QLE for EiE: why?
• Measuring results and impact in humanitarian crises has proven to be
challenging, e.g. due to:
• Absence of baseline data
• Fluid nature of emergencies
• Lack of tools for measuring quality in emergencies
• Lack of trained personnel looking at quality and effectiveness
• Data collected is often on output level
• Demonstrating success of EiE programming is crucial for securing more
funding and show education as life-saving and life-sustaining
• INEE MS focus on national level, and QLE complements for
school/learning space level.

QLE for EiE: expected results
Specific objective:
Increased global, national and local capacity to monitor and collect data on
the quality of learning environments.
Expected results:
1. An innovative and scalable toolkit to measure the quality of learning
environments in humanitarian settings has been developed and disseminated.
2. The full QLE for EiE package has been tested and evidenced in 3 countries.
3. QLE is widely disseminated to and vetted by key global EiE stakeholders and
a plan for further roll out is developed.

2. How does the QLE for EiE framework influence more effective
programme interventions and decision-making at learning space/school
level?
3. How is QLE for EiE being perceived by key stakeholders: SC staff,
government education officials, head teachers, teachers, parents, the
community and students?
