Note from the Director

Congratulations on taking the step to attaining credit for the training and hard work that you have

successfully completed here at the CSX – REDI. Mountwest Community & Technical College

acknowledges the REDI as a state of the art training facility comparable to college level learning at our

institution. With the partnership that we have created, you can earn up to 27 credits for the REDI

training you successfully complete at no charge. This credit will count toward the Associate of Applied

Science in Transportation Technology degree with an emphasis in Railroad Occupational Specialty.

This degree is a completely online degree that will allow you to take the courses with you wherever

you go using a technology based online learning environment. Those of you who thought earning

your degree was too expensive, too time consuming, or too hard, now have an option and we are

ready to help guide and encourage you through the process.

Once you complete the MCTC application, the credit you have earned will be added to your student

transcript at no charge and will remain there until you are ready to pursue your degree. There is no

immediate obligation to start the remaining coursework, when you are ready and notify us, we will

be here to help.

I will be your one point of contact for any information or questions along your education journey, so

APPLICATION PROCESS All students interested in receiving credit for the REDI training they have successfully completed and is listed in the appendices on the curriculum tracker must complete an MCTC application for admission, located on the last page of this document. The application is not complete until the student fills out all information in its entirety. Students should be sure to include correct contact information with regard to telephone, address, and email.

TRAINING CURRICULUM INCLUDED A list of detailed training curriculum being evaluated and eligible for credit is listed in the appendices at the back of this document. As new training is identified, the list will be updated. This credit will be earned by the employee completing the identified training programs. There is no cost to the employee for the application fee or any credit earned at the CSX –REDI and there is no obligation for the student to take any further courses until they are interested in pursuing their degree or furthering their education. The credits earned at the REDI will remain on their transcript at MCTC indefinitely and any additional or previous training they receive can also be awarded and added to their transcript as well at no charge.

ASSOCIATE DEGREE OPTIONS The Associate of Applied Science in Transportation Technology degree is a new, completely online degree option recently developed at Mountwest for those individuals who are interested in the Transportation Industry (Railway, Aviation, Maritime, and Roadway). This degree is beneficial to anyone who is currently working in the transportation industry and is interested in furthering their knowledge in the transportation industry or wanting a degree to help them excel and advance in their career. All additional courses beyond the awarded REDI credits can all be taken online from anywhere. For more information on the breakout of these degree programs, please see appendices. Transportation Technology 15 general education credits (5 classes)

TRANSFER CREDIT Employees/Students also have the option to transfer into MCTC any college credit they have earned at other accredited institutions that may substitute for the general education or other coursework. Each student interested in transferring credit should request an official transcript from each college that they attended and took those courses from. Please note that transcripts must come from each college that credit was earned. Most colleges have the Official Transcript Request form located on their website for download. Example: Student A took coursework at X college, then transferred all of that coursework to Y college. MCTC would need official transcripts from both X and Y college, not just the most recent. If a student only sends in an official transcript from college Y, they will only get this transcript credit evaluated and/or transferred if eligible. MILTARY STUDENTS MCTC is proud to be a military friendly college and will review and award earned credit for military service. If you have served in one of the branches of the military and would like your transcript reviewed, and have already submitted your admissions application for the REDI credit, please email your request to [email protected]. Information on where to obtain your military transcripts can be found in the appendices. Education Benefits – If the student wants to utilize their military education benefits, they will need to contact the office of Military Programs at 304-399-1279 to enroll.

TUITION AND FEES Any coursework outside of the REDI center training (other than those that MCTC will accept as transfer credit) is the financial responsibility of the student upfront and is also eligible for education reimbursement from CSX after their 90 day eligibility requirement. The current cost of tuition is $123 per credit hour (which is subject to change), and each course is 3 credit hours. Once the student completes the training at the REDI center, they must also complete the MCTC application for admission in order to receive the earned credit. The student can start taking any of the online coursework toward the degree at MCTC in the following semester. Fall semester begins in mid August; Spring semester begins in January; Summer semester begins in mid May. The student

will receive all correspondence through email with regard to upcoming semester courses offered, registration options, etc.

myMCTC STUDENT PORTAL The student portal to grades, personal information, accounts, online courses, payments, financial aid, etc. are located within the myMCTC portal at the following link http://mctc.edu/myMCTC. To log into the portal, students must know their MCTC student number (begins with 942) and the first time access password will be the students 6 digit date of birth (example: 060672 for June 6, 1972). If you do not know your student ID number, or have trouble accessing the portal, please contact the HELPDESK at 304-696-4000. MCTC STUDENT EMAIL All MCTC students will receive an MCTC email account. Students are encouraged to check those emails frequently for messages from the college and instructors. Students can forward the emails from their student account to an already existing account they currently use if they wish. Contact the help desk at 304-696-4000 for help with email or any questions pertaining to information technology. REGISTRATION Prior to each semester, the Workforce Development Institute Office will attempt to email each student to inform them of the upcoming online semester courses that are offered toward the AAS Transportation Technology Degree and will provide information on the academic calendar and important dates such as final registration dates, and nonpayment drop dates. If the student decides to register for any courses, they can conveniently respond to the email with the information requested. It is the student’s responsibility to provide a correct email address in the initial application and update all contact information if it changes.

ONLINE TUITION PAYMENTS As stated above, the current online tuition is $123 per credit hour. Below are the instructions to pay your tuition online PRIOR to the final drop date each semester, which is usually the week prior to the semester start date. If you are dropped for nonpayment, you will be assessed a $25 fee and our office will be unable to register you until it is paid in full. Instructions for making online payments:

the tuition is, it will not say. Currently, online tuition is $369 per class ($123 per credit)

BOOKS It is recommended for students to log onto their online course and retrieve their syllabus before they purchase

books. Different professors use different books. Once the syllabus is received; the title, author, and ISBN

should be provided to the student. At that point students can order textbooks at various locations including

the MCTC bookstore, Stadium Bookstore (www.stadiumbookstore.com). Most often students can look up

book information on this site by knowing the subject, CRN and section number of the course, which will be

provided to the student in an email after they have registered or they can access their schedule at the

myMCTC portal.

There are other sites that students can purchase new or used books from such as www.amazon.com or

www.textbooks.com. In addition, students can rent books at a lower cost at sites such as www.chegg.com or

www.collegebookrenter.com. There are many sites out there allowing the student to search for the best price,

these are just a few.

ACADEMIC CALENDAR It is the student’s responsibility to be familiar with the academic calendar and to know important dates

throughout the semester. The following link will take the student to the current semester’s academic

calendar. http://mctc.edu/student_services/registrar.

COLLEGE CATALOG Students should be familiar with and can access the online college catalog for MCTC at the following link:

http://www.mctc.edu/bin/doc/catalog10-11v1.pdf. However, REDI students should be aware that they can

contact anyone listed in the catalog at any time, but that the Workforce Development Institute office will have

all of their current files, and student information and is their informational point of contact for their program.

ONLINE COURSE ACCESS The technology based online courses are executed using Blackboard. Students will log onto their myMCTC

student portal to access the online learning center for each online course they take. For guides and tutorials

follow the link at http://www.mctc.edu/administration/information_services/help_desk/guides_and_tutorials

FINANCIAL AID Most Workforce Development Students do not request financial aid due to the educational reimbursement

policy of their company. Students who are interested in determining their financial aid eligibility should apply

each year by March for the upcoming fall semester at www.fafsa.gov using the financial aid school code of

040414 four Mountwest Community & Technical College. Students may inquire about their MCTC financial aid

award after they have submitted their financial aid application at the above site at the following link:

http://mctc.edu/student_services/financial_aid or the financial aid office can be reached at 304-696-3005.

CSX EMPLOYEE TUITION REIMBURSEMENT PLAN Active, full time employees are eligible for tuition reimbursement once they have completed 3 months of

continuous service prior to the first meeting date of the course the student intends to take. Complete

guidelines, policies and tuition reimbursement form information are located in the appendices and can also be

accessed on the CSX employee gateway at http://www.csx.com/index.cfm/working-at-csx/employees/. See

appendices for the CSX educational reimbursement policy and application.

APPENDIX 3: TRANSPORTATION CORE COURSE DESCRIPTIONS

TRAN 101 – INTRODUCTION TO TRANSPORTATION SYSTEMS This course is an overview of air transportation systems, waterway transportation systems, rail transportation systems, motor carrier systems, transit, pipeline transportation, and active transportation. Learning Outcomes:

Upon completion of this course, the student will be able to:

1. Summarize the history and evolution of air transportation that transport passengers and freight. 2. Describe the system of blue water ports and the inland waterways throughout the country. 3. Describe the system of railways throughout the country. Students will analyze the impact of the system to the

specific area in which they live, discover how products are shipped and priced; and identify employment opportunities and challenges in the rail industry.

4. Identify the companies, economics, and issues surrounding the transportation of freight via the highway systems. 5. Describe how public transportation impacts the mobility, connectivity and energy independence of the country. 6. Explain the system of pipelines that transport oil and gas throughout the country. 7. Understand the trail system and discuss why trails are becoming an alternative mode of transportation.

TRAN 200 – TRANSPORTATION LAW & POLICY

This course describes the different modes of transportation and the regulating bodies for each. Topics include contracts,

tariffs, liability for loss and damage to cargo, tort liability of shippers, carriers, customers, and brokers during and after

the transportation of freight and a comprehensive understanding of insurance and the various policy forms that exist.

Learning Outcomes:

Upon completion of this course, the student will be able to:

1. Give an account of the legislative history of the most important transportation regulatory laws, and changes. 2. Provide an explanation of the transportation laws and government regulations remaining after deregulation as

applied to the transportation. 3. Define policy statements reviewed in light of current needs to examine what transportation policies are.. 4. Define the growth of intermodal shipping among the differing modes of transportation. 5. Summarize how international and domestic laws and regulations are affected by globalization. 6. Explain how the transportation sector is affected by the basic fundamentals of constitutional law. 7. Explain how laws and regulations impact the shipping, movement, storage, insuring and receiving of goods in

transportation. TRAN 210 – TRANSPORTATION ECONOMICS This course provides an overview of the characteristics and structure of transportation markets including aggregate demand, vehicle and mode choice, surface freight and air travel. It explores the principles of modern transport economics from a neoclassical economics perspective. It uses microeconomic tools to explore the underpinnings of transport economics and applies micro principles to transportation issues and problems of interest.

Upon completion of this course, the student will be able to:

1. Describe the fundamentals of market economics as they relate to transportation. 2. Understand the effect of deregulation on the transportation industry 3. Explain how transportation systems are funded. 4. Describe the different components of the costs of transportation, basic pricing principles and how these factors

affect the market for transportation infrastructure and services, both domestic and international. TRAN 220 – TRANSPORTATION SECURITY

This course covers the assessment of challenges and threats relating to national and international transportation security frameworks. Laws, regulations, policies, conventions, organizations, procedures, and technologies intended to ensure freedom of movement of people and commerce by ground, air, sea, and water will be reviewed. Analytical concepts and methods are applied to case studies with an emphasis on vulnerability and risk reduction. Learning Outcomes:

APPENDIX 5: CSX TUITION REIMBURSEMENT PROGRAM

Policy Guidelines

What is it?

The Tuition Reimbursement Program is designed to reimburse you for undergraduate or graduate level courses that may

help you improve performance in your current job or prepare you for advancement within CSX.

Who is eligible?

You are eligible if you:

Are an active full-time employee of CSX Corporation, CSX Intermodal, or CSX Transportation.

Have completed three months of continuous service prior to the first meeting date of the course(s) you intend to take.

Exception: Employees on a Personal Improvement Plan (PIP) are not eligible.

What courses are covered?

Courses are covered as follows:

Undergraduate, graduate, or vocational courses (including online) which meet all the following criteria: o help improve performance in your current job or prepare you for advancement within CSX (or are

requirements in a degree program that does so). o are offered by an accredited college, university, or technical/trade school. o result in college credits.

Preparatory courses required for General Education Development (GED) programs, as well as the actual GED test.

Courses for Portfolio credit, CLEP exam, and life experience courses, if these are a part of a pre-approved degree program.

What is not covered?

Those courses not covered include:

Undergraduate, graduate, or vocational courses and programs which: o are offered by a non-accredited college, university, or technical/trade school o do not result in college credits

Degree programs that do not help improve your performance in your current job or prepare you for advancement within CSX, such as art, medicine, court recording, sociology, music, theology

Accelerated graduate degree programs (e.g., Executive MBA, etc.)

Doctoral programs, law degrees, etc.

Refresher courses to prepare for an examination required to obtain a professional license (such as the Professional Engineer, CPA, or State Bar) as well as the fees for the examination

Courses that duplicate CSX courses which you might reasonably attend

Courses or seminars awarding Continuing Education Units (CEUs)

Microsoft and other software certification programs

What is meant by an accredited school?

Accredited schools are those that meet acceptable levels of educational quality and standards as set forth by one or more of

the following agencies: Middle States Association of Colleges and Schools

New England Association of Schools and Colleges

Commission on Technical and Career Institutions

North Central Association of Colleges and Schools

Northwest Association of Schools and Colleges

Southern Association of Schools and Colleges

Western Association of Schools and Colleges

Accrediting Commission for Senior Colleges and Universities

Accrediting Commission for Community and Junior Colleges

Any other accrediting organization belonging to the Council for Higher Education Accreditation

NOTE: Information on school accreditation is generally provided in the school catalogue. What expenses are eligible? The maximum amount available per employee for reimbursement in a calendar year is $3,500. Eligible expenses are those actually paid by you and not otherwise paid or reimbursed by scholarship, grant, or other benefits for which you qualify (such as VA benefits) or refunded by the school. Consistent with IRS guidelines, expenses will count toward the annual maximum in the calendar year in which the payment is made, irrespective of when the expenses were incurred, or when the reimbursement application was submitted.

Note: Effective 1/1/2010 the maximum amount available per employee for reimbursement in a calendar year is $5,250. Eligible expenses are those paid for:

Tuition

Fees for application, registration, laboratory or library use

Textbooks per course up to $100

NOTE: Itemized receipts are required for all expenses, along with a full cashier's history outlining all financial transactions

within your account at the school.

What expenses are not eligible?

Expenses not eligible for reimbursement include:

Parking fees

Student Activity fees

Deferral fees

Late fees or service charges

When must I obtain approval?

Approval is required from your supervisor 30 days prior to enrollment in:

A program to pursue an appropriate undergraduate or graduate degree; it is not necessary to obtain subsequent approvals for classes associated with these programs

Classes covered by this policy which are taken on an ad hoc basis, vocational courses, or GED preparatory classes

Are there grade requirements?

To receive reimbursement for a course, you must earn:

At least a "B" (or "Pass" in a Pass/Fail grading system) in graduate courses

At least a "C" (or "Pass" in a Pass/Fail grading system) in all other courses

What if I can't finish a course due to circumstances beyond my control?

You may be approved for reimbursement if any of the following prevent you from completing coursework:

personal illness/injury which causes sustained absence from class; must be documented by a letter from your physician and by withdrawal documentation from the school

job transfer or work re-location requested by the company (not by you) which causes sustained absence from class; must be documented by a letter from your supervisor explaining the circumstances and by withdrawal documentation from the school

military leave of absence; must be documented by your military orders and by withdrawal documentation from the school

NOTE: Expenses eligible for reimbursement in these situations are those actually paid by you minus any refunds made by the

school or bookstore.

What if I get furloughed? Or I resign, retire, or get terminated?

If you are furloughed after having begun a course that was approved, you may still receive reimbursement providing the

other terms of this policy are met.

If you resign, retire, or are terminated before completing a course that was approved, you will not qualify for

reimbursement.

Are tuition deferral arrangements acceptable under this program?

Where a school permits students to defer tuition payments for the duration of the term, until grades have been assigned,

CSX will accept the student's completed grade report and tuition statement as sufficient documentation of expenses. As with

more conventional reimbursement requests, this documentation must also be accompanied by a full cashier's history

outlining all financial transactions within your account at the school.

In the case of tuition deferrals, CSX will not make payments to any educational institution directly. Upon review and approval

of documentation submitted by employees, the program will remit payments to employees who remain fully liable for any

and all expenses incurred with their respective schools.

Are there tax implications on reimbursements?

There may be with respect to graduate students, depending on the IRS guidelines and applicable withholdings that are in

effect at the time of participation in the program.

To determine if your reimbursement is taxable, complete the "Taxability Declaration - Graduate" form which is included with

the application. (For information on obtaining an application, refer to the section "What do I do to apply?")

Can the policy apply to dependents?

No, the Tuition Reimbursement Program is designed to assist only employees.

Rights and Responsibilities

It is your responsibility to comply with the terms of the policy and to track the amount(s) reimbursed.

CSX has the right to audit expenses, require additional documentation, and discipline employees who violate the terms of

this policy or otherwise abuse the program. CSX has the right to suspend or cancel this program or change the terms of the

policy at any time.

How do I participate in the program?

Participation requires:

1. An approved application prior to enrollment in a course or program. 2. Submission of application, receipts, and other required documentation to the CSX Compensation & Benefits

Department within 90 days after course completion.

What do I do to apply? To apply, follow these steps:

1. At least 30 days prior to enrolling in a course or program, obtain a CSX Application for Tuition Reimbursement by either:

o calling Fax on Demand (toll free 1-888-215-3536) to order a facsimile copy or; o through the Employee Gateway under Benefits > Other Benefits > Tuition Reimbursement Program (click

on Tuition Reimbursement Form located at the top of the page). 2. Complete all fields according to the instructions that come with the application and sign it. 3. Complete and sign the "Taxability Declaration - Graduate" form if you are taking a graduate course. (This form is

included with the application). 4. Discuss your plans with your supervisor to ensure a mutual understanding of your plan and the terms of this policy. 5. Have your supervisor approve and sign the application. Keep the original and offer a file copy to your supervisor.

How do I get reimbursed?

Finalize "Other Eligible Expense" on your approved application form; total expenses.

1. Attach the following paperwork to your approved application and Taxability Declaration form (where applicable): o Itemized receipts from all eligible expenses including tuition o A full cashier's history outlining all financial transactions within your account at the school o Official documentation (transcript) from the school on your grade(s) o Other documentation as required (refer to the section "What if I can't complete a course due to

circumstances beyond my control?") 2. Have your supervisor complete the section "Reimbursement Approved." 3. Within 90 days of course completion, submit the original application, Taxability Declaration form, your receipts, and
