In my practice I also have been extensively involved in both residential andcommercial land transact:lons and related financing. Such work has' included comprehensiveplanning and structuring of capitalimprovement projects and infrastructuredevelopment programs utilizing generalobligation bonds, sales tax revenue bonds,royalty road fund bonds, utility revenue bonds,limited tax and assessment financings, andother methods of finance. Some of thenotable, larger capital acquisition andimprovement programs for which the firm hasassisted in planning and developing have beenfor the cities of Shreveport, Bossier City, NewOrleans, Lafayette, Alexandria, Bogalusa,Covington, the parishes of St. Charles,Terrebonne, Natchitoches and the LafayettePublic Power Authority. Many of theseinvolved the use of multiple types of securitysuch as ad valorem taxes, sales taxes, utilitiesrevenues, front foot assessments, and revenuesfrom contracts. Many required restructuringof debt and elimination of underlying districtdebt with the objective of minimizing taxes orservice charges.
