Subject: SEARCH FOR THE 2018 OUTSTANDING TEACHING AND NON­TEACHING EMPLOYEES OF SDO NUEVA VIZCAYA

1. In line with Proclamation No. 242 signed by his Excellency President Benigno S. Aquino III on August 24,2011 declaring September 5 to October of every year as National Teacher's Month and to the designation of United Nations Educational, Scientific, and Cultural Organization (UNESCO) making every 5th of October as the Celebration of World Teachers Day, this Division celebrates this National event through a division-wide search entitled," 2018 Search for Outstanding Teaching and Non-Teaching Employees".

2. Its main feature is to recognize the exemplary performances and excellent accomplishments of the teaching and non-teaching employees of the Division in consonance with the Vision and Mission of the Department of Education (DepED) in untimely improving its mandates on Access, Retention, Completion, and Achievement (ARCA).

3. The activity aims to:

a. recognize and reward outstanding achievements in the delivery of basic education b. encourage innovative and sustainable practices in education c. promote quality performance and commitment to public service

4. All eligible teaching and Non-Teaching Employees from the different schools and from the Division may pruticipate as long as they meet the qualification standards required per category (See Enclosure).

5. The school level screening shall commence on July 13, 2018 through the School Level Selection Committee headed by the School Head and Winners shall compete to the District Level. The fmal assessment of candidates by the Division Level Selection Committee will start on August 27, 2018.

6. Attached are pettinent documents concerning the search.

7. Immediate and wide dissemination of this Memorandum is desired.

Attachment 1: Guidelines and Procedures

General Requirements

a. Teaching and Non-teaching employees in the Schools Division of Nueva Vizcaya for at least five ( 5) consecutive years.

b. Performance rating of Very Satisfactory (VS) for the last three (3) successive school years.

c. Have permanent appointment. d. No pending administrative/civil/criminal case.

*For IP Teachers, additional requirements are the following: Must be a 100% or 50% IP of any tribe (i.e., Ibaloy, Bugkaot, Isinay, etc.)

with certification from the National Commission of Indigenous People (NCIP) provincial office

Search Procedures

1. Elementary Level

1.1. The competition will start in the school level where potential candidates should emanate to compete in the district level, of which the winner per district shall move on to compete in the division level.

1.2. Contenders from the private schools shall join in the district where they belong.

1.3. The winners per district shall accomplish the nomination form duly signed by the chairman of the selection committee. The nomination forms of the winners in the district level shall be submitted to the division office for pre assessment.

2. Secondary Level

2.1 The competition will start in the school level. Accomplished nomination forms of school level winners shall be submitted to the division selection committee for pre assessment.

2.2 Contenders from the private schools will submit directly their duly accomplished nomination forms to the division screening committee.

3. The division selection committee shall select the top ten contenders per category. The top ten shall submit their portfolio/s for final assessment.

4. The top three winners per category shall undergo the fmal assessment where they undertake the interview process, actual demonstration teaching, and actual classroom visitation for validation.

5. THERE SHALL BE ONLY ONE WINNER PER AWARD CATEGORY.

6. Candidates from the Division Office shall submit their portfolio/s to their immediate superior for initial assessment. The winning candidates from their respective offices shall be nominated by the persons authorized to nominate to the Division level screening.

7. For the Division Level the members of the Committee shall evaluate the docmnents submitted based on the set criteria (See Enclosures).

Official Nominations

The winning candidate from the school wide selection for elementary shall join the District competition upon nomination by his/her Immediate Superior (preferably Principal). The winners per district shall submit nomination forms to compete to the Division Level where endorsement of tentative winners will be forwarded to the Overall Selection Committee to identify the top ten per category. The top ten will submit portfolios for assessment. The top three will undergo assessment for determination of the final winners of the search.

Candidates from the Division Office shall submit their portfolio/s to their immediate superior from whom one of the three nominations shall originate. The other two nominations shall come from one (1) peer/Co-employee, and one (1) community official where the nominee resides.

Pertinent Documents Needed

The following documents shall be accomplished by top ten winning candidates per category and to be submitted to the respective selection and screening committees. 1. Latest PDS-CSC Form 212 2. Nomination Form duly accomplished by the authorized person to nominate per level. 3. Overall assessment rating from the school level for secondary and district Level Selection Committee for elementary. 4. Properly labeled and certified photocopies only (8.5"Xl3" bond papers) with ear tabs, ring bound, and evidence-based portfolio/s containing accomplishments that commensurate with the intended award being vied for. The cover/title page is color coded as follows:

Elementary: Green Secondary: Red SDO: Yellow

5. 10-minute actual teaching activity video presentation in CD form (For Teacl1ing Category)

Awards at Stake

• The awarding of winners in the school/district level shall be done during the awards ceremony in their respective schools/districts.

• The declared winners shall be receiving a Certificate of Merit and cash incentive (to be determined later) from the Division during the awards ceremony on October 5, 2018.
