Joe Britan

As a candidate for mayor, I appreciate the opportunity to share my thoughts with my neighbors in Georg Ranch. Let me start by saying that I love this city, our way of life and our ambiance. The state of the city is excellent with ample monetary reserves, a quality administrative staff and police department, and a solid infrastructure. We boast a strong and cohesive city council and commissions -- all are volunteers. Despite our accomplishments to date, we still have challenges that we must meet. I ask the citizens of Garden Ridge to allow me to serve you as Mayor for the next two years. Together we can move forward in growing and improving our city. The city is water sufficient now and into the foreseeable future. The Trinity and Edwards wells are more than sufficient for our current population and the future is assured by Ordinance #7 that requires developers to bring useable water rights to support their developments. No water, no construction. Storage capacities are adequate as set by the State of Texas. The City of Garden Ridge has been very proactive in recent years to insure ample water supply for the city. To reduce water dependency from one water source, the Trinity Aquifer is now primary for the city with the Edwards as backup. A 1,250,000 gallon above-ground storage capacity has been added since 1998 along with 600,000 gallon additional ground storage, all resulting in a modern, sufficient water supply and maintaining a Superior Water System as recognized by the State of Texas. Our water system currently has 1484 connections. In recent years, due to the Trinity water supply, the city has returned unused Edwards rights for a rebate of management fees. We continue to seek additional water rights to hedge against levies that the Edwards might impose during drought stages when limitations are placed on withdrawals . During my tenure on the council, I played a solid team player role in many of the improvements the city has made. Some include: construction of a new City Hall, City Library and public works facility, new city park pavilion, second elevated water storage tank erected, storm water master plan being implemented, and leadership efforts in improving the city’s IT structure. My management experience includes extensive experience overseeing a significant airfield construction effort at the USAF Academy and interacting with the prime contractor to assure the facility came in on time, on budget and with virtually no changes. Management of personnel in both large and small organizations was a constant effort in several of my positions. I can provide further details if desired. We will continue to work to improve our relations with the Quarry. We have a significant effort underway to upgrade the city’s water system in older parts of the city along with improving storm drainage in key areas of the city. We need to update our transportation plan and seek improvements where needed. I would suggest that you refer to my website, www.electjoeformayor.com, to keep up with changes in the issue list as we approach the election.

Andrew Dalton Since 2000, Garden Ridge's population almost doubled to over 3,400 residents. Most of that growth occurred between 2000 and 2009 (1,882 to 3,205). Our streets, water infra-structure and drainages have been, and continue to be, stressed by that growth, and we are starting to grow again.

When elected to City Council in 2011, my first priority was getting the intersection at FM 2252 and 3009 rebuilt to the original 4-lane design, something the City unwisely rejected in 2007. TXDOT is currently rebuilding that intersection. I also pushed to repair the City’s storm water drainages, and last year we approved a $6.25 Million bond to repair the City’s worst drainages, replace several water lines and repair multiple streets, including Schoenthal Road. I also pushed for a revised blasting ordinance, and in 2012, we set new standards to mitigate blasting impacts from the Hanson Quarry.

As your next Mayor, I will build on these successes and look to:

• Reduce spending;

• Build capital reserves;

• Get a return on the tax dollars we send to Comal County;

• Build relationships with our surrounding cities;

• Work with the Comal ISD to get a middle school in Garden Ridge; and

• Develop a sustainable long-term water supply.

Our City must be smarter in budgeting for current and future obligations. From 2001 to 2009, the City reduced property taxes (from $0.26 to $0.21) and increased spending by over 75%, which was only possible due to rapid growth and property value appreciation during that time. However, the City set aside no capital reserves for known maintenance and infrastructure obligations. Instead, since 2009, the City has relied on debt to meet those obligations and taxes increased from $0.21 in 2009 to $0.283246 in 2013. The vast majority of that increase occurred before I was elected in 2011. The City’s current fiscal direction is unsustainable, and I will develop a budget that prioritizes and funds the City’s long-term needs and keeps taxes low.

We also need to be smarter about how we manage our City’s water. About 80% of our water comes from the Trinity and 20% from the Edwards. However, additional regulation of the Trinity and Edwards Aquifers is coming, and while the City’s water supply may be adequate for today, I do not believe we have enough water rights for the next ten years. We must find new water sources, and new ways to conserve and respond to droughts. I believe watering one day a week is counterproductive and increases consumption. We need new economic incentives that encourage conservation year round, while also giving you the freedom to choose how and when to conserve. We also need incentives to encourage rainwater capture and grey water systems for irrigation.

We need new ideas and new energy to create a vision and strategic plan for our City's future, and that is exactly what I will bring to Garden Ridge as your next Mayor.

Todd Allen Arvidson

I am a retired USAF Officer and disabled veteran. I am married to Virginia Buchner Arvidson. We have two children: Tristan, 9, and Markus, 6.

I am currently involved in a number of Garden Ridge community activities. I am a member of the Garden Ridge Lions Club, a life member of the Garden Ridge Citizen Police Academy Alumni Association, the Garden Ridge Elementary School PTA, and am one of the founding members of the Watch D.O.G.S program at Garden Ridge elementary school.

After 20+ years in the Military, we were excited to get back to Garden Ridge, settle down and raise our children

here. With this in mind, I think it is important to be involved in growing the city in a controlled manner to ensure that it remains a great place to live. That said, I think we have some challenges for the future that need to be worked on. Specifically: schools, water rights, and growth.

Schools

Garden Ridge currently has an elementary school, which is rapidly filling up due to the number of families that are moving here. What we need is a middle and high school nearby. Currently we feed into the Canyon Middle and Canyon High schools. While these are good schools, the distance to them (18 miles) means our children spend a lot of time on the bus, or parents spent time and money transporting their children. A community needs to have its kids in schools in the community, where parents, grandparents, aunts and uncles can be involved in school activities. Currently there are plans for a middle school and a high school in this area. I would like to work with Comal ISD to make certain that this happens sooner rather than later, as our growth requires new schools. I would also love to have them in the community as Garden Ridge Middle and High Schools.

Water

South Texas is a land of extremes, as we are all seeing now with the ongoing drought. Given the growth in Garden Ridge and in the surrounding areas, Garden Ridge needs to work to secure further water rights for the future. Our current water rights are enough, but not guaranteed to cover future needs, especially if the growth of the city and region exceeds expectations. Failure to secure further water rights can and will lead to water shortages and restrictions as the city continues to grow.

Growth

Garden Ridge has grown and will continue to grow at a rapid pace. The very thing that makes it a nice place to live will make that happen. Garden Ridge needs to develop a comprehensive plan for the future growth of the city, and needs to work with the surrounding developments and communities to make certain that our roads and infrastructure will be able to handle their increases in population as well. This is vital to ensuring the safety and happiness of our families.

Patricia Ramirez Patricia (Pat) Ramirez is running for Garden Ridge City Council, Place 2. She is currently serving as a Commissioner, Place 3 on the Garden Ridge Water Commission. Originally from Davenport, Iowa, she came to Texas courtesy of the United States Air Force in 1970. After active duty she decided to stay in the San Antonio area. She attended college on the G.I. Bill obtaining an Associate Degree in Engineering Technology and continuing on at UTSA to earn a Bachelor of Science Degree in Civil Engineering. Her work experience includes 13 years with the Texas Department of Transportation and 15 years in the private sector as a Civil Engineer designing streets and drainage projects. She has also run her own engineering firm for the past 9 years in the local area.

She is a firm believer in giving back to the community. She is currently a member of the Garden Ridge Lions Club and the Garden Ridge Women’s Club. She also serves her neighborhood’s HOA as President. She is a member of a local group that helps support the New Braunfels Animal Shelter. In the past she has served as President of her church council, President of the Schertz/Cibolo Lions Club and has assisted with Meals on Wheels in the San Antonio area. Pat and her husband Simon have been married 22 years and have 2 grown daughters and 2 granddaughters. The family enjoys such activities such as RVing, golfing, bike riding and travelling.

Let me work for you on the City Council! Some of my priorities if elected are: Infrastructure: (Drainage, streets, waterlines) With a civil engineering background I would help the council focus on cost-effective long-term solutions that improve and enhance our quality of life. Water Issues: New regulations or a GCD (Groundwater Conservation District) in Comal County will affect the long-term viability of our Trinity well. This gives us an incentive to consider diversifying our water supply in the most cost-effective manner possible. We need a long-term plan for proactively ensuring we will have access to the Trinity or other water sources for our City in the future. Bracken Range: I would continue to support what council has implemented by monitoring the upgrades to the gun range to ensure public safety. Quarry Blasting: I would continue to support our Quarry Commission in their efforts to ensure industry best practices are maintained for operations in and around our city. Quality of life issues: I love Garden Ridge, but as the population continues to grow, I believe we need an up-to-date master zoning and land use plan to manage that growth. We need to continue to work to protect the lifestyle and quality of life in our city. This can include improvements to our parks and walking and biking throughout the city. As a Council person, I would be committed to an Open Door Policy and invite all citizens to call, text, email, or meet with me to share your vision for improvements to our City. I hope to be a good representative for all citizens.

Nadine Knaus My name is Nadine Knaus and I am asking for your vote for City Council, Place 2. I have a wealth of experience that I can bring to serve you on City Council. I have almost 20 years’ experience as an executive at CPS Energy, the nation’s largest municipally-owned gas and electric company, and I retired as a Senior Vice President, the second highest position at the company. This experience has given me knowledge not only of the intricacies of running a

large organization but of the special complexities and responsibilities of municipal governance. I have owned my own business and served in numerous leadership positions in professional and civic organizations. For the last 10 years I have also been honored to serve as the Chair of your Planning and Zoning Commission. As Chair, I have worked directly with developers and engineers on every subdivision and commercial development in Garden Ridge since 2003. I have also worked personally with homeowners, helping them navigate the municipal process for variances for such things as fence heights, and swimming pool and garage locations. My work on the Commission as well as my professional work has provided me with a unique understanding of municipal planning and a firm belief in the importance of citizen input into the governance process. My experience as Chair of the Planning and Zoning Commission and my responsibilities at the utility have taught me many things which I will use in my position on Council: the need to listen carefully to all the parties to an issue in order to solve problems that the City faces; the need to communicate and explain the rationale for decisions and actions; the need for innovative problem solving; the need to respond quickly and thoughtfully to issues as they arise; the need to assist our citizens when they need to manage the maze that is municipal government; and finally, the need for access to make the citizens’ voices heard. I am a fiscal conservative with extensive experience in municipal finance and planning. I have an understanding of both business and government. I believe that Garden Ridge is a well-run City and I am committed to her future. I am familiar with many of the issues facing the City, believe in public service, and know first-hand the importance of responsiveness to citizens by their elected officials. I want to maintain the quality of life in Garden Ridge and enhance economic development. Over the long term, Garden Ridge must increase and diversify its tax base through support for businesses that provide additional sales tax revenues and service the needs of our citizens. I also want to ensure that our long-term water supply remains within our control. For more information about me and my position on the issues, visit my website at www.electnadine.com. I hope to earn your vote on May 11.

Bryan Lantzy I have been a Resident of Garden Ridge for 5 years. My profession : real estate appraiser and broker.

My work with city of Garden Ridge includes:

• Organized citizens review committee to rewrite blasting ordinance 34 to protect citizens.

• Worked with Comal appraisal district to increase assessed values on quarry property.

• Attended meetings and communicated with knowledgeable individuals about all water sources

available to Garden Ridge.

• Member of the Park Committee to upgrade and improve the city park.

• Attended most City Council meetings and many of the Quarry Commission meetings over the

past 2 years.

The quarry situation, water resources, and efforts to increase assessed values of the quarry property

are ongoing efforts that need attention. I would like to continue my work as a Councilman to improve the

city of Garden Ridge.

As most of you know, Bill Swint has decided not to seek re-election for the Comal ISD School Board in District 7. Bill has done a great job during his years of service and I know we are all appreciative of his leadership. Upon hearing about Bill’s decision, I determined it was time to step up and seek election for this post.

Growing up and now raising three children in Comal County is my motivation to serve on the board. I am very familiar with the needs of this community and the direction that it is going. In addition, I want to do my part to continue the positive direction our school district is going.

I have had the opportunity to work on a number of cross-functional teams throughout my education at Canyon High School, Tarleton State University and my professional career. All of these teams set goals and worked within a budget and timeline to achieve their goals. This experience will serve me well as a member of the school board.

I am also committed to learning and knowing about all the issues that are facing our school district. If elected, my goals would be to work in conjunction with the board and the superintendent to

1. Improve academics

2. Build on the strong financial base

3. Manage growth within the district

4. Ensure our schools are safe.

In addition, our area is set to get a new Middle School and High School. I am committed to making sure these projects stay on track. The quicker we can get these projects completed and closer to home, the better off we will all be.

Please get out and vote! Early voting starts April 29 and Election Day is May 11.

Rhonda Jahns I am asking for your vote as District 7 Trustee for Comal ISD School Board. I have lived in District 7 since 1995 and in Garden Ridge for 7 years. I’m married, have a daughter in the 8th grade at Canyon Middle School, a son in the 9th grade at Canyon High School and a daughter who graduated from CHS in 2000. I’m a member of Oakwood Baptist Church in New Braunfels.

I have a BS Nursing Degree and Masters Degree in Public Health. I’m a nurse and LtCol in the USAF, Texas Air National Guard. I believe my military background and experience as a Chief Nurse Executive gives me the experience needed for representing District 7 as a Trustee. I have ability to work with a team to accomplish goals, maintain financial responsibility and I understand that building a consensus on important issues is crucial.

Over the past nine years I’ve been an involved parent and volunteer at Comal Elementary, Canyon Middle, and Canyon High Schools. At Comal Elementary I volunteered in the classroom as a home room mother; in the library and with the school nurse before being elected as the PTA Membership Chairperson.

At Canyon Middle School I joined the PTA and was initially the CMS delegate to the Comal Council of PTA’s. The past two years I’ve served as the President of the PTA and as a representative on the site based committee at the school.

I was elected as Parliamentarian for the PTSA this year at CHS. Since school safety is a concern for me and many parents, I helped start the Watch D.O.G.s. program (Dads of Great Students) at Canyon Middle and Canyon High Schools. Watch D.O.G.’s is a nationally recognized program aimed to increase the involvement of fathers/men at the school and to provide a positive male role model to students. Watch D.O.G.’s also enhances school safety and security and decreases bullying by providing an extra set of eyes and ears. CMS and CHS were the first middle and high schools in the district to have this program.

I am very engaged at the school district level as the Healthy Lifestyles Chairperson for the Comal Council of PTA’s and member of the Comal ISD’s School Health Advisory Council. Last year I was a CISD committee member during the strategic planning process and understand the CISD direction.

Volunteering over 400 hours in the schools this year I have a positive working relationship with the principals, parents, students and teachers. I will be able to communicate our district’s needs and concerns to the school board.

My leadership experience will help me be an effective Board member. I look forward to working with the Superintendent and School Board on important issues such as development of new schools in the district, student achievement, and ensuring that our district is working to prepare our students to be competitive for college admission, jobs or careers upon graduation from high school.
