5- Year Quiet Zone Affirmation Lincoln South Quiet Zone

The City of Lincoln, NE is hereby affirming that the Lincoln South Quiet Zone continues to conform to the requirements of the Final Rule. Routine locomotive horn use at the crossings mentioned above ceased on October 22, 2011. The Lincoln South Quiet Zone imposed a 24-hour restriction on routine sounding of locomotive horns within its respective area. It was created pursuant to 49 CFR Sec. 222.39 (a) (1) by implementing Medians or Channelization Devices with gates as Supplementary Safety Measures (SSM's) at every public highway-rail grade crossing within the new quiet zone.

Following is a list of the public crossings within the Lincoln North Quiet Zone in Lancaster County, Nebraska and the Supplementary Safety Measures in place.

Up-to-date Grade Crossing Inventory Forms for the crossings are also provided that reflect the current conditions to the best of our knowledge in this quiet zone. The BNSF Railway will need to check their background data to complete the updated inventory forms.

Also included is a signed statement by the Mayor of the City of Lincoln, and the Chair of the Lancaster County Board of Commissioners, certifying that the information submitted is accurate and complete to their best knowledge and beliefs.

Each approach to the at-grade crossings is also signed with the required "No Train Horn" (W10-9P) sign below the Highway-Rail Grade Crossing Advance Warning Symbol Signs (W 10-1) in compliance with the Manual on Uniform Traffic Control Devices (MUTCD).

Fast Facts South Lincoln Quiet Zone Re-Certification October 5, 2016

Project Information: The South Lincoln Quiet Zone became effective on October 22, 2011. Per the Federal Final Horn rule, Quiet Zones must be re-evaluated and checked for compliance every five years. That time is now and the City hired FHU (the RTSD is paying for this work) to assist City staff in accomplishing this activity. The evaluation is completed and the Quiet Zone is in compliance. Now we must send notice of this to a number of entities with the Federal Government and the affected Railroads.

I have supplied all of the pertinent information in my statement letter to the entities. There is a statement page needing the Mayor's signature affirming that this work is done and the information is correct, to the best of his knowledge. Mayor is signing based on my letter and my assertions that all is done. Three of these crossings (Pioneers Boulevard, Old Cheney Road and South 14th Street) are at or near the City Limits and have some signage or marking in the County. As such, I have also attached the signed affirmation for the Lancaster County board Chair.

This will be a routine activity required ever five years for all of the Quiet Zones. The RTSD has agreed to pay for this requirement.
