t130 tuii-time stucients (including +30 new intake) and +500 part-time upgrading students(including + 150 new intake) will enroll for this programme in 2001.

Residential for full-time students and mixed-mode for part-time distance education students.

The programme links vertically with the Baccalaureus Educationis Honores at NeF 7 andhorizontally with the Advanced Certificate in Education at NQF 6.

6.1 Candidates must be in possession of a matriculation exemption certificate.6.2 Upgrading students must have obtained a recognised three-year teaching qualification at NeF 5 and

have at least five years' teaching experience in the Intermediate Phase.

UPE is from 2001, the only provider of pre-service Foundation Phase BEd Teacher Education inWestern Region of Eastern Cape Province. (Closure of Teachers' Colleges). Meets demand forupgrading programme for In-service Teachers in Eastern and Southern Cape at Regional Sites,and Nationally / in Southern Africa through semi-distance offerings.

UPE is committed to providing quality pre-service and in-service teacher education programmesin the region. By doing so, the institution is serving an important need in the wider community.Such need is also to be seen in the light of looming shortages of teachers as a result of teacherretrechments and voluntary severance packages.

State whether there is current provision at other institutions (universities and technikons).If there is, provide reasons for why this qualification and programme is needed

As from January 2001 there will be no Teachers' Colleges in the Eastern Cape, as they will eitherhave been disestablished or incorporated into Higher Education Institutions. In the WesternRegion of the Eastern Cape UPE is the only provider of pre-service or in-service primary schoolteacher education programmes leading to a qualification. The Port Elizabeth Technikon will beresponsible for the pipeline students of Algoa College of Education in 2001 and 2002, but havehad no previous tradition of offering such programmes.
