  • GENERAL SUWLARY OF THE WORK OF THE SESSION

    The First Session of Regional Association VI (Europe) was held in the building ofthe Station Centrale Suisse de Meteorologie at Zurich from 26 }[ay at 10030 hours to 8 June 1952 at .0600 hours .

    There were 21 meet.ings and 60 documents were distributed. The . following Members sent delegations g

    An observer of the Allied Meteorological Board, accompanied by two experts from the Meteorological Services of the German Federal Republic;

    Two experts from the Meteorologioal Service of the German Democratio Republic,

    Experts from the International Civil Aviation Organization and International Assooiation for Transport Aviation.

    Attendance thus included persons from 26 Members of World Meteor-ological Organization and from 4 Organizations interested in meteorology in Europe.

    In addition~ the Secretary-General of the World Meteorologioal Organization attended the opening meeting and the Deputy Seoretary-General took an active part throughout the Sessions

    23 Members of the World Meteorologioal Organization made applioation for membership of Regional Assooiation VI, none of whioh was refused. The quorum is therefore 12 ]fiembers.

    Three Working Committees were oreated to share the 11 items on the general agenda and the 30 items inoluded under 5 on the final Agenda.

    They were given the following titles

    The Committees provided for in the General Regulations were also set up

    The question of working languages cost the Association a great deal of time. Regulation 78 was interpreted differently by certain delegations. In the end, the vote on the proposed working languages produced the follow-ing result g French 18 votes, English 18 votes, Russian 5 votes. English ~nd French were therefore accepted as working languages, but all translat-ions were also made into Russian (Recommendation 25 (I-52) RA VI).

    The following note was incorporated in the minutes of the 12th plenary meeting

    "During the 12th plenary meeting, the question of languages was discussed and it was agreed that Russian had been used as a work-ing language during the 1st Session of Regional Association VI; the necessary arrangements were therefore made. II

    The provisional agenda had been prepared by the President on the basis of doouments which were sent to him before the session.

    The numerous items which were examined sucoessively in lilenary meeting were the subject of lengthy discussion; a particularly difficult item was Item 4, which raised questions of procedure. It was not possible to adopt the final Agenda until tllG 8th plenary meetil'lg ...

    A Working Group on Meteorological Transmissions was set up under the temporary chairmanship of Mr. Ockendon. Some members of this Group were designated? several delegations, however, stated that they would nominate their member later (see 10 below).

    The Swiss organizing Committee hed engaged 5 interpreter/translators for French, English and Russian. Furthermore, the Soviet delegation obligingly helped in the interpretation by mDking 2.vailable two inter-preters vnth Russianas their mother tongue.

    There were two excursions - on Sunday, 1st June to the Righi and on Sunday, 8th June to the Jungfraujoch.

    The Swis_s delegation offered a banquet in the halls of one of the old corporations of Zurich and provided varied entertainr:J.ent for the ladies. A colour film was projected in slow-motion, showing the sea of fog as well as colour transparencies of clouds.

    A photograph was taken of those present.

    The Final Act, including the reports, decisions, minutes and documents, duplicated in French and English, was sent to all who attended, as well as to the authorities of the World :Meteorological Organization, within the' time-limit stipulated by the General Regulations.

    Brief comments on the disoussions oonoerning the items on the agenda, extracted from the minutes, are given below g

    At the beginning of the session, the credentials of several delegates were not complete. As a result there was lengthy discussion in plenary meetings and .rithin the Credentials CO~TIittee. All the credentials sub-mitted were accepted before the end of the session. The ,Association never-theless adopted Recommendation 27 (I-52)~~ VI, on the subject of credent-ials.

As a result, Regional Assooiation VI was unable to oomplete all the work On its Agenda.     The q,uestion of the relations between the World Meteorological Organization and oountries which are not Members gave rise to lengthy disoussions under Item 4. No permanent solution was proposed.

    The re-transmission by FNO of a seleotion of stations of the American COhtinent and of a part of the East-Pp.cifio was the subjeot of Recommend-ation 23 (I-52) RA VI. On this subject, the observer of the Meteorological ServiQe of the United States made the folloW'ing statement g

    "1. The United States of Amerioa can aooept responsibility only for 'the transmission of data from wi thin Region IV, and does not oonsider itself responsible for transmissions of data from beyond 1800 longitude.

    2. This seems to be a problem for Regions II and VI, which is not within the provinoe of the United States to solve.

    3. Ft:;.rther, there is some evidenoe indicating that transmitters -of Region II can be intercepted directly in Europe.

    4. It is true that a portion'of the data in question is available in Washington, but the reception is spasmodic and retransmission , of such data to Europe would be erratic. In addition, the proposal would necessitate employment ,of additional personnel without7 for all that, ensuring improvement.

    "The Committee exa41ined the PISEL Codtl proposed by the Belgian delegation in Appendix F to the report by the farner European Sub-Conmission on Meteorological Transnissions, Paris 1952. It w~s decided that wind values corresponding approximately to the pressure levels 850, 700, 500 ~nd 300 1:1b could be obtained by extracting the groups corresponding to the heights 1,500m, 3,000m, 5,000r:1 and 10,000m from the original report contained in the code FM 32; the Comrni ttee also considered that it is

    essential to retain this selection of levels. This procedure is considered preferable to the introduction of a new code. Region-al Association "VI consequently accepts this proposal and will trensmit it to the Commission for Synoptic Meteorology."

    Committees .A and C dealt with the results of the experiments at Payerne in 1950 on the comparison of radiosondes and produced Recommend-ation 2(I-52) RA VI. It is to be noted that this Recommendation should be transformed into a Resolution. The experiments were oarried out under the aegis of the Joint Commission on EXgerimental Aerology of Cormnission for Instruments and j)f.[ethods of Observation together wi tha Committee for the Comparison of Radiosondes of the former Regional Commission VI of the International Meteorological Organization.

He proposed amending the preamble oonoerning these reoommendations and adding to it a note: "The USSR is not a member of IOAO". This was approved and the text has the following form :

    "Oommittee A examined Reoommendations 12 and 13 of EUM III/MET IOAO, Paris 1952. However, the Oommittee oonsidered that it would not be possible to implement these :r:eoommendations before they had been examined by the ad hoo Teohnioal Commissions of the World Meteorologio-al Organization. As a result of divergenoies of op~nion between various delegations, concerning the nomination of a ohairman of this Group, it was finally decided that the Group would elect a temporary Chair-man who would hold office until the permanent Chairman was elected.

These sub-jeots are dealt with in Reoowlendations 21(1-52) RA VI and 22(1-52) RA VI, whioh were approved. However, the delegate of Ireland made reservations regarding the future application of the rules proposed. In any case the matter v/ill be placed before the Execu-lii ve Oommi ttee or the Congress, whioh will make the final docision.

    hS a result of the difference of opinion in oonnection with meteor-ologioal transmissions in Central Europe, it was not possible for the First Session of Regional association VI in Zurich to deal with the whole of its Agenda. A third week would probably not have ohanged the situation.

    The Working Group on Meteorologioal Transmissions, under the chair-manship of ~lir. Ockenden, will have to' take over the main part of the work of the former European Sub-Commission on Meteorological Transmissions, Paris session, February 1952, on the basis of experience'obtained during the First Session of Regional Association Vlo

    Nevertheless, the First Session of Regional ~ssooiation VI was productive and tho final outcome may be considered satisfactory, as 25 resolutions were adopted and 28 reoomtlendD.tions were approved, almost all of them unanimously.

    (1) That it was very inadequate" in most parts of the Region;

    (2) That a rapid improvement of the network, to reach the level necessary for meeting the meteorological requirements, e~pecially' those of aviation, would entail many difficulties and a heavy financ-ial burden;

    (3) That, however, it was a matter of u~gency to establish a minimum network providing information regularly and at least twice daily;

    CONSIDERS that a need does not exist at present for the inclusion, on a regional scale, of hourly reports in W.T. broadoasts using meteor-ologi cal channels. \Vhen there is a looal need for hourly reports over and above those available in sub-area broadcasts, the requirement should be met by arrangements made between neighbouring States. Any suoh speoial arrangements should not~ however, be allowed to interfere with the normal sohedules of transmission of synoptio reports and other information required for synoptic purposes.

    DECIDES that the meteorological authorities of national tele-printer centres shall maintain close contact with the competent -t;elecommunications agency in order that sui table steps may be taken when defects or interruptions in the circuit are noted and that repairs and the recommencement of service may be speeded up. In particular, when reception by teleprinter is defective, the receiving meteorological Service shall in:form the competent-communications agency of the ~r.ticular nature of the ~ifficulty which has arisen as soon as it oocurs, -in order to facilitate the rapid reoomrnencement of the service.

    Re~o24 (I-52) RA VI - CHANGES OF FREQUENCY IN THE TRANSMISSION BY RADIO-TELEPRINTER.

    DECIDES that when ohanges of fTe~uency in transmissions by radio-teleprinter become necessary, such changes shall be announced, if possible by the transmitting station, by means of the QSW or QSy signal; transmitted on the fre~uenoy about to be abandoned.

    DECIDES,

    That provisionnally the responsibilities of the Working Group of Regional Assooiation VI on Meteorological Transmissions shall be the following ~

    (a) To formulate recommendations relating to the creation of installations or of services for meteorological teleoommunic-ations;

    (b) To formulate recommendations relating to modifioations whioh it might be necessary to make in installations or servioes for exi sting meteorologic[,l telecommunicati ons, including timetables:l the contents of transmissions and procedu.res;

    (0) To enoourage the standardi.zation and uniformity of meteor-ologioal teleoolomunioation servioes and related procedures, within Regional Assooiation VI;

    (d) To oo-ordinate the installation and operation j as well as the procedures and contents of messages, of the oomplex international teleprinter networks in Regional Association VI;

    (e) To co-ordinato the installation, the prooedures, the time-tables and contents of messages of an integrated network permi tting the exchange of meteorologioal information by radio within Regional Association VI?

    (f) To formulate recommendations on changes to be made in instal-lations, prooedures and contents of messages of meteorologio-al transmissi on systems betv/een Regional .i;.ssooiation VI and neighbouring regions?

    (g) To arrange for the preparation and distribution of all reports, publioations, doouments and notioes relating to. meteorological telecolll1~1unications, which may prove necessary;

    (h) To study the reoommendations made by the World Meteorological Organization and other institutions, which might affeot the installations or teleoommunication servioes of Regional Assooiation VI and take all steps which might become neces-sary?

    (i) To form standing working groups and ad hoo groups; to designate persons who may be neoessary to carry out the tasks listed above and define their responsibilities?

    (j) To exohange the necessary correspondence with the appropriate Sub-Commission of other regions, with the Central Sub-Commission for the transmission of meteorologioal inform-ation and with all other appropriate bodies;

    (k) To organize regu.lar and rapid correspondence between the members of the Sub-Commission of Regional Assooiation VI and with other interested persons, in order to aooomplish the work mentioned above~ in the intervals between oonfer-ences,

    (1) To carry out any other t~sk lillieh the President of Regional Association VI may allot to it?

    (m) To adopt recommendations oonoerning any action enabling the working Group to fulfil its duties efficiently;

    (n) In'discharging the duties specified above, the working Gro~p shall comply with the directives given by Regional Association VI.'

    (2) That the President of Regional Association VI inform the President of the Commission for Instruments and ]).[ethods of Observ-ation that Regional Association VI hopes that the Final Act, as well as the resolutions and recommendations included in that report, will be studied at the next meeting of that Commission;

    (~f) The Executive Committee has referred this Recommendation to the President of Regional Associat'ion VI with the following comment as regards para 4 g funds may be available in the 1952 budget of the Organization for the standardization and comparison of instruments.

    (a) That the Technical Commissions of the World Meteorological Organization concerned should study the problem of the optimum density of radiosonde, radio-wind and pilot balloon stations and the frequency of their observations, and provide information on the results which may be expected from different densities of stations and different frequencies of observations;

    (b) That it would be a substantial contribution to the work to be undertaken by the Technical. Commissions if Members could start such investigations immediately.

It is the opinion of Regional Association VI that the present wording can lead to an over-estimation of the possibilities of making direct use of messages giving the data obtained from observations and consequently to an over-estimation of operating requirements in res-poet of messages giving data ottained from observations.
