N-1 outage.

Accordingly, transmission system for LTA of each of the above applicants is as

mentioned below:

5. Termination of Dedicated connectivity lines at ISTS substation using Multi-

circuit towers

a. RE generations proposed to be pooled at Bhuj P.S.

In view of large RE potential in the vicinity of Bhuj P.S. and in anticipation of more

connectivity applications to be received at Bhuj P.S., it is necessary to consider space

optimisation towards entry into Bhuj P.S. Accordingly, it is proposed that transmission

towers, upto 2km. periphery from Bhuj P.S., used for termination of dedicated

connectivity lines of RE generations may be of multi-circuit type and the generation

developers who would share the M/C towers (as per GPS coordinates of RE

generations) are as tabulated below:
