Last weekend saw Phase II of the 2015 Red Cliff Wild Rice Camp begin as participants joined Red Cliff Tribal Warden Mark Duffy, Marvin DeFoe and many others in harvesting wild rice on Chippewa Lake in Bayfield, County. Tribal youth learned the art and methods used in traditional rice harvesting. The activity continued yesterday with several crews hitting the rice fields. This year's ricing conditions highlight the incredible sensitivity wild rice has to water level, temperature, wind and rain. Reports from across the Ceded­Territory, from Mole Lake to Rice Lake to Bad River, have all been mixed. Harvesters

are reporting everything from great results to continuing daily challenges. Regardless, the Ojibwe People are thankful and celebrate all the gifts offered by the Creator.

Office of Special Trustee Visits Red Cliff

Last week the Red Cliff community hosted officials from the Office of Special Trustee for American Indians as part of the groups tour of the midwest.  Members of the tour included Special Trustee Mr. Vince Logan, Regional Trust Administrator Mr. Thomas Reynolds, Fiduciary Trust Officer Mrs. Jewel Trembor, Executive Assistant Mr. Klint Impson and Director of the Office of External Affairs Mr. David Beeksma. The group met with Vice­Chairman Nathan Gordon, Secretary Laura Gordon, Treasurer Krystle Topping, Administrator Rob Goslin and CFO Rick Petersen. The visit was part of a tour designed at maintaining a working relationship between the Office and the Tribal governments and individuals it serves. Both Beeksma and Trembor are Red Cliff Tribal Members.

Over the last 20 years, the Office of Special Trust has restored accountability of over $5 billion in trust money. It manages hundreds of thousands of Individual Indian Money accounts and more than 200 Tribal government accounts. The Office is working on a number of other initiatives as well, including supporting the Land Buy Back Program, education, President Obama's Gen­I Native youth initiative and was involved in fulfilling the Cobell settlement.

The Office of the Special Trustee maintains field offices throughout the country to connect Native communities and beneficiaries to the Office and to provide accessibility to the

services it provides. Some of the services and responsibilities of the Office include issuance of beneficiary checks, providing financial education and appraisals.

"Mr. Logan's visit to the upper Midwest is part of an ongoing campaign to recognize the important work performed by these area offices, as well as to meet with local Tribal leaders and engage in an open dialogue about Trust issues," said Beeksma. 

Vice­Chairman Gordon says the meeting was an important step in helping the Office understand what issues are important to Tribal Members and the community in which they live.

Special Trustee Vince Logan, who is from the Osage Nation in Oklahoma, talks with Vice­Chairman Gordon, CFO Rick Petersen and Rob Goslin.

"This was a very good meeting. We were able to show just what we're working on are here in Red Cliff. It also allowed us to convey what is important to us ­ commercial fishing, our youth and programs that benefit them ­ it's always good when we can build these relationships and advocate for our people," said Vice­Chairman Gordon.

Beeksma says that Trust Land has generated a fair amount of money over the years. Unfortunately, he says much of that money was poorly managed until the mid­1990s. "In 1994 Congress set out to fix that by withdrawing fiduciary trust operations from the BIA (Bureau of Indian Affairs) and placing them in a new office, reporting directly to the Secretary of Interior: The Office of the Special Trustee for American Indians," said Beeksma.Special Trustee Vince Logan was selected by President Obama and confirmed by Congress last year. Beeksma says Logan and Kevin Washburn, the Assistant Secretary of Interior for Indian Affairs, are the only people in the government who are congressional approved Presidential appointees working solely on Native issues.

"The Office of External Affairs partners with Congress to advance legislation that improves the management of trust money and other issues supporting Indian Country; we have a public affairs team that works with the media; we negotiate 638 contracting and compacting

agreements with Tribal governments; and we conduct outreach and financial education events across the nation," said Beeksma.

Beeksma's experience spans a broad spectrum of international and domestic affairs, having spent 28 years both in the military and as a civilian with the Department of Defense before coming to the Office of Special Trustee in February of this year. He spent most of 2010­2014 in Afghanistan, where he was an advisor and led socio­economic development and US negotiating teams. He also performed as the US senior international security agreements negotiator with the Afghan government.

The Office of Special Trustee's visit to Red Cliff is not only a strong indicator of the increased effort on the part of the federal government to build and maintain strong relations with Tribes but it also highlights the accomplishments of individual Tribal Members.

Wild Rice - The Perfect Food

Easy to Prepare and versatile, wild rice is a marvelous addition to any meal and has many culinary possibilities. Not to mention the nutritional value wild rice holds. With the manoomin harvest upon us, and celebrate this gift from Mother Earth. Here is one our favorite chicken wild rice soup recipes. 

1 tablespoon vegetable oil 3 pounds chicken pieces2 whole carrots2 stalks celery, cut in half1 large whole onion peeled 5 cloves garlic6 ounces of wild rice ( you may crush or break up wild rice to smaller pieces) 

Prep 20Cook 3 h 17 mReady In 3 h 37 m

Directions Heat oil in a large pot over medium heat; add the chicken, whole carrots, celery, and whole onion. Cook until the chicken is browned, about 10 minutes. Season with salt and pepper. Stir in the crushed garlic cloves, and cook until soft, about 1 to 2 minutes. Pour enough water into the pot to cover the chicken and vegetables. Simmer for 2 to 3 hours. Add water as necessary.While the soup is simmering, cook the rice according to package instructions. Refrigerate when done.

Removed cooked chicken from the pot to cool. Strain the broth, discarding cooked vegetables. Shred chicken and return to the pot along with the broth; stir in chopped carrots and lemon juice. Bring soup to a simmer, and cook until the carrots are soft, about 10 minutes. Stir in the

cooked rice and chopped parsley. Heat until hot, about 5 minutes. Season with additional salt and pepper, if needed.
