We were informed that the last calls for FP7 will already reflect the future objectives of Horizon 2020. Furthermore it is anticipated that the first calls for submitting research proposals under Horizon 2020 are expected in 2014 and may be even late 2014. In practical terms this means that there will be no 2013 round for ERC and the competition for this last round for FP7 projects will be fierce. ♣ 01-08-2012 Internal trainings related to research funding

In collaboration with HR, training in grant writing skills are offered on a regular basis. Although the training is focused on personal grants, the knowledge is also applicable to writing project grants for open competitions. The training are open to any scientific personnel who are planning to write a proposal. As it is a hands on practical training, you benefit most form the training when you already have a project idea in mind. All trainings are in English.

Leiden University now has an internal website for standard contracts set up by several departments i.e. HR, Legal Affairs, International Office, LURIS. The site provides a number of standard contracts which are useful in research and teaching activities and the support thereof. It is our wish to maintain standard contracts for a significant part of the academic community in one central location. That way it provides an easily accessible and fixed location for the most up to date versions of various standard contracts. It is therefore our intention to add other documents and departments. The intranet site can only be reached from or via the LU computer network. The standards will not cover all issues so a contact person is provided with each to enable direct access to a matter expert in the case of specific questions or issues.

NWO Vernieuwingsimpuls 2012 important changes!!

The ‘Vernieuwingsimpuls’ (VI) scheme offers personal fellowships to talented researchers in different stages of their career. Project proposals can be submitted to NWO each year, and selected candidates will have to present their proposal to a committee. The deadlines for this year are:

There are three important modifications in the procedure with respect to last year’s round: Knowledge utilisation (part 2.b.) now official criterion counting for 20% of overall score In the previous round the completion of the section about knowledge utilisation was optional. For the VI round of 2012 every researcher who submits an application is requested to devote several paragraphs to knowledge utilisation. All VI applications will subsequently be assessed for the aspect knowledge utilisation in addition to the aspects personal qualities of the researcher and quality of the project proposal. The assessment of the knowledge utilisation criterion will constitute 20% of the total assessment. This is an important change compared to the previous rounds. Evaluation process In 2009, 2010 and 2011, the VI assessment procedure was split into two phases: the divisional phase and the domain phase. From the 2012 round onwards the domain phase for Veni, Vidi and Vici will no longer take place. Veni and Vidi will be assessed at the divisional level of the candidate’s choice. Applicants who wish to carry out research that exceeds the boundaries of NWO divisions can opt to submit the application as cross-disciplinary. WOTRO Science for Global Development is responsible for the cross-disciplinary secretariat. From the 2012 round onwards, Vici applications will be assessed science wide. This means that applications from all disciplines (including cross-disciplinary applications) will be compared with each other in a single competition. Limited submission possibilities for Veni and Vidi With effect from 2011 a new submission condition applies to applicants. For the Veni and Vidi rounds, researchers may only submit a proposal on two occasions. Only applicants who had already submitted a proposal twice before 2011 may make a third submission via a transitional arrangement. For Vici, researchers may submit a proposal on three occasions.

The collaborative Public Private Partnership project (max contribution NWO: €127.500 for Energy, € 300.000 for Health and Agro, required co-funding of private partners € 42.500 and € 100.000, respectively) should be case studies or pilot studies on assessing the chances of success of new technologies to be developed within the innovation contracts. This includes developments that influence the introduction of new technologies (like ICT, nanotechnology, biotechnology and neurosciences), and technology systems in transition (like energy, transport, agriculture and water). For LSH projects should fit within the themes of IMDI (www.imdi.nl). Max project duration is 1 or 2 years. 12-09-2012 NWO MaGW Research Talent (Onderzoekstalent, former open competition)

Research Talent offers talented, upcoming researchers the opportunity to fulfil their ambitions of pursuing their scientific careers with a three-year PhD research project. Proposals for Research Talent are submitted through full professors, associate professors or assistant professors within social and behavioural sciences. Note that:

Assistant professors (UD) can now be main applicant as well

A promoter can be involved in two applications in the same round. This means that a full profesoor can act as a professor twice, but only in one case can be the applicant as well. Being the promoter on the application does not equal being (co-)applicant.

The candidate needs to have completed a research master in his/her discipline by the time of appointment. An exception is made for the (sub)disciplines Psychometry, Criminal Law and Criminology, Pedagogics and Environmental Sciences. Candidates in these disciplines have done a comparable study programme to a research master (within the near future, or must have recently completed one). This is defined as a Dutch master’s programme supplemented by sufficient research-related international knowledge and experience (for example a second master’s at a renowned university abroad) or a Dutch master‘s programme supplemented by a research-oriented honours programme with at least 30 ECTS.

More information on the curriculum vitae of the candidate will be asked. This will be a combination of study results, judicia and extracurricular academic activities.

The China Exchange Programme (CEP) aims to foster long-term research cooperation between the Netherlands and China. The programme supports exchanges of senior researchers and joint research projects in all fields of research. The programme offers two types of funding:

Individual Visits: Grants for individual senior researchers who wish to lecture or conduct research in

China. The intention of the visit should be to establish long-term cooperation in the form of a joint

research project.

Joint Research Projects: Financial support for Dutch universities, research institutes, laboratories, or

research groups wishing to carry out a joint research project with Chinese counterparts.

The programme helps cover the following costs: Travel (Dutch researchers going to China, up to a maximum of € 1200 per person per visit); Accommodation (Chinese researchers staying in the Netherlands); Material in the Netherlands (Joint Research Projects only); Field work in China (Joint Research Projects only). 18-09-2012 NWO Urban Europe – creating attractive, sustainable and economically viable urban

areas

The overall aim of JPI Urban Europe is to create attractive, sustainable and economically viable urban areas, in which European citizens, communities and their surroundings can thrive. Each project proposal (typically 1-2 M€) must be submitted by a project consortium consisting of at least three eligible applicants from at least two participating countries (Austria, Denmark, Finland, the Netherlands, Sweden and Turkey). Each of the applicants must have the interest and competence to undertake research, development or innovation within the specified themes (thus bringing together partners from across society and promote intensive interactions between researchers, policy makers, business and civil society). The main challenges have been summarized in the Strategic Research Framework of Urban Europe, including:

Urbanization trends, including consequences for urban sprawl

Climate change, with special emphasis on the effects on urban areas

Demographic changes, including an aging population, migration, social and cultural shifts

Changes in mobility and transportation demands

Increasing energy demands and its consequences for cities´ energy management

Congestion, both in transport system and elsewhere

World economy changes, including current decline and potential future changes

The call focusses on making knowledge accessible for the creative industry, developing new knowledge and realising the link between science and practice. In all cases projects will be realised with consortia of at least one knowledge institution and at least one private party, possibly supplemented with other private and or public or semi-public parties. Two different types of projects can be submitted: 1. Embedded Research: project of min 6 months and max 5 years, for which contribution NWO min € 75.000 – max € 125.000. At least one researcher should be appointed for 0.5 fte. At least one external partner should participate (matching of at least 30% of NWO contribution). 2. Dit initiatief biedt unieke kansen voor de Nederlandse wetenschap om zich op terreinen zoals tropische ecologie en biodiversiteit, vulkanologie en tsunami-onderzoek en Caraïbische archeologie verder te profileren.

Top sector policy update April 2012

February 2012: NWO presented their propositions for the Topsectors, i.e. what portion of their budget they are going to allocate to each Topsector, and which programs they are going to develop. Most of the calls related to the Topsectors will be for public private partnerships. This means that projects can only be submitted together with partners from companies. Currently, the frameworks for the TKIs are further developed and issues like governance and rules for IP are being discussed. 23 April 2012: Uncertainty over the Top sector policy due to the resignation of the government Top sector policy update February 2012 All innovation contracts TOP sectors published in january 2012 Early January all innovation contracts of the Topsectors were handed in to the ministry of EL&I and were published. These innovation contracts contain rolling agendas for research in the upcoming years in these sectors. Furthermore, a great amount of parties, predominantly companies, have shown (conditional) commitment to invest in the Topsectors with letters of intent, which amounts currently to 1.5 billion euro. At the moment, EL&I is making an inventory of the commitment of the public partners, i.e. TNO, universities and lower goverment, which needs to be clear half February. Furthermore, EL&I is addressing the risk of possible overcommitment of NWO and TNO budgets in the current innovation contracts. At the same time the governance and conditions for the TKIs are further developed, as well as the tax reduction measures that are created to stimulate participation of companies and also universities (RDA+). EL&I expects that the innovation contracts will be signed on 29 February 2012. The Topteams of the Topsectors themselves continue to fill in the content of the research programmes with ideas for projects.
