1 Purpose

Qatar Railways Company (Qatar Rail) invites experienced contractors (each an “Applicant”) to prequalify for the provision of Architectural Subcontracts for the Doha Metro Phase-1 civil contracts.

Qatar Rail is carrying out a centralised prequalification process for the Architectural works in order to source qualified subcontractors to carry out the following categories of subcontract work.

1. Multidiscipline – capable of doing all of the categories of Architectural works as listed below.

2. Interiors only.

3. Envelope and façade (including supporting structure, glazing and cladding).

4. Hard and soft Landscaping – including street furniture

This is being carried out in conjunction with the civil D&B contractors.

Qatar Rail and the D&B Contractors are seeking to pre-qualify experienced companies or joint ventures that possess the capability and expertise to successfully construct the Architectural elements of the Metro Systems.

This document provides applicant with relevant information on the scope of works, prequalification criteria, and the prequalification questionnaire which you need to complete and return to Qatar Rail Procurement department on 23rd August 2015 between the hours of 09:00 and 12:00 noon.

This Prequalification Questionnaire is for Interiors contractors, Envelope and Façade and Landscaping contractors and contractors capable of doing all elements. It is not intended for prequalifying vendors, suppliers, manufacturers.

Applicants must submit a separate completed prequalification questionnaire for each category they wish to be considered for.

Qatar Rail reserves the right to amend or cancel the prequalification process. Qatar Rail is not obliged to invite all or any applicants to tender for the works. Qatar Rail reserves its right to amend the scope of the Works described in this document prior to award of the contract.

1.1 Description of the Metro Network

Doha Metro Phase 1 is currently split into eight main Civil Design and Build Contracts which are summarized as follows:

1.1.1 Red Line North Underground

The Red Line North runs from Msheireb Station and northwards to Lusail Marina/The Pearl Station and beyond to the M11 transition.

1.1.2 Red Line North Elevated and At Grade

There are elevated and at-grade sections of the Red Line North between the M11 transition and Al Khor Stadium.

1.1.3 Red Line South Underground

The Red Line South runs from Msheireb station southwards through the M10/M11 Switchbox, to the M11 transition, and continues eastwards along M10 to NDIA station.

1.1.4 Red Line South Elevated and At-Grade

There are elevated and at-grade sections of the Red Line South between the M11 transition and Al Wakra South Station.

1.1.5 Gold Line Underground

The Gold Line runs from Airport City North Station westwards towards Al Sadd Stadium and beyond to the M20 transition. The Gold Line underground section also includes a section of the Blue Line which connects the Gold Line with the Red Line South from the M20/M40 switchbox and continues southwards to the M40/M104 switchbox. There is an elevated section from the M20 transition to Al Rayyan South.

1.1.6 Major Stations

Doha Metro Phase 1 contains two (2) major stations: Msheireb and Education City.

Msheireb Station

Msheireb Station, located in the centre of Doha city, is the hub of the metro network and is the major interchange station for Red Line North, Red Line South, Green Line and Gold Line.

Education City Station

The Education City Station provides interchange between the Green Line and the future high speed, long distance railway to Saudi Arabia and Bahrain.



1.1.7 Green Line Underground

The Green Line starts from Msheireb Station and moves north and then west to the M32 transition.

1.1.8 Green Line Elevated and At-Grade

There is an elevated section of the Green line from the M32 transition to Al Rayyan Stadium Station.

Details of the D&B contractor’s delivering each section of the works can be found in section 2.1 later in this document.

2 Scope of Work

The scope of works will include- Architectural Finishes including the design, fit out and branding of:

a) Underground stations - above ground public entrance structures to underground stations and adjacent ground level areas, including pedestrian footpaths which are not integral to a carriageway,

b) Elevated and at Grade stations - (within the limits of the station) including entrance structures, other above ground structures and adjacent ground level areas but excluding non–public areas already included in the contract.

Listed below is a summary of the Architectural scope of works in the provisional sums within the main D&B contracts.

The works are being packaged into the following categories. The applicants are encouraged to provide specific responses to match these categories of work, in order to allow Qatar Rail and the D&B contractors to adequately assess the applicants capability.

a) Multidiscipline – capable of doing all of the works in the below packages.

b) Interiors only.

c) Envelope, façade and related structure (including supporting structure, glazing and cladding) – including the provision of entrance Structures to Underground Stations and Elevated Station shelters and associated structural frame and envelope.

d) Hard and soft Landscaping – including street furniture

2.1 Scope of Architectural Finishes within each category or package A brief overview of the nature of the works within each package is provided below, in order to assist the applicant in deciding which category of works to submit a prequalification application. Please refer to the draft work packaging strategy in the appendix, which illustrates the approach being adopted by each Civil D&B contractor.



2.2 Multidiscipline Work Package There are several packages across the network where the selected subcontractor will be required to carry out the full range of Architectural works including but not limited to.

1. Interiors.

2. Envelope, Façade and supporting Structure.

3. Hard and soft landscaping.

4. Fixtures Furnishing and Equipment.

2.3 Interiors Package

2.3.1 Finishes to the internal public areas of the stations (below and above ground)

The provision of finishes to the internal public areas of the underground stations as well as underpasses and over bridges associated with elevated and at grade stations - to include but not be limited to:

a) Floor finishes including movement and control joints;

b) Wall finishes including support systems;

c) Ceiling finishes including support systems;

d) Balustrades and handrails to stairs and openings; and

e) Decorative MEP and rail system components such as CCTV and PID housings, lighting booms and HVAC diffusers and louvers.

2.3.2 The provision of facilities for the public, both inside and adjacent to the stations,

This will include but not be limited to:

a) Way finding and informational signage;

b) Fixtures and fittings including items such as seats, bins, information points and fire cabinets;

c) Tactile guidance routes; and

d) Fit-out of customer service and public welfare facilities such as ticket offices, toilets, baby changing and waiting rooms.



2.3.3 The provision of standardised building components across the

program

The scope will include the provision of building components which the Employer has decided shall be standardised program wide to include but not be limited to:

a) Door ironmongery including items such as lock sets, handles, closers, hinges, suited cylinders; and

b) Signage outside of the public areas including items such as door signage, escape signage, health and safety signage and rail information signage in areas such as the running tunnels, viaducts, plant rooms and staff areas; and

c) Furniture for use by staff in offices and customer service and welfare areas.

2.4 Envelope, façade and related structure This package will include provision of Entrance Structures to Underground Stations and elevated Station shelters, including the associated structural frame and envelope.

2.4.1 Underground Station- public entrance buildings

The scope will include the provision of public entrance buildings including pedestrian walkways which are integral to the public entrance structures.

This will include but not be limited to:

a) Above ground structural framework to support the external envelope; and

b) External building envelope including roof, curtain walling, glazing and public entry doors.

2.4.2 Elevated and at Grade Metro sections public entrance buildings

The scope will include the provision of signature roofs to station platforms and public entrance buildings to include but not be limited to:

a) Secondary framework (steel work) to support the external envelope; and

b) External building envelope including roof, curtain walling, glazing and entry doors.

The finishing of all above ground structures such as station buildings, public entrances, footbridges and auxiliary above ground facilities to include but not be limited to:

a) External building envelope including curtain walling and glazing; and



b) Decorative external envelopes, including louvers, to buildings such as

escape stairs, vent shafts and skylights including associated support systems;

2.4.3 Architectural elements of other minor building works

The Provisional Sums for Architectural Finishes may be applied to any other minor building works not included in the Contract, as requested and approved in writing by the Engineer.

2.5 Hard and soft landscaping The scope will include:

a) Hard and Soft landscaping (including footpaths which are not integral to a carriageway) to ground level areas adjacent to stations and above ground public entrance structures. In a public Streetwork’s environment.

b) Street furniture including - outdoor lighting poles and fixtures for landscape and road lighting.



3 The Contractor

The Employer for the Doha Metro Phase 1 project is Qatar Railways Company.

The various phases of the Metro are being delivered by several Joint Venture D&B contractors as follows. It is intended that following the prequalification and tender process, the successful Applicants will be engaged by the D&B contractors as listed below.

The address in Qatar Rail to which the Applicants prequalification submission should be submitted is shown in section 5 of this document.

4 Prequalification - Criteria for consideration

4.1 Introduction

Applicants shall be companies capable of delivery of the scope of the Works described in section 2 for each specific category / package.

The Applicants prequalification response shall describe how they fulfil certain criteria that are detailed below.

Applicants are reminded that they must prepare a submitted a separate and specific Prequalification questionnaire for each category they wish to be considered for.

Given the size, complexity and array of disciplines involved in the successful delivery of the works, it is expected that sub-contractors may need to form either a joint venture (JV) or consortium in order to fulfil all of the criteria of the prequalification.

The principal evaluation criteria are:

a) Technical capability;

b) Capacity to undertake the work in the required time and quality; and

c) Financial robustness and size in relation to the anticipated size of the contract.

4.2 Detailed information requirements

4.2.1 Part 1 - Technical capability

A detailed submission will be required in response to section 6 Prequalification Questionnaire using the same format and numbering. In order to allow Qatar Rail and the D&B contractors to carry out an assessment of the suitability of the Applicants

5 Documents

The Applicant shall submit its prequalification documents in two (2) hard copies and two (2) soft copies in PDF searchable format.

It is important that the Applicants prequalification response documents are structured strictly in accordance with the Prequalification Questionnaire numbering and format.

A page limit has been set at 300 pages and these must be adhered to, no smaller than 10 point fonts are to be used and single sides/sheet will count as one page.

Qatar Rail request that no advertising or promotional literature is submitted with the Applicants response. As this will not be opened or marked.

The date for submitting the prequalification documents is:

23rd August 2015 between the hours of 09:00 and 12:00 noon local Qatar time (GMT +03:00).

The submitted prequalification documents shall be structured strictly in accordance with the Prequalification Questionnaire (PQQ) requirements as set out in section 6

All documents shall be provided in the English language. Where information is provided in another language, it shall be accompanied by an English translation. This translation will govern and be used for interpreting the information.

Qatar Rail and the D&B Contractor shall not be responsible for, nor reimburse, any expenses incurred by whomsoever in the preparation and submission of the prequalification documents or any clarification/further information which Qatar Rail may request for the proper assessment of the submitted prequalification documents.
