WHITEHOUSE CREEKRigors of the week . . . after week after week . . . The cumulative impact

compounds your need to not only draw out those rigors of the week, but also more significantly to replenish your spirit and restore your enthusiasm. Would you consider: you have spent some of your health to create your wealth, but now you want to spend some of that wealth to restore your health?

And it’s as simple as transferring some assets, a transition from assets that merely work for you to those that additionally, truly replenish and restore through the creation of fond family memories. Yes, a transition from valuable to price-less. A wise couple offered when presented with a similar great opportunity and after picking up their second home: we anticipated this, and imagined that. But those were very poor substitutes for experiencing life. We just love it!

Great views. A great dock facility with a lift and a large over-the-water deck for picnics. Ample walking spaces. A great yard for games. Quietude galore. A mint-condition home with an unsurpassed floor plan with walls of glass and multiple decks/porches . . . . And more.

www.rrecord.comDr. Clyde Roper gave a presentation on the mysteri-ous giant squid January 20 at Sundays at Two at the Lan-caster Community Library.

Roper said the squid was a creature of myth until the late 1800s, when remains washed up on a Newfoundland shore. Later, more deceased speci-mens appeared in areas fre-quented by sperm whales, which feed on the squid, but no one ever saw a live speci-men in its natural habitat at a depth of 2,500 feet.

National Geographic funded Roper’s search for a living giant squid on trips to the Azores and New Zealand, but the elusive creature was not sighted. Finally, in 2004 on his 27th trip in search of the animal, a Japanese scien-tist snagged a tentacle, and then in 2005, finally hooked a living giant squid. It is on dis-play in a museum in Tokyo. In the U.S., the Smithsonian Museum of Natural History has a 60-foot-long animal that washed up on shore on display.January 27

Robert Wayland spoke on “Gas Prices, Climate Change, and the Fate of the Bay” Janu-ary 27. He confirmed that the Chesapeake Bay, the largest estuary in the U.S., is in dis-tress, suffering from cloudy water, loss of underwater grasses, lowered oxygen levels, and a decrease in spe-cies, adversely affecting the fish and shellfish industries, recreation and tourism.

The causes of the decline are excess nutrients from agri-cultural production, sewage, emissions from power plants and cars, runoff from farm fields and pavements, and loss of cleansing wetlands, under-water grasses and oysters.

Positive strides include upgrades to sewage treatment plants, improvements in storm water management, support for agricultural best-manage-ment practices, wetland loss reduction and habitat restora-tion.

Countervailing factors are population growth, urban sprawl, more miles driven by watershed residents, more vehicles not subject to fuel economy standards and declining reduction in agri-cultural pollution.

New threats involve high gas prices and resulting etha-nol production, mostly from corn, which is inefficient, expensive and increases nitro-gen in waterways. The great-est potential source of wetland restoration is the conversion of croplands, but farmers may be reluctant to enroll in conservation programs due to high corn prices, Wayland said.

February 3James Wootton presented

the February 3 lecture on Elizabeth Kortright Monroe, wife of President James Monroe. Wootton has written a book about her and served for 23 years as curator at Ash-lawn-Highland, the Monroes’ first home. He described her contributions to the Monroe legacy and White House pro-tocols. Based on their years in Paris, where her husband rep-resented the U.S, Elizabeth Monroe instituted formal pro-tocols for receiving guests, which made Europeans feel at home when visiting the presi-dent. She became an admired hostess and added dignity to the White House.

Wootton noted that Presi-dent Monroe spent $75,000 of his own money for some of the changes, a large sum in 1825 dollars. Two years after he retired, he was reimbursed only $33,000.February 17

On February 17, David Lun-dberg described the methods to eliminate land mines and unexploded ordnance found on some two million square kilometers of the earth’s sur-face.

Three methods are used to clear land mines. Manual de-mining by trained individuals protected by body armor and helmets, using metal detec-tors; mine detecting German shepherds and Belgian mel-anois and other breeds to search for explosives; and mechanical clearance by flails or rollers which detonate some mines and clear heavy vegeta-tion that gives men and dogs easier access to minefields.

Unexploded ordnance kills and maims as many people as landmines. They are prevalent in Iraq and Afghanistan. U.S. teams, using similar meth-

ods to detonate them, train residents to take their place when they leave. This has been successful in Afghani-stan, Bosnia, Serbia and else-where.

Some 85,000 improvised explosive devices have been used against U.S. forces in Iraq. They were also used in the Oklahoma City Federal Building bombing, in Viet-nam, Northern Ireland and the Balkans.

The last two programs in the “Sundays at Two” series will feature life as a chap-lain with Ringling Brothers Circus March 2 and Elizabe-than music, illustrated with instruments and voice March 9. Programs begin at 2 p.m. at the Lancaster Community Library and are free.

Governor Tim Kaine recently met with His Excellency Elias Antonio Saca, president of the Republic of El Salvador. The two discussed economic devel-opment and trade issues and the Virginia Salvadoran popu-lation’s important contributions to the Commonwealth’s culture and economy.

“I thank President Saca and his delegation for taking the time to meet with us today,” Gov. Kaine said. “Our continu-ing friendship can only enhance the relationship between the people and governments of El Salvador and Virginia. We celebrate the contribution Sal-vadorans have made to the economy and culture of the Commonwealth.”

Virginia exports to El Sal-vador trended upward from $15.6 million in 2004 to $21.9 million in 2006. The country’s 2007 top export commodity groups via Virginia were paper/paperboard ($5.58 million) and machinery ($3.88 million). El Salvador is committed to open-ing the economy to trade and investment, and has embarked on a wave of privatizations extending to telecom, electric-ity distribution, banking and pension funds.

“We thank Virginia Gov. Tim Kaine for his time and receiving us in his office,” said President Saca. “We’ve talked

Gov. Kaine meets with president of El Salvador

about issues of mutual inter-est for his government and for Salvadorans living in the Com-monwealth. We’ve also talked about the contributions from Salvadorans, whose efforts strengthen the Commonwealth of Virginia and El Salvador’s economy. We also want to thank and support Gov. Kaine’s efforts that benefit our commu-nity and the Commonwealth.”

Virginia is home to one of the largest concentrations of Salva-dorans in the nation. According to the Salvadoran Consulate, of the estimated 550,000 Sal-vadorans in the D.C.-Va.-Md. metropolitan area, 40 per-cent live in Virginia. This has resulted in the establishment of significant numbers of busi-nesses to serve the Salvadoran community in Virginia, such as banks, small stores and restau-rants, media outlets, and other various goods and services.

Examples of Salvadoran businesses in Virginia include Banco Agricola, one of El Sal-vador’s largest banks, Todos Market in Woodbridge and Pollo Campero, a restaurant chain owned and operated by a Salvadoran.

The smallest country in Cen-tral America, the democratic Republic of El Salvador has the third largest economy and a population of nearly seven mil-lion residents.

Gov. Tim Kaine last week reminded citizens of Virginia’s annual spring fire season burning ban.

The spring fire season, as defined by state code, begins today and continues until April 30. During this period, the Com-monwealth’s “4 p.m. Burning Law” prohibits outdoor burning before 4 p.m. each day. Viola-tion of the law is a Class 3 mis-demeanor, punishable by a fine of up to $500.

“This week’s wildfires showed us that conditions still exist for major fires that could pose a danger to citizens and property,” said Gov. Kaine. “The spring burning ban is an important pre-caution to prevent such incidents during a period of elevated risk.”

On February 10, the Virginia Department of Forestry reported 324 wild land fires for the day, shattering the 40-year-old record of 88 fires in a single day. The fires burned at least 13,148 acres of privately owned land in Vir-ginia, 2,000 acres more than all of what burned in 2007.

“I hope that we never break, tie or even come close to this record ever again,” said State Forester Carl E. Garrison III.

More than 740 firefighters from county, municipal and volunteer fire departments across the Com-monwealth joined in the fight against the fires. Approximately 100 Virginia National Guard sol-diers received training in wild-land fire suppression after being called up Sunday night follow-ing the governor’s declaration of a state emergency. Soldiers were assigned to large fires in Bedford and Roanoke counties, and 25 Guard troops provided aerial fire suppression with two helicopters.

“The response to this unprece-dented fire event has been incred-ible,” Gov. Kaine said. “So many individuals, organizations, agen-cies and businesses offered sup-port in their own ways. Virginians came together to help one another and I thank them for their service and selflessness.”

The governor expressed his appreciation to the many enti-ties who responded to the fires and their aftermath, including firefighters, law enforcement officials, emergency responders, transportation workers, 911 oper-ators, emergency shelter staffs, the Red Cross, Virginia National Guard, and emergency manage-ment officials.

Debris burning remains the

number one cause of fires in Vir-ginia. Anyone doing so should comply with the 4 p.m. burning ban, any local restrictions, and exercise proper caution to ensure their fire is safe and contained.

In addition to any fines for vio-lating the fire laws, anyone who allows a fire to escape is liable for the potentially significant costs of suppressing that fire.

Gov. Kaine calls attention to statewide spring burning ban

The U.S. Coast Guard Auxil-iary can do all that the regular Coast Guard does except for law enforcement and carrying weapons, Franz Kasteel of Flo-tilla 33 recently told the North-ern Neck Rotary Club.

Kasteel outlined the many tasks assigned to the Coast Guard over its long history, including the life-saving ser-vice, lighthouse maintenance, maritime safety, search and rescue, aids to navigation and homeland port security.

Kasteel told the club that every vessel of import is escorted in and out of U.S. ports.

“If you go on a cruise, you will most likely see a Coast Guard vessel patrolling near your ship 24 hours a day,” Kasteel said.

Flotilla 33 emphasizes educa-tion, boating safety and aids to navigation, he said. The aux-iliary offers boating courses throughout the year at no or little cost.

Kasteel reminded Rotary members that in order to legally operate a vessel in Virginia the operator must have completed an approved training course in boating safety. The laws are being phased in and everyone must be trained by 2012. In addition, the auxiliary offers

training in coastal navigation, GPS operation, how to read mar-itime charts, and seamanship.

The flotilla also conducts free vessel exams to ensure boats are in compliance with boat-ing laws. An auxiliary member will come to the boat almost anywhere in the area, according to Kasteel. To arrange a boat exam, call 462-9931. Many marinas and businesses in the area host drive-through exami-nation clinics.

The Northern Neck Rotary Club meets Wednesdays at Lee’s Restaurant on Main Street in Kilmarnock at 7:30 a.m. for breakfast.

In 1853, Anthony Bowen, a former slave, minister and first person of color to work in the U.S. Patent Office, founded the nation’s first YMCA dedicated to serving African-Americans.

The Northern Neck Family YMCA began honoring diver-sity and serving the needs of African-Americans in 1993. In Kilmarnock, as in more than 10,000 communities across the country, the North-ern Neck Family YMCA celebrates that diversity. Becoming part of a move-ment that sought personal and community growth through a healthy spirit, mind and body, Bowen began an effort that has continued to enrich the diversity and spirit of the nation’s 2,617 YMCAs.

“For more than 150 years, African-American men and women have shared in the his-toric mission of the YMCAs, providing leadership and making the YMCA move-ment stronger, richer and better. At the Northern Neck Family YMCA we are proud and a more diverse institution because we serve people of all ethnic and socio-economic backgrounds.” said executive Mark Favazza.

In 1900, black communi-ties started 21 African-Amer-ican YMCAs with 53 college chapters. In 1915, an asso-ciation organized in Chicago to “study Negro Life” led to the creation by the Wabash YMCA of a Negro His-tory Week, the forerunner of today’s Black History Month. By the mid-1920s, in a still segregated era, there were 28,000 black members at 51 city YMCAs and 128 chapters at African-American colleges in the U.S.

These facilities received wide support from millionaire industrialists George Foster Peabody, John D. Rockefeller and Julius Rosenwald, presi-

Boy Scout Troop 215 in Wicomico Church has chosen Trevor Carter as its new Patrol Leader.

Devonte Butler has served in that capacity since the troop was started in early 2007. The troop is sponsored by the Wicomico Episcopal Church on Route 200.

The troop is very grateful to the parishioners and their pastor, Scott Dillard, for both their f inancial support and providing a meeting place.

There are six boys working on rank from Tenderfoot to Eagle. Senior Patrol Leader Tom Raine, Carter and Scoutmaster William ‘June Bug’ Jones plan four meet-ings a month, service proj-ects and a monthly camp-out. The next outing will be an orienteering camp-out the end of February at Westmo-reland State Park. In March, the troop will do a conserva-tion project on the Menokin Trail in Warsaw. The scouts have already put their reser-vation in for summer camp at Camp T. Brady Saunders in

Goochland County and have planned several fund-raisers to assist the families with the fee for camp. The fee this year will be $230.

Committe chair Sam Bridge-man will prepare his spaghetti sauce for a spaghetti dinner Friday, March 7, at Wicomico Episcopal Church. The cost will be $8 for adults and $5 for ages 12 and younger. Susan Christopher, chartered organi-zation representative, attends every meeting and is very helpful in providing activities for the boys.

Because Troop 203, spon-sored by Warsaw Baptist Church, only has a few boys the two troops often camp together. Ford Becker, Scout-master of Troop 203, has been most helpful in instructing Troop 215 boys about animal tracks and habitats and sur-vival in the woods.

Those interested in joining Troop 215, call Bridgeman at 453-5806. Troop 203 in Warsaw is also inviting boys ages 11 to 18 to join. Call Ford Becker at 761-8304.

YMCAs provided service to black and white troops, even though the U.S. Army remained racially segregated. In 1919, YMCAs established an interracial commission to assist black troops return-ing home from World War I. Rosenwald YMCA buildings served 25 African-American communities, including clean, safe dorm rooms and eating facilities that were a boon to African-American travel-ers, especially servicemen, who were on the road during a segregated and discrimina-tory era.

After World War II, there was increased emphasis on elimi-nating racial segregation in YMCAs. In 1946, the YMCA national office urged existing YMCAs, each one an indepen-dent association, to eliminate racial discrimination, and new YMCAs were organized on an interracial basis. The YMCA national body officially banned segregation in 1967.

While it is unthinkable today to imagine segre-gated facilities for blacks and whites, during the Civil Rights Era of the 1950s and 1960s, black YMCAs served as a positive gathering place for leaders of the movement, such as Dr. Martin Luther King Jr., Supreme Court Jus-tice Thurgood Marshall, the Rev. Andrew Young, Vernon Jordan, Atlanta Mayor May-nard Jackson and Congress-man John Lewis.

The Northern Neck Family YMCA served over 1,930 fam-ilies. In 2007, over 50 chil-dren participated in summer day camp each week, 102 sec-ond-grade students in the Lan-caster County school system received free swimming les-sons, 45 children participated daily in the after school program and 58 children were enrolled in child care and the preschool.
