A RESOLUTION PERMITTING THE QUAPAW NATION

CLEANING CORPS TO DO BUSINESS AS THE

QUAPAW PRISTINE TEAM

WHEREAS, the Quapaw Nation is a federa lly recognized Indian tribe (the "Nation " or the "Tribe " or "Tribal'') and is governed by the Resolution Authorizing the Quapaw Tribal Business Committee to Speak and Act on Beha(f of the Quapaw Tribe of Indians-known as the "Governing Resolution" adopted by the Quapaw Indian Council on August 19. 1956, and approved by the Commissioner of Indian Affairs on September 20, 1957;

WHEREAS, the Quapaw Nation asserts its jurisdiction to the fullest extent recognized by law over the lands within the original Quapaw Reservation, as established as a homeland for the Quapaw Nation by the Treaty of May 13. 1833;

WHEREAS, the Governing Resolution delegates authority to the Quapaw Nation Business Committee to speak and act on the behalf of the Quapaw Nat ion;

WHEREAS, the Quapaw Nation Business Committee is thus empowered and obligated to transact Tribal business, including enacting resolutions. laws. and policies for the best interest of the Quapaw Nat ion;

WHEREAS, the Quapaw Nation Business Committee adopted Resolution No., 061821-A on June 18, 202 I Establishing and Chartering the Quapaw Nation Cleaning Corps; and

WHEREAS, the Quapaw Nat ion Business Committee finds it is in the best interest of the Quapaw Nation to amend Resolution No. 061821-A to permit the Quapaw Nation Cleaning Corps lo do business as "the Quapaw Pristine Team" when and as found necessary and advisable by the Manag ing Officer thereof

NOW, THEREFORE BE IT RESOLVED THAT, by the Business Committee of the Nation that the C harter of the Quapaw Nation C leaning Corps is hereby amended as fo ll ows :

I. Section 2A is amended to read as follows:

§ 2. Name; Place of Business; Location of Offices.

A. The full name of the entity created herein shall be the "Quapaw Nation Cleaning Corps." The short name of such entity shall be the "Cleaning Corps." When and as found necessary and advisable by the Managing Officer of the Quapaw Nation Clean Corps, the Quapaw Nation Cleaning Corps may do business under the name "Quapaw Pristine Team ."

B. The principal place of business and the office of the Cleaning Corps shall be on tribal lands within the boundaries of the Quapaw Reservation.

C. The Cleaning Corps may establish additional offices at such place or places as the Cleaning Corps may, from time to time direct, or as the operations of the CleaningCorps may require.

The foregoing resolution of the Quapaw Nation was duly adopted through a telephone/electronic poll of the Quapaw Nation Business Committee on September 8, 2021 ,

WHEREAS, the Quapaw Nation is a federally recognized Indian tribe (the "Nation" or the "Tribe" or "Tribal '') and is governed by the Resolution Authorizing the Quapaw Tribal Business Committee to Speak and Act on Behalf o f the Quapaw Tribe o f Indians-known as the "Governing Resolution" adopted by the Quapaw Indian Council on August 19, 1956, and approved by the Commissioner o f Indian Affairs on September 20, 19 5 7;

WHEREAS, the Quapaw Nation asserts itsjurisdiction to the fullest extent recognized by law over the lands within the original Quapaw Reservation, as established as a homeland for the Quapaw Nation by the Treaty o f May 13, I 833;

WHEREAS, the Quapaw Nation Business Committee is thus empowered and obligated to transact Tribal Businesses and otherwise speak or act on behalf o f the Nation in all matters;

WHEREAS, the Quapaw Nation Business Committee is entrusted and obligated to transact Tribal business, including but not limited to adopting laws related to gaming, to Quapaw Nation economic development, to the establishment o f Quapaw Nation enterprises, enacting resolutions, laws, and policies for the best interest o f the Quapaw Nation; and

WHEREAS, the Quapaw Nation Business Committee and other elected officials may be called upon to defend their persons and others;

NOW, THEREFORE BE IT RESOLVED any Sworn Business Committee Member or Elected Official of the Quapaw Nation may conceal carry a fireann on his or her person anywhere in the jurisdictional boundaries of Quapaw Nation if the person has successfully completed a background check and handgun qualification course for elected officials developed by the Quapaw Nation Marshal Service.

BE IT FURTHER RESOLVED, the Quapaw Nation Marshal Service will provide an identification card to be issued to the Business Committee Member or Elected Official of the Quapaw Nation and provide the application forms. If the person issued an identification card is no longer eligible, that person should immediately return the identification card to the Quapaw Nation Marshal Service.

WHEREAS, the Quapaw Nation (the "Nation" or the "Tribe" or ''Tribal '') is a .federally recognized Indian tribe and is governed by the Resolution Authorizing the Quapaw Tribal Business Committee to Speak and Act on Behalf of the Quapaw Tribe oflndians - known as the "Governing Resoluhon " - adopted by the Quapaw Indian Council on August 19. 1956, and approved by the Commissioner of Indian Affairs on September 20, 1957;

WHEREAS, other tribal entities have initiated such programs and have.found them to be helpful in supporting educational persistence; and

WHEREAS, new graduates may experience a gap between graduation and a first paycheck;

NOW, THEREFORE BE IT RESOLVED that the Quapaw Nation hereby initiates a Graduation Incentive Program for its members, as follows:

High School Graduate Technical School/ Associate 's Degree Bachelor's Degree Master's Degree Post-Graduate Degree

$ 100.00 $ 250.00 $ 500.00 $ 1,500.00 $3,500.00 and a Pendleton blanket

An increase of $435,000 has been budgeted for the 2021-2022 fiscal year to cover these costs.

BE IT FURTHER RESOLVED that this funding shall be supplied via ARPA funding for the 2021-2022 fiscal year.
