Lessons Learned
In February of 2018, Crawford, Seneca, and Wyandot Local Public Health Departments joined together with the Center for Public Health Practice (CPHP) to develop Performance Management Plans for their organizations. This encompassed in-person training and individual HD conference webinars, as well as provided tools and guidance from Anne Goon, Public Health Consultant.
What We Did
Teams from each local health department were assembled and attended an in-person training with Anne Goon, Public Health Consultant. We then:
• Identified strengths and areas for improvement using the Performance Management Self-Assessment Tool provided by PHF
• Set organizational objectives across all levels of the department
• Identified indicators to measure progress toward achieving objectives on a regular basis
• Identified areas where achieving objectives requires focused QI processes
In reviewing the last few months of training and writing plans, our agencies have come to recognize:
• Management needs to educate employees to view PM processes as constructive
• Performance management is a ‘process’ and not an ‘event’
• The importance of involving staff of all levels in forming a PM system
What We Made
Upon building our performance management framework, writing agency-level performance measures, and incorporating strategic objectives from our individual proposed Strategic Plans, our three agencies have accomplished implementation and use of a performance management system.
• The performance management and QI processes are detailed in a plan.
• Performance management is a standing agenda item for senior leadership level meetings
• Performance measures have defined targets based in evidence or standards
• Performance measures that are aligned with the agency strategic plan
• Performance measures that are visible throughout the agency
• Staff roles have been identified regarding collecting, analyzing, and reviewing performance data

• Accreditation Preparation and Support
• To establish policies and procedures for improving quality and performance
• To ensure that improvement efforts are appropriately focused and successfully implemented and communicated
